Land Governance and the Information Society

In a globalized world evolving into knowledge societies and economies, geographic information plays a very important role, as illustrated by the spatially enabled society (SES) concept. In this context, the role of a modern cadastre in the good governance of land for sustainable development is worth noting. The international and regional agendas and various initiatives related to these themes are examined to deduce the emerging global trends and the possible transformation of the national statistical. One of the prerequisites for an integrated information system is the availability of harmonized data and the interoperability between the various dedicated systems. This depends on the effectiveness of the national statistical system and the establishment of a national spatial infrastructure. The institutional and organizational arrangements for better land governance are discussed. The resulting technological infrastructure to be implemented is then addressed.

This paper aims to highlight the role of applying good governance standards in reducing corruption and achieving sustainable development in Yemen, since good governance represents the core of the development process of countries and societies. Good governance is based on the principle of transparency, accountability, efficiency and effectiveness in order to raise the capacity and efficiency of the state and make it more capable and effective to achieve sustainable development. Corruption in all its forms is one of the biggest obstacles to sustainable development in Yemen, and a major reason for wasting state resources and limiting foreign investment, and thus the expansion of poverty, the poor, and other effects related to the failure to achieve sustainable development. Yemen is one of the most Arab countries facing major challenges in the field of implementing good governance and combating corruption in order to achieve sustainable development and achieve its goals at all political, economic, social and environment. This paper concluded that Yemen suffers from a lack of implementation and enforcement of good governance standards, as well as a rampant corruption, which has led to an expansion of poverty and a significant decline in development rates. This work aims to create a decision support and geographic information system aimed at optimizing the management of forest capital in the Adrar region. Through this awareness, we question the place of geographic information in the dialogue process and the approach to sustainable development. Cadastral data, satellite images, cartographic and photographic data will be presented. Data processing and data integration will be discussed. The expected results must provide knowledge beyond reach without these tools. They clarify the importance of satellite images and the spatial component of geographic information. In the current context of sustainable development, geographic information appears necessary for decision-making.

The objective of this work is to build a Volunteered Geographic Information System (VGIS) using a methodological design process. The VGIS design focuses on coordinating its three main components—project (organization), participants (community), and technological infrastructure—by aligning the project goal, crowdsourcing strategy and participation environment, the drivers and mechanisms that motivates volunteers, and the technological and data management tools that facilitate engaged participation. Following this process helped to design a solution based on the project’s information requirements to handle a road data tagging task, while offering an experience that meets the interests and needs of potential participants.

The article describes the concept of a new geographic information system for the provision of electronic state and municipal services. The problem of the lack of an open portal in the Internet for choosing unencumbered and suitable for use for the intended purpose land plots is considered. The importance of information systems in the development of the digital economy and information society in the Russian Federation is shown. The analysis of existing geographic information systems is given in a generalized and systematic way. As a result, it was found that the main drawback of the existing systems is the limitation of a certain territory and a set of services. It is concluded that it is necessary to display the free land. Automatic notifications should be sent to the competent authorities. The new information system should have direct and feedback links with all information and geographic information systems in operation and being developed in Russia. The results and conclusions are applicable to the creation of new geographic information systems.

The concept of sustainable development increasingly affects cities and the challenges they face. At the present stage of sustainability awareness it is desired that the discussion about the city development combines the financial aspects and harmonious social relationships with the natural environment. The role of local authorities in implementation processes is undeniable. The objective of the paper is to verify theoretical assumptions regarding sustainable development governance in cities. A special attention is paid to transport and logistics solutions as supported measures but also as barriers of implementation. The detailed questionnaire in the form of the survey was chosen to examine how local governments practice the concept of the green urban economy to strengthen the sustainable development in different cities. Results prove that Scandinavian cities, in comparison to other European and some North American cities, are indisputable leaders in the development and implementation of sustainability strategies. They extensively involve stakeholders and facilitate open dialogue approach, create public-private partnerships and stimulate more sustainable behaviour through variety of financial incentives.

The aim of this review paper is to provide a comprehensive overview of geographical information system and remote sensing–based water erosion assessment. With multispectral and multi-temporal low cost data at various resolutions, remote sensing plays an important role for mapping the distribution and severity of water erosion and for modeling the risk and/or potential of soil loss. The ability of geographic information system to integrate spatial data of different types and sources makes its role unavoidable in water erosion assessment. The role of satellite data in identification of eroded lands and in providing inputs for erosion modeling has been discussed. The role of GIS in mapping eroded lands based on experts’ opinion, in generating spatial data inputs from sources other than remote sensing and in integrating the inputs to model the potential soil loss has been discussed.
