All over the world railways are of the least-polluting vehicles, and they became increasingly popular. However, the noise emission from railway infrastructure is the most problematic issue, especially at the development planning stage. This article presents analysis of Lithuanian regulations for railway design in the aspect of reduction of acoustic noise. It analyses regulations, which are mandatory for Lithuanian railway designers and builders. In addition, the overview of regulations’provisions, which are related to noise mitigation measures, are presented. Pasaulyje vis labiau populiarėja kelionės geležinkeliais, kurie yra viena iš mažiausiai taršių transporto priemonių. Nuo geležinkelio infrastruktūros sklindantis triukšmas yra viena didžiausių problemų, ypač planuojant jų plėtrą. Straipsnyje pristatyta Lietuvos norminių techninių dokumentų, skirtų geležinkeliams projektuoti, analizė akustinio triukšmo mažinimo aspektu. Buvo išanalizuoti norminiai techniniai dokumentai, kurie privalomi naudoti Lietuvoje geležinkelių projektuotojams ir geležinkelių tiesėjams, bei apžvelgta, kokios yra juose nuostatos, susijusios su triukšmą mažinančiomis priemonėmis.

Noise has long been neglected as an environmental pollutant and impairment health factor in maritime transport. Recently, acoustic pollution indicates the highest growth in transport external cost unit values. In 2020, questionnaires were submitted to seafarers to examine their noise exposure and perception on board and attitudes towards noise abatement measures. Responses of 189 participants were processed using descriptive statistics and Likert scale valuation, while their consistency was tested with indirect indicators using linear regression and correlation test. Results show that more than 40% of respondents do not consider noise as a significant environmental problem. The negative perception among respondents with ≥10 years of work experience was much lower (23.53%). Most are aware of the onboard noise harmful effects that can influence their health. Despite that, they use personal protection equipment only sometimes. A higher positive perception was recorded in groups of respondents with a university degree (90%), work experience longer than ten years (82.35%), and monthly income higher than 4000 € (70%). Respondents are not strongly motivated to participate in funding noise mitigation measures, and such a viewpoint is not related to their monthly incomes. The low awareness and motivation regarding acoustic pollution generally shown by the surveyed seafarers should be watched as a threat by the company managers. Better education and awareness are likely to be crucial to change the current state of affairs.


The COVID-19 pandemic identified in Wuhan, China in December 2019, has spread almost to all the countries of the world. The mitigation measures imposed by most of the nations to prevent the spread of COVID-19 have badly hit the global economic activities. As per the latest estimates, the world economy is predicted to decline by 5.2 percent, and world trade is expected to drop by 13-32 percent in 2020 due to the COVID-19 pandemic. In this way it has created havoc in the world economy and the Indian economy is no exception. The International Monetary Fund (IMF) has estimated the Indian GDP growth at 1.9 percent and showed the worst growth performance of India after the liberalisation policy of 1991. According to the World Bank, the Indian economy will contract by 3.2 percent in 2020-21. Daily wage labourers and other informal workers, particularly migrant labourers of economically poor states were the worst hit during the lockdown period and will continue to be adversely affected even after the lockdown was relaxed. The paper suggested multiple measures to support the Indian economic and financial support to all the families of the informal economy workers to tide over this crisis.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

BACKGROUND COVID-19 represents a serious threat to both national health and economic systems. To curb this pandemic, the World Health Organization (WHO) issued a series of COVID-19 public safety guidelines. Different countries around the world initiated different measures in line with the WHO guidelines to mitigate and investigate the spread of COVID-19 in their territories. OBJECTIVE The aim of this paper is to quantitatively evaluate the effectiveness of these control measures using a data-centric approach. METHODS We begin with a simple text analysis of coronavirus-related articles and show that reports on similar outbreaks in the past strongly proposed similar control measures. This reaffirms the fact that these control measures are in order. Subsequently, we propose a simple performance statistic that quantifies general performance and performance under the different measures that were initiated. A density based clustering of based on performance statistic was carried out to group countries based on performance. RESULTS The performance statistic helps evaluate quantitatively the impact of COVID-19 control measures. Countries tend show variability in performance under different control measures. The performance statistic has negative correlation with cases of death which is a useful characteristics for COVID-19 control measure performance analysis. A web-based time-line visualization that enables comparison of performances and cases across continents and subregions is presented. CONCLUSIONS The performance metric is relevant for the analysis of the impact of COVID-19 control measures. This can help caregivers and policymakers identify effective control measures and reduce cases of death due to COVID-19. The interactive web visualizer provides easily digested and quick feedback to augment decision-making processes in the COVID-19 response measures evaluation. CLINICALTRIAL Not Applicable

