A Critical Assessment and Enhancement of Metrics for the Management of Scarce Human Resources

The effect of digitalization and its transformative power in all aspects of corporate strategies and organizations are visible everywhere. As leaders try to make sense of the “digital tornado” and prepare, try out, and set courses in new business directions, the authors propose to take a step back and focus on what is still at the core of corporate change – the people of your organization. In this chapter, the authors reflect on the forces and challenges that employees are facing in times of rapid and digitally driven change. They also mirror this, considering structural, sociological, and demographic change in the workforce, especially with regards to younger employees. They provide a set of fundamental metrics that can quantify the human resource strategy of an organization to derive measures which can be controlled via a DMAIC cycle. This contribution is an extended version of and includes an enhanced set of metrics to address challenges of digitalization and agile work environments. Further, approaches to possible solutions and first steps for an implementation in companies are presented.

Una de las formas de agrupación dentro de los centros de altos estudios, para la gestión de los recursos humanos, que posibiliten el trabajo estratégico, sistémico, humano y eficiente lo constituyen las Facultades Universitarias. El análisis incursiona en algunas reflexiones teóricas sobre la gerencia universitaria por facultades en la actualidad, retomando publicaciones especializadas en dirección empresarial y educativa; así como la experiencia de las autoras en este desempeño. Concluye que la dirección universitaria tiene un valor metodológico significativo al establecer que ésta solo tiene sentido si se relaciona íntimamente y responde al objeto de estudio de la pedagogía, es decir al proceso de formación integral de las personas. ABSTRACT University Faculties constitute one of the ways of grouping within higher education centers for the management of human resources to make strategic, systemic, human and efficient work possible. This analysis involves some theoretical thoughts on university management held by faculties, retaking specialized publications in business and educational management, as well as the experience of more than four decades of the author of this paper. The analysis concludes that university direction has a significant methodological value and it establishes that it makes sense if it is closely related to the object if study of pedagogy, that is, to the people´s integral formation process. Much has been written about the link between HR and performance, however consensus has yet not been found concerning the understanding on how that relationship comes together. Empirically, no direct impact has been found and research has only suggested an indirect impact. Consequently, the Strategic HRM field is particularly interested on the understanding of the mediating variables that impact the organization performance. Besides the integrated and business strategy alignment of the HR function, it should be considered that it is the people (HR) of the organization and not their practices that determine the company´s competitive advantage. (Messersmith & Guthrie, 2010) argue that it is the impact of those practices that represent “the true resource and enable a sustainable advantage over industry rivals”. The objetive of this research proposal is to study the impact of strategic human resources practices on the organization performance through a case study methodology, supported by longitudinal data. Namely, the project aims to achieve a deeper understanding of the variables that affect the process stream during strategy implementation. How the HR practices impact on people? And why human resources are the most valuable asset? These core premises are in line with the most recent economic concerns about people productivity, employment policies and labor flexibility.

In this paper it is argued that, to explain why whole groups of once-successful firms in a particular nation or region fail to react appropriately to new competitive conditions, we need to take a closer look at the people who devise and implement corporate strategies. That is to say, we need to analyze corporate strategists as social agents in a particular time and place, and try to understand what aspects of their social being might tend systematically to produce inappropriate corporate strategies. The argument centers on questions of power and identity and on how these shape knowledge and the ability to act. In this way an explanation of the origins and the power of the managerial commitments that shape strategic decisions is sought.

