Studing of the impact of state guarantees and compensation for persons working and living in the Far North and in the equivalent areas, on the involvement and consolidation of the population, including young people. The Main Provisions of the Article. The characteristics of natural and climatic conditions of the Northern regions and their impact on health and life expectancy, as well as methodological approaches to the size of the regional premium rates are presented. On the basis of statistical data territorial differences in the cost of living of the population in the Arctic regions of the Russian Federation and their compliance with the size of regional premium rates are determined. It is proposed to make amendments in the labour legislation about the practice of accrual of rated increases for young people born and bred in the North. While preparing proposals for improving Northern guarantees and compensation it is necessary to take into account the experience of foreign Northern countries (Canada, Sweden, etc.) of attracting and consolidating qualified specialists and workers in the North.

The article discusses the results of a study of the issues of maintaining highways of regional and intermunicipal importance in the northern regions of Russia. A special role in the article is given to the category of highways as land and ice winter roads. In the hard-to-reach areas of the Arctic and North of Russia, winter roads are the most important element of the transport system. The maintenance and service of winter roads are the responsibility of the regional authorities. The existing issue of insufficient budgetary support for the maintenance of winter roads is, inter alia, associated with the imperfection of the methodology for calculating target norms of budgetary appropriations. The article presents well-reasoned facts and substantiation of the need to update the norms of budgetary appropriations for the maintenance of winter roads, taking into account difficult territorial natural and climatic conditions of work and transport accessibility of goods delivery. Recommendations are given for changing the methodology for calculating monetary costs for the maintenance of winter roads of regional and intermunicipal importance when determining the amount of appropriations from the budget of the constituent entities of the Russian Federation.

The relevance of this study is determined by the fundamentally new reality of the COVID-19 pandemic, which is expected will significantly exacerbate the systemic problems of the Russian Arctic, increase the need for state control over main spheres of life and produce precedents for changes in corporate governance practices in the Arctic. The study intends to identify the current socio-economic dynamics of the Russian Arctic regions under the COVID-19 pandemic. The author set the following objectives for her study: analysis of the COVID-19 pandemic as a threat to the economic security of the Russian Arctic, review of the actions of resource corporations and regional authorities under the COVID-19 pandemic, including in relation to the indigenous population of the North, and analysis of the impact of the COVID-19 pandemic on the economy of the Russian Arctic regions. Among the main socio-economic outcomes of 2020 for the Russian Arctic in the context of the COVID-19 pandemic, the author identifies a decline in economic activity and an increase in unemployment.

The problem of insufficient population of the Arctic territories is one of the urgent problems of the state. A possible source of population and potential labor is the northern regions located in the immediate vicinity of the Arctic zone. Demographic and social problems of the North are reflected in the social behavior of young people. The inability to meet their own needs leads young people to decide on migration and, accordingly, to reduce the labor potential of the region. In this paper, issues related to the definition of migration attitudes, causes and factors of youth migration were raised. The purpose of the study: to determine the migration attitudes of young people and the migration behavior that implements these attitudes. The object of the study was the final year students of various fields and levels of education. A semi-structured interview was chosen as the research method. Based on the interviews conducted, the main groups of strategies that reflect the migration behavior of young people, as well as their key features, were identified. The main criteria for the formulation of strategies were the orientation of migration plans and the activity in the manifestation of migration behavior. On their basis, 4 groups of migration strategies were identified: active (“Moving”, “Settling”) and passive (“Waiting for moving”, “ Waiting for conditions»). The tendency of informants to active or passive strategies of migration behavior is determined by a number of factors that are significant for a particular individual, having both internal and external nature. Of the external factors, the current place of residence is more affected, and of the internal factors, the level of education. The factors are differentiated depending on the group of strategies. Those seeking to move are more likely to pay attention to the development of the entertainment infrastructure and career prospects, who have chosen their current place of residence – predictability and stability of future conditions, the ability to communicate with loved ones. Based on the results of the research, it is proposed to focus on the factors that are important for passive strategies, since this will allow for a more effective impact on the migration behavior of young people.

This article focuses on the labor market in the Russian northern regions. The labor market in the Russian North was formed due to the state policy of the no longer existing state, aimed at the active attraction of migrants from other territories for the industrial development of the country. This policy of attracting migrant labor in the state was implemented mainly through the creation of the institution of wages, which provided additional northern payments to the salary, designed to compensate for the discomfort of living and working conditions in the North. This led to an increase in employment in the North. The re-search goal is to study the formation and development of the wage institution, as well as to determine the impact of wages on employment in modern conditions. The article presents the history of formation of the institution of wages in the Russian North. The dynamics of labour market indicators is given, the change in the ratio of wages in the North is presented, based on official statistical data over the past 15 years. The results of the study show that the northern territories have problems of the labor market that have arisen in recent decades: high levels of unemployment, reduced employment, and wages, once being a significant factor, had a positive impact on employment, but today contribute to the decline in the economic attractiveness of life in the North.

