The scientific-analytical report presents a study of the financial-investment potential distinguishing its structural elements: potentials of economic entities, fiscal and financial-credit potentials. A special attention is paid to functional specificities of each element of the financial potential in regional development and revealing their interconnections. Regions of the Russian Arctic zone characterized by severe climatic conditions, having strong nature resource potential, and being a zone of increased interest from large corporate structures and strategic interest of the state are the object of the study. The work is addressed to scientific researchers, legislative and executive authorities of different levels, financial-credit institutions, enterprises and organizations, lecturers and students as well as other readers interested in issues of the Arctic territories’ development. The scientific and analytical report was prepared as a part of the state assignment of FRS KSC RAS in terms of conducting research work of the G. P. Luzin Institute for Economic Studies on topic No. АААА-А18-118051590117-3 “Scientific bases of formation and implementation of the financial-investment potential of the Arctic and Northern regions”.

The Arctic regions, being on the one hand an important resource for socio-economic development of the state, and on the other hand, characterized by harsh natural and climatic conditions of work and life, require special attention to achieving quality of life of the local population. The sphere of tourism and recreation is considered as a tool for restoration of physical and emotional forces of a person. The pur-pose of the study is to identify the opportunities and limitations of tourism and recreation for the residents of the Arctic regions of the Russian Federation. The study is based on the calculation of indices for economic, socio-economic and infrastructural indicators that characterize the opportunities and limitations of tourism and recreation organization by the population of the Arctic regions of Russia in the regional context. The results revealed the presence of high financial opportunities in the organization of tourist trips and leisure activities. There is a significant level of activity aimed at promoting inbound domestic and international tourism. It is revealed that the residents of the Arctic regions have a relatively low level of spending on recreation in the territory of permanent residence. The problems identified in the course of research work on recreation of residents of the Arctic regions in the territory of permanent residence require a more systematic and comprehensive approach. The results obtained can be used in strategic and policy documents on the development of the Arctic regions of the Russian Federation.

Studing of the impact of state guarantees and compensation for persons working and living in the Far North and in the equivalent areas, on the involvement and consolidation of the population, including young people. The Main Provisions of the Article. The characteristics of natural and climatic conditions of the Northern regions and their impact on health and life expectancy, as well as methodological approaches to the size of the regional premium rates are presented. On the basis of statistical data territorial differences in the cost of living of the population in the Arctic regions of the Russian Federation and their compliance with the size of regional premium rates are determined. It is proposed to make amendments in the labour legislation about the practice of accrual of rated increases for young people born and bred in the North. While preparing proposals for improving Northern guarantees and compensation it is necessary to take into account the experience of foreign Northern countries (Canada, Sweden, etc.) of attracting and consolidating qualified specialists and workers in the North.

