There is a common belief among university students that they have to study hard attempting to earn high grades because employers are targeting graduates with outstanding academic records. However, this idea does not seem to capture what is actually happening in organizations, as firms value more aspects related with personality and other personal qualities of young graduates. We present a case study of the hiring process of recent university graduates to test these hypotheses. The methodology used follows a two stage approach. Principal component analysis allows us to identify first key categories of skills and attributes that influence the selection process. Then, using econometric analysis, a matrix classifies them according to employer size and type, degree, position and industry. The results show that soft skills (personality and other qualities) are the most required attributes in the selection process. Good academic records only matter in the public sector.

Mars Express is the first planetary mission accomplished by the European Space Agency (ESA). Launched in early June 2003, the spacecraft entered Mars's orbit on Christmas day of that year, demonstrating the new European commitment to planetary exploration. Following a failed attempt in the mid-1980s, two valid proposals for a European mission to Mars were submitted to ESA's decision-making bodies in the early 1990s, in step with renewed international interest in Mars exploration. Both were rejected, however, in the competitive selection process for the agency's Science Programme. Eventually, the Mars Express proposal emerged during a severe budgetary crisis in the mid-1990s as an exemplar of a “flexible mission” that could reduce project costs and development time. Its successful maneuvering through financial difficulties and conflicting scientific interests was due to the new management approach as well as to the public appeal of Mars exploration. In addition to providing a case study in the functioning of the ESA's Science Programme, the story of Mars Express discussed in this paper provides a case study in the functioning of the European Space Agency's Science Programme and suggests some general considerations on the peculiar position of space research in the general field of the history of science and technology.

In this work, we establish a methodological framework to analyze the care demand for elderly citizens in any area with a large proportion of elderly population, and to find connections to the cumulative incidence of COVID-19. Thanks to this analysis, it is possible to detect deficiencies in the public elderly care system, identify the most disadvantaged areas in this sense, and reveal convenient information to improve the system. The methods used in each step of the framework belong to data analytics: choropleth maps, clustering analysis, principal component analysis, or linear regression. We applied this methodology to Barcelona to analyze the distribution of the demand for elderly care services. Thus, we obtained a deeper understanding of how the demand for elderly care is dispersed throughout the city. Considering the characteristics that were likely to impact the demand for homecare in the neighborhoods, we clearly identified five groups of neighborhoods with different profiles and needs. Additionally, we found that the number of cases in each neighborhood was more correlated to the number of elderly people in the neighborhood than it was to the number of beds in assisted living or day care facilities in the neighborhood, despite the negative impact of COVID-19 cases on the reputation of this kind of center.

Research Question: This paper investigates into which competencies and competency areas are essential for graduates to be employable in Serbia. Motivation: The research was conducted with the aim to recommend to the Faculty of Organizational Sciences to adjust their curriculum, so that graduates could acquire competencies necessary for employment at junior positions. Combining qualitative and quantitative approaches, the paper includes required competencies according to popular reports, analysis of vacancies for junior positions in the field of Management and IT, focus groups and surveys conducted in companies in Serbia. Idea: The main idea of the research was to empirically evaluate the need and importance of general competencies for performing a job at junior positions. Participants in the research were experts from human resource management departments and domain experts from different fields who participate in the selection process. Data: During the research, 52 competencies from world reports, 60 competencies from open job vacancies, and 69 competencies during the focus group were analyzed. The questionnaire was created based on 29 competencies that were results from the qualitative research and filled out by 118 representatives from companies from different business domains. Tools: Content analysis of reports and vacancy ads, focus group report and statistical analysis of survey data (t test, Principal component analysis) were used to draw conclusions about required competencies for junior positions in the Serbian market and to categorize them. Findings: Competencies that are expected from future employees are to be socially skilled leaders capable of solving problems and intrinsically motivated to create and to be productive. Above all, they should be able to learn continuously. Specifically, when comparing managerial junior positions to junior IT professionals, it seems more important to be competitive, have strong presentation skills and to be conscientious. Contribution: Competencies important for graduates’ employability in Serbia are identified and grouped in different competency areas based on what universities’ curricula could be adapted.

The Reinventing Government (ReGo) movement that was popularized during the 1990's by Osborne and Gaebler’s 1992 book of the same title is founded on the concept of “managerialism,” which has “management rights” as its core theme (Shafritz & Russell, 2005). The principle of management rights advocates wideranging discretion for administrators in the decision-making process that can possibly circumvent the constitutional value of due process in the public sector. With this questionable allowance, unscrupulous public administrators have the opportunity to employ patronage practices beyond acceptable limits that allows a “spoils system” of favoritism to prevail over merit practices. In this article, the concept of “spoils in government” is linked to reinventing government precepts that allow corruption to become ingrained within an organization’s culture. As a consequence, opportunities for ethical violations of office increase relative to the degree of discretionary authority afforded to public administrators. Should a corruptible individual assume office in such an environment, the likelihood of unethical behavior becomes relatively certain. A case study of nepotism from the same decade of reinventing government is documented that illustrates how the implementation of an employment pool in the hiring process of a municipal fire department permitted unethical violations of due process by its fire chief. The discretional authority afforded to a corruptible fire chief in the name of managerialism reinstated a culture of favoritism prevalent within the department from earlier days. The resulting public scandal was sensational but shortlived and was ineffectual in redressing the wrongs brought about by the misuse of authority. The discretionary hiring process not only continues in the department to this day but has been expanded to include promotions.

