A Guide to Innovation in the Adoption of Alternative Digital Credentials

This chapter provides a guidance to universities that desire to adopt quality standards and effective procedures for the issuance of alternative digital credentials (ADCs). Its underlying message is that universities must become involved in issuing ADCs if they are to continue to serve the public in relevant ways. It lists the strong reasons for the institutional adoption of ADCs, the barriers to adoption, and then provides advice on how to design an institutional icon (badge), criteria for the issuance of ADCs, the standardization of ADC metadata, choosing an ADC platform, establishing governance and oversight, and establishing an administrative structure. This chapter argues strongly for the adoption of competency-based assessments in contrast to assessments focused only on learning achievement assessments. This comprehensive guide is based on the experience of three universities which have successfully implemented comprehensive ADC issuance programs.

Os mecanismos de gestão da segurança pública são instrumentos administrativos que potencializam os resultados de políticas nessa área. É o caso dos Conselhos, Planos, Fundos e Secretarias Municipais de Segurança Pública, além das Guardas Municipais. O artigo tem como objetivo verificar se a adoção de tais mecanismos produz impacto nos indicadores de violência. Paratanto, foram construídos o Índice de Gestão Municipal da Segurança Pública e o Índice de Violência. A partir de análise de correlaçãoentre tais variáveis, aponta que o nível atual de adoção dos mecanismos de gestão avaliados é muito baixo em todas as unidades federativas do Brasil, e não consegue influenciar os níveis de violência. Conclui que, ao omitir-se de implementar mecanismos degestão da segurança pública, o poder municipal, como ente mais próximo da população, enfraquece uma estrutura administrativa quedeveria servir de base para as políticas públicas voltadas para a redução da violência no âmbito local.Palavras-chave: Poder municipal, gestão, políticas públicas, violência.MUNICIPAL MANAGEMENT OF THE PUBLIC SAFETY: responsibility of the Brazilian municipalities for combating violenceAbstract: Mechanisms of the public security management are administrative tools that have improved the policies results in this area. This is the case of the Councils, Plans, Funds and Public Safety Secretariats, besides Municipal Guards. The paper aims to verify whether the adoption of such mechanisms has impacts on the violence indicators. Therefore, were built the Municipal Public Security Management Index and Violence Index. From the analysis of correlation between these variables was observed that the present level of adoption of management mechanisms is very low in all federative units of Brazil, and does not influence the levels of violence. Concludes that to omit to implement mechanisms of public safety management, the municipal power, as nearest entity of the population, weakens the administrative structure which should be the basis of all local public security policies.Key words: Municipal government, management, public policies, violence.

Penelitian ini bertujuan untuk mengetahui pengaruh utilitas multimedia dan gaya belajar siswa terhadap prestasi belajar siswa pada IPS terpadu. Data dikumpulkan melalui survei beberapa bulan ke Sekolah Menengah Umum SMP Negeri 13 Mataram. Melibatkan 108 siswa telah dipilih secara sistematis dari populasi target 240 siswa baik mereka yang gaya belajar visual atau pendengaran yang dipilih dengan cermat. Data dikumpulkan melalui tes prestasi belajar dan dianalisis secara statistik dengan menerapkan serangkaian perhitungan Anova. Penelitian mengungkapkan bahwa penggunaan multimedia secara efektif meningkatkan prestasi belajar siswa untuk kedua gaya belajar. Di sisi lain, penggunaan media konvensional tidak membawa dampak signifikan terhadap prestasi belajar siswa baik pada gaya belajar visual maupun auditori. Akhirnya, disarankan kepada para guru terutama untuk memberikan banyak perhatian pada pemanfaatan multimedia dalam pengajaran terutama dalam pengajaran ilmu sosial. Demikian pula, disarankan kepada guru untuk mempertimbangkan gaya belajar siswa. The research was aimed at finding out the effect of the utilities of multimedia and the students learning styles towards the students’ learning achievement on socil science. The data were collected through a couple of month surveys to the Public Secondary Schools of SMP Negeri 13 Mataram. Involving 108 students had been sistematically selected from the target population of 240 students either those who visual or auditory learning styles which was selected carefully. The data were collected through learning achievement test and analized statistically by applying a series of Anova computations. Research reveals that the use of multimedia was effectively improving the students’ learning ahievement for both styles of learning. On the other hand, the use of convensional media was not brought with it any significant effect to the students’ learning achievement either on visual nor auditory learning styles. Finally, it is suggested to the teachers especially in order to pay much attention to the utilization of multimedia in teaching especially in teaching social science. Similarly, it was also suggested to the teachers in order to take into account the students’ learning styles.

