International Cooperation and Legal Response to Cybercrime in Pakistan

According to Internet World Stats (IWS), the total number of internet users in in Pakistan during October 2018 was 44,608,065, which is 22.2% of the total population. More than 30 million of Pakistan's 212 million people use the internet via mobile devices. The literacy rate of the country is quite low as compared to other countries (i.e., 58%). This research focuses on the common patterns of cyber criminals and the required legislation and enforcement of existing laws along with the need of international cooperation to counter global cyber threat.

Abstract:The internet developed for the first time in Indonesia in the early 1990s. Starting from the pagayuban network, it is now expanding without boundaries anywhere. A survey conducted by the Indonesian Internet Service Providers Association (APJII) said that the number of internet users in Indonesia in 2012 reached 63 million people or 24.23 percent of the country's total population. Next year, that figure is predicted to increase by close to 30 percent to 82 million users and continue to grow to 107 million in 2014 and 139 million or 50 percent of the total population in 2015. million people. This matter also results in political communication with the internet media, or is often said to be cyber politics. Cyber politics in Indonesia has faced growth in recent years. There are many facilities that support the growth of cyber politics, such as Facebook, Twitter, mailing list, YouTube, and others.Keywords: Cyberpolitik, Internet  Abstrak:Internet berkembang pertama kali di Indonesia pada awal tahun 1990-an. Diawali dari pagayuban network kini berkembang luas tanpa batas dimanapun juga. Suatu survei yang diselenggarakan Asosiasi Penyelenggara Jasa Internet Indonesia (APJII) mengatakan kalau jumlah pengguna internet di Indonesia tahun 2012 menggapai 63 juta orang ataupun 24,23 persen dari total populasi negeri ini. Tahun depan, angka itu diprediksi naik dekat 30 persen jadi 82 juta pengguna serta terus berkembang jadi 107 juta pada 2014 serta 139 juta ataupun 50 persen total populasi pada 2015. juta orang. Perihal ini pula berakibat pada komunikasi politik dengan media internet, ataupun kerap diucap dengan cyber politic. Cyber politic di Indonesia hadapi pertumbuhan sebagian tahun terakhir. E-commerce and internet businesses are driving the rapid growth of the domestic IT-ITeS industry, attracting unprecedented global interest and funding. Indian e-commerce and internet companies are growing rapidly with about 460 million internet users and a tele-density of around 85.2%. Increasing penetration of the internet, adoption of smartphones and minimal effort low-cost mobile devices, changing demographics, mobile-empowered youth, and the emergence of tier 2 and tier 3 cities as major shopping hubs have been driving the growth of the industry, with new retail forces shifting its dynamics. Furthermore, the continued growth of large pure-play organisations that are powerhouses has moved retailers' focus to the web channel. These companies are not only becoming gateways to product research, but have also introduced consumers to new ways of viewing the retail process.

Social media management in the context of social projects against hate speech on the example of the project Grażyna Żarko. Catholic voice on the Internet Argument/objective: In view of the growing negative phenomenon of hate speech in the social media, targeted informational and educational activities in the public sphere seem important and necessary, for the common good and in the common interest, as a reminder of respect for the other person and respect for his or her rights. The aim of the article is to identify and analyse the selected project in terms of the occurrence, spread and scale of the hate speech phenomenon in social media and to try to evaluate this type of communication. Research methods, research questions: The text uses methods such as case study, desk research and media content analysis. The following research questions were posed: how does the broadly understood civil society, and in principle its representatives, try to oppose hate speech? For what purpose are social projects against hate speech created and implemented? Do social projects against hate speech show the scale of this phenomenon, its horror and immorality? What image of Poles, including Polish Internet users (and in the case of a selected YouTube project) emerges from them? and how do they exchange views on the subject and what conclusions do they draw from this? Results and conclusions: Research has shown that when modern society, which is largely civic, starts to rebel against injustice, lack of respect for others, or socially unacceptable behaviour, including hate speech, it reaches for tools of opposition, among others. Projects such as these are born in this way: Incubator of Ideas, #StopMowieNienawiści, or the title one, analysed: Grażyna Żarko. Catholic Voice on the Internet. This non-commercial, over two months long project, and at the same time a media, Internet provocation carried out in the form of a Polish vlog, showed not only the enormous scale of the problem of “verbal violence”of Polish Internet users on the example of YouTube, but also the lack of preventive actions and responsibility, or rather criminal consequences, for example, incurred for this type of conduct. Cognitive value: The article is part of the discussion on the way and quality of communication of Polish society, with particular emphasis on hate speech, through new media.

With the ever-increasing speed of the Internet and the ever-increasing power of personal computers and mobile devices, illegal downloading affects not only recorded music, but also movies and other medias. To stem the loss of revenues caused to copyright holders, France passed the Hadopi Law in September 2009 to be enforced by a new agency - the Hadopi Authority. The Hadopi Authoritys mission includes three major objectives. 1) to enforce the copyright law on the Internet through legal actions against violators, 2) to educate Internet users about illegal versus legal activities with respect to the copyright law, and 3) to facilitate the development of Internet services providing legal access to copyrighted works. To deter piracy and, at the same time, to serve as a pedagogical tool, Hadopi uses the graduated response system. Users who participate in illegal downloading are first warned two times. After a third violation, their file is forwarded to a court for possible prosecution. Between October 2010 and March 2012, the Hadopi Authority performed several surveys of Internet use to measure the effectiveness of the Law. The resulting reports show some modest positive changes in the behavior of French Internet users.

The advent of wireless networks and more recently mobile devices such as smart phones, tablets, etc. following the internet, contributed a lot their applicability in library's operations. As contained in extant literature, mobile devices have become a very important part of communication not only for telephone service users but also for the internet users. The two main reasons behind success of mobile technology is the benefits such as mobility and ubiquity served by mobile devices. To this end, the chapter explores the application of mobile technology on service delivery in libraries, the advantages and disadvantages. Also highlighted were the skills required by the librarians in incorporating mobile technologies to library services.

