Выявлены организационно-экономические проблемы осуществления процессов внешнеторговой деятельности отечественными наукоемкими промышленными предприятиями, которые приводят к росту транзакционных издержек и существенно затрудняют выход на внешние рынки и участие в международной научно-производственной кооперации. Предложен и обоснован подход к институциональному управлению процессами внешнеторговой деятельности промышленных предприятий на основе создания цифровой платформы. Изложены результаты разработки организационно-экономических механизмов формирования и развития отраслевой цифровой платформы, основанные на концепциях платформенной экономики, государственно-частного партнерства и «единого окна». Organizational and economic problems of the implementation of foreign trade processes by domestic high-tech industrial enterprises are identified, which lead to an increase in transaction costs and significantly complicate access to foreign markets and participation in international scientific and industrial cooperation. An approach to the institutional management of foreign trade processes of industrial enterprises based on the creation of a digital platform is proposed and justified. The results of the development of organizational and economic mechanisms for the formation and development of a sectoral digital platform based on the concepts of platform economy, public-private partnership and single window are presented

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. In conclusion, recommendations are given for eliminating the imbalance between the existing regions, as well as for accelerating the development of new high-tech industries of the industrial complex

The presented study examines the fundamental prerequisites for the emergence of digital platforms, which would provide a global view of the role that platforms play in creating a new organizational model — an ecosystem of high-tech industries.Aim. In the context of industrial digitalization, the study aims to substantiate the creation of a modern mechanism for coordinating high-tech market participants within a single economic and organizational space — an ecosystem based on a cross-industry digital platform.Tasks. The authors analyze the international experience of implementing digital platforms, identify problems and provide recommendations for solving them in the context of digital platform implementation in the Russian industry.Methods. This study uses general scientific methods of cognition in various aspects to analyze the current vector of industrial development driven by the introduction of ecosystems as a new organizational and economic model; describe the principles of their formation, possible structure, and main differences from traditional cluster and network models; substantiate that an ecosystem model allows its participants to achieve a positive synergistic effect in the implementation of their strategic development goals in the context of digital transformation.Results. The issues of using the tools of an industrial digital platform to facilitate the interaction between participants within an ecosystem are considered. Platform solutions in the industry show great promise in terms of analyzing large amounts of data, reducing transaction costs, and obtaining “perfect information”. The direction for the implementation of cross-industry digital platforms and creation of ecosystems in the near future is characterized.Conclusions. Digital cross-industry interaction within the framework of a common platform will expand external communications and promotion channels, making it possible to introduce digital business models and diversify production, but also requiring compatibility between the systems of industrial enterprises and a functioning digital platform and cloud environment.

The Impact

The article views the creation of public-private partnership as an important direction in the activation of the innovative type of the development of the economy of Russia. The need to combine the efforts of the public and private business in solving this problem is connected, firstly, with the economic sanctions of the West and not only financial sanctions but also with the refusal to supply high-tech equipment to Russia and, secondly, even more threatening prospects of the dynamics of the innovative development of the manufacturing sector. That is why the main attention is paid to the impact of public-private partnership on the development of integrated business in the context of the implementation of the strategic task of the innovative way of the Russian economy development. It is shown that public-private partnerships are one of the most common instruments for attracting private investments in infrastructure projects both in Russia and abroad. But the format of public-private partnerships for the implementation of Russia's industrial policy in the field of innovation should be used not only for the infrastructure development but also for the development of Russian industrial enterprises and the implementation of national projects.

The article is aimed at substantiating the need to introduce innovative public-private projects in order to strengthen local finance. The article presents a definition of the concept of «innovative public-private project», based on the analysis of literary sources, generalizes the main problems of integration of science and business within the innovative public-private projects together with the reasons for their occurrence. Using the methods of analysis of root causes and regression-correlation analysis of statistical data referring to European countries, it was concluded that, despite the financing of research and development costs affects the volume of high-tech exports and the number of researchers in the field of research and development, however, a greater number of researchers does not guarantee a greater volume of high-tech exports, which, in turn, means that the main problems of integration of science and business within the innovative public-private projects should be addressed not by increasing the funding of scientific research, but introducing new, effective mechanisms of public-private partnership at the regional level. It is proved that the transfer of part of the functions of public-private partnership to the regional level of their distribution will contribute to the socio-economic development of the regions. According to the results of the carried out research, the authors allocate such directons of implementation of innovative public-private partnerships at the local level as participation of the State regional authorities in the development of educational programs of local universities and the formation of an innovation network with regional industrial enterprises, as well as information promotion of innovative centers that unite science and business, in the plane of organization of training seminars, conferences, etc..

The Creation

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. As cities are expanding of China, many industrial enterprises have been surrounded in the center of the, which have a big effect on the environment of the city. As a result, its necessary to remove these enterprises. The second urban land resource development is an efficient solution to the problem. This article takes the secondary development of land in High-tech Zone of SuZhou for example and defines second development of land. In addition, puts forward suitable type of settling down the moving enterprises because of urban land second development. The relevance of information and the speed of its processing are of significant importance for high-tech industrial enterprises. To solve this problem, R&D departments are created within enterprises, but often all efforts are broken down by inefficient organizational structures. Purpose of the research– identify patterns that will ensure the most productive work with innovations. For the dissemination of new ideas in the enterprise, the role distribution of employees is more important. The impact of the ability to freely share information does not affect the results as much as the change in the ratio of different types of employees. The determined share of conservative employees (30-40% of the total number) allows us to determine the optimal ratio of employees who test innovative ideas for adequacy, in order to maximize the number of successfully accepted ideas by the team.

The article provides an analysis of modern trends in building public-private partnership (PPP), gives an overview of key studies devoted to this subject in general and PPPs in the field of space activities in particular. The authors analyze the practice of public-private partnerships in the U. S. and Great Britain on the examples of specific mechanisms, their key features, advantages and disadvantages that determine the possibility of their application in different areas of government-business cooperation in the field of space exploration. In order to find possible ways for direct application or adaptation of this experience in Russia for organizing space exploration PPPs the researchers concluded that the level of high-tech production in this country is insufficient and significant administrative barriers for attracting private sector into the space industry are still present.

The Russian manufacturing companies are faced with the task of a technological breakthrough and bringing high-tech competitive products to world markets. The results of the study demonstrated the urgent need for enterprises to develop production systems using digital services combined into platforms. The article proposes an approach to the construction and development of production systems based on the use of both world experience and knowledge, and new digital services and systems of tools, developed at domestic enterprises.
