Process Alignment, End User Participation for E-Government Programs

In recent years, a number of developing countries have identified e-government implementation as a key policy priority and have launched various e-government programs. While there has been a lot of success in these endeavors, evidence of failed programs has drawn attention to the risk involved in implementation and role of four key stakeholders play vital role of success of e-government programs. Based on the literature study, multiple factors have come up which influence the success of e-government programs. Among these factors, alignment of the departmental processes and end user participation are two critical parameters for success of e-government programs. The study of the perception of different stakeholders on these factors is important to understand the improvements which can be made on these variables. Hence the objective of this paper is to; (1) to understand the criticality of these factors in the success of e-government programs. (2) To understand difference in the perception of key stakeholders on these factors. Literature review followed by questionnaire based survey methodology has been followed to achieve the desired objectives. The study was carried out in northern states of India.

Purpose The involvement of wear, friction and lubrication in engineering systems and industrial applications makes it imperative to study the various aspects of tribology in relation with advanced technologies and concepts. The concept of Industry 4.0 and its implementation further faces a lot of barriers, particularly in developing economies. Real-time and reliable data is an important enabler for the implementation of the concept of Industry 4.0. For availability of reliable and real-time data about various tribological systems is crucial in applying the various concepts of Industry 4.0. This paper aims to attempt to highlight the role of sensors related to friction, wear and lubrication in implementing Industry 4.0 in various tribology-related industries and equipment. Design/methodology/approach A through literature review has been done to study the interrelationships between the availability of tribology-related data and implementation of Industry 4.0 are also discussed. Relevant and recent research papers from prominent databases have been included. A detailed overview about the various types of sensors used in generating tribological data is also presented. Some studies related to the application of machine learning and artificial intelligence (AI) are also included in the paper. A discussion on fault diagnosis and cyber physical systems in connection with tribology has also been included. Findings Industry 4.0 and tribology are interconnected through various means and the various pillars of Industry 4.0 such as big data, AI can effectively be implemented in various tribological systems. Data is an important parameter in the effective application of concepts of Industry 4.0 in the tribological environment. Sensors have a vital role to play in the implementation of Industry 4.0 in tribological systems. Determining the machine health, carrying out maintenance in off-shore and remote mechanical systems is possible by applying online-real-time data acquisition. Originality/value The paper tries to relate the pillars of Industry 4.0 with various aspects of tribology. The paper is a first of its kind wherein the interdisciplinary field of tribology has been linked with Industry 4.0. The paper also highlights the role of sensors in generating tribological data related to the critical parameters, such as wear rate, coefficient of friction, surface roughness which is critical in implementing the various pillars of Industry 4.0.

Abstract While Public-Private Partnership (PPP) is widely adopted across various sectors, it raises a question on its meagre utilisation in the housing sector. This paper, therefore, gauges the perspective of the stakeholders in the building industry towards the application of PPP in various building sectors together with housing. It assesses the performance reliability of PPP for housing by learning possible take-aways from other sectors. The role of key stakeholders in the industry becomes highly responsible for an informed understanding and decision-making. To this end, a two-tier investigation was conducted including surveys and expert interviews, with several stakeholders in the PPP industry in Europe, involving the public sector, private sector, consultants, as well as other community/user representatives. The survey results demonstrated the success rate with PPPs, major factors important for PPPs such as profitability or end-user acceptability, the prevalent practices and trends in the PPP world, and the majority of support expressed in favour of the suitability of PPP for housing. The interviews added more detailed dimensions to the understanding of the PPP industry, its functioning and enabling the formation of a comprehensive outlook. The results present the perspective, approaches, and experiences of stakeholders over PPP practices, current trends and scenarios and their take on PPP in housing. It shall aid in understanding the challenges prevalent in the PPP approach for implementation in housing and enable the policymakers and industry stakeholders to make provisions for higher uptake to accelerate housing provision.

AbstractCommonly classified as individual, task or environmental, constraints are boundaries which shape the emergence of functional movement solutions. In applied sport, an ongoing challenge is to improve the measurement, analysis and understanding of constraints to key stakeholders. Methodological considerations for furthering these pursuits should be centred around an interdisciplinary approach. This integration of methodology and knowledge from different disciplines also encourages the sharing of encompassing principles, concepts, methods and data to generate new solutions to existing problems. This narrative review discusses how a number of rapidly developing fields are positioned to help guide, support and progress an understanding of sport through constraints. It specifically focuses on examples from the fields of technology, analytics and perceptual science. It discusses how technology is generating large quantities of data which can improve our understanding of how constraints shape the movement solutions of performers in training and competition environments. Analytics can facilitate new insights from numerous and complex data through enhanced non-linear and multivariate analysis techniques. The role of the perceptual sciences is discussed with respect to generating outputs from analytics that are more interpretable for the end-user. Together, these three fields of technology, analytics and perceptual science may enable a more comprehensive understanding of constraints in sports performance.

