Promoting Learning Amidst Pandemic

The COVID-19 pandemic has disrupted the basic education system in the Philippines. As a response, the Department of Education devised a Learning Continuity Plan to carry on with the learning process. This paper deals with the uncovering of the curriculum management aspect of the Department of Education of the Philippines’ BE-LCP through thematic content analysis. Findings revealed the four phases of the curriculum management of BE-LCP anchored in the adjustments made in the aspects of learning; these are: 1) Correcting Phase (Learning Content); 2) Connecting Phase (Learning Delivery); 3) Coping Phase (Learning Management), and 4) Collecting Phase (Learning Assessment). Further empirical research on the impact of the BE-LCP implementation in Public Basic Education Institutions across the Philippines is recommended.

Purpose of the study: This research was compiled to analyze the improvement of the quality of education in Indonesia. The purpose of program evaluation is to know for sure whether the achievement of the results, progress, and obstacles encountered in the implementation of the program. Recognizing the low competency of school principals of the principal's partnership programs. Methodology: The type of this research is development, research which aims to produce instruments to evaluate a school principal partnership program. The development design in this study using the Plomp model. The data was analyzed qualitatively as input for improvement of activities in 2018. The following data was collected using questionnaires, interviews, and observations. Main Findings: The data and analysis show that the partnership program has recorded various advances made in the impact schools — both those related to curriculum management and implementation of supervision of learning and strengthening of school ecosystems. The effectiveness of school programs is very dependent on the carrying capacity of each school. However, it is the real result of this program is the change in mindset not only for principals but for almost all stakeholders. Applications of this study: This Study is analyzed based on the school principal partnership program report to become recommendation and references for another partnership programs, improving the competency of school principals, and developing remote area (3T regions/frontier, outermost, and disadvantaged in Indonesia national scale) of Indonesia. Novelty/Originality of this study: The findings imply that the partnership program has a significant impact on the equity growth in remote areas.

The continuity of education must be seamless. Hence, adjustments in the basic education curriculum also calls for adjustments in the higher education curriculum to ensure the continuity of the learning process after transitioning from senior high school to tertiary education. Philippine Higher Educational Institutions is challenged everyday with the series of developments happening in the country. As such, adapting to these developments must be captured though curricular reforms in the PHEI curriculum. This short reflection deals with the adjustments made by the higher education in the Philippines in order to align themselves with the curricular reforms made in the basic education.

This article examines how the latent potential of communities of practice (CoPs) can be harnessed as a strategic resource for building capacity and improving organisational performance. In particular it focuses on a case study of developing communities of practice in the Philippines Department of Education (DepEd) in three Regions (XI, XII and the Autonomous Region of Muslim Mindanao (ARMM)), which have been supported under the Philippines-Australia Basic Education Assistance for Mindanao (BEAM) Project. This article describes community-building activities sponsored by BEAM to strengthen local Department of Education (DepEd) management capacity to assume greater responsibilities following the passing of the Governance of Basic Education Act 2001. It maps and examines the process of connecting staff who were previously performing the same function independently, to come together to form knowledge sharing networks. Real examples of the changes that emerging CoPs are delivering are also provided. Discussion then turns to the new challenges CoPs face in sustaining the momentum and benefits that these professional networks are yielding.

What do annual graduation messages convey? What is the gist of the message? What common themes may be derived from these messages? These inquiries inform this study as annual graduation messages issued by the Department of Education (DepEd) Secretary are analysed. This paper recognizes the impact of each graduation message as it serves as a venue in capturing what DepEd attempts to relay to its stakeholders, particularly student graduates in the context of this paper. This study employs qualitative method using data available online. Graduation messages annually issued by DepEd are posted and accessible through online resources. Graduation messages issued from 2010-2019 are utilized in this study. Careful analysis of data reveals the following clustered themes: quality education as the key to transformation, education at the core of life’s challenges, Filipino learners transforming the future, stakeholders and learners towards a better education, and K-12 curriculum as the vehicle for success. Recognition has been given to stakeholders who play crucial roles in the education system and advocate its success. Also, social, cultural, and curricular aspects have also shaped how each graduation message is crafted and relayed to stakeholders.

