The article deals with the representation and interaction of the local and global elements in Liepāja poet and professional architect Gunta Šnipke’s poetry writing. The research aims to establish and evaluate the importance of local and global aspects in Šnipke’s poetry creation process by determining the conceptually characteristic ways in the formation of poetic expression. The article particularly emphasizes the phenomenon of memory which reveals the dimension of time in Šnipke’s poetry space, allows to speak not only of the individual but also of the cultural memory by precise emphasis of concrete geographic places, topographic details (showing both the local and global scale) which have directed the author to an observation. The phenomenon of memory reveals the dimension of time and illuminates several levels of individual and collective memory – historical, cultural, autobiographical, feminine. The theoretical and methodological basis of the research includes the viewpoints of feminism theoreticians (Rosi Braidotti, Virginia Woolf and others) on the aspects of mental nomadism in the perspective of gender studies, as well as several aspects of the cultural memory research (works by Aleida Assmann, Marija Semjonova and others). The local and global issues have been researched mostly in Šnipke’s newest poetry collection “Ceļi” (‘Roads’, 2018) concurrently demonstrating the broader context and development process of the poet’s creative activity since the publishing of the first two poetry collections – “…Bērns ienāca…” (‘…A Child Came in…’, 1995), “...Un jūra” (‘…And the Sea”, 2008). The dominant of Šnipke’s poetic expression is a powerful impulse of thought which allows the creation of broader contexts concerning the current events and phenomena, thus expanding the boundaries of experience established by the strict form. The poet’s strong intellect is in a certain confrontation with an equally strong emotional experience. Šnipke’s poetry is characterised not only by the natural union of the intellectual and emotional elements in one poem but also by a successful amalgamation of various important levels – geographical, cultural and historical, social and personal, autobiographical. This feature is soundly used in creating the artistic concept of the poetry collection “Ceļi”. The collection was highly praised by professionals and awarded by several significant literary prizes. Šnipke’s poetry coincides with the current tendencies in the contemporary Latvian poetry process both in content and form; the poetic thought is mostly expressed in expanded and associatively dense syntactic structures. Šnipke’s poetry complies with the feminine poetry tendency to record the history of one’s own family within significant historic events pouring the individual experiences into layers of collective experience. Personal and seemingly insignificant becomes of global importance joining the space of common European memory, the distant and foreign phenomena are made closer and more understandable. In the longer forms, a woman and the feminine language become the main narrators of the past.

Virginia Woolf and Being-in-the-world: A Heideggerian Study explores Woolf’s treatment of the relationship between self and world from a phenomenological-existential perspective. This study presents a timely and compelling interpretation of Virginia Woolf’s textual treatment of the relationship between self and world from the perspective of the philosophy of Martin Heidegger. Drawing on Woolf’s novels, essays, reviews, letters, diary entries, short stories, and memoirs, the book explores the political and the ontological, as the individual’s connection to the world comes to be defined by an involvement and engagement that is always already situated within a particular physical, societal, and historical context. Emma Simone argues that at the heart of what it means to be an individual making his or her way in the world, the perspectives of Woolf and Heidegger are founded upon certain shared concerns, including the sustained critique of Cartesian dualism, particularly the resultant binary oppositions of subject and object, and self and Other; the understanding that the individual is a temporal being; an emphasis upon intersubjective relations insofar as Being-in-the-world is defined by Being-with-Others; and a consistent emphasis upon average everydayness as both determinative and representative of the individual’s relationship to and with the world.

