Financial and Economic Security of BRICS Countries

With the growing tension in the global community and the instability of the overall situation, problems with financial centers and regions have arisen, and as a result, the necessity of reforms have appeared in the global governance system and in the financial and economic system. BRICS countries are very interested in solving problems and developing relations within the bloc. Each country pursues its own interest, but the emerging dialogue of countries allows them to find a compromise in complex issues. The current economic situation in the world, where Western countries speak the language of sanctions, makes BRICS countries strengthen their interaction. It concerns the provision of financial and economic security. Increased financial risks in the capital market as well as the dominance of the dollar and the euro level, push BRICS countries to strengthen the financial mechanisms. BRICS countries support the creation of a global network of financial instruments.

In the conditions of accruing civilization crisis a need of reforming of modern international system, global leadership and global management is becoming apparent. The ascending giant countries (Brazil, Russia, India, China and the Republic of South Africa), becoming the new geopolitical centers of the world, became a new force in world politics. The author believes that BRICS as global association of regional powers is capable to reform the global management system.

As we near our tenth year as a publication, the journal’s global community continues to grow in ways we could not have imagined when we first started. We now receive over 300 submissions per year. As we prepare for the next ten years, we want to share a few updates on where we have been and where we are going. We have five major focus areas as we move forward as a publication: expand our global network of authors, scholars, and leaders; design top-tier journal design and seamless editorial workflow; build international partnerships and diversity editorial team; create mentor pathways for emerging scholars; and develop sustainable funding and support.

The relevance of the study is determined by the need to develop and implement effective tools for analysing the probability of financial risks that may potentially arise in the operation of the financial and economic security management system of an enterprise, regardless of its particular affiliation to any economic sphere. The purpose of this study is to assess the theoretical prerequisites for creating an effective system for analysing financial risks in the operation of the financial and economic security management system of an enterprise at any stage of its operation and to analyse the probability of practical implementation of such a system. The leading approach in this scientific study is a combination of methods of system analysis of the activity of management systems for the economic and financial security of the enterprise, with an analytical study of the analysis of financial risks arising during the operation of this enterprise. In the course of the study, scientific confirmation was obtained regarding the fact that there is a clear, structural relationship between the analysis of the level of financial risks in the enterprise's activities and the functioning of its financial and economic security management system, which suggests that a high-quality and timely analysis of financial risks is essential for various aspects of the security of the enterprise in general. The results obtained in the course of this study are of great practical importance for employees of the economic and financial systems of enterprises of various forms of ownership and activities that solve the problems of developing effective methods for protecting the economic activities of organisations in the conditions of instability of the current economic situation on world markets and real threats of increasing financial losses of enterprises in this regard.

This chapter introduces how the global economy could change through networking and puts forward a plan of an ecological platform for a global enterprise cloud market. The chapter introduces some theories and concepts about ecological platforms and how to design this ecological platform. Also, is a call for some entities in the world for creating this ecological platform. At last, this chapter puts forth some ideas about global network security through countermeasures for international cooperation in cyberspace global governance and the function of the United Nations to promote the implementation of global network security.

The article identifies and characterizes the basics of China’s ever-increasing interests in the BRICS. It is concluded that Chinese strategy makes the stress on consolidation of BRICS countries‘ efforts in promoting reformation of the global governance system, primarily such institutions as IMF, WB and WTO. Beijing also appreciates BRICS’ potential in improving and accelerating China’s relations with emerging and developing states.