  In the Indonesian economy, Micro, Small and Medium Enterprises (MSMEs) are the business groups that have the largest number. In addition, this group has proven to be resistant to various kinds of shocks to the economic crisis. So it is imperative to strengthen the UMKM group which involves many groups because the UMKM sector has a big contribution to workforce absorption, developing the UMKM sector will be able to absorb more existing workers and of course it will be able to improve the welfare of the workers involved in the workforce. In it so that it can reduce the unemployment rate and in the end it will be used to reduce poverty. The criteria for businesses that are included in MSMEs have been regulated in a legal umbrella based on law. This study aims to determine the role of Islamic Banking in Encouraging Micro, Small and Medium Enterprises (MSMEs) in Indonesian Sharia Banks (BSI) kc. Ahmad Yani Kota Bogor during the Covid Pandemic 19. This study used a descriptive qualitative method and the data used in this study were primary data. This study uses data collection techniques through literature study and interviews. The instrument used in the primary data is an interview with a source from Bank Syaria Indonesia Kc Ahmad Yani, Bogor City. Respondents revealed that the Role of Islamic Banking, especially Islamic Bank Indonesia Kc. Ahmad Yani played an important role in maintaining MSMEs during the Covid-19 pandemic as now because he helped distribute government programs, namely KUR (People's Business Credit), Providing.relaxation or relief to entrepreneurs affected by Covid-19 and facilitating the financing process for entrepreneurs. This article focuses on a major human factors–related issue that includes the undeniable role of cultural factors and cockpit automation and their serious impact on flight crew performance, communication, and aviation safety. The report concentrates on the flight crew performance of the Boeing 777–Asiana Airlines Flight 214 accident, by exploring issues concerning mode confusion and autothrottle systems. It also further reviews the vital role of cultural factors in aviation safety and provides a brief overview of past, related accidents. Automation progressions have been created in an attempt to design an error-free flight deck. However, to do that, the pilot must still thoroughly understand every component of the flight deck – most importantly, the automation. Otherwise, if pilots are not completely competent in terms of their automation, the slightest errors can lead to fatal accidents. As seen in the case of Asiana Flight 214, even though engineering designs and pilot training have greatly evolved over the years, there are many cultural, design, and communication factors that affect pilot performance. It is concluded that aviation systems designers, in cooperation with pilots and regulatory bodies, should lead the strategic effort of systematically addressing the serious issues of cockpit automation, human factors, and cultural issues, including their interactions, which will certainly lead to better solutions for safer flights.

In the current scenario of Wireless Sensor Network (WSN), power consumption is the major issue associated with nodes in WSN. LEACH technique plays a vital role of clustering in WSN and reduces the energy usage effectively. But LEACH has its own limitation in order to search cluster head nodes which are randomly distributed over the network. In this paper, ERA-NFL- BA algorithm is being proposed for selects the cluster heads in WSN. This algorithm help in selection of cluster heads can freely transform from global search to local search. At the end, a comparison has been done with earlier researcher using protocol ERA-NFL, which clearly shown that proposed Algorithm is best suited and from comparison results that ERA-NFL-BA has given better performance.


Accurate pronunciation has a vital role in English language learning as it can help learners to avoid misunderstanding in communication. However, EFL learners in many contexts, especially at the University of Phan Thiet, still encounter many difficulties in pronouncing English correctly. Therefore, this study endeavors to explore English-majored students’ perceptions towards the role of pronunciation in English language learning and examine their pronunciation practicing strategies (PPS). It involved 155 English-majored students at the University of Phan Thiet who answered closed-ended questionnaires and 18 English-majored students who participated in semi-structured interviews. The findings revealed that students strongly believed in the important role of pronunciation in English language learning; however, they sometimes employed PPS for their pronunciation improvement. Furthermore, the results showed that participants tended to use naturalistic practicing strategies and formal practicing strategies with sounds, but they overlooked strategies such as asking for help and cooperating with peers. Such findings could contribute further to the understanding of how students perceive the role of pronunciation and their PPS use in the research’s context and other similar ones. Human beings are deeply related to land. Human beings take birth on land, live on land, die on land and mixes with land ultimately. As stated in the holy Quran: ‘We (Allah) created you (human beings) from the soil, we shall make you return to the soil and We shall call you back again from the soil’ (20:55). Human life is surrounded by soil i.e. land. So, land is a highly completed issue of human life involving economic, social, political, cultural and often religious systems. Land administration is thus a critical element and often a pre-condition for peaceful society and sustainable development. In administrating land, Khatian or record of rights plays a vital role to determine the rights and interests of the respective parties as supportive evidence. In this article, discussion is mainly made on the fact that Khatian or record of rights is not a document of title solely but it may be an evidence of title as well as possession. McIntyre, in his seminal work on Scottish franchise courts, argues that these courts were in decline in this period, and of little relevance to their local population. 1 But was that really the case? This paper explores that question, using a particularly rich set of local court records. By analysing the functions and significance of one particular court it assesses the role of this one court within its local area, and considers whether it really was in decline at this time, or if it continued to perform a vital role in its local community. The period studied is the mid to late seventeenth century, a period of considerable upheaval in Scottish life, that has attracted considerable attention from scholars, though often less on the experiences of local communities and people.
