Information Technology Product Quality, Impact on E-Governance, Measurement, and Evaluation

The chapter deals with the problems of information technologies’ quality aspects and their importance for the state and public administration, e-governance, and e-democracy. The concept of quality is defined, and it is demonstrated that for quality evaluation, the clarification of needs and specification of exact requirements represents a key problem. The chapter focuses on general quality management and specifically on quality of ICT-solutions. The ISO/IEC software product quality and data quality is thereafter briefly presented. The principle of quality evaluation based on the quality decomposition into several characteristics is also described along with the principles of measurement theory. Finally, this is supplemented by selected approaches for expert rating of trends for ICT-solutions having a direct impact on long-term quality prediction.

Highway general mechanical and electrical product quality is one of the important factors for guaranteeing highway efficient and safe operation. Over the past decade, with the rapid development of highway construction and mechanical equipment manufacturing technology, more and more mechanical and electrical products applied in highway. For the objective and scientific evaluation of quality of mechanical and electrical products, highway mechanical and electrical product quality index system and quality evaluation model were researched based on product generic quality evaluation method, and then verified by actual product case.

Purpose It is critical to understand how global consumers evaluate the quality of Asian products while marketing Asian products in the global marketplaces. The purpose of this paper is to examine the impact of Korea’s macro and micro country image and global consumers’ materialism level on the quality evaluation of Korean cosmetics among consumers in four countries. Design/methodology/approach Data from 900 participants were collected from consumers aged 20 or older living in economically developed countries (the USA and France) and economically developing countries (China and Vietnam) via professional online survey firms. Multiple regression analyses were used to analyze the data. Findings Along with the direct effect of macro and micro country image and materialism on product quality evaluation, a moderating effect of materialism and the respective country was discovered. Subsequently, the effect of macro country image on quality evaluation was found to be only significant in the USA and France and not in China and Vietnam. In contrast, the impact of micro country image was robust across all four countries. Furthermore, the effect of materialism on product quality was significant only in Vietnam. This implies that materialistic consumers in emerging markets might have favorable perceptions regarding the quality of Korean cosmetics. Originality/value This study advances country image research by providing new theoretical and managerial implications for countries whose image is less distinctive with respect to the effective marketing of products by the destination countries’ development status and consumers’ familiarity.

Background: We established a glioma biobank at Beijing Tiantan Hospital in November, 2010.Specialized staffs have been trained to collect, store and manage the biobank in accordance with standard operating procedures. Methods: One hundred samples were selected to evaluate the quality of glioma samples stored in the liquid nitrogen tank during different periods (from 2011 to 2015) by morphological examination, RNA integrity determination, DNA integrity determination, housekeeping gene expression and protein integrity determination. Results: The majority of samples (95%) remain high RNA quality for further analysis with RIN≥6. All samples remain high DNA and protein quality without significant degradation. Conclusion: Storage conditions of our biobank are suitable for long-term (at least 5 years) sample preservation with high molecular quality.

The success factors of organizations are developing continuously and every few year’s new success factors are added to the complex demanding and ever-changing competitive environment in which organizations operate. There is no doubt that the primary focus of an organization should be to achieve higher satisfaction of its customers by implementing rigorous processes to continuously improve its products and services quality - but in the current competitive environment this is not enough to achieve sustained success and all interested parties needs and expectations have to be met. Organizations have to implement an effective and efficient management system that is led by top management and is focused on the organization ability to meet the needs and expectations of its customers and other relevant interested parties, over the long term as the way to achieve sustained success of the organization. Doing so organizations are moving from product quality which is the scope of ISO 9001 to quality of an organization which is the scope of the new ISO 9004 which has reached these days the level of draft of international standard (DIS) and is planned to be published in 2018 and will provide a guidance to organizations on how to achieve sustained success.

Brand loyalty creates long term relationship between customer and brand. As a sportswear brand, to adopt a general customer loyalty to a brand, quality of the product and price are the crucial factors. The purpose of this research is to investigate how the respondents are influenced by factors of brand loyalty towards sportswear products. Previous research adopted seven factors to test in the Malaysian environment. The seven factors of brand loyalty are brand name, product quality, price, style, promotion, service quality and store environment. Brand name has shown strong correlation with brand loyalty. In order to increase customer satisfaction and attach them to be brand loyalists, marketers are encouraged to develop aggressive marketing programs. Questionnaires were distributed to 148 respondents. The research results have shown that there is positive and significant relationship between factors of brand loyalty (brand name, product quality, price, style, promotion, service quality and store environment) with certain sportswear brands. Others study on more focused factors that are appropriate to the Malaysian environment is recommended in order to obtain accurate information.

Este trabalho tem por objetivo apresentar os resultados obtidos de uma pesquisa de satisfação da qualidade dos serviços oferecidos pelo Serviço de Biblioteca e Documentação Científica do Hospital Universitário da Universidade de São Paulo (SBDC-HU/USP), utilizando a escala SERVQUAL para mensuração da qualidade percebida pelos usuários. Foram utilizados como instrumentos de pesquisa: questionários e entrevista. A partir da análise dos dados tabulados, a biblioteca obteve informações para tomar medidas, a fim de melhorar a qualidade dos produtos oferecidos e dos serviços prestados. Descreve também a metodologia de implantação do Programa de Avaliação da Qualidade dos Produtos e Serviços do Sistema Integrado de Bibliotecas da USP (PAQ-SIBi/USP), sistema do qual é parte integrante. Abstract This work has the objective to present the results of a research of a research on user’s satisfaction regarding the quality of services offered by the Library Service and Scientific Documentation of theUniversity of São Paulo (SBDC – HU/USP) using SERVQUAL scale to mensure the quality perceived by users. It was used as research instruments: questionnaires and interview. From the analysis of the tabulated data, the library got information to take measures in order to improve service and product quality offered. It also describes the methodology of implantation of the Integrated Library System of USP Product and Services Quality Evaluation Program, which is part of the system.

A problem survey, including 34 semantic standard setting organizations (SSOs), gives the evidence that quality of standards can be improved, but for the improvement of a quality measurement an instrument is needed. The main research question in this work is: What are the characteristics of an instrument to measure the quality of semantic standards that will aid standard developers in improving their standards? The presented quality model consists of in total 100 quality aspects structured within three hierarchical trees; product quality (intrinsic), process quality (the organization of the standard), and quality in practice (application of the standard).