The scientific-analytical report presents a study of the financial-investment potential distinguishing its structural elements: potentials of economic entities, fiscal and financial-credit potentials. A special attention is paid to functional specificities of each element of the financial potential in regional development and revealing their interconnections. Regions of the Russian Arctic zone characterized by severe climatic conditions, having strong nature resource potential, and being a zone of increased interest from large corporate structures and strategic interest of the state are the object of the study. The work is addressed to scientific researchers, legislative and executive authorities of different levels, financial-credit institutions, enterprises and organizations, lecturers and students as well as other readers interested in issues of the Arctic territories’ development. Research in the field of the developed theoretical and methodological provisions and scientific methods application which have a universal character in the cargo delivery by all means of transport and improving the reliability of transportation by reducing risks in the North of Russia is being carried out. This research corresponds to the "Arctic" program which was adopted by the government of Russia. The application of the modern means of mobile communication, satellite navigation, Geo-informatics, information technology is an important condition for the improvement of economic activities production  management of transport companies involved in the delivery of goods to the Northern regions of Russia. Currently, process management of the cargo transportation to the Northern regions of the Russian Federation is at a low technological level, modern technical means and mathematical methods for optimizing the process are not used, the influence of climatic conditions on the process of Northern delivery goods transportation is poorly studied. On the basis of factor analysis with the use of systematic approach and the method of statistical modeling, measures for reducing risks in the essential goods transportation organization and management which appear in multimodal goods transportation and technological process to the North of Russia according to the requirements of GOST R 51901.1-2002 are determined. This made it possible to increase the reliability of the Northern delivery processes by  10–15 percent. According to the experts of the LLC "Shipping company "Vitim-Les" of Kirensk the developed method of calculating the upper beginning and ending ice phenomena confidence time limit  while planning the transportation of goods of Northern delivery allowed to reduce the transportation time by 10–15%.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

The northern and border regions are remote from the main economic centers of the country. Geographical location is not only a limitation, but also a competitive advantage, which is determined by proximity to economically developed national economies and greater opportunities for interaction. The main goal of the study is to assess the impact of the geographical factor on development dynamics. The object of the study is the border northern regions of the NWFD, Russia and Finland. The study uses a set of methods and tools to analyze the dynamics of the development of territories with a border and northern location. Within the framework of this article, analysis is carried out on the basis of statistical methods of research. Analytical work is based on the information base of Rosstat and data from Internet sources. As part of the study, the level of Russian-Finnish relations in the investment component vector is determined. An assessment of foreign investment in the context of federal districts was made, which made it possible to distinguish the influence of the geographical location factor. Indicators of labor productivity in the national and foreign sectors in the regions of the North-Western Federal District have been determined. The dependence of the productivity indicator on the geographical location of the territory was investigated.The conclusions of the Territory, having a geographical position favorable for foreign economic activity, are not able to fully take advantage of its competitive advantages. The study identified a low level of dependence between geographical location and performance. The results will help to shape the directions of increasing this indicator and can be used in strategic and program documents.

Natural and climatic conditions of the environment of Northeast Russia and particularly Magadan region are the very factor mostly influencing adaptive responses by individuals inhabiting the region. Compensatory and adaptive responses in indigenes and newcomers of the region can be assumed to have their specific features. In 2009 there was executed the examination of the cardiovascular and respiratory systems and gas exchange in 392 cases aged of 17-19 years, including Europeans (Caucasians) born in the North in the 1st-2nd generation and indigenes. The methodologically similar study was carried out in 2014 in 265 persons, referred to the same cohorts of North-born Caucasians and Indigenes from the Magadan region. The results of the study executed in 2009 testified to a small number of physiological parameters that were reliably different in Caucasians vs. Indigene subjects. In 2014 no difference was found between the two examined cohorts throughout the observed parameters. The revealed changes in gas exchange, external respiration and cardiovascular systems demonstrated by modern young Indigenes of Northeast Russia testified to the fall in the effectiveness of their breathing. All that makes them farther from the classic “polar metabolic type” and their morphofunctional status becomes closer to European male subjects of Northeast Russia. Thus, we can observe a clear tendency towards “convergence in programs” of the adaptive changes between populations of the North residents undergoing similar natural, environmental and social factors.

Aim. The article deals with determining the features of cerebral energy metabolism in young people at different stages of adaptation in the Arctic region. Materials and methods. The level of permanent brain direct current potentials (DCP) was measured in 146 young people: 93 born and permanently living in the Arctic region and 53 migrants living in new climatic conditions for the first months. The study was conducted by using a “Neuro-KM” 12-channel hardware-software complex for the topographic mapping of brain electrical activity. DCP were recorded in the unipolar leads according to the 10-20 international system. Statistical processing of the data obtained was carried out with the software package SPSS-20 for Windows. Results. In young people permanently living in the Arctic region, we revealed functional asymmetry of the brain with right-hemisphere dominance in almost all leads. In migrants living in the climatic conditions of the Arctic region for the first months, we established high values of energy consumption and partial asymmetry of cerebral energy metabolism. Conclusion. Body functioning in the usual habitat is characterized by a stereotypical set of regulatory mechanisms. During adaptation, new ways of responding to changes in the environment are formed. The dominance of the right or left hemisphere occurs depending on the type of tasks. The analysis of interhemispheric asymmetry of energy consumption performed by using the method of brain mapping allows assessing the degree of dominance. The dominance of energy consumption in the left hemisphere may indicate a possible failure of adaptation mechanisms. Positive interhemispheric gradients indicate the correct performance of CNS regulatory mechanisms during adaptation to new environmental conditions
