The article is aimed at substantiating the need to introduce innovative public-private projects in order to strengthen local finance. The article presents a definition of the concept of «innovative public-private project», based on the analysis of literary sources, generalizes the main problems of integration of science and business within the innovative public-private projects together with the reasons for their occurrence. Using the methods of analysis of root causes and regression-correlation analysis of statistical data referring to European countries, it was concluded that, despite the financing of research and development costs affects the volume of high-tech exports and the number of researchers in the field of research and development, however, a greater number of researchers does not guarantee a greater volume of high-tech exports, which, in turn, means that the main problems of integration of science and business within the innovative public-private projects should be addressed not by increasing the funding of scientific research, but introducing new, effective mechanisms of public-private partnership at the regional level. It is proved that the transfer of part of the functions of public-private partnership to the regional level of their distribution will contribute to the socio-economic development of the regions. According to the results of the carried out research, the authors allocate such directons of implementation of innovative public-private partnerships at the local level as participation of the State regional authorities in the development of educational programs of local universities and the formation of an innovation network with regional industrial enterprises, as well as information promotion of innovative centers that unite science and business, in the plane of organization of training seminars, conferences, etc..

The article views the creation of public-private partnership as an important direction in the activation of the innovative type of the development of the economy of Russia. The need to combine the efforts of the public and private business in solving this problem is connected, firstly, with the economic sanctions of the West and not only financial sanctions but also with the refusal to supply high-tech equipment to Russia and, secondly, even more threatening prospects of the dynamics of the innovative development of the manufacturing sector. That is why the main attention is paid to the impact of public-private partnership on the development of integrated business in the context of the implementation of the strategic task of the innovative way of the Russian economy development. It is shown that public-private partnerships are one of the most common instruments for attracting private investments in infrastructure projects both in Russia and abroad. But the format of public-private partnerships for the implementation of Russia's industrial policy in the field of innovation should be used not only for the infrastructure development but also for the development of Russian industrial enterprises and the implementation of national projects.

The article provides an analysis of modern trends in building public-private partnership (PPP), gives an overview of key studies devoted to this subject in general and PPPs in the field of space activities in particular. The authors analyze the practice of public-private partnerships in the U. S. and Great Britain on the examples of specific mechanisms, their key features, advantages and disadvantages that determine the possibility of their application in different areas of government-business cooperation in the field of space exploration. In order to find possible ways for direct application or adaptation of this experience in Russia for organizing space exploration PPPs the researchers concluded that the level of high-tech production in this country is insufficient and significant administrative barriers for attracting private sector into the space industry are still present.

The paper examines the cooperation consists of the public / private partnership in the American environment, starting from the definition of the same, as experience shows partneship to represent the local government an alternative way to pursue growth and improvement in respect of sustainable development. In this context also shows the need for local government to work with business and the community to promote the territorys competitiveness, and wellness of local residents. The case of San Diego, California, shows how virtuous interaction and collaborative subjects (private, public, non-profit) has led to the economic and social development of different neighborhoods.

This article addresses the issue of Public–Private Partnership (PPP) as a potential tool for urban renewal, in view of budget constraints and a lack of financial resources that affect public authority. In fact, there is increasing application of PPP, driven mainly by municipalities and other local-level entities. The paper reports on two analyses. The first is a comparative study of 15 cases in Italy. The second is research on experiences in two districts of Budapest, Hungary. These analyses offer proposals to facilitate the application of PPP tools, in light of the Italian technical standard UNI/TS 11453 of 2012. This way it is possible to develop a methodology to properly assess the feasibility and financial viability of a project, ensuring transparency in the execution of European public works.

The purpose of this study was to examine the shaping of spatial diversity of economic entities in the industry sector, measured by technology levels, and the service sector, assessed by the intensity of research and development at the local level. The analysis also concerned factors determining the emergence of these diversities, as well as relations between the occurrence of economic entities in the production activity and the service sector. The survey was conducted in the Lower Silesia Voivodeship in 1998 and 2004.The analysis revealed an increase in the participation of entities belonging to the high-tech service sector and high-tech industry sector. This participation was accompanied by a tendency of their spatial structures to become alike. It indicates that general conditions of  emergence of companies characterized by the highest level of research and development intensity within the II and III sector of the economy are becoming alike. The development of high-tech industry companies is connected with the general development of services. This interrelation increases together with the intensity of research and development within sector III (high-tech services and knowledge-based services). It also increases with time. There exists a high, positive correlation between the value of the entrepreneurship index in the II and III sector and the general level of entrepreneurship. The crucial factor determining the formation of new economic entities in the group of high-tech industry companies and high-tech services is the overall rise of the entrepreneurship index.

This article is devoted to the using of public-private partnership (PPP) in the context of systematic development of gastronomic tourism. The author defined the definition of «public-private partnership», proposed a mechanism of PPP in the field of tourist services, and a scheme for assessing the effectiveness of the organizational-economic mechanism of PPP in the management of gastronomic tourism. Goal. Research on the using of public-private partnership (PPP) in the field of tourism, namely the development and establishment of gastronomic tourism. Identification of the positive aspects of its formation. Method. The dialectical approach has been applied to the consideration of the identified problems with the simultaneous using of general ones: systematic, systematical analysis and modeling of economic research and its using in gastronomic tourism. Results. The author's vision of the mechanism of PPP in the field of tourist services and the scheme for assessing the effectiveness of the organizational-economic mechanism of public-private partnership in the management of gastronomic tourism are presented, and the classification of the main PPP actors in the service sector is developed. Scientific novelty. For the first time the organizational-economic mechanism of public-private partnership was proposed and the scheme of efficiency of its using in gastronomic tourism was developed. Practical significance. The model of public-private partnership in the field of tourist services is developed, the mechanism of its interaction at the level of the territory (territorial communities) is determined, the key element of which is the creation of a specialized platform for discussion and consideration of the interests of the local population, authorities and businesses when adopting a program of development of tourism in a certain territory (component is the development of gastronomic tourism).
