At the first stage of the study, the integral and scale indicators of the severity of Internet-dependent behavior were calculated separately for each sample of students from different regions. At the second stage of the study, the group profiles of Internet-dependent behavior were evaluated by comparing the severity of each symptom of Internet addiction within a separate sample. A common trend among modern young people of older adolescence is the tendency to develop Internet-dependent behavior, regardless of the region of residence. The analysis of group profiles of Internet-dependent behavior by comparing the severity of each symptom within a separate sample allowed us to establish general and specific characteristics of the formation of Internet-dependent behavior in students from different regions of Russia. It was revealed that with a moderate level of Internet addiction severity (the average indicator for the groups is from 47.64 to 50.63 points), all the studied samples have a uniform formation of the main addictive symptoms, which are most likely in close relationship with each other. The variability of responses of respondents from the northern and southern regions was found at the level of different sensitivity to the negative consequences of excessive Internet use. There are reasons to assume that the» threshold of susceptibility» to the negative impact of the Internet environment, beyond which intrapersonal problems and health problems arise in respondents living in the Arctic zone, is lower than in respondents from the southern region. Uncomfortable natural and climatic conditions of living in the Arctic zone, associated with extremely low temperatures, light and oxygen starvation, instability of barometric pressure, as well as with specific isolation due to distance from the mainland, cause tension in all body systems, deplete adaptive reserves and have an adverse effect on health. Thus, with a high degree of probability, the revealed differences between the samples may be due to the climatic and geographical factor, as well as closely related socio-cultural and psychophysiological factors.

In recent years, significant efforts have been made to accelerate the economic development of the Arctic zone, leading to intense environmental pollution of this region, accompanied by the significant impact of accumulated environmental damage in the region. The solution to these problems is difficult due to the remoteness of these areas and severe climatic conditions. Therefore, it is important to evaluate the potential for restoration of arctic soils. For this purpose, various indicators are used, including biological ones. In the analyzed arctic soil samples, high concentrations of petroleum hydrocarbons (up to 47,000 mg/kg) and chloride-ions (0.10–0.14 wt %) were established. Microbioassay demonstrated a presence of hydrocarbon-oxidizing microorganisms: Penicillium, Azotobacter chroococcum, Bacillus subtilis, Pseudomonas oleovorans. A low enzymatic activity and specific Arctic climate point out a low self-restoration ability of the soil, demonstrated the need for its remediation. The microbioassay with microbial strains identification and soil remediation methods suitable for the Arctic zone were recommended.

This article presents the sexual characteristics of cerebral energy metabolism in young residents of the Arctic zone according to the distribution of the level of direct constant potential (DC-potential level) of the brain. The study involved 60 people (27 men and 33 women) aged 30-34 years, born and living in the Arctic territory. Assessment of cerebral energy exchange was carried out using a 5-channel hardware-software diagnostic complex «NeuroKM». The distribution of the DC-potential level was analyzed by mapping monopolar values and calculating their gradients. For statistical data processing, the SPSS Statistics26 software package was used. The obtained DC-potentials level results were compared with the average statistical standard values. As a result of the study, gender differences in cerebral energy exchange were revealed in working-age residents born and living in the Arctic zone, depending on gender. In the group of men, there is a higher intensity of cerebral energy exchange in the whole cerebral cortex, the absence of pronounced hemispheric dominance, activation of the central and frontal cortex. In women, there is no predominance of energy exchange in any one area, there are low total indicators, activation of the central and occipital regions of the cortex; connection of the central cortex with the temporal, right-hemisphere dominance of cerebral energy exchange processes. Conclusion. Men are characterized by centralization and tension of regulatory systems, which can be an unfavorable factor in ensuring long-term adaptation to the climatic conditions of the Arctic. Women have a more optimal level of cerebral energy exchange.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.

