The article has a substantiation of an urgency to solve the problem associated with the defi nition of the structure of professional competence of teachers. This structure is represented by species competencies. The problem was determined by the needs of the teacher training system of teachers in the knowledge of these competencies. This requirement is related with the design of additional vocational training programs of teachers. The authors off er an analysis of psychological and educational literature disclosing the problem of determining the structure of professional competence of teachers of secondary schools and the structure of professional competence of future teachers (students). An analysis of the scientifi c literature shows that in modern pedagogical science is not developed a unifi ed structure of professional competence of the teacher. The authors off er an original solution to the problem of determining the structure of professional competence of teachers from the position active approach, which is based on the basis of the structure of pedagogical activity of the teacher (V.A. Slastenin, N.V. Kuzmin, A.I. Shcherbakov). The authors have developed and proposed a "list" of professional competencies of teachers of basic and secondary education. The authors point out that the �list� of professional competence of the teacher of primary education, pre-school education can be represented in a similar way. Issues that need to be further resolution, were identifi ed by the authors.

A search on the Internet shows the renewed importance given to competency-based approaches in Education and Administration. Ministries of education, school boards, and teacher training institutes use competency profiles to define school programs or required qualities from the teachers, especially in the use of technologies in education. Consulting companies present their expertise by enumerating competencies, marketing their services in this way. Other companies offer services or computerized tools to help their prospective customers define or manage the competence of their staff, looked upon as the main asset of an organization in a knowledge management perspective. Governmental agencies or professional associations use competency-based approaches to define conditions to the exercise of a profession and to orient their vocational training programs.

The article analyzes different approaches to the  «professional training of a teacher» definition as a system of organizational-pedagogical measures and vocational training systems; a critical study, the improvement and experimental use of ideas; the purposeful, systematic and organized process of pedagogical influences; qualifications in the process of studying in the corresponding direction, specialty, educational program; systems of special knowledge, abilities and skills, competences, qualities. The peculiarities of the professional training of future foreign languages teachers are defined by the author as: a possession of units of a foreign language and the ability to use them in specific situations of communication; a consistency of the initial level of foreign languages knowledge received at school with the goals and objectives, methods and technologies of forming the personality of a student as a future specialist in the process of vocational training; the ratio of theoretical and practical training, special and psycho-pedagogical, methodical preparation; a symmetrical study of two foreign languages and bilingual life (Ukrainian and Russian); knowledge and appreciation of the cultural characteristics of a nation, the language of which is studied. The author also proposes the definition of the concept of «professional training of future foreign language teachers» as a dynamic system of organizational and pedagogical influences, which is characterized by the unity of goals, content, methods and technologies of professional training of students, which study foreign languages on a multi-lingual basis, and foresees the formation of readiness for their professional activity, a professional competence. The article deals with important components of the future foreign languages teachers’ training such as: the theoretical and linguistic training; the practical training; the professional-oriented theoretical training; the methodical one. The article analyzes the tendencies of future teacher training in the European region. Among the modern European approaches to foreign language teacher training, the author highlights the following main trends: the unification of requirements for professional training in the process of higher education integration into European educational space; the updating of goals and content of studying and teaching foreign languages, changing educational programs and state standards taking into account common European trends; the transition from the knowledge concept to the competence paradigm in higher education; the internationalization of education; the use of new flexible technologies in the study of foreign languages, the strengthening of the practical component of vocational training.

The implementation of educational reforms in Ukraine requires the modernization of teacher training. The imbalance between the social demand for highly qualified pedagogical staff and the outdated teacher training system stimulates the development of innovative educational environments, which should ensure the formation of high-level professional competence of university students. The article describes the experience of modeling an innovative environment by means of a student-centered training and practice center, which performs educational activities based on competency and STEM approaches. The conceptual basis of the technology is the guiding principles of partnership pedagogy, STEM education, competency and transdisciplinary approaches, technologies of student-centered teaching. The content component of the technology is modeling of natural science and mathematical education on the basis of current educational standards for institutions of higher and secondary education. The procedural component of the technology is the set of innovative forms and methods of educational activity that are integrated into long-term socio-scientific projects. Modeling of innovative educational environment by means of STEM and Art education provided an opportunity to introduce social and scientific projects satellites: children and youth experimentarium "Time Line", "Bank of Science", "Interesting Science in the City Streets" and others. The results of the work of the educational scientific laboratory are the development and implementation of innovative forms of educational activity in the system of training of future teachers. Innovative technology of transdisciplinary approach in education can be implemented by means of STEM platforms. The Center's Scientific and Methodological Laboratory investigates the process of introducing higher education technologies, develops a network of interactive playgrounds based on the STEM approach and approves innovative forms of educational activity. The Elements of the developed innovative scientific infrastructure were introduced at the Faculty of Mechanics and Mathematics of the V.O. Sukhomlynskyi Mykolayiv National University and in the educational institutions that are partners of the project.

The achievement of the vision, mission and objectives of education depends on the wisdom and leadership skills of the principal as the leader of the education unit. While in general, this research aims to (1) Describe the leadership of the principal in improving the professional competence of teachers in the digital age. (2) Know the supporting and inhibiting factors of the principal in improving the professional competence of teachers in the digital age. The result of this research was obtained that the implementation of the type of leadership of the principal at SMA Negeri 4 OKU by the principal received a good response from subordinates, it’s namely democratically, he always gave a good example to the teacher, so there is an improvement in the competence of the teacher's personality, delegate the teachers incidental related to the duties of officially and provide motivation to students, and open attitude becomes a place of consultation and implementation through decision making related to increasing the professionalism of teachers through meetings or deliberations, show how the way teachers are happy to carry out the verdict and feel satisfaction. The supporting factor of the principal’s leadership type in improving the professional competence of teachers at SMA Negeri 4 OKU is adequate from infrastructure facilities, thus supporting the teaching, training or learning process in schools. Furthermore, the obstacles encountered include, the limitations of teacher training programs outside office hours, there are still some teachers who are not active, and the results of the training can not affect their friends, then in the rules that have been determined there are still teachers who are less disciplined.

Nowadays, Russian vocational education is overcoming a stage of profound transformations associated with the post-industrial society's peculiarities, which main characteristics are computerization and digitalization of the economy. Transformations in the digital economy determine new requirements for specialists' training, their competencies, and qualification. The rapid changes in socio-economic conditions cause the need to transform the vocational training system to meet the demands for specialists with competencies that correspond to the current technologies and methods of production. The solution to the relevant problems is facilitated by vocational education's devotion to "anticipation/advance" and "interaction" principles, which are being successfully implemented in the activities of advanced vocational training centers opened in Russia in 2019. The advanced vocational training ensures the development of new and promising professions in great demand by the regional economy. Simultaneously, the interaction principle's implementation allows ensuring interdepartmental coordination when performing the social order for vocational education made by the state, society, and individuals. The article considers forms and features of the interaction between educational organizations and partners, including social partnership, networking cooperation, public and private partnership, educational and technological clusters. The paper presents the Kemerovo region center's performance results for advanced vocational training concerning the creation of a regional network for educational organizations and enterprises involved in the joint development and implementation of advanced vocational training programs intended for specialist training.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

Since the beginning of the last decade of the past 20th century, Bulgaria has entered a new, complex stage of its development, with many reforms. Education and teacher training reforms are influenced by the global and European trends, as well as by the national changes (political, economical, social, and technological). The author analyses the main characteristics of the changed teacher training system and teacher qualification and development system. Some of the challenges and directions of the transformation and future development of the teacher education and qualification in Bulgaria are discussed.