Republic Act 10533 known as the Enhanced Basic Education Curriculum of the Philippines is the newest paradigm of education of the country, the implementation of which needs to be evaluated specifically on the guidelines and the attitudinal level of academicians towards it. The primary purpose of this study was to determine the motivational drives, school effectiveness efforts, and the attitudinal level of secondary school academicians of the Department of Education Davao Region XI. Descriptive correlation was utilized in this study. Sets of survey questionnaires were used to gather data from 563 academicians. The findings revealed that motivational drive and school effectiveness efforts were both rated high descriptive equivalent while the attitudinal level had obtained high positive descriptive equivalent which means that academicians experienced great extent of positive attitude towards K to 12 implementation. Based on the data gathered, there is a significant relationship between motivational drives, school effectiveness efforts and attitudinal level towards K to 12 implementation. While motivational drive and school effectiveness efforts significantly influenced the attitudinal level of the academicians towards the implementation of K to 12, the school effectiveness efforts among secondary school academicians had a greatest significant influence among other variables which has positive correlation, showing that school academicians’ primary concern was on the effectiveness in their field of work on the aspect of implementation.<div> </div><div> </div><div><strong>Keywords: </strong></div>Motivational drives, school effectiveness, K to 12, Philippine education, descriptive correlation, Davao City, Philippines