This paper aims to analyze the temporary teachers’ hiring policy in Cametá, during the last two municipal administrations (2013–2020). The main focus is the interface between disputes for local power and the municipal administration of education. This is a case study using a qualitative approach, employing the procedures of documental analysis, interviews, participant observation, and a survey for data collection. Our theoretical framework was based on understandings from the anthropology of politics, with the concept of clientelism as the central analytical category. Moreover, we draw from literature that centers research done from a municipal perspective. The results indicate that the practice of hiring temporary teachers occurs mainly in schools in the rural area, being based on clientelist relationships. Several actors are involved in the hiring process and these clientelist relationships, with emphasis on city council members, school principals, and temporary teachers. Furthermore, the precarization of the labor of temporary teachers was observed, with recurring delayed salaries and months worked without payment. The performance of the public prosecutor’s office proved to be insufficient in a scenario of non-compliance with the legal framework that regulates the teaching profession in the Brazilian education system.

AbstractThe UK Government has endorsed the case for autonomous vehicle (AV) technology and its economic benefits in its industrial strategies since 2013. In late 2016 the Science and Technology Committee in the House of Lords (the legislature’s upper chamber) conducted an Inquiry into the policy. We conduct a content analysis of the text corpus of the Inquiry. Drawing from theories of sociotechnical change we explore how it contributes to building a vision of a future AV world embedded in a national economic and technological project. The technology is framed as a solution to societal grand challenges and the Inquiry corpus is dominated by actors committed to the project. Alternative visions, including sceptical interpretations, are present in the corpus, but rare, reflecting the selection process for contributions to the Inquiry. Predominantly, the corpus represents the public as deficient: dangerous drivers, unaware of promised benefits and unduly anxious about the unfamiliar. Their views are marginal in this Parliamentary Inquiry’s findings. AV technology is one of several possible means to pursue wider mobility policy goals of greater safety, affordability, access and sustainability. Our analysis suggests that the pursuit of an AV future risks becoming a goal in itself instead of a means to these broader societal goals.

This research was conducted to determine the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province by paying attention to aspects contained in the Effectiveness of the Jakarta Siaga Emergency Service Program 112. The research method was carried out with a case study method with data collection techniques using interview methods and document review. Interviews were conducted on 10 (ten) key informants, document review focused on documents related to the Jakarta Emergency Alert Service 112 Effectiveness research in Fire Management. The results showed that the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. The Center for Disaster Data & Information BPBD DKI Jakarta Province Its effectiveness is still low, due to the Implementation of Emergency Services Jakarta Standby 112 in Fire Management implemented by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province in terms of the Target Group Understanding of the Program, the Achievement of the Program Objectives aspects, and the Program Follow-up aspects. It is recommended to continue to disseminate this Emergency Service to the public, it is necessary to increase the firm commitment of the Head of 8 SKPD related to fire management so that all units play a role in accordance with the Standard Operating Procedures (SOPs) for Fire Management and the evaluation and follow-up of program services that are held periodically 3 once a month.Keywords: Effectiveness, Emergency Services, Fire Handling

The title of this study is the Strategy of Increasing Consumer Food Loyalty in CurupCity, Rejang Lebong Regency (Case Study in "Henvian" Typical Food Industry). Place of this research is the "Henvian" shop that sellstypical Rejang lebong food. The method used in this study is descriptive qualitative.Informants in this study were people who were considered to know for certain about theHENVIAN Specialty Food Store in Curup City, Rejang Lebong Regency. The dataanalysis technique used in this study is a SWOT analysis to determine the strengths,weaknesses, opportunities and threats in a typical Rejang Lebong food business.By using SWOT analysis techniques that consist of strengths (weakness), weaknesses(weakness), opportunities (opportnity) and threats (threath). The results of this studycan be concluded that the internal factors that are the strength of the marketing strategyare the quality of the product that is good at a price affordable to the public andtourists, service that is friendly and responsive to consumer needs, as well astechnological advancements that facilitate the promotion of business. Internal factorsthat are a weakness are often lack of stock, there are some products that do not meet thestandard packaging, the product shelf life is short, employees do not use uniforms.External factors that become opportunities are a fairly high economic community,abundant raw materials while external factors that are a threat are the manycompetitors, an unstable economy, the price of basic needs increases. Based on theresults of the SWOT analysis of internal and external factors, the strategy used is toimprove product quality by improving the appearance of packaging and quality ofcontent and quality of service by providing uniforms to employees and providingstandards of service to consumers. .Keywords: Strategy, Consumer Loyalty, SWOT