Abstract Once designated, historic districts are often more noted for their architecture, due to legal requirements and aesthetic concerns, than their history, which can be difficult to convey to the public. This article sets forth the administrative structure of historic districts in the U.S. and introduces several papers that deal thoughtfully with the various issues raised by how history is and can be conveyed in historic districts.

Health systems are facing greater demands and challenges. Access to all with high-quality standards has been a key challenge for the European health systems, however, they are engaged to take care of the rights of those in need. This article aims to identify public health areas and values. It offers many opportunities to help policy and decision makers to write “policy briefs” and to clearly outline the rationale for action. It will pursuit to enhance local capacities and skills to plan, implement, evaluate and sustain system improvements. There is a need both at Member State and European levels to support the public health services to shape the future of health and healthcare.

Due to the ongoing problems with the quality of foods in European markets, the public authorities try to take some measures, which would reduce the amount of substandard food products offered to consumers in retailing. Three such measures – the higher frequency of quality checks conducted by public authorities, the imposition of some import barriers on the foodstuffs from countries known for their frequent breaches of quality standards in the food industry and the establishment of an information platform serving for the public pillorying of poor quality food – are studied in this paper. The experimental policy analysis was used as the research method. The results obtained show that only the higher frequency of quality checks can improve the situation of consumers. This measure is also effective in punishing the dishonest retailers, while not harming the honest ones.

Introduction: Enhanced skills training in emergency medicine (EM) for family physicians (CCFP(EM)) has existed since the 1970s. Accreditation standards define what every program must and should have, yet little is known on what is currently done across Canada. Our objectives were to: 1) describe major components of CCFP(EM) programs; and 2) determine how programs incorporate these components into their curriculum. Methods: A rigorous development process included expert content development and in-person pilot testing using Royal College Emergency Medicine Program Directors. An electronic survey questionnaire comprised of 63 questions was administered to all 17 CCFP(EM) program directors using a modified Dillman technique. Non-responders were sent a reminder email every 2 weeks over a 6-week period and an in-person reminder was given to non-responders at a face to face meeting 4 weeks after the initial survey was sent in June 2016. Results: All 17/17 (100%) program directors responded. There was considerable variation in administrative structure and financial support for each program. All programs provided ultrasound courses for basic skills (trauma, abdominal aortic aneurysm, intrauterine pregnancy). Variation exists for offering independent ultrasound certification (77%), advanced scanning (18%) and protected academic time for scanning (53%). All programs utilize high fidelity simulation. Some programs use in situ simulation (18%) and hold a simulation boot camp (41%). Most centres required an academic project, most commonly a quality assurance project (53%) and/or a critical appraisal of the literature (59%). Publication or national conference presentations were required by 12% of programs. Competency based assessments use simulation (88%) and direct observations (53%). Only 24% of programs have a transition to practice curriculum. All programs maintain strong connections to family medicine. Conclusion: This study demonstrates diverse structures of CCFP(EM) programs across Canada. Programs are similar regarding the provision of ultrasound, simulation and protected teaching time. Variation exists in administrative structure and financial resources of each program, academic project requirements, and how programs perform competency based assessments.

Effectiveness is a key feature of good governance, as the public sector must make the best use of resources to comply with the needs of the population. Several indicators can be analyzed to evaluate the effectiveness of a service. This study analyzes theoretical references and presents a systematic research of indicators to assess the effectiveness of digital public services in the perspective of the user. First, a literature review was carried out to identify the most common indicators employed to evaluate effectiveness in the public sector; then, the perception of academics and professionals regarding digital government was assessed to analyze the relevance of these indicators. As a result, two groups of indicators were found: technical factors based on service quality and usefulness of the service. This work contributes to enrich the discussion on how to create an effective model to evaluate the effectiveness of public services to guarantee quality standards and comply with the expectations of users.

