The Key Organisational Issues Affecting E-Government Adoption in Saudi Arabia

The e-government paradigm refers to utilizing the potential of Information and Communication Technology (ICT) in the whole government body to meet citizens’ expectations via multiple channels. It is, therefore, a radical change within the public sector and in the relationship between a government and its stakeholders. In the light of that, the Kingdom of Saudi Arabia has a keen interest in this issue and thus it has developed a national project to implement e-government systems. However, many technological, managerial, and organisational issues must be considered and treated carefully before and after going online. Based on an empirical study, this article highlights the key organisational issues that affect e-government adoption in the Kingdom of Saudi Arabia at both national and agency levels.

Abstrak: Teknologi  informasi  dan  komunikasi  yang  berkembang  saat  ini, telah  menciptakan  perubahan  pada  banyak  hal.  Terlebih  dengan kehadiran  internet,  berbagai  keunggulannya  semakin  menambah keunggulan  dalam  dinamika  kehidupan  modern.  Ratusan juta manusia di seluruh dunia mengakses internet setiap harinya, dan jumlahnya terus bertambah dari waktu ke waktu. Hal ini berdampak pada penggunaan internet untuk kegiatan dakwah.Secara umum dakwah dilaksanakan secara konvensional. Namun, seiring perkembangan teknologi informasi, bermunculan dakwah yang menggunakan internet, yang biasa disebut dengan cyber dakwah. Terkait dengan hal tersebut, penelitian ini berupaya untuk melihat keterkaitan keduanya dalam konstruksi keberagamaan, yang karenanya media internet memberikan kemudahan dalam penyebaran informasi kepada masyarakat. Adapun jenis penelitian ini adalah kualitatif, dengan menggunakan metode field work yang dipadukan dengan studi kepustakaan.Diharapkan penelitian ini akan membuka ruang diskusi baru mengenai studi keislaman kontemporer yang lebih integratif dengan isu-isu kekinian. Selain itu, untuk memperkaya cakrawala terhadap diskursus perkembangan media yang menjadi bagian dari wacana keislaman global dan masyarakat modern. Abtsract: Information and communication technology that has developed at this time has created changes in many things. Especially with the presence of the internet, various advantages have added to the dynamics of modern life. Hundreds of millions of people around the world access the internet every day, and the number continues to increase from time to time. This has an impact on the use of the internet for da'wah activities.In general, preaching is carried out conventionally. However, along with the development of information technology, da'wah has sprung up using the internet, commonly referred to as cyber da'wah. Related to this, this study seeks to see the relationship between the two in religious construction, which is why internet media makes it easy to disseminate information to the public. The type of this study is qualitative, using the field work method combined with library studies.It is hoped that this research will open up new discussion space regarding contemporary Islamic studies that are more integrative with current issues. In addition, to enrich the horizon of the discourse of media development which is part of a global Islamic discourse and modern society.

Research Goal: To measure the effectiveness of the use of a proposed training program based on active learning to develop teaching skills of Shari'a Sciences’ teachers and their attitudes towards it at the kingdom of Saudi Arabia. The Research depended on the descriptive approach during building the program that based on active learning strategies, as assign experimental method when applying the program to identify its effectiveness in developing teaching of Shari'a Sciences’ teachers for the secondary school in the city of Medina and their attitudes toward it in teaching. Research instruments: The Card Note of teaching skills consisted of (45) sub-skill divided into three main areas which are (planning, implementation and evaluation). The measure of the attitude towards active learning in teaching included (26) phrases, therefore, the program is based on active learning in developing the teaching skills. After the researcher has checked the sincerity of research instruments, he began to be apply it to a stratified random sample, which consisted of (34) teachers of Shari'a Sciences’ teachers for the secondary school. The research contain a number of appropriate statistical methods, which are arithmetic averages, standard deviations, (T) test for the associated groups, the coefficient of Peerson, ETA square, the equation of the Blak, the coefficient of alpha Cronbach and the equation of Cooper. After conducting statistical analyzes, the research found the existence of Statistical differences among the average performance of the research sample in the Card Note of teaching skills in (planning, implementation and evaluation) Separated and combined in the light of active learning before and after the proposed training program for the benefit of the telemetric. In the light of the findings, the research recommended: Taking advantage of the current research program in training Shari'a Sciences’ teachers in different stages of education, especially Secondary School Teachers, because of its positive impact on the development of their teaching skills, and benefit from the list of teaching skills of the current research when assessing teachers' performance during service.   ، ، ،

The complexity of COVID-19 and variations in control measures and containment efforts in different countries have caused difficulties in the prediction and modeling of the COVID-19 pandemic. We attempted to predict the scale of the latter half of the pandemic based on real data using the ratio between the early and latter halves from countries where the pandemic is largely over. We collected daily pandemic data from China, South Korea, and Switzerland and subtracted the ratio of pandemic days before and after the disease apex day of COVID-19. We obtained the ratio of pandemic data and created multiple regression models for the relationship between before and after the apex day. We then tested our models using data from the first wave of the disease from 14 countries in Europe and the US. We then tested the models using data from these countries from the entire pandemic up to March 30, 2021. Results indicate that the actual number of cases from these countries during the first wave mostly fall in the predicted ranges of liniar regression, excepting Spain and Russia. Similarly, the actual deaths in these countries mostly fall into the range of predicted data. Using the accumulated data up to the day of apex and total accumulated data up to March 30, 2021, the data of case numbers in these countries are falling into the range of predicted data, except for data from Brazil. The actual number of deaths in all the countries are at or below the predicted data. In conclusion, a linear regression model built with real data from countries or regions from early pandemics can predict pandemic scales of the countries where the pandemics occur late. Such a prediction with a high degree of accuracy provides valuable information for governments and the public.

This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.

This chapter deals with accessibility, a relevant and important concept for every citizen in the improvement of their quality of life in any environment or daily situation. Specifically, an empirical study about accessibility in the public health centers of a Basic Health Area (BHA) of Jaén is carried out. From this study, accessibility deficiencies in health buildings are revealed, and explicit proposals are provided with the aim of improving accessibility in different scopes such as information and communications. The improvement plans based on the use of Technology, Information, and Communication (TIC) tools help sensory disabled users that attend to the Health Center.