Приведены экспериментальные данные оценки по хозяйственно полезным признакам одиннадцати новых партенокарпических гетерозисных гибридов огурца в условиях весенне-летнего оборота Кировской области. Проблема возделывания теплолюбивых культур в северных регионах страны формирует цели селекционных исследований. Выращивание культуры огурца в Кировской области усугубляется неблагоприятными климатическими условиями второй световой зоны (короткая продолжительность вегетационного периода, низкие положительные температуры, заморозки в третьей декаде июля и в первой декаде августа). Цель научной работы – оценка и выявление перспективных партенокарпических гетерозисных гибридов огурца для выращивания в условиях необогреваемых теплиц в весенне-летнем обороте второй световой зоны. Исследования проводили в лаборатории северного овощеводства Кировской области во Всероссийском научно – исследовательском институте овощеводства – филиале ФГБНУ «Федеральный научный центр овощеводства» в условиях поликарбонатных необогреваемых грунтовых теплиц в течение 2018-2019 годах. В результате фенологических наблюдений и оценки биометрических показателей определены раннеспелость, скороспелость и товарность испытуемых партенокарпических гетерозисных гибридов огурца селекции Агрохолдинга «Поиск» и ВНИИО – филиала ФГБНУ «Федеральный научный центр овощеводства»: F1Авоська, F1 Атос, F1 Букет для мамы, F1Малахитовая шкатулка, F1 Мультифрут, F1 Новатор, F1Пилигрим, F1 Спринтер, F1 Реванш, F1 Тонус, F1Экспресс в сравнении с районированным гибридом огурца F1 Каролина. Определено сильное негативное влияние климатических условий второй световой зоны на продолжительность периода «всходы-плодоношение», который в среднем за годы исследований в зависимости от гибрида варьировал от 47 до 55 суток. Установлено, что для получения ранней продукции огурца в условиях поликарбонатных необогреваемых грунтовых теплиц Кировской области следует выращивать гетерозисные партенокарпические гибриды огурца F1Спринтер (3,6 кг/м2), F1 Авоська (2,1 кг/м2) и F1 Атос (2,5 кг/м2). Отмечены партенокарпические гибриды огурца F1 Спринтер и F1 Атос, которые имеют наиболее высокий выход товарной продукции 95,7 и 94,0%, соответственно. Выделен самый урожайный партенокарпический гибрид огурца F1 Новатор (16,1 кг/м2). В результате исследовательской работы рекомендовано выращивать в условиях необогреваемых теплиц весенне-летнего оборота Кировской области партенокарпические гибриды огурца F1 Новатор, F1 Спринтер, F1 Атос и F1 Авоська. The article presents the experimental data on the assessment of economically useful traits of eleven new parthenocarpic heterotic cucumber hybrids under the conditions of the spring-summer turnover of the Kirov region. The problem of cultivation of thermophilic crops, which arises in the northern regions of the country, is one of the stages of breeding research. The cultivation of cucumber in the Kirov region is aggravated by unfavorable climatic conditions of the second light zone (short duration of the growing season, low positive temperatures, frosts in the third decade of July and in the first decade of August). The purpose of the scientific work is to evaluate and identify promising parthenocarpic heterotic hybrids of cucumber for growing in unheated greenhouses in the spring-summer turnover of the second light zone. The research was carried out in the laboratory of northern vegetable growing of the Kirov region at the All-Russian Research Institute of Vegetable Growing - a branch of the Federal State Budgetary Scientific Institution Federal Scientific Vegetable Centre in the conditions of polycarbonate unheated ground greenhouses during 2018-2019. As a result of phenological observations and assessment of biometric indicators, the early maturity, early maturity and marketability of the tested parthenocarpic heterotic cucumber hybrids of the selection of Agroholding Poisk and ARRIVG – a branch of the Federal Scientific Vegetable Centre were determined: F1 Avoska, F1 Atos, F1 Buket dlya mamy, F1 Multifrut, F1 Novator, F1 Piligrim, F1Sprinter, F1 Revansh, F1 Tonus, F1 Express in comparison with the zoned hybrid of cucumber F1 Carolina. A strong negative influence of climatic conditions of the second light zone on the duration of the seedling-fruiting period was determined, which on average over the years of research, depending on the hybrid, varied from 47 to 55 days. It has been established that to obtain early production of cucumber in polycarbonate unheated ground greenhouses of the Kirov region, heterotic parthenocarpic cucumber hybrids F1 Sprinter (3.6 kg/m2), F1 Avoska (2.1 kg/m2) and F1 Atos (2.5 kg/m2). Parthenocarpic cucumber hybrids F1 Sprinter and F1 Atos were noted, which have the highest yield of marketable products, 95.7 and 94.0%, respectively. The most productive parthenocarpic cucumber hybrid F1Novator (16.1 kg/m2) has been identified. As a result of the research work, it was recommended to grow parthenocarpic cucumber hybrids F1Novator, F1 Sprinter, F1 Atos and F1 Avoska under conditions of unheated greenhouses of spring-summer turnover of the Kirov region.

In recent years, a new market trading in cryptocurrencies and instruments based on them has been formed. The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

This article examines the questions associated with protection of Arctic biodiversity, framework international legal documents, and documents of strategic planning of the Arctic countries. It is underlined that despite the unique ability to adapt to the severe climatic conditions, the ability of Arctic ecosystems and their components to self-restoration is significantly lower, which indicates the need to minimize the negative impact of various factors, as well as ensure the maximum level of ecosystem protection, including legal remedies. At the same time, considering the uniformity of natural environment of the Arctic region and ongoing processes, the peak efficiency in environmental protection of the Arctic can be achieved only by pooling and coordinating the efforts of all Arctic countries. The data on the state of Arctic environment allows determining major threats to the state of biological diversity of the region. In this regard, special role is played by climatic changes, which create a number of global challenges. Climate warming inevitably initiates ice melting in the Arctic, shrinkage or total deglaciation of certain areas, which leads to such consequences as decrease in abundance of species, namely aquatic mammals, the life cycle of which directly depends on the existence of ice. Global warming is inextricably linked with the process of displacement of latitudinal boundaries of the Arctic ecosystems towards north, which poses a risk for penetration of biological species that traditionally dwell to the south. This can lead dysfunction of ecosystems due to the dominance of alien species over the indigenous species.