El presente es un estudio descriptivo de la situación por la que pasan emocionalmente las adolescentes embarazadas, la investigación enfoca el embarazo precoz o también llamado prematuro y la salud emocional en las adolescentes, este trabajo se lo realizó en la Unidad Educativa ITSUP, de la ciudad de Portoviejo, en Ecuador, teniendo como objetivo determinar las repercusiones del embarazo en la salud emocional de las adolescentes. El problema científico fueron las deficiencias emocionales en las adolescentes con embarazo precoz. El diagnóstico realizado en este trabajo permitió conocer la situación que enfrentan las adolescentes durante el embarazo. La población   investigada fueron las adolescentes que durante los años 2010 hasta el 2015 salieron embarazadas siendo estudiantes de la citada unidad educativa, las cuales llegaron a ser 60 madres adolescentes. Para obtener datos de la población en estudio se aplicaron las técnicas de encuestas a las estudiantes y ex – estudiantes que pasaron y están pasando un embarazo y entrevistas a especialistas en la temática, los resultados del diagnóstico demostraron  que las  adolescentes embarazadas son tratadas  muy bien por la sociedad, que la discriminación existe en un índice muy bajo, que tienen conocimientos adecuados de las causas, consecuencias y complicaciones de un embarazo precoz, que son apoyadas emocionalmente por sus familiares, sin embargo su propia condición hace que se mantengan depresivas, concluyendo que hay la necesidad de brindar mayor información sobre sexualidad  tanto  en  los  hogares  como  centros  educativos  a  través  los  departamentos  de consejería tendientes a brindarles apoyo emocional y motivación debida.  Embarazo precoz y salud emocional en las adolescentes www.itsup.edu.ec/myjournal   Early pregnancy and emotional health in adolescents in basic education Palabras clave: Resiliencia, sociedad, apoyo emocional, discriminación, depresión. Abstract This is a descriptive study of the situation of pregnant adolescents. The research focuses on early pregnancy, also known as premature and emotional health in adolescents. This work was made in the Education Unit ITSUP, city Portoviejo, in Ecuador, aiming to determine the impact of pregnancy on the emotional health of teenagers. The scientific problem was the emotional deficiencies in adolescents with early pregnancy. The diagnosis made in this work gave the information on the situation faced by adolescents during pregnancy. The adolescent population were investigated during the years 2010 to 2015. For detailing the study, there was made a survey. The students who passed and are passing a pregnancy and interviews with specialists in the field, the diagnosis results showed that pregnant teenagers are treated very well by society, that discrimination exists in a very low level, they have adequate knowledge of the causes, consequences and complications of early pregnancy, which are emotionally supported by their families. There is the need to provide more information on sexuality both in homes and schools through counseling departments aimed at providing emotional support and motivation. The research objective is to analyze the impact of the participation of online  ICT teacher training to increase the number of accessibility the learning content of features in Rumah Belajar. This research used the quantitative research approach with descriptive quantitative analysis methods to be able to describe how the increase in accessibility features of Rumah Belajar and utilization in learning in school. Samples were selected in this study are all online training participants at 15 locations online training that has been conducted by Pustekkom in 2015 and 2016 in 2015. The data was collected using a questionnaire and a list of open questions in accordance with the purpose of research. The results showed that 1) online ICT teacher training participants, after completing the Pustekkom  training online  using become more motivated to access other feature in Rumah Belajar; 2) The order of the percentage of the intensity level of accessibility to the other features of Rumah Belajar are: Sumber Belajar 23%, BSE 23%, Bank Soal 21%, Kelas Maya 13%, Lab Maya 6%, Karya Guru 4%, Wahana Jelajah Angkasa 4%, Peta Budaya 4% and Karya Komunitas 2%, and ICT training online using the application PKB Rumah Belajar can be used as a reference for efforts to develop a web-based learning applications, in particular for the development of Rumah belajar portal belongs Pustekkom Kemendikbud. Tujuan penelitian yaitu untuk menganalisis dampak keikutsertaan diklat online  TIK guru Belajar terhadap peningkatan jumlah aksebilitas konten pembelajaran pada fitur-fitur rumah belajar. Penelitian ini menggunakan pendekatan penelitian kuantitatif dengan metode analisis kuantitatif secara deskriptif untuk bisa menggambarkan bagaimana peningkatan aksesbilitas fitur-fitur rumah belajar dan pemanfaatannya dalam pembelajaran di sekolah. Sampel yang dipilih dalam penelitian ini adalah semua peserta diklat online  pada 15 lokasi diklat online yang telah dilaksanakan oleh Pustekkom pada tahun 2015 dan 2016. Pengumpulan data menggunakan kuesioner dan daftar pertanyaan terbuka sesuai dengan tujuan penelitian. Hasil penelitian menunjukkan bahwa 1) peserta diklat online TIK Guru, setelah mengikuti diklat online Pustekkom, menjadi lebih termotivasi untuk mengakses fitur-fitur lainnya dalam Rumah Belajar; 2) Urutan prosentase tingkat intensitas aksesbilitas terhadap fitur-fitur Rumbel selain Pengembangan Keprofesian berkelanjutan (PKB) adalah: Sumber Belajar 23%, Buku Sekolah Elektronik (BSE) 23%, Bank Soal 21%, Kelas Maya 13%, Lab Maya 6%, Karya Guru 4%, Wahana Jelajah Angkasa 4%, Peta Budaya 4% dan Karya Komunitas 2%; dan 3) diklat online TIK menggunakan aplikasi PKB. Rumah belajar bisa dijadikan referensi bagi upaya pengembangan aplikasi pembelajaran berbasis web, khususnya bagi pengembangan portal Rumah Belajar milik Pustekkom Kemendikbud.