Departing from the increasingly widespread problem of People Smuggling, both in the form of organized and unorganized crime networks, both inter-state and domestic as a whole is a threat to the norms of life based on human rights. In this case the role of the immigration officer as the gatekeeper in the country's traffic in the case of people entering / leaving Indonesian territory, as in 2015, the People Smuggling case was successfully revealed by the Immigration Officer within the Soekarno-Hatta Airport Airport I, where immigration officers found three people women wearing fake passports who were about to leave for Kuala Lumpur with perpetrators Laila Yunita and Jamal Al Khatib. This writing aims to analyze the causes and effects of human smuggling, as well as examine the serious efforts made by PPNS in eradicating People Smuggling, especially in the case of People Smuggling committed by Laila Yunita and Jamal Al Khatib. The research uses a statutory approach, a conceptual approach and a case approach. So that with the case, it will be understood how important the value of legal human resources is in the scope of immigration in the context of national law development, as a breakthrough in competency development strategies

E-Commerce is now a new business model that is increasingly loved by the people of Indonesia. Internet support that makes business patterns loved for reasons of convenience offered. The change in the way transactions in the business world into the virtual world has given birth to various new legal problems. The action is not safe because it still has some weaknesses so this research tries to formulate and answer several problems, namely how is the mechanism and arrangement of transactions using online media and how is the protection of the interests of the parties in online transactions. The method used in this study is a normative method supported by a statutory approach and a conceptual and analytical approach. The results of this study indicate that the mechanism of buying and selling agreements using online through an intermediary or business actor where the prospective buyer must first enter the business actor's website and then have been accepted as a member of the intermediary or business actor, the next step is allowed to see the catalog of goods and then make a transaction. And legal protection for the parties including: Legal protection for merchants emphasizes payment, the merchant requires customers to make payments in full, then confirms payment, and the next step is to deliver goods that have been purchased, legal protection for customers is under warranty i.e. return or exchange of goods if the goods received are not like what was purchased and Privacy. Legal protection in online transactions is not only given by one legal aspect, but by a legal system that is able to provide simultaneous and comprehensive protection. E-Commerce atau yang disebut transaksi online dewasa ini menjadi model bisnis baru yang semakin digandrungi oleh masyarakat Indonesia. Dukungan internet yang membuat pola bisnis digandrungi karena alasan kemudahan yang ditawarkan. Adanya perubahan cara transaksi dalam dunia bisnis ke dalam dunia virtual telah melahirkan berbagai masalah hukum baru. Tindakan tersebut tidaklah aman sebab masih memiliki beberapa kelemahan sehingga penelitian ini mencoba untuk merumuskan dan menjawab beberapa permasalahan yaitu Bagaimanakah mekanisme dan pengaturan transaksi dengan menggunakan media online dan Bagaimanakah perlindungan terhadap kepentingan para pihak dalam transaksi online. Metode yang digunakan dalam penelitian ini adalah metode normatif dengan didukung oleh pendekatan perundang-undangan serta pendekatan konseptual  dan analisis. Hasil penelitian ini menunjukkan bahwa perjanjian jual beli dengan menggunakan online melalui perantara atau pelaku usaha dimana calon pembeli, pertama harus memasuki website pelaku  usaha  dan  kemudian  telah  diterima menjadi anggota perantara atau pelaku usaha, langkah selanjutnya diperkenankan melihat katalog barang serta kemudian melakukan transaksi dan perlindungan hukum untuk para pihak diantaranya: Perlindungan hukum terhadap merchant menekankan pada pembayaran, merchant mewajibkan customer untuk melaksanakan pembayaran secara lunas,  selanjutnya dilakukan konfirmasi pembayaran, dan tahap berikutnya adalah melakukan pengiriman barang-barang yang telah dibeli, Perlindungan hukum untuk customer berada pada garansi yaitu pengembalian atau penukaran barang apabila barang yang diterima tidak seperti  apa yang dibeli dan Privacy.Perlindungan hukum dalam traansaksi online tidak hanya diberikan oleh satu aspek hukum  saja melainkan oleh suatu  sistem hukum yang mampu memberikan perlindungan yang simultan dan komprehensif.

