Instructional Design Technology in Higher Education System

Higher educational Institutions all over the world are grappling with increased student population, several domains of learning and varied disciplines and instructors with varied experiences in using instructional design technologies. The chapter focuses on how it is possible to facilitate instructional design experiences for the stakeholders in higher education for creative learning. The chapter addresses the emergence of Instructional Design Technology (IDT). The role of IDT and its importance in higher educational institutions is studied with current practices in the field. The impact that this field had made in the evolution of instructional frameworks across the different layers of tertiary educational system is studied especially with regard to improving the teaching and learning experiences of educators and students respectively. The role of Creative Learning technologies' is discussed based on the success that these systems have enjoyed in improving instructional design.

This study aims to analyse students’ enrollment in social work courses in Indian higher educational institutions. The higher education system in India is one of the world's largest systems of its kind. There are 526 social work educational institutions and 181 Universities (20 per cent) imparting social work education and training at different levels. The data from the reports of All India Survey on Higher Education for the period of 2010-11 to 2018-19 was analysed. More than half (59.12 per cent) of the institutions are teaching undergraduate courses in social work (BSW), and more than 95 per cent are teaching postgraduate courses (MSW). Male students outnumbered female students in both courses. The share of students enrolled through distance mode of education in BSW and MSW programmes is 22 per cent and 34.09 per cent, respectively. Student enrollment at the M. Phil level has witnessed a sudden decline, but there has been a consistent increase in the Ph.D. programme. India has added around 0.36 million BSWs/MSWs in the past eight years, averaging forty-five thousand professional social workers per annum. The changes in the socio-political environment, human relationships and social space, technology, and globalisation processes and global agenda will decide the future of social work in India.


The article analyzes the role of free choice disciplines in the formation of universal or functional competencies, which are also called soft skills. It has been proven that mastering soft skills ensures both personal success in life and professional implementation, as well as further career growth of a modern graduate of a higher educational institution. Based on the analysis of scientific sources, the main approaches to defining the essence and classification of soft skills in the works of both domestic and foreign scientists are determined and characterized. The publication analyzes and summarizes the ways of forming soft skills among students in the practice of higher educational institutions of Ukraine. Among them: the creation of a special educational environment, the restructuring of the educational process, which is dominated by such types of learning as project, problem-based, etc.; variety of forms and methods of teaching; extracurricular system, etc. It has been proven that a cycle of selective disciplines or author's courses plays an important role in ensuring the formation of soft skills. A significant place among them is occupied by the course "Pedagogy of Success", which in the 2020-2021 academic year was chosen by applicants for the first (bachelor's) level of higher education. The course is aimed at increasing the productivity of independent educational work and a positive attitude towards it among students of higher educational institutions, equipping them with strategies of self-esteem, the formation of a positive "I-concept"; effective distribution of time (time management); search, evaluation and information processing; active reading; improved memorization; submitting your own educational achievements; communication, ways to ensure personal work ability, etc.

The article explores the processes of diversification of higher educational institutions in the context of the sustainable society, which poses specific requirements to the quality of training of new generations of professionals for economy, social sphere and culture. The authors believe that the co-evolution of higher education and the society of sustainable development may evolve along the line of horizontal diversification of higher educational institutions. In the framework of this type of diversification, many industry-specific institutions of higher education (academies, institutes, technological universities) launch educational programs beyond their specialized status and implement ICT education across all curricula. The authors emphasize that for higher education to be sustainable, besides being continuous, it needs to move in the direction of fundamentalization, universality, flexibility, informatization and increasing the role of the humanities. To be sustainable, higher education has to be innovative, based on a harmonious unity of teaching, research and industry-based training. Today, university curricula should be flexible and show a good balance between fundamental and applied disciplines, on the one hand, and so-called general disciplines, the humanities, social sciences and specialist, profession-specific disciplines on the other. The humanities must be granted a proper place in the content of university education, if we want universities to shape high cultural and moral values in their graduates.

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.

Since 2000, public and private higher education institutions systems in Malaysia are promoted to meet the nation’s needs. Consequently, restructuring the public university system took place in 2005 through the Ninth Malaysia Plan (2006-2010). Under the new structure, the system differentiates between the types of universities in Malaysia, including research, comprehensive, specialised, and technical universities. The new structure offers a strong answer to students’ diverse complexity of skills and attention and permits the best use of faculty with different skills subject to specific objectives. The higher education system in Malaysia responds to globalisation, marketing, and the information economy similar to other developing countries. This impact of the new initiative can be seen from the increment of the enrolment, combination of universities, better process in administration, the growth of private colleges and universities has been supported and all aspects of academic programmes that have been widened to cater the demands from the markets. Currently, in Malaysia, there are 20 public universities, 51 private universities and 10 foreign university branch campuses; 37 private university colleges and 338 private colleges. This growth and changes have made Malaysia into an education hub, especially in South East Asia. One of the issues concerned is the governance structure and framework applicable to these higher educational institutions. This paper deliberates on the theories and models of corporate governance and examines the governance structures and framework suitable and applicable to higher educational institutions. The research methodologies adopted by this paper are doctrinal and document analysis.

Success of the socio-economic development of a region is largely determined by the development level of its regional education system, primarily the higher education system. The current state of the regional economy and the need to implement the innovative scenario of economic development determine the requirements to improve the efficiency of personnel training. Current state programs for the development of education in the regions are mainly focused on the development of preschool, school and secondary vocational education. These programs do not take into account the leading role of higher educational institutions in creating and promoting innovations, in training highly qualified specialists. The need to ensure closer interaction between higher educational institutions located in the regions and the regional education system determines the relevance of the research topic. The aim of the study is to identify the peculiarities of interaction between regional programs for the development of education and higher educational institutions located in these regions. The scientific novelty of the research lies in the fact that the authors proposed new elements to the mechanism of interaction between regional development programs of education and higher education system of the region. The article analyzes the programs of education development in the regions of the Volga Federal District. Particular attention is paid to the role of the higher education system in ensuring the socio-economic development of the region, the priority of which is the need to implement the innovative development scenario.

The study provides an insight into administrative and legal aspects of licensing higher educational institutions, analyses changes in the licensing system of higher educational institutions and examines measures aimed at nhancing the role of this institution in addressing the problem of quality assurance of higher educational institutions. The author investigates the legal nature and administrative aspects of licensing in higher education and proves that licensing in higher education is an administrative procedure, which takes into account the specific nature and characteristics of the activities of an educational institution, that are stipulated by the corresponding regulatory documents. The paper determines licensing as a legal phenomenon, which means that licensing activity belongs to the system of state-executive relations, the core of which is the organizing the citizens and the legal entities’ activities in the spheres where steadfast adherence to definite requirements and certain legal behavior is expected. One of the key research questions of this paper was the ambiguity of the concept of licensing in scientific literature, which combines the norms of administrative and civil law. Social and legal functions of licensing higher education institutions with the aim of their effective functioning in social and legal environment are outlined. Further, the author identifies the characteristic features of licensing in education. This article also address the research questions of licensing in education and offers the conclusions regarding the features of licensing as a legal phenomenon. The role of licensing activity in the system of state-executive relations and its contents and constituents are determined.

This paper deals with the new situation the ESP teachers have to face at Higher Educational Institutions. The authors bring an insight into the situation of ESP in Slovakia and Slovak Technical University. They also put forward that ESP teachers now have to accommodate a new role of facilitators in the internationalisation of higher educational environment using the example of their Visegrad+ Project bringing together ESP practitioners and disciplinary teachers from six countries.
