Статья раскрывает необходимость внедрения государственных образовательных стандартов, их основное назначение и новизну, особенности каждого из них. Особое внимание уделено реализации задач государственных образовательных стандартов, современным и эффективным методам построения образовательного процесса, методической работе в школе, профессиональному росту педагогов. Приведенные примеры помогут осуществить плавный переход к новым государственным образовательным стандартам начального общего, основного общего и среднего общего образования, внести изменения в организацию образовательного процесса, найти новые подходы к роли педагога, его ответственности и переосмыслению собственных задач, созданию благоприятных условий для раскрытия его творческого потенциала. This article reveals the need for the implementation of State educational standards, their main purpose and novelty, the features of each of them. Special attention is paid to the implementation of the tasks of State educational standards, modern and effective methods of building the educational process, methodological work at school, professional growth of teachers. These examples will help make a smooth transition to new State educational standards of primary, basic, and secondary general education, to make changes in the organization of the educational process, to find new approaches to the role of the teacher, his responsibility and rethinking.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Modern challenges of the system of mathematical training of schoolchildren lead to an increase in subject professional deficits of a mathematics teacher. Monitoring the teacher’s professional deficits allows them to be leveled in a timely manner, thereby improving the quality of the educational process. However, the theory and method of identifying them has not been studied much. This makes it possible to state the problem of research, which consists in determining the conceptual basis of the methodology for identifying subject professional deficits of a mathematics teacher. The purpose of the article is to develop a methodology for identifying subject professional deficits of a mathematics teacher. Methodology. The methodological basis of the study was a competent approach as the basis for structuring the professional competencies of a mathematics teacher; a systematic approach as the basis for diagnosing professional deficits of a mathematics teacher; federal state educational standard for higher education in the field of training “Pedagogical education”; professional standard “Teacher (pedagogical activity in the field of preschool, primary general, basic general, secondary general education. Module “Subject training. Mathematics”, the requirements of the federal state educational standard for the mathematical training of students in a general education school). The study used methods of analyzing special literature and normative documents, pedagogical modeling and design, mathematical processing of information. Results of the study. The basic principles of the methodology for identifying subject professional deficits are formulated and substantiated: expediency, diagnosticity, systemicity and advance. Based on these principles, the authors developed a methodology for identifying subject professional deficits of a mathematics teacher. The example shows the main stages and results of diagnosing subject deficits of a mathematics teacher in the field of combinatorics and probability theory.

With the introduction of inclusive education, children with disabilities of various nosological groups (hereinafter referred to as HIA), with absolutely different states of intelligence, are active participants in the educational process. Federal state educational standards of primary general education for students with mental retardation (intellectual disabilities) and children with disabilities are being successfully implemented. Along with others, these regulatory documents guarantee and implement the right of these categories of students for education. And determine whether it will qualify or not. Competent selection and implementation of educational technology teacher for students with disabilities is of paramount importance. It is obvious that at the present stage of development of education it is not enough to form in this category of students only the volume of life competencies. It is necessary to work on a certain amount of the academic component, regardless of the state and depth of the student’s intellectual disability. At the moment, an increase in the requirements for primary general education is recorded. Special Federal state educational standards are developed for primary general education. A number of psychological and pedagogical problems that are associated with the preparation of children with disabilities for further education in the middle level of secondary schools are becoming topical. This problem can be solved by inclusive educational technologies.

The paper deals with the issues of improving the quality of education at the university. The role of the material and technical support of the educational process is emphasized. The educational and methodological manual reflects the theoretical aspects of the basics of designing innovative pedagogical technologies. One of the topical problems of Russian education is to improve the quality of education in schools with low educational outcomes. Important factors in improving the quality of training and education of the younger generation are the professional growth of teachers, their career and social growth. In modern socio-cultural conditions, there is a request for professional growth of the teacher. It is confirmed by the decree of the President of the Russian Federation (5) and teachers (1). The problem is to increase the number and level of complexity of the requirements for teachers and the lack of theoretical and practical information base for both working and future teachers. The purpose of the study: to develop a Handbook designed to help in the possible implementation of the request for professional growth of the teacher, the formation of the teacher-leader. Research problem: 1) to study the features of teachers ' perception of the phenomenon of leadership and understanding the role of a leader for a teacher within his profession. 2) to analyze the difficulties in the pedagogical sphere, relevant at the moment. 3) the opinions of teachers about the specifics of their profession are revealed. The topic of the phenomenon of leadership in the pedagogical sphere and improving the quality of education was considered in the works of M. Barber, M. Murshed [2], I.B. Bicheva, O.M. Filatova [3], S.S. Lutkin [4], I.L. Feldman [6], S.N. Yaroshenko [7].

Turning to reality the new goals set by the federal state educational standards requires using means (methods or instruments) adequate to the relevant anticipations by the teacher as well as the active assimilation and inclusion of the new educational technologies into his/her professional activities and implementation of activity-based models for arranging the teaching and learning process. The article addresses the transformation of the modern educational process and the role of digitalization in achieving the educational results in line with the modern society’s requirements.
