Business Intelligence as a Modern IT Supporting Management of Local Government Units in Poland

The paper has been devoted to Business Intelligence seen as a modern information technology that can support local government units. Ensuring order and consistency in the functioning of local government units (communes, districts and provinces) is now one of the most important problems the authorities of each agglomeration are facing. Attempts to achieve it are determined by the current investment decisions and already done upgrades. That is why it is so important to make commune transformation including the use of information technology and communication systems operating in harmony and in favor of the environment, and sustainable city development based on knowledge. The paper, aiming to show the necessity to further explore the Business Intelligence usefulness and efficiency, whereas this issue is still not appreciated enough, consists of six parts. After a short introduction into the subject, knowledge seen as a most valuable asset in modern economy has been characterized. Part three consists of a presentation of local government units in Poland and the challenges they face in information systems. Part four consists of BI characteristics in the management of local government units. Part five has been devoted to some examples concerning BI and ERP in decision-making process. Brief conclusions end the paper.

The purpose of this chapter is to provide an overview of the adoption, uses, and impacts of information technology (IT), including electronic government, among local governments in the United States1. In the 1950s, these governments began to adopt IT for a variety of purposes and functions, and they continue to do so today. Since at least the mid 1970s, a small, but prolific group of scholars has conducted a large body of research on various aspects of IT and local government.2 It is from that research and my own studies into this subject that I have based this chapter (regarding e-government, see also, Norris, 2006). Given the constraint of space, this chapter can only highlight aspects of this important topic. Readers who wish to delve more deeply into the subject of information technology and local government may wish to avail themselves of the works found in the bibliography as well as references from other, related works which can be found through those works.

Management of urban communication systems and ensuring of residents demands are the main tasks of the sustainable city development. One of the most important areas that forms better urban image is sustainable mobility development. It has influence on social, economical viability and environmental quality. Nowadays, intensive rhythm of life and increasing transport demands, usage of cars become a significant problem which regards the air and noise pollution and lack of parking spaces. Due to the daily impossibility of residents to find vacant parking spaces influence unproper usage of public spaces, streets, pedestrian and bicycle paths, children backgrounds, green areas and other territories. This report provides an overview of concepts of parking lots and their technology, and property usage in city center, middle zones, suburban territories and as well an analysis of the evolution of parking spaces. The report presents modern and innovative concepts of parking lots, which improves quality of communication and life in city and improves architectural environment. Šiuolaikiniuose miestuose susisiekimo sistemos valdymas ir gyventojų susisiekimo poreikių užtikrinimas yra vienas svarbiausių miesto uždavinių. Darni susisiekimo sistemos plėtra yra vienas iš elementų formuojančių miesto urbanistinį įvaizdį, kuris turi įtakos miesto socialiniams, ekonominiams, aplinkos kokybės ir kitiems veiksniams. Intensyvėjant miesto gyventojų ritmui ir didėjant susisiekimo poreikiui mieste, transporto priemonių naudojimas, statymas, laikinas ir ilgalaikis stovėjimas – tampa vis aktualesne problema. Kasdienis gyventojų susidūrimas su automobilių stovėjimo vietų trūkumo problema turi įtakos viešųjų erdvių, gatvių, pėsčiųjų ir dviračių takų, vaikų žaidimo aikštelių, žaliųjų plotų ir kitų teritorijų užpildymui transporto priemonėmis. Šiame straipsnyje apžvelgiamos automobilių stovėjimo statinių ir jų technologinių sprendimų panaudojimo galimybės miesto centrinėje, vidurinėje ir priemiestinėje teritorijose. Taip pat apžvelgiama automobilių stovėjimo statinių kilmė ir atsiradimo priežastys. Straipsnyje pateikiami inovatyvūs ir modernūs automobilių stovėjimo statinių koncepciniai ir realūs projektai, kuriuos įgyvendinus nepažeidžiama architektūrinė aplinka ir gerėja žmonių gyvenimo bei susisiekimo infrastruktūros kokybė.

With the continuous development of various modern information technologies, Chinese economic and social development has entered a brand new stage. The local government governance capabilities must be continuously improved to adapt to the new requirements of the new stage, which requires the active application of modern information technology to promote the construction of government governance capabilities. Based on this, this article discusses the improvement strategy of government governance in the information age. Combining the current shortcomings in the construction of government governance capacity in some regions, this paper discusses relevant suggestions on how to improve government governance capacity based on informatization methods from various aspects, hoping to provide reference for related work in the future.