Bureaucracy is one of the oldest institutions of a government system. Its role and importance have grown immensely in modern government systems. Bureaucrats or public administrators are indispensable in the policy decision making process in the 21st century. From the early conception as a branch of government responsible for the implementation of policy decisions and everyday functioning, bureaucracy has assumed a more active role in the policymaking process. It has gone through many reforms; however, these reforms have been largely incremental and static. While the external environment or the problems faced by bureaucracy is continuously evolving, the change in bureaucracy has not been in the same proportion. In the 21st century, many issues confronting bureaucracy are not only wicked but also global in nature. Moreover, challenges posed by technological disruptions and long-term processes such as climate change put bureaucracy at all levels of a government in a far trickier position than their earlier envisaged basic functions. In dealing with such challenges, the policy capacity of bureaucracy cannot be taken for granted. There are often significant gaps in capacity to anticipate a policy problem, to ensure coordination and preserve legitimacy, to translate global issues at local levels, and to learn from the past. It is crucial to strengthen analytical capacity at the individual and organizational level, operational capacity at the organizational level, and political capacity at the systems level to address these gaps. Tackling capacity gaps systematically would enable bureaucracy to design and implement policy and administrative reforms with a long-term vision of adaptation and evolution instead of merely in reactive mode. The policy capacity framework presented in this article is useful in identifying the capacity gaps that inhibit bureaucracy from evolving and the remedies to address these gaps.

Objective: The siblings of patients suffering from Anorexia Nervosa (AN) are potentially affected by a disturbed emotional experience that often remains undetected. In order to bring them a psychological support, the Maison de Solenn proposed a support group program for these siblings. The current research explores their mental representations of AN and their emotional experience in the support group named “sibling group.”Method: This exploratory study is based on a phenomenological and inductive qualitative method. Four girls and three boys aged between 6 and 19 participating in the “sibling group” were included in a one-time focus group session using a semi-structured interview guide. The thematic data analysis was performed by applying the methods of interpretative phenomenological analysis.Results: Themes that emerged from the interview fall into four categories: AN explained by siblings; the individual emotional experience of siblings; the family experience of siblings and the experience inside the “sibling group.”Discussion: According to our participants, the “sibling group” thus functions as a good compromise between keeping an active role in the anorexic patient's care and taking a step back to avoid being eaten up by the illness. Sibling-group participants retrieved a sense of belonging, which is normally one of the functions of being a sibling. It is important to note that the “sibling group” is part of the comprehensive (or global) family-based approach included in an institutional multidisciplinary integrative care framework.

Keaton and the Masses:This article explores conflicts between individual and mass and the process of massification (i.e. the becoming and unfolding of masses) as comic potential in Buster Keaton’s physical comedies. This comic potential is basically characterized by a formalized and aestheticized reduction of human individuality when confronted with objective, non-human matter. De-individualization plays an important role in modern comedy in general. With his intense focus on massification, though, Keaton is not only one of the first, but also one of the most dedicated investigators of comic de-individualization by purely physical means.The first part of the article considers the complex relations in Keaton between gag and narrative with specific regard to the conflict between the individual and the masses. Furthermore, the basic compositional elements in Keaton’s cinematographic staging of individual-mass conflicts are explored, including deactivation and isolation of the individual in relation to his immediate surroundings.Subsequently, the different forms of massification in Keaton are examined more closely with reference to variation in their comic potential. Here, Keaton’s masses are grouped into three basic forms: In the solid mass—typically materialized in heavy objects and hard surfaces—the comic potential is due to its ability to violently tumble or jam the pacified individual into de-subjectified body mass. In the fluid mass, the comic potential is basically found in the unmanageable character of the soft, formless and constantly transforming phenomenon. In pure accumulation, Keaton focuses on the comic potential of the very formation of masses as a process of accumulation (i.e., the repetitive addition of discrete, more or less identical elements). Here, Keaton’s interest lies above all in the formation of human masses (crowds).The last section considers Keaton’s cinematographic distribution of individual gags on the global scale of the entire film. Here, it is analyzed how Keaton incessantly glues the individual gags together into one large and seamlessly continuous gag. It is thus concluded that not only is each individual gag characterized by massification, but the way the different gags are interrelated throughout Keaton’s films also has a profound mass character.

