Abstract: Gresik Regency has a large potential of capture fisheries and cultivation so that the Ministry of Maritime Affairs and Fisheries is designated as a pilot of the Minapolitian project. This study aims to determine the impact of the implementation of the Minapolitan policy on the economic conditions of pond communities in Gresik Regency. The method used is qualitative descriptive with a focus of research: 1) efforts made by the government in implementing the Minapolitan policy; and 2) economic conditions of the pond community after the implementation of the Minapolitian policy. The results showed that the government had tried to improve infrastructure (infra-structure) around the ponds to make it easier for farm communities to run aquaculture activities, but had not been able to support the needs of production facilities. As for the economic conditions of the community, it has not significantly increased the income of the community and opened employment opportunities for the youth. : The COVID-19 pandemic has necessitated to focus on the economic stressors for the welfare of the population worldwide. The COVID-19 pandemic which has affected the individuals globally since January, 2020 has caused barrier in the business involving different sectors. The primary sector being the agriculture and food supplies and the secondary sectors like the manufacturing units, oils and petrol sectors, transport sectors, travel and tourism as well as the finance industries have all faced the adverse effect of this pandemic and subsequent lockdown. The different restrictions implemented by the government in most of the countries like quarantine, self- isolation, sealing of national and international borders, complete shutdown of transport and travel etc.. has disrupted the equilibrium of demand and supply. As an aftermath of such misbalance, the economic conditions in all the sectors have been negatively impacted. In this review, we shall discuss about the impact on economic condition of different sectors like agriculture, logistics, petroleum based fuels, commodity market, hospitality and tourism, pharmaceutical industry and finance industry.

This study aims to discover the impact of ore nickel management by PT. VDNI (Virtue Dragon Nickel Industry) on the socio-economic conditions of the community in Morosi Village, Morosi District, Konawe Regency. Methodologically, the decision of research informants was used as a purposive sampling technique. The results showed that the impacts of nickel management in Morosi Village included social and economic impacts. Social impacts include increasing education continuity, free health services for workers, making social solidarity between workers, land conflicts between citizens and companies, and decreasing interest in young people to farm. While the impact on the economic condition of the community includes opening up employment opportunities, increasing income, and improving the housing conditions of the workers.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

Abstrak  Berbagai permasalahan yang terjadi pada UMKM terdampak pandemi cukup dirasakan oleh para pelaku usaha tersebut. Hal ini tentu saja berakibat pada penurunan keuntungan secara signifikan dikarenanakan tingkat produktivitas yang rendah. Langkah terkait pemulihan ekonomi, dalam hal ini pemerintah melalui kementrian keuangan membuat kebijakan luar biasa untuk memitigasi dampak covid-19 dan perlambatan ekonomi dengan membuat Program Pemulihan Ekonomi Nasional (PEN).  Metode penelitian yang digunakan dalam penulisan ini adalah teknik analisis deskriptif kualitatif. Hasil penelitian menujukkan Program Pemulihan Ekonomi Nasional (PEN) memiliki dampak positif bagi sektor UMKM pada masa pandemi covid-19 sebagai langkah kebijakan yang diambil oleh pemerintah untuk mendukung pemulihan perekonomian nasional khususnya sektor UMKM yang memiliki kontribusi cukup besar. Rekomendasi kebijkan penguatan UMKM tidak hanya pada masa pandemi tetapi juga pada masa pemulihan dan pasca pandemi sehingga percepatan pemulihan ekonomi nasional dapat mencapai kestabilannya. Kata Kunci: Program PEN, Kebijkan Pandemi, UMKM  Abstract - The various problems that occur in SMEs affected by the pandemic are quite felt by these business actors. This of course results in a significant reduction in profits due to low productivity levels. Steps related to economic recovery, in this case, the government through the ministry of finance, make extraordinary policies to mitigate the impact of covid-19 and the economic slowdown by creating the National Economic Recovery Program (PEN). The research method used in this paper is a qualitative descriptive analysis technique. The results of the study show that the National Economic Recovery Program (PEN) has a positive impact on the MSME sector during the COVID-19 pandemic as a policy step taken by the government to support the recovery of the national economy, especially the MSME sector which has a significant contribution. Recommendations for strengthening MSME policies are not only during the pandemic but also during the recovery and post-pandemic period so that the acceleration of national economic recovery can achieve stability. Keywords: PEN Program, Pandemic Policy, MSME

Expanding childcare is often considered as a suitable way to enhance employment opportunities for mothers with young children as well as to reduce child poverty. In this study, the authors critically investigate this assertion by simulating a set of scenarios of increasing subsidized childcare slots and mothers’ employment. For a variety of European welfare states, the impact on poverty and on the government’s budget is estimated using the European microsimulation model EUROMOD. The findings suggest that to achieve significant poverty reductions among young children, both additional childcare slots and increased mothers’ employment should be well targeted. The expenditures for additional childcare slots can to a large extent be recovered by the government receipts generated by the additional employment; however, there appears to be a trade-off between the extra revenue that can be generated and the extent of poverty reduction.

