Organic Production in Serbia

Faculty research is focused on the present state of organic agricultural production in the Republic of Serbia, with emphasis on existing legislation and activities planned in the next period, as well on the parallel between organic agriculture and basic principles of green economy, which represents great perspective of Serbia considering its natural potential. Having in mind that the green economy is recognized by leading world organizations for environmental protection as one of factors that could support realization of sustainable development concept through “greening” economy and opening of new “green” workplaces, the goal of this chapter is to indicate the potential and importance of the larger participation of farmers in organic production as one of the most realistic “green” chances of Serbia.

The term "eco" originates from the Greek word "oikos" and means "home, household", and the fact is that hotel is a kind o f home (at least for a certain period of time) for both tourists and employees. However, being a certain kind of home (oikos), hotel has to follow the basic principles of good housekeeping and those are the principles based on maximising benefits and minimising costs. These principles are at the same time the main principles of the ecology as a scientific approach and as a global movement aimed at preserving our environment and implementing so called "sustainable development" concept. Accordingly, eco-hotel is a hotel that, acting according the principles of "good housekeeping" keeps the environment clean and improves its quality, rises up the level of satisfaction of more sophisticated and ecologically more conscious guests and reduces costs, which, all together helps promoting the concept of tourism sustainable development. These are the principles of so called "environmental management". The main objective of this paper is aimed at analysis of the results that have been achieved so far in implementing different ecological standards in hotels abroad and in the Republic of Croatia. Attention will also be paid to some examples of how these efforts have been supported by the state through the measures of the economic policy.

The concept of a "green" economy is an important tool for sustainable development. The old "resource-intensive economy model" leads to higher costs and lower productivity. The idea behind the "green" economy model is that material well-being is not necessarily ensured by increasing environmental risks, environmental deficits, and social inequalities. Basic principles of the UNEP green economy: fairness and objectivity, both within one generation and between generations; consistency with the principles of sustainable development; preventive approach to social and environmental impacts; assessment of natural and social capital; sustainable and efficient use of resources, consumption and production, etc.

The possibilities of realization of the principles of “green” economy in the agrarian sector of Russian regions are investigated in the article. At the same time special attention is paid to the organic agriculture as one of indicators of transition to “green” economy and sustainable development of the agrarian sector. Some tendencies of organic agriculture development in regions of Russia are considered. The key directions of transition of the agrarian sector of economy of Russian regions to the model of “green” economy are defined.

In Uzbekistan, importance of legal environmentalism has been developing over the past 10 years. So, as a result, environmentalism on both industry and agriculture or individuals’ daily life has become actual. For this purpose, it has also been adopted one of the most essential documents of the Republic of Uzbekistan, which is called a “The concept of environmental protection of the Republic of Uzbekistan until 2030” on a basis of 17 goals of sustainable development of the UN. Which means, until 2030 Uzbekistan will have developed eco protection system. This concept is one of the very example of ecological reformation that have conducted in Republic of Uzbekistan.

It is believed that one of the main functions of development institutions is to solve financial and non-financial tasks to create favorable conditions for investment in terms of reducing business costs, obtaining temporary or permanent tax benefi ts for commercial organizations. At the same time, the achievement of sustainable development goals and the «green» economy was previously neglected for the sake of rapid growth in investment, business volumes and income. In this regard, the purpose of this study is to identify possible points of existence of development institutions in the paradigm of sustainable development of territories. To achieve this goal, the main concepts, features and statistics of the "green" economy and sustainable development of territories were considered, including the performance indicators of companies with at least 20 % of "green" income, the "green" growth index by region, as well as directions development of the "green" economy and the basic principles on the basis of which they are implemented. Also, one of the tasks was to determine the activities of development institutions within the framework of sustainable development of territories, taking into account the classification of development institutions depending on their functions, characteristics of the types and goals of creating free economic zones and identifying the most effective practices for the functioning of development institutions, taking into account the implementation of the concept of sustainable development of territories. Thus, the experience of China and Cambodia was considered in terms of the implementation of the program for the creation of free economic zones within the framework of the strategy for sustainable development of territories. The article is intended for scientists-economists, employees of development institutions, as well as other specialists interested in sustainable development of territories.

Environmental protection has draw the attention of the world with the today's environmental pollution increasingly serious, organic agriculture as a new agricultural development model which has less impact on the environment and sustainable development had rapidly developed and promoted in the word. This article mainly analyses and evaluates the advantages and benefits of organic agriculture in environmental protection, to demonstrate their environmental characteristics, and fully affirmed the contribution of organic agriculture in terms of environmental protection so that to provide a reference for the development of organic agriculture.

Nowadays, Serbia is not at a satisfactory level of sustainability due to the well known events that occurred within the past two decades. According to the European Commission, environmental protection is an area in whichSerbiawill have to give its maximum effort to fully meet European standards and the requirements of sustainable development in the future. Poor water quality in some parts of the country, undeveloped systems for waste collection and recycling, illegal dumps, and industrial pollution are some  of the environmental problems affecting the Republic of Serbia. These findings encouraged the authors of the paper to focus on the environmental problems as a dimension of education for sustainable development in Serbian higher education.Regulatory frameworks of higher education and education for sustainable development in theRepublicofSerbiaare presented in the first part of the paper. The second part deals with observations on current staff development within professional education centres, where their abilities to work in the field of environmental protection are discussed. In the third part, an analysis of an autonomous and integrative approach to the environmental safety education is done, and the need and importance of greening higher education curriculum, as the new paradigm in the educational system, is emphasized.In this regard, an analysis of present ecological ideas and content in the syllabus of English language, which is one of the most common courses at Serbian faculties, and which is particularly important in response to the challenges of globalization, knowledge flow, international scientific research and mobility, is performed.Finally, as part of the authors’ concluding remarks, improvements related to the period before the reform of higher education and adoption of a national strategy for sustainable development, are presented. Also, their basic weaknesses and difficulties are described. New directions of the education for environmental protection in higher education, as well as the importance of training higher education lecturers in this area, are shown.


Organic production as a global trend in progressive socio-economic development and the guarantor of the food and environmental security of countries and regions is becoming an attractive field for entrepreneurs. However, in Russia, only a few entrepreneurs currently consider organic production as the main type of business. The article analyses the factors that favour and impede the development of entrepreneurship in the field of organic agriculture and substantiates the basic mechanisms to encourage entrepreneurship in organic production. The results of the analysis can be used in the development and implementation of regulatory policies on entrepreneurial activity in organic agriculture. The purpose of this study is to substantiate the mechanisms of entrepreneurial activity and the organizational and economic prerequisites for the development of organic agriculture in Russia. The basic objectives include the development of mechanisms to stimulate entrepreneurial activity in the organic production sector, as well as the socio-economic assessment of the effectiveness of organic agriculture in the context of the formation and development of a "green" economy.