Thanks to an unprecedented experience, that of confinement on a global scale due to a pandemic, this article offers a reflection on the confinement of only a part of humanity, women, at a given time, the 12th century, as a modest contribution to the history of gender relations in the Middle Ages. Different women, in fact, underwent or on the contrary sought at that time isolation and seclusion: in all cases, their loneliness was linked to men, who inspired them to withdraw as a solution to escape marriage and sexuality, or required to get rid of their unwanted company. We therefore wonder here what are the faces and common points of the various forms of relegation that were going on, what resistance women could oppose, but also what were its limits: some of them chose the solitude as a pledge of peace and security but could they really be left alone? Could the recluses really provide for themselves? Were the imprisoned wives not kept in touch with the outside world, especially the male? At the end of this study, absolute solitude in the feminine seems more an ideal than a reality because even in the most austere cells, women could hardly do without men completely. On the other hand, confinement largely protected them physically, leaving in many cases other types of love than carnal one to flourish

The main purpose of higher education is to provide training of highly qualified personnel for all basic directions of socially useful activity in accordance with the needs of society and the state, the needs of the individual in intellectual, cultural and moral development, deepening of knowledge, abilities and skills and their expansion. In modern pedagogy and aesthetics there is an undeniable opinion that in spiritual activities of the individual creating a work of art is a major component of an artistic activity. The foundation of artistic activity is considered to be any object of reality and a substantive or spiritual environment. Creating a work of art its author enjoys social and individual emotional experience, reflecting the reality in the form of artistic images, which consist of art ideas, art assessment and the artistic emotions. Analyzing design activity, we can say that its main purpose is a holistic understanding and design of environmental objects. At the intersection of design with the production of the phenomenon of shape is beyond the scope of art, acquiring great importance in the industrial life of society. In this regard, familiarity with the form and special attention to it is important in the study of artistic and design disciplines in the process of professional training of students majoring in art and design.

In examining the development of Tsvetaeva's lyric verse, it is possible to discern a recurrent thematic strain: a rejection by the poet of the conventional roles imposed on the individual by society, particularly certain characteristics of the feminine role. I will try to show that Tsvetaeva, in the process of rejecting, via her poetry, this key ingredient in a person's self-concept—namely, the sex role as defined by society—along with a rejection of other limiting social norms, developed images of the self that transcend social roles. Moreover, the working out of this poetic identity is not continuous but falls into several chronological stages.In discussing a poet's self, critical method prescribes that a distinction be maintained between the individual and the poetic persona. Without negating this methodological stricture, it is important to keep in mind that for some poets an adequate interpretation requires one to perceive that the persona is an elaborate poetic projection and mythologization of the individual.

River deltas are dynamic systems whose channels can widen, narrow, migrate, avulse, and bifurcate to form new channel networks through time. With hundreds of millions of people living on these globally ubiquitous systems, it is critically important to understand and predict how delta channel networks will evolve over time. Although much work has been done to understand drivers of channel migration on the individual channel scale, a global-scale analysis of the current state of delta morphological change has not been attempted. In this study, we present a methodology for the automatic extraction of channel migration vectors from remotely sensed imagery by combining deep learning and principles from particle image velocimetry (PIV). This methodology is implemented on 48 river delta systems to create a global dataset of decadal-scale delta channel migration. By comparing delta channel migration distributions with a variety of known external forcings, we find that global patterns of channel migration can largely be reconciled with the level of fluvial forcing acting on the delta, sediment flux magnitude, and frequency of flood events. An understanding of modern rates and patterns of channel migration in river deltas is critical for successfully predicting future changes to delta systems and for informing decision makers striving for deltaic resilience.

In this introductory chapter readers are made familiar with the expanding research field of essayistic filmmaking in world cinema-contexts around the globe. Brenda Hollweg and Igor Krstíc argue that the essay film is a privileged political and ethical tool by means of which filmmakers around the world approach historically specific and locally, geographically concrete issues against larger global issues and universal concerns. The chapter also includes a genealogical overview of important moments in the development of essay filmmaking, particularly during the 1920s and 1960s, and provides readers with short abstracts on the individual chapters and their specific transnationally inflected case studies on essay film practitioners from around the world.
