After successive episodes of Russian aggression, both Estonia and the North Atlantic Treaty Organization (NATO) remain on edge about the future of their relationship with Moscow. To understand how Estonia has deterred Russia from further hostile acts, this paper analyzes the Estonian government’s response to them and how the establishment of defense programs have made Estonia a pillar of anti-Russian policy in Europe. Such programs and policy changes which continue to deter Russia from these aggressive tactics include but are not limited to NATO’s Cooperative Cyber Defense Center of Excellence, the EU’s East StratCom Task Force, and the development of dependable relationships between NATO, the EU, and the Estonian private defense sector. The paper also analyzes the overall successes and deficiencies of these policy changes, makes future recommendations for the Estonian government, and evaluates the implications of these changes in the broad realm of international security. Analyzing these successes and deficiencies is important for determining the overall effectiveness of the changes in Estonian policy over the past decade. Through in-person interviews with both American and Estonian government officials, online research, and interactions with academic experts on the subject, the paper argues these new programs and evolving relationships are an adequate and effective deterrent to prevent further Russian cyber and conventional military attacks.

Abstract The Ecosystem Approach to Management (EAM) has emerged over the past decades, largely to promote biodiversity conservation, and more recently sectoral tradeoffs in the management of marine ecosystems. To ascertain the state of practice of EAM operationalization, a workshop was held, which included a pre-workshop online survey. The survey gauged international participants’ perspectives regarding capacity, knowledge, and application of EAM. When asked about the subject, most survey respondents had a general understanding of EAM, and provided a clear definition. Major perceived challenges to EAM objectives by those surveyed included limited knowledge, conflicting interests, insufficient communication, and limited organizational legal frameworks or governance structures. Of those directly involved in an ecosystem approach, the majority responded that processes were in place or developed for application of integrated knowledge toward assessing key issues within their respective sectors (i.e. fisheries, conservation, energy), and that capacity was generally high. Our results show that most respondents, irrespective of sector or geography, see value in considering an integrated, broader ecosystem approach as they manage their sector. Although many participants were from the North Atlantic region, our results suggest that much of the international community is converging toward continued understanding of broad-scale, integrated approaches to marine resource management.

The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.

In March 1972 the author's firm in association with two Portuguese firms of consulting engineers, Consulmar and Lusotecna, were appointed by the Portuguese Government agency Gabinete da Area de Sines to prepare designs for the construction of a new harbour at Sines on the west coast of Portugal. The location is shown in Figure 1. The main breakwater, which is the subject of this paper, is probably the largest breakwater yet built, being 2 km long and in depths of water of up to 50 m. It is exposed to the North Atlantic and has been designed for a significant wave height of 11 m. Dolos units invented by Merrifield (ref. 1) form the main armour. The project programme required that studies be first made of a wide range of alternative layouts for the harbour. After the client had decided on the layout to be adopted, documents were to be prepared to enable tenders for construction to be invited in January 1973. This allowed little time for the design to be developed and only one series of flume tests, using regular waves, was completed during this period. Further tests in the regular flume were completed during the tender period and a thorough programme of testing with irregular waves was commenced later in the year, continuing until August 1974 when the root of the breakwater was complete and the construction of the main cross-section was about to start. The model tests, which were carried out at the Laboratorio Nacional de Engenharia Civil in Lisbon, were reported by Morals in a paper presented to the 14th International Coastal Engineering Conference in 1974. AbstractTo advance our knowledge of the response of midlatitude westerlies to various external forcings, we investigate the meridional shift of midlatitude westerlies over arid central Asia (ACA) during the past 21 000 years, which experienced more varied forcings than the present day based on a set of transient simulations. Our results suggest that the evolution of midlatitude westerlies over ACA and driving factors vary with time and across seasons. In spring, the location of midlatitude westerlies over ACA oscillates largely during the last deglaciation, driven by meltwater fluxes and continental ice sheets, and then shows a long-term equatorward shift during the Holocene controlled by orbital insolation. In summer, orbital insolation dominates the meridional shift of midlatitude westerlies, with poleward and equatorward migration during the last deglaciation and the Holocene, respectively. From a thermodynamic perspective, variations in zonal winds are linked with the meridional temperature gradient based on the thermal wind relationship. From a dynamic perspective, variations in midlatitude westerlies are mainly induced by anomalous sea surface temperatures over the Indian Ocean through the Matsuno–Gill response and over the North Atlantic Ocean by the propagation of Rossby waves, or both, but their relative importance varies across forcings. Additionally, the modeled meridional shift of midlatitude westerlies is broadly consistent with geological evidence, although model–data discrepancies still exist. Overall, our study provides a possible scenario for a meridional shift of midlatitude westerlies over ACA in response to various external forcings during the past 21 000 years and highlights important roles of both the Indian Ocean and the North Atlantic Ocean in regulating Asian westerlies, which may shed light on the behavior of westerlies in the future.