The complex natural and climatic conditions of the Arctic Zone of the Russian Federation (AZ of the RF) make it necessary to put forward special requirements for all types of ground equipment used to solve transport problems in this region. At present, the increase in economic costs in the operation of machinery is primarily due to the mismatch of the design of the vehicles used in the climatic zone. A set of measures for land transport that allows to ensure the socio-economic development of the AZ RF.

This article examines the questions associated with protection of Arctic biodiversity, framework international legal documents, and documents of strategic planning of the Arctic countries. It is underlined that despite the unique ability to adapt to the severe climatic conditions, the ability of Arctic ecosystems and their components to self-restoration is significantly lower, which indicates the need to minimize the negative impact of various factors, as well as ensure the maximum level of ecosystem protection, including legal remedies. At the same time, considering the uniformity of natural environment of the Arctic region and ongoing processes, the peak efficiency in environmental protection of the Arctic can be achieved only by pooling and coordinating the efforts of all Arctic countries. The data on the state of Arctic environment allows determining major threats to the state of biological diversity of the region. In this regard, special role is played by climatic changes, which create a number of global challenges. Climate warming inevitably initiates ice melting in the Arctic, shrinkage or total deglaciation of certain areas, which leads to such consequences as decrease in abundance of species, namely aquatic mammals, the life cycle of which directly depends on the existence of ice. Global warming is inextricably linked with the process of displacement of latitudinal boundaries of the Arctic ecosystems towards north, which poses a risk for penetration of biological species that traditionally dwell to the south. This can lead dysfunction of ecosystems due to the dominance of alien species over the indigenous species.

Methodological base was developed for assessing the quality of firefighter - saviour combat clothing for use in the Arctic zone. It consists of a mathematical model for calculating the thermal state of special combat clothing in the «man — firefighter’s combat clothing — working environment» system and a chamber climate test methodology with the participation of testers-volunteers. The results of some calculations of the firefighter’s combat clothing thermodynamic state under the climatic factors exposure (negative values of the ambient temperature, wind load), and the fire thermal factors exposure are presented. Calculations were made based on the time and tasks performed, on the basis of actual working conditions of the firefighter. According to the calculation results we can conclude that in the considered range of variation of the environmental parameters of the working environment in the climatic conditions of the Arctic zone, the time of protective action of a multilayer stack of materials and tissues of the firefighter’s combat clothing is determined by the time of reaching of the skin surface limit temperature cooling in the region of the unheated structural elements. In this case the heat flux is not a determining factor. Verification of the model is carried out by comparing the results of experimental measurements and data obtained by calculation. The climate chamber test methodology includes registration in the process of tests of the firefighter’s combat clothing under-suit space thermodynamic parameters and the tester physiological parameters using both special sensors and displaying the results on a computer multiplier in real time mode. In addition, a visual assessment of the firefighter’s combat clothing technical condition at the end of the tests is carried out. Based on the results of the performed studies of the specific firefighter’s combat clothing samples it can be concluded that the developed methodological base allows to perform the objective assessment of the Arctic version of the firefighter’s combat clothing according to the application indicators that determine the quality of the product, and can be used to assess the quality of other personal protective equipment of a firefighter.

The article discusses the problems of limiting and developing competition in the Arctic zone of the Russian Federation related to the use of a specific model for regulating entrepreneurial activity. According to the author, this model, on the one hand, requires the provision of benefits and preferences for business entities planning and carrying out investment activities in the Arctic zone, and on the other hand, the introduction of various administrative barriers that limit the choice of the order and method of doing business. The indicated barriers and restrictions in the ways of conducting business can lead to restriction of competition between participants in the same product markets (competitors). In addition, restrictions on the methods of entrepreneurial activity cannot be considered justified from the point of view of constitutional norms governing the freedom of economic activity and the grounds for introducing its restrictions.In order to prevent the negative consequences of the implementation of the proposed model for the regulation of entrepreneurial activity by the Ministry for the Development of Russia, it is proposed to switch from an organizational and structural approach to a functional one based on the increasing ability to process large amounts of information and effective interaction with tax and other bodies.