International city cooperation of sister city partnerships has become one of the important strategies to improve urban competitiveness, promote city development and urban development, as well as to create partnerships that can promote city agendas. Cities across the world have implemented or are implementing the concept of twinning, in which one urban local authority can partner with other local authorities in the world. Several studies have been done on international city cooperation especially in the European context. However, there is a paucity of knowledge on city twinning in Zimbabwe. This chapter seeks to examine the implications on local government operations through the twinning concept, using Harare and Munich as units of analysis. Overall, Harare has since twinned with Munich, in which the two cities cooperate in the areas of human capital development, capacity building, and information technology for cities. This development has seen Harare registering some improvements in terms of local government operations.

In this chapter, the authors compare communication systems of network and traditional (hierarchical) organizations. They will also examine the factors that affect smooth functioning of modern communication systems. They are particularly interested in the role of ICT as a determinant of the operation of such systems. Communication systems of organizations depend on many factors. The crucial ones are the purposes that these systems are to serve and the resources allocated to them. Communication systems are analyzed in numerous works of literature on organization and management sciences. Those interested in these issues can be recommended to read the multi-volume Encyclopedia of Information Technology and Communication edited by M. Khosrow-Pour (2017). In order to present communication in organization management, the authors will employ a model approach that outlines managerial communication in a simplified way. The selection of analyzed sources is anchored in the study of literature and research reports as well as in their own experience as designers and researchers. The authors also point out that the issues highlighted in this chapter are elaborated on in other parts of this monograph.

Information technology and communication systems have made imaging in women’s health easier at many levels. There are now many commercial systems on the market, which improve the management of appointment systems, digital storage, and reporting of images, transmission of reports, teaching, and consultation particularly in large departments. This chapter discusses the use of communication technology for many aspects of imaging including transfer of images, data storage, teaching, and training as well as audit and accounting or budgeting, information sharing and research. Ultrasound imaging is used within the examples for this chapter, although many of the comments apply equally to other imaging modalities such as Xray, CT scanning, or MRI.

How many new concepts have or will appear around the concept of intelligence? It is this question that this chapter strives to answer. To this end, it seeks to establish a consistent track on the various uses of the term intelligence in today's organizations. It takes the seminal concept of intelligence as its starting point and adapts it in an organizational sphere, the so-called business intelligence (BI), in all its apparatus of technologies and associations. After this, it seeks to establish a visible and viable relationship between both business intelligence and organizational intelligence, anchored in knowledge management. Once a connection between these “intelligences” is developed, the chapter redirects itself towards the subject of collective intelligence. This concept is born from individuals, groups and organizations supposedly intelligent, and is in a transfer process to the collective use of information technology featured in social communities. Finally, after the mention of communities, and the spread and practice of social networks throughout communities, the outbreak of social intelligence is suggested as a possible next step for the insertion of the concept of intelligence into the organizational world and within the scope of information technology.

[Purposes] It aims to discover and research on the pedagogical characteristics of Modern information technology environment, its influencing aspects and the supportive role of the modern Information technology on the subject teaching. [Methods and Procedures] It is via the method of systematic analysis and theoretical research, functional development and experimental comparison as well, with a procedure of subject teaching integrating to the environments of hardware, software, resource, web-based of Information technology to establish all these inventive researches. [Results] The disciplines of information technology into the classrooms, its effectiveness will be interfered from a series of factors, such as teachers, students and the environment. It exposes the multidimensional characteristics of its richness, alternative mode, environmental openness and interactive model as well. So, to build an authentic supportive multimedia learning environment with a variety of features for the network learning environment to the creation of conditions for learning and teaching will provide good support for learners, to improve student learning motivation, thereby, promote their self-concepts and mastery of basic skills, establish a more student-centered learning process, higher input and more active processing activity ,consequently, result in higher levels of thinking and promote better recall capability. [Conclusions] Information technology can provide a wide range of disciplines to support learning, via it, the conduction to learning is a learner’s dominance reflection, which allows learners to have a greater self-acquisition and exploration of space for their individualizations and open learning styles.
