A search on the Internet shows the renewed importance given to competency-based approaches in Education and Administration. Ministries of education, school boards, and teacher training institutes use competency profiles to define school programs or required qualities from the teachers, especially in the use of technologies in education. Consulting companies present their expertise by enumerating competencies, marketing their services in this way. Other companies offer services or computerized tools to help their prospective customers define or manage the competence of their staff, looked upon as the main asset of an organization in a knowledge management perspective. Governmental agencies or professional associations use competency-based approaches to define conditions to the exercise of a profession and to orient their vocational training programs.

The findings from a survey of public school programs for behaviorally disordered children are presented suggesting that a majority considered their theoretical focus to be behavioral. If a majority of university teacher-training programs in behavior disorder also consider their primary theoretical focus to be behavioral as previous research suggested, then the two would appear to complement each other. Another portion of the survey, however, indicated that the pragmatic approaches to treatment found in public school behavior disorders programs cover techniques reflecting a wide variety of theoretical models. Consequently, there exists a mismatch which prevents maximum effectiveness in both teacher training and service delivery for behaviorally disordered children. It was concluded that university teacher training programs should reflect a more eclectic stance by carefully synthesizing assorted theoretical components into a composite which meets the diverse pragmatic demands of public school programs for behaviorally disordered children.1

The article has a substantiation of an urgency to solve the problem associated with the defi nition of the structure of professional competence of teachers. This structure is represented by species competencies. The problem was determined by the needs of the teacher training system of teachers in the knowledge of these competencies. This requirement is related with the design of additional vocational training programs of teachers. The authors off er an analysis of psychological and educational literature disclosing the problem of determining the structure of professional competence of teachers of secondary schools and the structure of professional competence of future teachers (students). An analysis of the scientifi c literature shows that in modern pedagogical science is not developed a unifi ed structure of professional competence of the teacher. The authors off er an original solution to the problem of determining the structure of professional competence of teachers from the position active approach, which is based on the basis of the structure of pedagogical activity of the teacher (V.A. Slastenin, N.V. Kuzmin, A.I. Shcherbakov). The authors have developed and proposed a "list" of professional competencies of teachers of basic and secondary education. The authors point out that the �list� of professional competence of the teacher of primary education, pre-school education can be represented in a similar way. Issues that need to be further resolution, were identifi ed by the authors.

Examines ways of defining competency based teacher training and notes some practical difficulties of establishing competency based programs. Among the difficulties are fitting self-pacing into the traditional university semester system, writing explicit behavioral objectives and setting criteria levels, designing curricula that provide individual learning programs and logical learning sequences, and grading competent behavior. Describes the concept of Generic Preparation as practiced at the California State University, Los Angeles.

Tujuan penulis mengadakan penelitian ini adalah untuk mengetahui efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang. Hasil penelitian yang berdasarkan kepada hasil wawancara dan observasi langsung, dengan demikian hipotesis yang penulis ajukan yaitu “Efektivitas Program Pelatihan Berbasis Kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang” ditentukan oleh faktor-faktor Produktivitas, Kualitas, Ketepatan Waktu, Putaran Waktu, Penggunaan Sumber Daya dan biaya diperoleh kesimpulan bahwa efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang belum efektif, karena ada beberapa hal yang perlu ditingkatkan yaitu peningkatan sarana dan prasarana pelatihan serta penambahan sumber daya fungsional instruktur.   The purpose of the authors conducted this study was to examine the effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency. The research result of“ Effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency” district is determined by the factors of productivity, quality, timeliness, cycle time, use od resources and costs is concluded that the effectiveness of competency based training programs in UPTD BLK Subang district has not been effective, because there are some things that need to be improved, namely improvement of training facilities and the addition.

The replacement of direct human interaction by the computer connected to the internet is one of the most radical reforms in the history of education. In the first part, we show chronologically how–unlike correspondence, radio and television–the internet is the only technology that has sought to replace human interaction in teacher education training in Colombia. By consulting databases, we describe the institutionalization of online programs in terms of a maelstrom with problems and tensions that occur while growing exponentially to represent 18.3% and 33.8% of the offer in higher education and educational sciences in Colombia. In a second part, we compared the experience of 1,206 teachers who study postgraduate teacher training programs in Bogotá in both online and face-to-face modes through a student survey and a writing test. The results indicate lower weighted performances in the theoretical content and work volume among those who study their programs in the online modality, as well as a lower but statistically non-significant mean in teachers enrolled in online programs. The history and problems encountered in the importation of curricular models entirely based on the internet warrants being studied empirically in the teacher training programs to determine their educational effects.

The philosophy of knowledge is known as an established discipline both from Islamic perspective and Western viewpoint. Generally, it can be understood as a source of economy, power and prosperity. With the knowledge as a source of provider, the economic development, political power, business transaction and networking; rapid development in telecommunication and technology, with various other developments in human engineering and education plus, etc.‟s; human civilization flourishes.  Focusing on the philosophy of knowledge and comparing its traditional sense with modern practice might lead us to discover some ways in which knowledge should be realized, managed and applied. Obviously, the issue and criteria that determine what constitutes knowledge is indeed crucial. Therefore, this paper highlights general concept of knowledge management from Islamic perspective and its significant contribution to human development.
