Design of Government Information for Access by Wireless Mobile Technology

As the world becomes mobile, the ability to access information on demand will give individuals a competitive advantage and make them more productive on the job and in their daily lives (Satyanarayanan, 1996). In the past, government information was presented by government employees who verbally communicated with citizens in order to meet their information needs. As print technology improved, government information was, and still is in many countries, communicated to citizens using paper as the medium of delivery. Because of the cost of printing and mailing printed documents and the difficulty of updating information in a timely manner, governments are moving to electronic delivery of information using the Web. Currently, governments provide digital service to their citizens using the Web for access by desktop or notebook computers; however, citizens of many countries are using mobile devices such as cell phones, tablet PCs, personal digital assistants, Web pads, and palmtop computers to access information from a variety of sources in order to conduct their everyday business and to communicate with each other. Also, wearable mobile devices are being used by some workers for remote computing and information access in order to allow multitasking on the job. It is predicted that there will be more mobile devices than desktop computers in the world in the near future (Schneiderman, 2002). The creation of digital government will allow the delivery of government information and services online through the Internet or other digital means using computing and mobile devices (LaVigne, 2002). Also, there will be more government-to-citizen and government-to-business interactions. Digital government will allow citizens, businesses, and the government to use electronic devices in order to communicate, to disseminate and gather information, to facilitate payments, and to carry out permitting in an online environment (Wyld, 2004). Digital government will allow citizens to access information anytime and anywhere using mobile and computing devices (Seifert & Relyea, 2004).

This research revealed the importance of public service web portals for an e-government information system. An e-government portal is interacting with its administrators, citizens, businesses and other governments helping them increase their operations performance. The authors have developed, modeled, formulated and compared an efficient assessment framework for e-government portals. In order to accomplish such task many quantitative factors and indicators were taken under consideration; also, other frameworks have been studied and compared. The authors focused on the web portals services quantity that the interested parties should use, in order to create an well designed public services’ web portal. This research provides a framework model to evaluate the basic common digital public services that a government offers to its interactive stakeholders, so that all other countries across the world can predefine weaknesses and strengths, improve existing or formulating new e-services. The importance of the assessment framework model is thoroughly explained through the results.

The Public Distribution System in India is the largest retail system in the world. Major problem in this system are the inefficiency in the targeting of beneficiaries, improve weighing machines used an illegal selling of goods. Automated public ration distributed system aim to replace the manual work in Public Distribution System there by reducing the corruption an illegal selling of stock. This paper gives the review on the E- Ration card system to distribute the grains automatically. The proposed system is used the conventional ration card which is replaced by smart card by using RIFD card. The RFID card redirect to the web of the shop , the required item are selected and payment is done and then item are collected from the machine. In this system, the government has control overall transaction that occurs in the ration shop and all the stock records are updated to the government databases so as to refill the stock with material thereby reducing the corruption.

Computer-based Assistive Technology (AT) has had a powerful effect on people with disabilities in the areas of reading, writing, communicating, and accessing information. One of the roadblocks for use has always been the expense of AT. Advancements in computing and mobile technology, however, are making some technology more readily available, accessible, and cost effective for people with disabilities. Computer operating systems, for example, now contain features to magnify screens for reading and in the entering of text. The mobile movement of smartphones, e-readers, and tablets has also been changing the way people with disabilities access information. The capabilities of these devices combined with the immediate availability, affordability, and ease of use, has been making the world more accessible for people with disabilities, and with mobile devices increasingly becoming a necessity for most, this trend is anticipated to only continue.

The explosion of information in the World Wide Web is overwhelming for readers with limitless information. Large internet articles or journals are often cumbersome to read as well as comprehend. More often than not, readers are immersed in a pool of information with limited time to assimilate all of the articles. As technology advances, it becomes more convenient to access information on-the-go, i.e., portability of information by utilizing mobile devices. In this research, a semantic and syntatic based summarization is implemented in a text summarizer to solve the information overload problem whilst providing a more coherent summary. The objective is to integrate WordNet into the proposed system aka TextSumIt which condenses lengthy documents into summarized text. The empirical experiments show that it produces satisfactory preliminary results on Android mobile phones.

Recently the impressive growth of the Web, and the Internet in general, has been considered as a promise that may both challenge and boost our representation of democratic institutions. It is well known that modern democracies are based on the possibility to control and even replace who rules by the force of the best arguments. More generally, the control of the government, and the effectiveness of democracy, is possible, if the citizens can access information. Hence, the promise of the Internet mainly relies on the fact that people may more freely access information, because it seems it cannot be controlled or manipulated by the political power. In the first part of this outline we will depict a cognitive framework to deal with the relationships between Internet and democracy. We shall show that Internet, as an information technology, can be considered as a cognitive and moral mediator; it can provide stories, texts, images, combined with sounds, so that the information fosters not only a cognitive, but also an emotional and moral understanding. In this sense, the Internet represents a kind of redistribution of the moral effort through managing objects and information to overcome the poverty and the unsatisfactory character of the options available. In the last part we will illustrate that Internet, as a moral mediator, may enhance democracy in two respects. First, it affords civic engagement and participation; second, it allows people to face different sources of information so that almost everyone can verify and test the information delivered by traditional media.

The World Wide Web is used by millions of people everyday for various purposes including email, reading news, downloading music, online shopping or simply accessing information about anything. Using a standard web browser, the user can access information stored on Web servers situated anywhere on the globe. This gives the illusion that all this information is situated locally on the user’s computer. In reality, the Web represents a huge distributed system that appears as a single resource to the user available at the click of a button. This paper gives an overview of distributed systems in current IT sector. Distributed systems are everywhere. The internet enable users throughout the world to access its services wherever they may be located [1]. Each organization manages an intranet, which provides local services for local users and generally provides services to other users in the internet. Small distributed systems can be constructed from mobile computers and other small computational devices that are attached to a wireless network.

Most Web pages are designed with desktop platform access in mind, but with the proliferation of mobile devices such as Personal Digital Assistants (PDAs) and mobile phones, accessing Web pages through a variety of devices without proper content adaptation can result in an aesthetically unpleasant, un-navigable and, in most cases, unsatisfying experience. This article provides an overview of approaches in Web content adaptation framework and techniques being developed to extend the Web application access to non-desktop platforms. After describing general adaptation techniques, the article focuses particularly on the adaptation requirements of learning systems, especially when they are accessed through mobile devices.

AbstractLevel of citizen participation has increased in the advent of digital government. A significant change in participation behavior through the Government's web 3.0 platform occurred in 2017, right after the Government of DKI Jakarta decided to move to the new web 4.0 platform without removing the previous one. Findings revealed that there is an overlapping and confusion in the community since both platforms are still running in the same time. However, there has been a significant drop in the level of e-participation on the web 3.0 platform, and yet based on the number of reports, there is no indication that the community has moved to the web 4.0 platform. This academic paper will analysis either the implementation of the new platform is a good idea or not by comparing the data gathered from the government Citizens Relationship Management (CRM) platform and the previous platform. Data gathered were analyzed by referring to sustainable and replicability aspect. Makalah akademik ini akan menganalisis apakah implementasi platform baru itu ide yang baik atau tidak dengan membandingkan data yang dikumpulkan dari platform Citizens Relationship Management (CRM) pemerintah dan platform sebelumnya. Data yang terkumpul dianalisis dengan mengacu pada aspek keberlanjutan dan replikasi.
