ICT and Building a Knowledge-Based Society in Egypt

This article aims to evaluate Egypt’s progress on the road towards a knowledge society. The paper discusses the evolution and assesses the outcomes of ICT initiatives in place in Egypt. Equally, the paper analyzes the status and potential of factors that are necessary for the realization of such a society at this turning point in the country’s history. The paper pinpoints the progress achieved on many fronts and identifies necessary steps to match leading knowledge and digital societies. The paper suggests some useful strategies for the government to expand access and contribution to knowledge – promoting a shared knowledge society in co-operation with the private sector in order to bridge the gaps. Efforts should not only be focused on expanding and enhancing connectivity and technology, but should also promote content development, provide educational opportunities and foster a comprehensive enabling environment.

The main purpose of the article is to present how the Greek- -Macedonian naming dispute influenced the problem of implementation the international identity of Macedonia. Despite the initial problems of the government in Skopje related to determining their international identity, Macedonians managed to define the principles regarding the identification of a new state on the international stage. As a small country with limited attributes to shape its international position, Macedonia has basically been determined to seek guarantees for its existence and security in stable and predictable European international structures such as NATO and the European Union. The main obstacle for Macedonians on the road to Euro-Atlantic structures was the veto of Greece, a member of these organizations, resulting from Athens’ refusal to accept the name the Republic of Macedonia. The Prespa Agreement of 2018 gave a new impetus to the realization of the international identity of North Macedonia.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

The government of Rafael Correa (2007-2017) embarked on an ambitious project of diversifying the national economy to transition from a primary resource exporting economy to a competitive Knowledge Society and a Knowledge-Based Bio-Economy as biodiversity was conceptualized as the country’s most significant comparative advantage. This paper traces how peoples’ and nationalities’ knowledges, so-called ancestral knowledges, were elicited in unprecedented ways in this context of bringing about a change of the productive matrix. While knowledge in general was reframed as an infinite resource, ancestral knowledges were made productive for a state-led project of capitalist modernization.

Digital technology, artificial intelligence, the internet of things, and innovative technology applications are gradually transforming businesses and governments in emerging markets making them more competitive and offering opportunities for economic growth and prosperity. This chapter demonstrates Egypt's potential to enable a knowledge society through the deployment of emerging technology tools and applications across different sectors of the society. The chapter analyzes the critical success factors that are necessary for the realization of a digitally driven society where information is seamlessly exchanged for the optimal utilization of resources for decision-making purposes at the government, public, and private sector levels. The chapter highlights the need for the formulation of a nation-wide entrepreneurial ecosystem that promotes a tech-startup culture that can effectively contribute to transforming the society by enabling inclusion, universal access to the internet, more diversified educational opportunities and a comprehensive and conducive environment to development.

After a significant drop in ride solicitation during the previous decade, the early 1960s witnessed what journalists at the time deemed a “hitchhiking renaissance.” Young people, the predominant hitchhikers of the era, attached different meanings to the practice. For those frustrated with the status quo and inspired by the Beat novel On the Road, hitchhiking was part of an alternative lifestyle. Others saw thumbing as a thrifty way to get to civil rights and anti-war demonstrations. “Sport hitchhikers” characterized the practice as a pathway to adventure and authentic experience. Finally, some continued to associate hitchhiking with utter necessity. Although there continued to be vocal critics of the practice, the media of the early sixties put forth a more nuanced analysis of hitchhiking as journalists tried to make sense of the era’s youth culture. At the same time, some state and local legislatures softened their anti-hitchhiking laws. Despite concerns about highway safety and periodic acts of violence, this brand of hitchhiking found greater acceptance in American culture because it tracked with the spirit of the times, including the optimism and ambition of President John F Kennedy’s vision of a “New Frontier.”

“Why do we have to pay the price of poverty? We didn’t create poverty, adults did.” This might be the sentiment of every child who is forced to work at an age when he or she deserves to go to school unlike the fellow kids who are born in a family that can afford to give them a decent childhood. Child Labor is the single most damaging impediment on the road to achieving the goal of development and the purpose of this paper is to show the obstacles that this social evil poses in the path to development. The study used Exploratory, rather unstructured research design and instruments such as case studies and life histories. The study indicates that the government of India has taken some strict measures to eradicate this evil such as the passing of the Right to Education Bill, illegalization of employment of children under the age of 14 years, schemes like “Sarva Siksha Abhiyan” (Education for all campaign), free afternoon meal and so on. But on the ground level their implementation is shoddy due to (as bureaucrats would put it) practical problems. The problem is of course, in the system but it has more to do with the mindsets of the people too. There are people who speak against child labor in India and back at their own house or office, many of them will have at least one child working for them. People need to realize that what a waste of talent and a major obstacle to a country’s development, Child Labor is.   Keywords - Children. Child labor India. Social evil. Illegal employment.

Negative emotional reactions are the major source of severe accidents on the road. In this paper, an IoT based wearable device is proposed that will estimate the four negative emotions (stress, anger, terror, sad) in the driver and hence would be helpful to prevent roadway disasters. An intelligent stress monitoring control system at the cloud to analyze the sensor signals and to make the decision based upon the variation received in the signals is proposed. This system can also be effective for the government bus drivers. An auditory output response is from buzzer and a warning message is displayed on the screen inside the vehicle. The continuously monitored real time sensor data in the form of graphs is displayed on the PC screen considered as a central server. When any of the sensor value exceeds predefined threshold value, the driver is considered to be in subconscious state and the break system will be implemented to stop the DC motor.
