Electronic Governance

Two parallel evolutions are currently challenging the functioning and the legitimation of the traditional nation-state: globalization and the rapid development of the information and communication technologies (ICTs). Both come together in the new concept of “electronic governance” or “e-governance.” Indeed, globalization in all its forms (i.e., financial, economic, cultural, technological, and ecological globalizations) is increasingly putting pressure upon the nation-state. Collective problems, such as climate change or organized crime, can no longer be solved by nation-states only, let alone by one single nation-state. In fact, such problems require not only the supra-national approaches and institutions, but also the involvement of non-state actors, in particular of civil society and the private sector. Simultaneously, the ICTs are gradually penetrating all realms and all levels of society, and as such increasingly affect both production processes and state-society transactions. If “governance” can be defined as the growing involvement of non-state actors into collective problem-solving at all levels of society (i.e., from the local to the global levels) (e.g., Finger, 2004; Mayntz, 1999), “e-governance” then means the active usage of the ICTs for such collective problem solving. In this article we want to both offer an understanding what e-governance is and could be and outline of the different dimensions and forces which currently lead up to e-governance practices. Consequently, our article is structured as follows: in a first section, we will present and critically discuss the state of the literature on e-governance. Problem setting. Ukraine continues its integration processes with the international community, in particular, with the European Union and NATO. But comprehensive integration leads to the fact that Ukraine is forced to integrate into the negative processes from which the modern world suffers and with which it tries to fight. With the rapid development of the Internet, its use with criminal intent is probably developing at the same rate. Novelty, level of danger, volumes of received and future possible losses of this type of crime contributed to the formation of such a dangerous phenomenon as cyberterrorism. Accordingly, there is a new task  for world scientists – to understand the essence of the concept of cyberterrorism most accurately and generally, to explore its deep aspects, to develop a single conceptual apparatus and to propose a system of preventive measures. Recent research and publications analysis. The topic of information terrorism within the Ukrainian cyberspace, as well as its inseparable interaction with the world wide web, theoretical aspects of this phenomenon, disclosure of concepts related to cybercrime are covered in the publications of such domestic researchers as S. Hnatyuk, О. Gerashchenko, V. Ostroukhov, M. Prysyazhnyuk, I. Diorditsa, O. Trofimenko, Yu. Prokop, I. Aristova, V. Tsymbalyuka, O. Zadereiko, O. Bogdanov, O. Drozhchan, M. Gutsalyuk and others. A number of well-known foreign scientists and philosophers have devoted their works to the study of the phenomenon of terrorism in the context of globalization and the rapid development of information and communication technologies, in particular E. Toffler, B. Hoffman, A. Schmid, D. Bell, J. Baudrillard, E. Giddens, F. Fukuyama and others. Paper objective. This article aims to formulate a generalized definition of "cyberterrorism", its key elements, sources, features of implementation, specificity and classification through the method of deduction (derivation of true knowledge from the general term "terrorism" to specific - "cyberterrorism"). Paper main body. The opinion of domestic and foreign scientists on the concept of cyberterrorism is analyzed. Based on the considered opinions, the authors try to show the peculiarities of cyberterrorism and reveal its danger to society as a whole and individuals. Finally, the authors turn to the analysis of Ukrainian legislation on cyberterrorism. Conclusions of the research. Taking into account all the mentioned above, the state should introduce appropriate training systems for integrated skills and abilities that are necessary to support the goals of cybersecurity in secondary and higher schools, conduct cybersecurity briefings, increase digital literacy and the culture of safe behavior in cyberspace, as well as timely report about new threats and ways to avoid them.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.

Increases in mobile phone ownership and Internet access throughout Africa continue to motivate initiatives to use information and communication technologies (ICTs)—in particular, mobile phones—to address long-standing socioeconomic problems in the “developing world.” While it is generally recognized that mobile phones may help to address these problems by providing pertinent information, less widely known is exactly how (and if) a handset’s human–computer interface—that is, its software and hardware design—supports this form of communication. The concept of “affordances” has long been used to answer such questions. In this paper, we use Hartson’s definition of affordances to qualitatively investigate rural Kenyan women’s interactions with their mobile phones. Our detailed analysis provides empirically grounded answers to questions about the cognitive, physical, and sensory affordances of handsets used in our field sites and how they support and/or constrain mobile communication. We then discuss the implications of our findings: in particular, how this affordance-based approach draws attention to mobile phones’ design features and to the context in which they and their users are embedded—a focus which suggests new design and research opportunities in mobile communication.

This article argues for the right to nonparticipation for Global Digital Citizenship (GDC). It recuperates the notion of political nonparticipation in the context of information and communication technologies (ICTs) and GDC in order to show that nonparticipation can operate effectively in non-State spheres, particularly online. The paper begins with a discussion of nonparticipation in the context of Nation States and non-Statal Organizations before offering a brief survey of the terms Global Citizenship (GC), Digital Citizenship (DC), and GDC. Nonparticipation in an online context is then explained, followed by a discussion of practical concerns, such as who might enforce GDC rights among global digital citizens.

The changes taking place in the modern Russian labor market with regard to the organization of labor of employees, the content of freelancing have been considered. The socio-economic essence of freelancing has been revealed. A сharacteristic of self-employed, including the number, their social affiliation and economic activities has been given. The prerequisites, that caused the development of freelancing in Russia, have been determined. Based on the data of a number of studies, the positive aspects of freelance have been analyzed and problems in its development have been named. The main attention has been paid to the definition of the prospects of freelance development in modern Russia in the conditions of wide application of information and communication technologies.

The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. The rapid development of information and communication technologies has led to the use of new and digital technologies in education which involves combinations of text, graphics, audio, video, animations and other eLearning resources such as authoring tools, Learning Management System (LMS), Mobile learning and others. Arguably, using LMS leaves much to be desired. The inherent problem here is that the future of extensive adoption of ICT via LMS to enhance and promote classroom interaction in Open and Distance Learning (ODL) is bleak. This is worrisome given that the country is lagging far behind in the innovative use of this web 2.0 technology to impart knowledge. Further, the low-level application of LMS in instruction connotes the loss of inherent advantages in its adoption. Also, the online setting which makes students less nervous and interactive, sharing of ideas and viewpoints; and a host of other benefit will be lost. While evidence has shown that LMS is not a new phenomenon, the use of LMS in ODL is still at its infancy, particularly in Nigeria. Research in this area is rare. A quick search on prominent research databases could testify that. It is on this thrust that this study investigates University of Ibadan undergraduate students’ perceived roles and readiness towards integration of learning management system into teaching and learning.

With globalization, digitalization, and the spread of information and communication technologies, rules regulating work have been softened or completely abolished. As a consequence, employees face additional cognitive demands to plan, structure, and coordinate their work. In order to capture these demands of contemporary work, we constructed and initially validated the Cognitive Demands of Flexible Work (CODE) scale. The scale comprises four subscales (i.e., structuring of work tasks, planning of working times, planning of working places, and coordinating with others). We validated the scale in three independent studies (overall N = 1129) in German and English. Confirmatory Factor Analyses supported the four-factor structure as well as the scalar invariance of the different language versions. Moreover, the subscales showed convergent validity with related constructs such as requirements for problem solving or autonomy. Criterion validity for emotional exhaustion, engagement, and positive work rumination, negative work rumination, and problem-solving pondering suggests that cognitive demands of flexible work can be construed as challenge stressors. However, relationships with emotional exhaustion were only significant for one of the four subscales. Overall, the CODE scale was shown to be a reliable and valid instrument to measure cognitive demands of flexible work.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.