Research has been conducted to determine the quality of shallow groundwater (dug-wells and shallow bore-wells) and the local communities opinions around the landfill Suwung. The method of determining the station was done by purposive sampling, where the station sampling was determined by selecting a place which was expected to represent the whole area.Water sampling of dug-wells was conducted by using a water sampler and the shallow bore-wells using a 2-liter bottle. Data was analyzed by descriptive comparative referenceto class I water quality of the Bali Governor Regulation No.8 of 2007. The public opinion data was obtained by using aquesioner filled by respondents who have and use wells and shallow bore wells for their daily needsand it was analyzed by using frequency distribution tables.The results showed that the quality of shallow groundwater (dug-wells and shallow bore-wells) did not meet water quality standards in accordance with the rules of the class defined in the Governor of Bali Regulation No. 8 of 2007. The water pollution index (PI) of dug-wells at a distance of 1-400 meters was in hearily polluted category, while water fromshallow bore-wells drilled at a distance of 1-200 meters was in the category of hearily polluted and at a distance of 201-400 meters was in the category of medium polluted.There was an increasing range of groundwater quality deterioration in 1997, 2008 and 2014. In 1997, contaminated shallow groundwater has occured at a distance of 80 meters, while in 2008, the pollution has occurred up to a distance of 375 meters and in the year of 2014 the contamination occurred from a distance of 1 meter to 400 meters. The average of score Pollution Index (PI) of Water wells in the year of 2008 amounted to 14.55, while in 2014 up to 15.44. It is estimated that the water quality of dug-wells and bore-wells will meet the quality standards in accordance with the value of the pollution index at a distance of over 5000 meters and 750 meters of the Suwung landfill waste.Most of the respondents who live in the vicinity Suwung landfill waste tend to give an opinion that the shallow groundwater (dug-wells and shallow bore-wells) has decreased quality as drinking water. Approximately 75% of respondents thought that the well water in their environment has been reduced in quality.

The International Commission on Radiological Protection recognises three different exposure situations: planned, existing, and emergency. In all three situations, the release of radionuclides into the natural environment leads to exposures of non-human species, as well as having the potential for exposures of the general public. Each release may therefore need separate evaluations of these two consequences in order to clarify the relevant objectives of protection, their compliance with various legal requirements, and how these objectives can be achieved. However, the need to meet more than one objective should not necessarily lead to a more complicated regulatory system. Indeed, with regard to low-level routine discharges from most nuclear plants, there would appear to be scope for simplifying the entire system, to protect both humans and biota, by using discharge consent and specified radionuclide environmental quality standards for water, soil, and air in a manner similar to that used to regulate other major, non-nuclear industries. In contrast, different objectives for humans and the environment need to be set and evaluated independently for existing exposure situations. For emergency situations, the separate consequences of different management options for humans and the environment should be made clear. Should an emergency occur, it is important to have meaningful environmental criteria in order to communicate clearly with the public at large as events unfold.

The learning achievement is important aspect on biology learning. This study aims at finding out the effect of the learning strategy toward the cognitive learning achievement.This study was quasy experimental design. The procedure of the experimental study was pretest-posttest nonequivalent control group design. The population of this study was the 10th grade students of 2008/2009 academic year of the public and private senior high schools in Jember. The cognitive learning achievement was measured by adopting a test of essay. Before using the instruments, they were tried out to get validity, reliability, level of difficulty, and the different weight. The data analysis by covariance (ancova) that were taken place at least significance difference (LSD). In guiding the calculation, the data were analyzed by using the computer program of SPSS for Window 16.0 version. Findings showed that the learning strategy affected toward cognitive learning achievement of the students. Jigsaw, Reciprocal Teaching (RT), and the combination of Jigsaw-RT strategies could increase the cognitive learning achievement of the students. The combination of Jigsaw-RT strategies was significantly approved in increasing the cognitive learning achievement of the students that were similar to Jigsaw and RT strategies. Kata kunci: Jigsaw IV, Reciprocal Teaching, hasil belajar kognitif biologi.