With the retirement of the baby boomers looming and the growing number of opportunities to serve the public interest in broader ways than working in government, how dedicated are today’s public employees? This study examines the job sector changes of nonprofit and government employees compared with for-profit employees during both stable and unstable economic conditions. Sector switching within the government sector across federal, state, and local government employees is also examined. Findings show no sector differences during stable economic conditions, but illustrate federal government and nonprofit employees are more likely to move into the for-profit sector during times of economic instability. This study highlights the impact of tough labor market conditions on employment decisions. Nonprofits’ reliance on labor donations may no longer be sufficient, and public managers should tailor their recruitment and retention strategies to suit the level of government.

This study aims to determine: 1) The socio-economic condition of sand miners 2.) The level of income of sand miners before and after the existence of a sand mine in Cimpu Utara Village, Suli District, Luwu Regency. This research method uses descriptive qualitative. The population in this study is the owner and labor of sand miners totaling 36 people. Data collection was carried out using observation techniques, interviews, and documentation. Data were analyzed descriptively qualitatively. The results of this study indicate that: 1) The socio-economic conditions of the people who work as sand mines are aged 40-44 years as much as 30.55%,. graduated from junior high as much as 36.11%. The previous respondents' livelihoods were entrepreneurs, farmers and fishermen. 2) The impact of the existence of a sand mine on the socio-economic conditions of the community that is researchers conclude the impact after the existence of a sand mine is very influential on the level of community income. It can be seen from the income before the sand mine Rp. 375.000-583.000/month while the income after the sand mining is around Rp. 512,000 - 6,250,000 / month.

In achieving the desired development by Indonesia, the government requires revenue from the State Tax Revenue and Non-Tax Revenues. One of the efforts undertaken by the Directorate General of Taxation (DGT) is enacted Government Regulation No. 46 of 2013, the tax base used is the gross turnover of each month at 1 % final income tax rates. The emergence of these regulations is to provide convenience for taxpayers in determining the amount of income tax payable, but enactment of these rules in the middle of giving trouble for taxpayers in the calculation, depositing and reporting taxes for the year 2013. Purpose of this study was to determine the impact of treatment of PP 46 of 2013 on income tax on Micro, Small and Medium Enterprises (SMEs) in Gresik skull cap industry. This study used a qualitative descriptive approach with the aim of obtaining a picture of the object that is easily observed in the form of words on the focus of research on the impact of the enactment of Regulation 46 of 2013. The 3 (three) object of research is no skull cap Industry SMEs in Gresik . Data analysis aims to simplify the data processed, making it easy to read and interpret. Data were collected by means of observation, interviews, documentation. Analysis of the data through three stages: data reduction, data display, and conclusion. The results showed that the enactment of Regulation 46 of 2013 not only creates difficulties in terms of computation, depositing and reporting just as effective mid-year, but still there who do not know the regulations in terms of both has been the enactment of these regulations and in terms of the calculation mechanism. As for other effects of the government’s enactment of legislation, namely the amount of income tax payable is higher than the income tax calculations using norm bookkeeping or net income.

In 2000, the Government of Indonesia took a bold step by adopting a very radical policy of decentralization by devolving broad powers to local governments. The concept of divided government is a new thing that is happening in the government system in Indonesia. This article examines the impact of the governor election in West Kalimantan in 2018 and assesses the current paradigm for divided governance. This study uses a qualitative descriptive method, which provides a complete analysis and analysis of the evidence found. The results show that divided government can have an impact on political and bureaucratic obstacles after the 2018 West Kalimantan Governor Election. The study also found and introduced new methods of implementing split government, namely through ANDI as theoretical implications.

This paper studies the impact of tax-based consolidations on reelection outcomes. Using a granular database of tax-based consolidations for a panel of 10 OECD countries over the last 40 years, we find that tax reforms are politically costly but some reforms are costlier than others. Measures aimed primarily at reducing existing deficits and debt are costlier than tax consolidation policies for improving long-term growth prospects. Electoral costs are particularly high for broad-based indirect tax and corporate tax reforms. Voters tend to penalize governments less if tax consolidations are announced early in the government’s term or if the government has a strong political mandate. Favorable economic conditions increase public support for tax-based consolidations. Personal income tax reforms are electorally salient if the reforms are frontloaded, announced during recessions, and in less progressive tax systems.
