The large increase in Eastern European migrants entering the Dutch labour market has led to concerns about their potential claim on Dutch unemployment benefits. We use a decomposition analysis to investigate differences in uptake of unemployment benefits between migrants and native Dutch employees by analysing register data for all employees in the Netherlands in 2015. The results show that Eastern European migrants, similar to other migrants, receive unemployment benefit more often than native Dutch employees. This difference can be largely ascribed to job characteristics. The inclusion of unemployment risk in the analysis reveals that non‐working migrants are much less likely to receive unemployment benefits than Dutch natives.

Whereas the so-called ‘citizenship premium’ in the labour market has been widely studied, we know little about how naturalisation affects immigrants’ lives beyond work and income. Focusing on the Netherlands, this paper analyses the relationship between citizenship acquisition and immigrant residential mobility, in particular the propensity of immigrants to move away from areas with high concentrations of migrants. We draw on register data from Statistics Netherlands ( N = 234,912). We argue that possessing Dutch citizenship reduces spatial stratification by diminishing the risk of housing market discrimination, thereby facilitating mobility outside of migrant-concentrated areas. Our findings show that naturalised immigrants are 50% more likely to move out of concentrated neighbourhoods, all else constant. The effect of naturalisation is especially relevant for renting without housing benefits and for home ownership, and for mid-risk immigrants who earn around the median income and hold permanent jobs, whose applications face strong scrutiny from landlords, rental agencies and mortgage lenders.

This article analyses the influence of individualworking preferences onwomen’s labour market behaviour in the Netherlands, Germany and the United Kingdom, addressingthe question: to what extent do individual preferences have a causal effect onwomen’s averageweeklyworking hours? Using longitudinal panel data from all three countries, a fixed-effects model is applied to measure the effect of individual preferences in year t-1 onwomen’s averageweeklyworking hours in year t. The data is pooled from 1992 to 2002. After controlling for a number of individual, household and job characteristics we see that individual preferences are most influential in the Netherlands. However, the data do not support the idea that choice is more important than constraint because individual, household and job characteristics remain significant. In addition, the results demonstrate that it is important to understand individual preferences within the institutional context. Therefore, within the theoretical and policy debates aboutwomen’s labour market participationwe must consider possible barriers that hinder women when making labour market “choices”.

During recent decades, labour market participation among older workers in the Netherlands has increased significantly. Postponing workers’ labour market withdrawal potentially makes their retirement patterns more uncertain and less predictable. This article uses Dutch register data to analyse de-standardisation and differentiation of retirement trajectories of men and women born between 1940 and 1946 for the age bracket of 59–65 ( N = 12,843). The results indicate that retirement trajectories of men have become more homogeneous, whereas those of women somewhat more heterogeneous. Simultaneously, retirement patterns of both men and women became more complex from one birth year to another.

Abstract The Sample of Integrated Welfare Benefit Biographies (SIG) is a new administrative longitudinal microdata set representative of recipients of Germany’s main welfare programme, the Unemployment Benefit II (UB II, Arbeitslosengeld II). The data set contains detailed longitudinal information on welfare receipt and labour market activities, and hence enables researchers to analyse the dynamics of benefit receipt, income and employment. A distinct feature of the SIG is that it provides information not only for individual benefit recipients but also for family members, including children and partners. This is possible because eligibility for UB II benefits depends on the household structure, and it is means-tested on household income. In addition to socio-demographic and regional information, the SIG contains extensive information on the employment biographies of benefit recipients and their household members from the Integrated Employment Biographies (IEB) of the Institute for Employment Research (IAB). This allows researchers to examine the interaction between labour market participation and benefit receipt. The SIG is available to researchers at the Research Data Centre (FDZ) of the Federal Employment Agency (BA) at the IAB.

Non-Western immigrants in Scandinavia have a higher risk of early retirement on a disability pension than natives, but the reasons are unclear. One theory is that increased demands for standardization, efficiency and productivity in advanced capitalist labour markets, such as the Scandinavian market, cause expulsion of the weakest and least qualified individuals from the labour market, including a disproportionate share of non-Western immigrants. Another theory is that non-Western immigrants already have poorer health than natives upon arrival in Scandinavia. This article examines the extent to which the native–immigrant gap in early retirement on a disability pension is explained by non-Western immigrants’ disadvantaged position in the labour market when pre-existing health differences are controlled for. To this end, we draw on Danish register data, including all disability pensions granted in 2003–2012 to natives and non-Western immigrants who arrived in Denmark in 1998. Our results suggest that a minor proportion of the native–immigrant gap in disability pensions is explained by non-Western immigrants’ health upon arrival, whereas the vast majority of the gap is explained by non-Western immigrants’ disadvantaged position in the labour market.

In this paper, we use the Logarithmic Mean Divisia Index (LMDI) to apply decomposition analysis on Carbon Dioxide (CO2) emissions from transport systems in seven Eastern European countries over the period between 2005 and 2015. The results show that “economic activity” is the main factor responsible for CO2 emissions in all the countries in our sample. The second factor causing increase in CO2 emissions is the “fuel mix” by type and mode of transport. Modal share and energy intensity affect the growth of CO2 emissions but in a less significant way. Finally, only the “population” and “emission coefficient” variables slowed the growth of these emissions in all the countries, except for Slovenia, where the population variable was found to be responsible for the increase in CO2 emissions. These results not only contribute to advancing the existing literature but also provide important policy recommendations.

The post-2007 financial crisis has brought renewed interest in a European Unemployment Benefit Scheme (EUBS) as a manifestation of solidarity between citizens of different Member States and an economic stabiliser in the event of future asymmetric shocks. The EU-wide benefit would operate in tandem with existing national unemployment benefits. This creates challenges of compatibility given the diversity of approaches to social security within the Union, based on at least four philosophies of welfare: liberal, conservative, social democratic and southern European. This article examines potential legal, operational and political difficulties associated with marrying a EUBS that is at heart a conservative system of social insurance to the UK’s liberal welfare state. Few legal obstacles exist and although the addition of a new, earnings-related benefit to an already complex mix of social protection would raise significant operational issues, these need not be insurmountable. However, fundamental ideological differences would have rendered the EUBS as proposed politically ill-matched with the UK even absent the June 2016 vote to leave the EU. A contributory income maintenance benefit is a poor fit with a residual, largely means-tested national system whose role is limited to offering protection against severe poverty while maintaining work incentives and minimising costs.

Does the evaluation of active labour market policies have any future? Does the evaluation of active labour market policies have any future? The literature on the effectiveness of welfare-to-work services (i.e. schooling and job counseling) in the Netherlands provides a gloomy picture. First, only a few studies take proper account of selectivity and endogeneity biases. Second, the results of this (subset of) studies suggest that both schooling and counseling have only a modest, or no significant impact. In this article, I discuss various explanations for these findings. Furthermore, I describe various avenues for future research in this area, as well as the organization of more sound evaluation studies.