In the internet era, the college student groups are internet users who use the internet more widely and deeply than the ordinary internet users. However, college students have insufficient social experience and live in a relatively simple living environment for a long time, which makes them have low ability to distinguish the true from the false, so they are easily targeted by cyber scammers. This paper analyzes the causes and the basic types of online fraud cases that happened to college students; the fraud case data are classified and sorted to extract the salient features of the telecom network fraud cases of college students and the common features of the victims. The paper provides suggestions for guiding college students to learn to screen online fraud and self-protect and to cultivate more comprehensive high-quality talents.

Youtube is a video sharing site originating from San Mateo, California, America and is very popular today. Around 100,000 videos are watched every day on Youtube. Every 24 hours there are 65,000 new videos uploaded to Youtube. YouTube has been named the most popular social media for the people of Indonesia. YouTube managed to capture 170 million users or 93.8 percent of the total population of 181.9 million internet users aged 16-64 years. 179.1 million people in Indonesia have used the internet to watch online videos. The large number of YouTube social media enthusiasts makes people who have a lot of creative ideas to make themselves YouTube creators. As for the famous YouTube creators, there are 10 youtubers with the most fantastic income, including Jess No Limit , FrostDiamond, Budi01Gaming, BaimPaula, Rans Entertainment, Deddy Corbuzier, Atta Halilintar, Jessica Jane, Ricis Official, EFDEWE. The purpose of this research is to determine the credibility value of the performance of 10 Indonesian Youtubers with the Most Fantastic Income. The research method used is an expolarative type. The results of this study prove that the highest value of credibility from every YouTube creator is Jessica Jane with a value of 0.0007572.

In the mid 90’s, the Internet has started its metamorphosis from a tool restricted to the scientific community into a crucial component of the modern information society. The evolution in the last 15 years from 2,000 to 180,000 active BGP (Border Gateway Protocol) entries as of March 2006 (Smith, 2006) witnesses this metamorphosis and is an indication on how complex Internet has become. Possibly, the most significant consequence of the huge success of the Internet is that the common goal and collaborative spirit that used to guide its players no longer holds because of the large diversity we find in today’s Internet. Users, commercial access providers, governments, telecommunication operators, and content providers usually have opposite interests in using the network, commonly leading to a situation where they co-exist in a tussle (Clark, Wroclawski, Sollins, & Braden, 2002). For instance, large network operators need to be interconnected to obtain and offer universal connectivity, even if they are often fierce competitors. As a result, the heterogeneity and fully distributed administration of the Internet, allied to its extensive geographic coverage and to its dynamism in applications and network traffic, impose great challenges to the characterization of the structure and behavior of the Internet as a whole (Floyd & Paxson, 2001; Spring, Wetherall, & Anderson, 2003a).

AbstractThe library is a source of knowledge and supporting facilities in each educational institution, especially in this discussion the library is at a college or university. With the library, it will facilitate students in finding various information about teaching and learning, and will also improve the teaching and learning process. The Indonesian Internet Service Providers Association (APPJI) in its survey of several years stated that the use of mobile devices has a very large increase. Recorded from 2013 to 2017 has a very large increase of 61.26 million internet users in Indonesia. The behavior of internet users based on the device used to access the internet is 44.16% in the use of mobile devices, mobile devices and computers ortop 4.49%, the use of mobile devices and computers by 39.28%. This means that the behavior of internet users in Indonesia is very dominant in accessing the internet through mobile devices. Moreover statistics show that mobile internet users are also increasing from year to year. Previously there was a library system at the University of Muhammadiyah Malang web-based. But in this case the tendency of the behavior of internet users in the use of mobile devices, the Muhammadiyah University Library of Malang has a huge opportunity in developing an improving services in meeting the needs of students in finding information needs.AbstrakPerpustakaan adalah sumber ilmu pengetahuan dan sarana penunjang pada setiap instansi pendidikan terutama dalam pembahasannya ini perpustakaan yang ada pada perguruan tinggi atau universitas. Dengan adanya perpustakaan maka akan memudahkan mahasiswa dalam mencari berbagai informasi mengenai belajar mengajar, dan juga akan meningkatkan dalam proses belajar mengajar. Asosiasi Penyelenggara Jasa Internet Indonesia (APPJI) pada surveynya dari beberapa tahun ini menyatakan penggunaa pada perangkat mobile memiliki peningkatan yang sangat besar. Tercatat dari tahun 2013 sampai 2017 memiliki peningkatan yang sangat besar yaitu 61,26 juta jiwa pengguna internet di Indonesia. Perilaku pengguna internet berdasarkan perangkat yang digunakan untuk mengakses internet yaitu 44.16% dalam penggunaan perangkat mobile, perangkat mobile dan komputer ataulaptop 4.49 %, pengunaan perangkat mobile dan komputer sebesar 39.28%.  Hal ini berarti perilaku pengguna internet di Inonesia sangat dominan mengakses internet melalui perangkat mobile. Apalagi statistic menunjukkan bahwa pengguna mobile internet juga semakin meningkat dari tahun ketahun. Sebelumnya sudah ada sistem perpustakaan pada Universitas Muhammadiyah Malang berbasis web. Tetapi dalam hal ini kecenderungan perilaku pengguna internet dalam penggunaan perangkat mobile, maka Perpustakaan Universitas Muhammadiyah Malang memiliki peluang yang sangat besar dalam mengembangkan dan meningkatkan pelayanan dalam memenuhi kebutuhan mahasiswa dalam mencari kebutuhan informasi.