Relevance. The interest of science and practice in the large-scale development of subarctic and arctic territories, in particular the Russian Far East and Siberia, has sharply increased in the world. Coal enterprises in remote and inaccessible areas of the region in the face of intense inter-fuel competition are faced with the need to comprehensively increase production efficiency. The successful solution of these problems is counteracted by a complex of unfavorable factors, which, compared with the regions of traditional subsoil use, significantly increase the cost of any activity and predetermine high specific energy consumption in conditions of increased risks of various nature. They are most pronounced in the northern regions of the Republic of Sakha (Yakutia) with their extreme natural and climatic conditions, where due to the simultaneous effect of the low level of infrastructure development; very complex logistics; seasonality and discrepancies in the delivery of goods by water and road; scattered across a huge area of a small number of settlements, etc. there is a sharp complication of the conditions for the normal provision of all types of resources used. The priorities here are normal functioning of the local population, improving energy and environmental safety with acceptable economic and social efficiency. Purpose of the work: to substantiate the need and the possibility of adjusting geotechnological solutions when mining coal deposits with open pits of small and ultra-low thickness when they operate as part of local fuel and energy complexes to increase the efficiency and safety of deliveries to remote areas and improve the quality of coal shipped. Method of research. Generalization and analysis of scientific and technical literature. Using the method of analogy the selection of criteria for creation of micro-sections for coal mining in the Arctic regions of Yakutia and the effectiveness of their implementation in the system of providing solid fuel to consumers in hard-to-reach areas were made. Research results. A solid fuel supply scheme is proposed that meets the coal needs of remote areas of Yakutia, which is based on the concept of creating new local small coal mines near consumers to replace the existing expensive, complex and unreliable scheme. A complex of geotechnical criteria and boundary conditions oriented to small coal openings is presented, on the basis of which it is possible to reveal resource-saving, technical and technological capabilities of the chain, economically acceptable and environmentally efficient development of coal deposits. Link optimization can result from the immediate horizontal and vertical integration of small open cuts in the coal supply chain to consumers. Conclusions. The development of local deposits is one of the ways to increase the stability of the solid fuel supply chain to consumers, as well as the energy security of the inaccessible northern regions of Yakutia and support their economic and social development.

The article was justified the development and introduction of irrigated agriculture watersaving technologies aimed at improving the efficiency of irrigation water use. With the advent of irrigated land in the village Gilyazi of modern sprinkler technologies, there was a need for its adaptation soil and climatic conditions of the region, which was the basis for carrying out research work on the sciencebased technologies with modern irrigation sprinkler Valley machines and circular front steps. Found that machines with circular Valley, there are two modifikacija: towed and nabukera (stationary) system of Valley. The number of support trucks: abuccima – up to 24 towed up to 9. Machine length, m: abuccima – to 857, towed up to 457. Water consumption 6...220 l/s (conditional limitation). The pressure at the hydrant...to 0.13 MPa 1.0 (although 1.0 MPa is very high pressure and normal pressure is in the range of 0.4...0.5 MPa). The average intensity of precipitation: 60...100 mm/h or 1...of 1.67 mm/min (sometimes more or less. depends on average rate of irrigation and type of sprinklers). Was done scientific justification on the selection of sprinklers Valley for irrigation of agricultural crops in the Khizi district of Azerbaijan Republic. Described terms of conducting research. The main limitations on the conditions of use of machines such as Valley.

AbstractDr William Gordon Stables (1837–1910) was perhaps the most prolific author of juvenile works during the second half of the 19th century, publishing more than 130 full-length novels, in addition to offering regular contributions to juvenile magazines. His writings covered a diverse range of subject areas, spanning all regions of the globe, and offered lively tales of adventure often coupled with moral guidance and imperialistic overtones. However, it was juvenile tales of adventure set in the far north that were his favourites and among his most frequent selections. Drawing upon his own first-hand Arctic experiences, Stables provided a knowledgeable view of the northern regions, offering vivid and realistic depictions of life and work in the Arctic, as well as its peoples, natural history and natural wonders. The challenges of survival in the harsh environment of the Arctic fostered a physical approach to manliness and maturity in Stables’ young heroes, who served as powerful role models for his youthful audience. Stables’ works enjoyed widespread popularity among impressionable juvenile readers and helped to shape their perceptions of the Arctic regions and impart character values on their path to adulthood. This article examines Stables’ contribution to Arctic storytelling in the late Victorian era.

The article analyses the most relevant aspects of Arctic research, which are gaining momentum in recent years. The most dynamic thematic ar- eas include the humanitarian issues of the development of the Russian North. The research focuses on the assessment of the peculiarities of the formation and reproduction of human capital in the Arctic zone of the Russian Federation the development of the creative and intellectual potential of Russian polar cities. The author notes that research into the social well-being of the population of the Rus- sian Northern regions has become an important direction of research work carried out over the past decades. In studies of the social well-being of the inhabitant of the Arctic region, the authors problematize the key “zones of disadvantage” in the system of assessing the population, and, first of all, the issues of protection from those social dangers that the population find for itself. Summarizing the state of the Arctic research, the author proposes to move away from overly localized coverage of Arctic problems. Large-scale sociological works, which, in our opin- ion, have a certain substantial scientific potential, provided that they are fully implemented, it seems, are now at the stage of their theoretical conceptualization and methodological search.