AbstractThe theme is the urban re-qualification, applied in particular to the architectural heritage and the public space. The goal is the ongoing challenge of outlining a new perspective aimed at “common good” and sustainability. The instrument chosen is the “environmental technological design,” understood as a cultural, scientific, and social position, that is, as a position on the role of architecture. The contribution reiterates the urgency of restoring the transformative power of the design mission to the project, too often reduced to a set of technical compilation procedures. In the best cases, a position that is lost in the complication of procedures, in the extension of time, in the waste of economic and human resources. A crisis of the project as “anticipation” of progressive scenarios, precisely in the most acute, ever more serious phase, of the urgency of the reorganization of urban systems, with a view to environmental, social and economic sustainability. Not a recent urgency, today only brought to light, dramatically, by the reality of the SARS-CoV-2 pandemic. Among the solutions, the design experimental research, well beyond the objective of flexibility, up to the notion of “functional indifference,” understood not as shapeless neutrality, but as the maximum functionality of spatial, architectural and urban quality.

The coconut mite, Aceria guerreronis Keifer, has emerged as a common menace to most of the coconut plantations in India. After its first upsurge in Kerala at the end of the 1990´s, the mite has spread to many states in southern and northern India, causing considerable damage. Coconut provides one third of the agricultural income in the regions in which it is grown and more than 10 million people are dependent on this cash crop directly or indirectly through coconut-based industries like coir, copra, oil, honey, furniture, handicrafts, beverages, bakery products and so on. The economic instability of the coconut farming community and the people employed in coconut-based industries rank the highest order. A critical assessment of the various problems created by A. guerreronis in the agricultural economy of India is presented in order to supplement data on crop loss through nut malformation, nut fall, loss in fibre and copra. Varietal differences in susceptibility of the plant and future strategies in terms of management practices for an early control of the mite are discussed, and suggestions for future activities to alleviate mite damage are presented.

Estudo com objetivo de identificar as dificuldades encontradas pela equipe multiprofissional de um Centro de Referência em Saúde do Trabalhador (CEREST) Macrorregional de Santa Catarina, quanto a realização de ações de vigilância em saúde do trabalhador. Pesquisa de abordagem qualitativa, descritiva, exploratória e de campo. O estudo foi desenvolvido com os profissionais que compõe a equipe do referido CEREST, no período de fevereiro a maio 2017. Para coleta de dados foi realizada uma entrevista com roteiro semi-estruturado com o total dos profissionais da equipe que atualmente são quatro. A análise dos dados foi realizada a partir da análise de conteúdo de Minayo a qual preconiza a categorização dos dados. As principais dificuldades apontadas pela equipe estão vinculadas a falta de recursos humanos, a área de abrangência do CEREST, a diversidade da área de atuação das empresas, a localização das empresas a serem fiscalizadas estarem muito distantes umas das outras em locais de difícil acesso e a falta de identificação destas empresas. Os fatores relacionados a falta de recursos humanos, interferem diretamente no processo de trabalho da equipe, que atualmente tem suas atividades voltadas a fiscalização dos ambientes de trabalho, de casos com datas pré-estabelecidas pelo MP. A equipe optou em organizar suas ações em dois núcleos; capacitações e fiscalizações.Palavras-chave: Trabalho. Saúde do Trabalhador. Vigilância em Saúde. ABSTRACT: This study aimed to identify the difficulties encountered by the multiprofessional team of a Reference Center for Occupational Health (CEREST) Macroregional of Santa Catarina, regarding the Health surveillance. The main difficulties The lack of human resources, the scope of CEREST, the diversity of the area of activity of the companies, the location of the companies to be inspected are far Of the others in places of difficult access and the lack of identification of these companies. The factors related to the lack of human resources directly interfere in the work process of the team, which currently has its activities focused on the supervision of work environments, of cases with dates established by the MP. <p>In the socio-economic world, the human resources are in the most top phase of the enterprise evolution. This evolution began when the arithmetic, statistics are applicable over a vast of opportunities and used to identify problems and support decision. However, analytics has been emerged to provide predictions and understand the people performance based on available data.</p>In light of this vast amount of information, human resources services need to deploy a predictive management model and operating system of analytics that can be an efficient and an instead solution that can respond to the gaps of the traditional existing ones and facilitate the decision making. In this paper, we present a literature review of this HR analytics concept and a case study concerning the impact of interventions using an analytics solution.<p> </p>
