This paper discusses the congruence between problem-based learning (PBL) and competencybased assessment and describes how competency based assessment has been implementedin a professional construction management programme. The design andunderlying principles of assessment approaches used to determine students' professionalcompetence through use of professional standards to frame learning and assessment arediscussed. Through presentation of preliminary findings of a case study that explores staffand student experiences in the construction management programme, the authors describethe issues and challenges they have encountered in implementing competencybased assessment in a PBL programme within the context of higher education.

This article in the light of modern research clarifies categorical apparatus of the concept of human capital, defines its constructive opportunities for finding ways of effective development of society. Essential conditions for the effective use of national human capital are identified: availability of real human capital in proper amount; its quality, structural maturity, practical orientation, sufficient degree of not only knowledge, but also competency based component, which allows to use it in practice, in real actions; the accordance of human capital, its representing abilities and competencies with the needs of production development and strategy of the State; availability of the effective mechanism of the use of personnel, which provides taking up posts by specialists based on professional competence, constructive motivation and ability to work, as well as the relevance of these competences at the workplace. The author diagnoses problems in the field of quantitative and qualitative parameters of national human capital in this country and the social mechanism of its usage and outlines ways of solving them.

The article reveals the category ‘professional burnout’ and describes the ways of emotional states self-regulation of educators in modern preschool educational institutions. Methods for improving kindergarten teachers’ professional competence and self-esteem are clarified. It is defined how to find balance and harmony in professional activity to avoid overload and prevent professional burnout.The changes that are taking place in preschool education today place new demands on kindergarten teachers’ professional training. To optimize educators’ activities, it is necessary to balance the mode of their work and rest. Only by paying due attention to this issue can we avoid the phenomenon of professional burnout, which is quite common today.Attitudes towards colleagues, children, and parents should be based on the basic principles of partnership pedagogy, in particular respect for the individual, positive attitude and friendliness, and distributed leadership. In these conditions, educators of preschool educational institutions will be able to achieve maximum success in their activities, create effective learning and play environments that will form a comprehensively developed personality, and help the kindergarten teacher to maintain enthusiasm for many years.The article emphasizes that professionals must be able to resist the influence of adverse external factors that occur during professional activities. The key vectors of the educator’s life position should be optimism, self-efficacy, and the use of productive strategies to have their emotional state, to remain calm in any situation. It is necessary to be able to maintain mental balance, internal and external resources, and creative potential.

The article considers the issue of professional training of future preschool teachers. The example of a new training course for the specialty 012 Preschool education "Art Education of Preschool Children" presents opportunities to improve the quality of education and the formation of information culture of applicants for the second (master's) level of training by the means of information and communication technologies. The current state of the problem is analyzed and the contradictions in the process of teaching professional methods between the existing theoretical basis of professional training of future teachers and the insufficient level of professional competence of graduates, which is partly explained by the low level of motivation of many students to work in preschool education. The scientific research devoted to the application of information and communication technologies in the educational process, the definition of levels of readiness of students to use information and communication technologies and skills of the teacher who has mastered information and communication competence are analyzed. The article presents the results of a study of the levels of formation of artistic competence of undergraduates by motivational, emotional, intellectual, activity criteria and relevant indicators; methods of pedagogical diagnostics are specified. The principles, methods, and forms of using information and communication technologies in the context of the discipline "Art Education of Preschool Children" are revealed. The correlation between forms and methods of interaction of the teacher with pupils based on the use of information and communication technologies is shown. Factors of efficiency of use of information and communication technologies are defined: increase of interest of students to academic discipline, motivation to self-improvement and self-development, modernization of content of educational disciplines by innovative forms of interaction, methods, and receptions of formation of corresponding professional competence at future masters.

An important condition ensuring the adaptability of educational environment, hence, socialization of physically challenged children under inclusive conditions, is the competence of specialists implemented under new professional circumstances. Special attention should be paid to professional competence of specialists under inclusion in the system of preschool education. The theoretical analysis of the issue of professional competence of pedagogues in the practice of inclusive preschool education is reflected in the Russian and foreign researches, which testifies to the topicality of the issue. The research objectives are: to describe the conceptual basis of professional competence of the pedagogues of the system of inclusive preschool education (by the example of combined groups), which consists of cognitive, operational-functional and personality components; to prove the influence of professional competence of the pedagogues under inclusion on socialization of preschool physically challenged children. The practical part of the research was carried out by the following methods: analysis of scientific psychological-pedagogical sources, dissertations on the topic; summarization of theoretical conceptions; comparative analysis of the practices of inclusive education; questioning; interviews with various categories of specialists; analysis of the process and products of activities; mathematical processing of the results. The research results allowed identifying the key features of professional competence of the pedagogues of inclusive preschool educational establishments, which not only provide the efficient psychological-pedagogical support of physically challenged children, but also serve as the condition for socialization of these preschool children.