<p>This is a short article, focusing on promoting more study on SEIR modeling by leveraging rich data and machine learning. We believe that this is extremely critical as many regions at the country or state/provincial levels have been struggling with their public health intervention policies on fighting the COVID-19 pandemic. Some recent published papers on mitigation measures show promising SEIR modeling results, which could shred the light for other policymakers at different community levels. We present our perspective on this research direction. Hopefully, we can stimulate more studies and help the world win this “war” against the invisible enemy “coronavirus” sooner rather than later. </p>

Abstract Articulating and implementing national development plans (ndp s) has been a popular approach taken by most governments in the world in response to the opportunities and challenges occurring in domestic and international spheres. Since the 2000s the Taiwanese government has launched a series of ndp s with different goals, foci, and tactical approaches. This paper adopts a retrospective lens to examine how English language education has been strategically situated in the ndp s of Taiwan and reflects on both the alignments and misalignments between the unveiled goals of the ndp s and the policies pertaining to English language education of the nation over the last two decades. In the pursuit of the goals of the contemporary ndp of the nation, strategic remodelling of teacher education programmes is needed through: (1) expanding bilingual/all-English programmes within departments; (2) advocating departmental interaction within/across teacher training institutes; and (3) optimising training and teaching opportunities for foreign students.


<em>Abstract</em>.—Ecosystem restoration of the Mississippi River main stem has been ongoing since the early 1970s. After the passage of environmental laws in the late 1960s to the early 1970s, private citizens and state and federal natural resource agency managers began to seek programs and funding for restoration and conservation that eventually resulted in mitigation measures of adverse impacts. Environmental-type actions that include the Great River Environmental Action Team, the Avoid and Minimize program, the middle Mississippi River biological opinion, and the lower Mississippi River conservation plan and biological opinion originated from laws or legal action. The Upper Mississippi River Restoration, Navigation and Ecosystem Sustainability Program, Restoring America’s Greatest River, and Operation and Maintenance activities, which support system ecological restoration measures, are, to a large extent, done in a cooperative setting to improve the river for multiple benefits. This coalition of agencies and professions has resulted in the application of hundreds of different types of measures to restore form and function to the third largest river in the world. Over the years, dredging and disposal practices have improved in an effort to minimize the impacts from these activities. Lost floodplain islands have been replaced, backwater lakes and channel depths have been recovered, active river flow has been reintroduced to backwaters, and microhabitats for special concern species have been restored, all to recreate broad functional floodplain habitat. Wing-dike and side-channel closure structures have been shortened, notched, or removed to recover flow along the main-channel border and side channels, increasing hydraulic residence time and recovering valuable habitat along with restoring nutrient and sediment assimilation processes the floodplain provides. Field monitoring has shown positive responses from endangered and threatened species, migratory and resident aquatic and wildlife species, abiotic conditions like water quality, and increased use by humans enjoying the benefit of a restored river system. Collectively, this work is some of the most extensive large river restoration in the world, but it only represents a small contribution to what is necessary to maintain a diverse and resilient Mississippi River. The information provided in this chapter provides a basis for continuing restoration efforts that should become a routine part of Mississippi River management.

AbstractDespite an ongoing drive by governments and law enforcers around the world to improve the sophistication of their risk mitigation measures, cyber-attacks are continually increasing. A study from Computer Crime and Intellectual Property Section (CCIPS) shows more than 4,000 ransomware attacks occurred daily in 2016. That's a 300 percent increase over 2015, where 1,000 ransomware attacks were seen per day. Cyber criminals are successfully penetrating even the most high-profile companies and governmental agencies. The breach at the NSA was truly alarming and just one recent example of the dire situation the country, and world, face as cybercrime intensifies and the cyber security talent shortage becomes more serious.Accordingly, the purpose of this research is to focus on cyber education at the national, government, and law enforcement level examining the methodology to set the tone from the top ensuring alignment between governments, law enforcers, private sector, and academic level. It also examines the gaps in cyber laws and educational governance initiatives and their impact on efficient execution of cyber policies for various regions of the world with a focus on the United Arab Emirates and the United States of America.Finally, this article recommends policy guidelines and a compliance manual framework for governments and law enforcers to consider ensuring that cyber risks are properly addressed and mitigated in a structured and coherent way.