This study discusses the penetration of Islam in the Philippines, particularly the third wave of its expansion, which was brought by Sufi missionaries. It reinstates the historical relevance of Sufi ideas and approaches due to its contemporary relevance to the concept of social co-existence. The rational, intellectual and philosophical dimension of Islam is manifested in the cultural and traditional life of Muslim communities. The study also analyzes the impact of Muslim struggle for the development of Islamic institutions in the context of the secular state. The ongoing, unsettled debate between Islamic and government approaches to peace and development in Mindanao and Sulu continues unabated. Over the years, reforms were introduced, but in their midst, evidence of government biases and prejudices with regards to Islamic institutions have surfaced. Muslim leaders and intellectuals responded in the context of historical rights and freedom, but those views were often questioned as they are presumed to be incompatible with the national agenda for national unity. It was very recently that this incompatibility was readdressed giving support to having lasting peace and justice in Mindanao. The study argues that there have been substantial state-sponsored reforms which may contribute to the gradual advancement of Muslim communities. Though the path for the passage of Muslim concerns within the given condition is fragile and open to challenges, the study recognizes the prominence of inter-civilizational dialogue, from which the universal values of humanity will be embraced by both Muslim and non-Muslim policy makers. In addition, Muslim and non-Muslim communities in the Philippines need to embrace the universal principle of humanity and coexistence due to its relevance to the political stability and economic growth in the country.  Keywords: Muslims in the Philippines, Islamic institutions, Islamization, Muslim intellectuals, Reform. Abstrak Kajian ini mengkaji tentang kemasukan Islam, terutamanya gelombang ketiga perkembangannya, yang dibawa oleh para pendakwah sufi. Kajian itu mengembalikan semula sejarah penting tentang idea-idea dan pendekatan Sufi yang boleh digunapakai pada masa kini untuk mewujudkan keharmonian sosial di kalangan rakyat pelbagai agama. Pemahaman tentang Islam mempunyai pengaruh yang jelas terhadap kebudayaan dan tradisi Islam. Kajian ini juga menganalisis kesan perjuangan Muslim untuk pembangunan institusi Islam dalam konteks sebuah negara sekular. Perbahasan yang berterusan yang tidak menemukan penyelesaian antara pendekatan Islam dan pendekatan kerajaan untuk perdamaian serta pembangunan di Mindanao dan Sulu terus berlanjutan. Walaupun  bertahun-tahun pembaharuan telah dilakukan, namun terdapat bukti penolakan dan prasangka buruk kerajaan terhadap institusi Islam. Para pemimpin dan intelektual Muslim bertindak berdasarkan pada fakta sejarah dan hak kebebasan bersuara, namun pandangan mereka sering dipertikaikan kerana mereka dianggap tidak seiring dengan agenda dan perpaduan nasional. Baru-baru ini ketidakserasian ini mulai disuarakan semula untuk mendapat sokongan terhadap keamanan dan keadilan yang berterusan di Mindanao. Kajian ini mendapati bahawa terdapat pembaharuan yang dilakukan oleh pihak kerajaan yang boleh menyumbang ke arah  kemajuan masyarakat Islam secara beransur-ansur. Walaupun pendekatan bagi memenuhi hasrat orang Islam masih dalam keadaan yang rapuh dan penuh cabaran, namun kajian ini mengusulkan peripentingnya dialog antara peradaban dimana nilai-nilai universal manusia akan diperoleh dan dipegang oleh kedua-kedua pihak pembuat dasar iaitu  Islam dan bukan Islam. Di samping itu, umat Islam dan bukan Islam di Filipina perlu mengkaji dan mencontohi model keharmonian sosial Malaysia dan Singapura kerana kaitannya dengan kestabilan politik dan pertumbuhan ekonomi. Women’s schooling has long been regarded as one of the best investments in development. Using two different cross-nationally comparable data sets which both contain measures of schooling, assessments of literacy, and life outcomes for more than 50 countries, we show the association of women’s education (defined as schooling and the acquisition of literacy) with four life outcomes (fertility, child mortality, empowerment, and financial practices) is much larger than the standard estimates of the gains from schooling alone. First, estimates of the association of outcomes with schooling alone cannot distinguish between the association of outcomes with schooling that actually produces increased learning and schooling that does not. Second, typical estimates do not address attenuation bias from measurement error. Using the new data on literacy to partially address these deficiencies, we find that the associations of women’s basic education (completing primary schooling and attaining literacy) with child mortality, fertility, women’s empowerment and the associations of men’s and women’s basic education with positive financial practices are three to five times larger than standard estimates. For instance, our country aggregated OLS estimate of the association of women’s empowerment with primary schooling versus no schooling is 0.15 of a standard deviation of the index, but the estimated association for women with primary schooling and literacy, using IV to correct for attenuation bias, is 0.68, 4.6 times bigger. Our findings raise two conceptual points. First, if the causal pathway through which schooling affects life outcomes is, even partially, through learning then estimates of the impact of schooling will underestimate the impact of education. Second, decisions about how to invest to improve life outcomes necessarily depend on estimates of the relative impacts and relative costs of schooling (e.g., grade completion) versus learning (e.g., literacy) on life outcomes. Our results do share the limitation of all previous observational results that the associations cannot be given causal interpretation and much more work will be needed to be able to make reliable claims about causal pathways.