The article analyzes the current state of the study of future preschool teachers’ readiness to health-saving activity with preschoolers in domestic and foreign educational theory and practice. The article considers the relevance of the problem of healthy lifestyle in the younger generation forming, starting from preschool age. Nesterenko and other)), the issue of future preschool teachers’ readiness forming to health-saving activity with preschoolers both in theoretical and in practical aspect remains little studied, which is manifested in the lack of a unified understanding of this phenomenon; further development requires the issue of disclosure and justification of the content, forms and methods of future preschool teachers’ readiness’ forming to health-saving activity with preschoolers. The basic concepts are analyzed in article: «readiness», «readiness to activity», «health-saving activity», professional activity». The research deals with integrative approach in preschool education. The integrative approach is based on the hollistic perception of the preschool children's world. This approach is one of the key elements of the new concept of preschool education set out in a document entitled "Years of Ascent". The paper looks at the place of mathematical contents in the curriculum as well as the characteristics of the integrative approach which provide the conditions for the initial development of mathematical reasoning. The empirical section of the paper offers the results of the research related to pre-service preschool teachers' attitudes towards the integrative approach. The aim of the paper is to contribute, both theoretically and empirically, to a better understanding of the importance of the preschool teachers' professional competence to implement integrated activities.

Increasing the role of an employee as a determining factor in the economic growth of an enterprise makes managers change the philosophy of management, directing it towards the realization of employees’ unique abilities. The effective implementation of the strategic direction of action depends on the knowledge, skills and personal characteristics of specialists, i.e. competencies that are a source of competitive advantage and a strategic factor in the enterprise development. In this regard, it is necessary to study the competency-based approach features in order to identify the opportunities for application in the strategic management of an enterprise. The purpose of the study is to clarify the essence of the competency-based approach and substantiate the need for its application in strategic management. The object of the study is the process of strategic enterprise management. The following methods were used: abstract-logical, analysis and synthesis – to clarify the essence of the competency-based approach; formation of conclusions; and graphical technique – to visualize the results. The views on the essence of the competency-based approach are analyzed and the lack of research on its importance for ensuring effective strategic management at different levels is noted. Taking into account the transformation of the essence of strategic enterprise management and the significant dependence of its effectiveness on professional competence of strategic decision developers and executors of their decisions, the essence of the competence-based approach is specified. It provides for the involvement of specialists with the necessary knowledge, skills, ability to objectively perceive information, use experience and intuition in determining promising areas of action, and take responsibility for decisions to achieve strategic goals for the implementation of the stages of strategic analysis and strategic selection. This will allow managers to involve employees in the process of making strategic decisions, focusing not only on their job positions, but primarily on the availability of a set of competencies necessary for strategic management and the appropriate level of their manifestation in professional behavior. A likely result can be a reduction in the time for the implementation of the relevant stages of strategic management and an increase in the likelihood of achieving strategic goals due to a correctly chosen strategy of future actions.

The article is devoted to the problems of increasing the professional competence of municipal employees in the information society. The transformation of the traditional knowledge paradigm of education on the basis of the competency-based approach is emphasized, the psychological characteristics of the activities of today's municipal servants are identified, various aspects of the ideas of domestic science on competence and competencies are identified, the specificity of the direction of additional professional education is considered. The presented study consists in the psychological diagnosis of the professional competencies of municipal employees for the further use of the results in the targeted development and implementation of continuing education programs for the mentioned category of students. Particular attention is paid to the attitude of employees towards the formation of a civic identity as an important factor in the consolidation of society. The results of the study are graphically presented in diagrams and comments, indicate the need to adapt a modern employee to changing conditions, the development of a willingness to learn new knowledge and technologies for working with people, to actively participate in the development of civil society and to widely involve additional professional education systems in this process.