Abstract. Using an intermediate-complexity UVic Earth System Climate Model (UVic Model), the geographical and seasonal implications and an indicative sense of the historical climate found in the δ18O record of the Guliya ice core (hereinafter, the Guliya δ18O) are investigated under time-dependent orbital forcing with an acceleration factor of 100 over the past 130 ka. The results reveal that the simulated late-summer (August–September) Guliya surface air temperature (SAT) reproduces the 23-ka precession and 43-ka obliquity cycles in the Guliya δ18O. Furthermore, the Guliya δ18O is significantly correlated with the SAT over the Northern Hemisphere (NH), which suggests the Guliya δ18O is an indicator of the late-summer SAT in the NH. Corresponding to the warm and cold phases of the precession cycle in the Guliya temperature, there are two anomalous patterns in the SAT and sea surface temperature (SST) fields. The first anomalous pattern shows an increase in the SAT (SST) toward the Arctic, possibly associated with the joint effect of the precession and obliquity cycles, and the second anomalous pattern shows an increase in the SAT (SST) toward the equator, possibly due to the influence of the precession cycle. Additionally, the summer (winter) Guliya and NH temperatures are higher (lower) in the warm phases of Guliya late-summer SAT than in the cold phases. Furthermore, the Guliya SAT is closely related to the North Atlantic SST, in which the Guliya precipitation may act as a "bridge" linking the Guliya SAT and the North Atlantic SST.

AbstractTropical cyclone (TC) translation speed (TCTS) can affect the duration of TC-related disasters, which is critical to coastal and inland areas. The long-term variation of TCTS and their relationship to the variability of the mid-latitude jet stream and storm migration are discussed here for storms near the North Atlantic coast during 1948-2019. Our results reveal the prominent seasonality in the long-term variation of TCTS, which can be largely explained by the seasonality in the covariations of the mid-latitude jet stream and storm locations. Specifically, significant increases of TCTS occur in June and October during the past decades, which may result from the equatorward displacement of the jet stream and poleward migration of storm locations. Prominent slowdown of TCTS is found in August, which is related to the weakened jet strength and equatorward storm migration. In September, the effects of poleward displacement and weakening of the jet stream on TCTS are largely compensated by the poleward storm migration, therefore, no significant change in TCTS is observed. Meanwhile, the multidecadal variability of the Atlantic may contribute to the multidecadal variability of TCTS. Our findings emphasize the significance in taking a seasonality view in discussing the variability and trends of near-coast Atlantic TCTS under climate change.

Kelp forests are phyletically diverse, structurally complex and highly productive components of coldwater rocky marine coastlines. This paper reviews the conditions in which kelp forests develop globally and where, why and at what rate they become deforested. The ecology and long archaeological history of kelp forests are examined through case studies from southern California, the Aleutian Islands and the western North Atlantic, well-studied locations that represent the widest possible range in kelp forest biodiversity. Global distribution of kelp forests is physiologically constrained by light at high latitudes and by nutrients, warm temperatures and other macrophytes at low latitudes. Within mid-latitude belts (roughly 40–60° latitude in both hemispheres) well-developed kelp forests are most threatened by herbivory, usually from sea urchins. Overfishing and extirpation of highly valued vertebrate apex predators often triggered herbivore population increases, leading to widespread kelp deforestation. Such deforestations have the most profound and lasting impacts on species-depauperate systems, such as those in Alaska and the western North Atlantic. Globally urchin-induced deforestation has been increasing over the past 2–3 decades. Continued fishing down of coastal food webs has resulted in shifting harvesting targets from apex predators to their invertebrate prey, including kelp-grazing herbivores. The recent global expansion of sea urchin harvesting has led to the widespread extirpation of this herbivore, and kelp forests have returned in some locations but, for the first time, these forests are devoid of vertebrate apex predators. In the western North Atlantic, large predatory crabs have recently filled this void and they have become the new apex predator in this system. Similar shifts from fish- to crab-dominance may have occurred in coastal zones of the United Kingdom and Japan, where large predatory finfish were extirpated long ago. Three North American case studies of kelp forests were examined to determine their long history with humans and project the status of future kelp forests to the year 2025. Fishing impacts on kelp forest systems have been both profound and much longer in duration than previously thought. Archaeological data suggest that coastal peoples exploited kelp forest organisms for thousands of years, occasionally resulting in localized losses of apex predators, outbreaks of sea urchin populations and probably small-scale deforestation. Over the past two centuries, commercial exploitation for export led to the extirpation of sea urchin predators, such as the sea otter in the North Pacific and predatory fishes like the cod in the North Atlantic. The large-scale removal of predators for export markets increased sea urchin abundances and promoted the decline of kelp forests over vast areas. Despite southern California having one of the longest known associations with coastal kelp forests, widespread deforestation is rare. It is possible that functional redundancies among predators and herbivores make this most diverse system most stable. Such biodiverse kelp forests may also resist invasion from non-native species. In the species-depauperate western North Atlantic, introduced algal competitors carpet the benthos and threaten future kelp dominance. There, other non-native herbivores and predators have become established and dominant components of this system. Climate changes have had measurable impacts on kelp forest ecosystems and efforts to control the emission of greenhouse gasses should be a global priority. However, overfishing appears to be the greatest manageable threat to kelp forest ecosystems over the 2025 time horizon. Management should focus on minimizing fishing impacts and restoring populations of functionally important species in these systems.
