Within the article, a methodical approach to assessing economic security of regional economic systems in the context of digitalization, which is built using a systems approach, is proposed. The sequence of stages of the economic security assessment of regional economic systems in the conditions of digitalization is offered. To assess security of economic systems, it is justified to use the method of the hierarchical cluster analysis, which involves initial consideration of each of the objects as a separate cluster and then to combine them according to the similarity criterion until two final clusters are formed. The approbation of the offered methodical approach to the analysis of economic safety of economic systems in the conditions of active processes of digitization on an example of the regions of Ukraine is carried out.

Ensuring the economic security of the region is one of the key tasks of the management of the federal entity. By ensuring economic security, the priorities of the management of the region are determined, so that the system of economic security should be integrated into the development management system of the socio-economic system of the region and perform an information and analytical function in it, which requires the development and introduction of economic security monitoring tools into the regional development management system. The article formulated an algorithm integration tools for monitoring threats to economic security in the regional economic development of the control system the methodical approach to assessing threats to regional economic security.

The purpose of this article is the systematization and critical analysis of existing approaches to assessing the economic security of the region. The author reveals the advantages and disadvantages of theoretical and methodological concepts of the regional economic security assessment presented in the works of domestic and foreign scientists, as well as the system of indicators of economic security of the relevant strategy of the Russian Federation. Based on the results of the study, it is proposed to build a methodology for the analysis of regional economic security of Russian regions on the basis of the synthesis of economic and statistical methods, in particular, multi-purpose optimization, and subjective methods (discourse analysis). The main directions of improvement of the method of assessment of economic security of the Russian Federation established in the corresponding Strategy are defined. The article is of interest to representatives of federal and regional authorities, economists specializing in theoretical and regional issues.

This paper evaluates nine elements, comprised of 233 entrepreneurs' locational attitudes in two Canadian metropolitan centers, for evidence that perception of the same region differs according to metropolitan location, and that locational images are related to specific types of manufacturing activity. Hierarchical cluster analysis is used to group attitudes that entrepreneurs hold toward their regional economic environments into patterns of similarity, and to provide visual and quantitative evidence for the level at which various firms enter a group, and the number of alternative groupings which are undertaken before any two firms comprise the same group. The paper concludes that a single ‘regional economic milieu’ does not exist for all entrepreneurs inhabiting the same regional location, that entrepreneurs' attitudes differ between and within the region's two metropolitan centers, and that decisionmakers perceive regional location opportunities as individuals, according to their personal needs and those of their firm (but not of their industry).

Modern globalization processes of economic development are increasingly focusing on the regional level of economic development. The regional economic systems are the basis of economic development, as evidenced by the practice of European countries. Innovative orientation is and remains important for creative economy development, because it is the innovative development of regional economic systems that allows to increase efficiency of the economic activity, to use available resources more rationally without harming the environment, to improve living standards and more. In turn, innovative orientation of economic development of regional economic systems requires the development of methodological approaches to assess the regional innovation efficiency. The outlined and others determined the relevance of the scientific research on the development of a methodological approach to assessing innovative development efficiency of regional economic systems, to which this article is devoted. As a result of the research, a methodical approach to assessing the dynamics of innovation efficiency of regional economic systems in the conditions of the creative economy development, which provides for four stages of its implementation, was developed. This approach allows to objectively analyze innovation efficiency of regions by determining the integrated index of innovation efficiency and the coefficient of the innovation efficiency dynamics, as well as to determine the most influential indicators that will further develop mechanisms to enhance innovation processes in regional economic systems and to increase their innovative development efficiency. The proposed methodological approach to assessing innovative development efficiency of Polish voivodeships has been tested.

It has been argued that national methods of economic security of the Russian Federation use only economic indicators, while foreign practice, including the UN methodology, supplements social, environmental and political indicators to the list of economic ones to be used as the basis. There are no weight functions being included for the indicators analysis in some of the analyzed methods. An attempt to determine indicators reflecting the economic security level of a country and its individual regions has been made. It is demonstrated that all officially approved methods are fraught with disregard for regions and small states peculiarities. The necessary indicators are identified to be included into analysis and ranked as national and regional ones. Based on the studies performed and the results obtained, the most repeated indicators existed in all the investigated methods have been found. A universal model has been developed using indicators to determine a reliable level of economic security.

In this article we proposed a new method of non-hierarchical cluster analysis using k-nearest-neighbor graph and discussed it with respect to vegetation classification. The method of k-nearest neighbor (k-NN) classification was originally developed in 1951 (Fix, Hodges, 1951). Later a term “k-NN graph” and a few algorithms of k-NN clustering appeared (Cover, Hart, 1967; Brito et al., 1997). In biology k-NN is used in analysis of protein structures and genome sequences. Most of k-NN clustering algorithms build «excessive» graph firstly, so called hypergraph, and then truncate it to subgraphs, just partitioning and coarsening hypergraph. We developed other strategy, the “upward” clustering in forming (assembling consequentially) one cluster after the other. Until today graph-based cluster analysis has not been considered concerning classification of vegetation datasets.

Aim. The presented study aims to develop the methodology for assessing the quality of management of organizational transformation processes. Tasks. To achieve the set aim, the authors solve the following problems: determine the essence and content of socio-economic transformation, formulate quality assurance principles for the management of transformation processes, draw attention to the problem of selecting a unified quality criterion for the management of organizational transformation processes. Methods. This study uses general scientific methods of cognition, including analysis and synthesis. It also applies a systems approach to identify the major problems of assessing the quality of management of transformation processes, including the problem of selecting a unified quality criterion for the management of transformation processes and formulating the principles of ensuring the quality of management of transformation processes. Results. The global problem of managing transformation processes in the economic system consists in the complexity of the managed processes, which increases due to the multidimensionality, mutual influence, and the resulting uncertainty of interactions between the elements of the system. It is concluded that the methodology for assessing the quality of management of transformation processes is based on the principle of integrating separate measures to improve the quality of management of system elements into a single system of management actions and the principle of ensuring that management actions are primarily aimed at preventing possible negative consequences of the transformation of economic systems, i.e. reducing the potential impact of unfavorable events and their consequences. To assess the effectiveness of targeted management actions and productive actions aimed at organizing, controlling, and guiding the transformation process, the authors actualize the problem of selecting an adequate quality criterion for the management of transformation processes in economic systems and put forward a hypothesis about a possible unified criterion of management quality. Conclusions. The principle of integrating separate measures to improve the quality of management of system elements and the principle of ensuring that management actions are aimed at preventing possible negative consequences lie at the core of the methodology for assessing the quality of management of transformation processes in economic systems. The quality assessment methodology should be developed in the direction of finding a unified quality criterion for managing transformation processes in economic systems.