The growth of the digital economy has become the most significant trend in global development. The digital economy creates new impetuses for economic growth, but at the same time it deepens global inequality and impacts the growth of countries of the global South. The role of global governance institutions such as the BRICS grouping of Brazil, Russia, India, China and South Africa — the main representative of developing countries in global governance — in the promotion of digital growth has not yet been fully explored. There is also some ambiguity concerning the development level of the digital economy in particular countries. In the context of Russia’s third BRICS presidency in 2020, issues of digital development in BRICS have become particularly relevant. The author analyzes current indicators of digital development in the BRICS countries, drawing on several existing methodologies, ratings, and decisions made by BRICS on issues of digital growth and levels of compliance, and makes recommendations for the further development of BRICS’ digital agenda. According to data provided by the Organisation for Economic Co-operation and Development (OECD), the International Telecommunication Union (ITU), the World Bank, the World Economic Forum (WEF), the European Union (EU) and the International Development Institute (IDI), the BRICS countries differ in terms of the maturity of their digital economies. They are characterized by a relatively low quality and affordability of digital infrastructure; additionally, the penetration of information and communications technology (ICT) into business and daily activities in BRICS countries lags behind the world leaders, and data on the quality and efficiency of regulatory and innovative frameworks in the BRICS countries is insufficient. However, decisions made by BRICS on matters of digital growth are followed with a high-average level of compliance. Thus, recommendations for the further development of BRICS’ digital agenda are strategic in nature. The author defines three promising areas of cooperation on digital matters during Russia’s 2020 BRICS presidency: facilitation of dialog and exchange of best practices supporting digital growth; development of a common BRICS standard offor the production of digital goods and services and; promotion of a common BRICS position on cybersecurity issues

Situation and value of the African continent on the economic and social cardmap of the world dynamically changes and will continue to change throughout all the 21st century with strengthening of the Africa positions in the world. In Russia all the complex of threats and problems which arise owing to political and economic transformation of Africa is not adequately estimated. The scientific literature on economic security issues presents an expanded set of internal and external threats to the national economy that goes beyond the traditional areas of the shadow economy, corruption, economic crime and related segments, including the internal economic stability of the national economy and inter-country competition, the quality of state strategic management, studies of the specifics of ensuring economic security in the conditions of the sixth technological order, intercultural communication and their impact on the economic relations between countries, etc. Incomplete use of such approach to strategy for the countries of Africa creates additional threats and risks for Russia. An analysis of security problems in Africa revealed that studies of economic security in the context of African development trends in Russia are conducted in an unsatisfactory volume, not always taking into account the results of new developments in the field of ensuring economic security. Even the large shifts happening on the African continent, forecasts of this dynamics sometimes are poorly known to experts of a profile of economic security, and many experts of an economic profile including working in the African subject often do not accurately distinguish problems of “economic cooperation” and “the Russian – African relations”, on the one hand, and “economic security of Russia” – with another. In this regard the new scientific problem is proved: need for deeper analysis of trends of economic and social development in Africa as an important component of a system of ensuring national economic security of Russia in the current period and in the future into account the new developments in the sphere of economic security. The main directions of activating scientific research and concentration of practical efforts to increase national economic security, neutralize threats and reduce risk for Russia in the designated context are formulated.

Subject. The 2020 economic crisis has become a global threat to the economic security of States, corporations and households. The elimination of this threat to economic security is a key priority of the State. Objectives. The article is dedicated to factors of the current crisis, both individually and in aggregate, as well as forecasts of the economic development during the crisis. Methods. The study is based on the scientific knowledge as dialectic, a combination of historical and logical unity, structural analysis, traditional methods of economic analysis and synthesis. Results. We carried out the comparative analysis of crisis theories, forecasted the economic development of the IMF, the World Bank, the Audit Chamber, and considered analytical agencies in dynamics, taking into account adjustments when the crisis manifests itself. Counteraction methods are reviewed from theoretical and practical perspectives. The article also analyzed the international expertise in crisis management. Conclusions and Relevance. The economic crisis was found to be at its initial stage, with negative scenarios being more probable. Proposed and implemented, local measures can mitigate the economic decline, prevent massive bankruptcies and a social explosion. Meanwhile, measures to restructure the economic policy may contribute to overcoming the crisis. The findings can be used by federal government bodies to adjust economic policies, develop programs and strategies for the socio-economic development of regions, and economic security strategies for corporations.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.
