Considerations Regarding Pollution Caused by Ships in the Romanian Danube Sector

In this paper we present the current situation related to the legislative framework on the definition of generated waste by ships in the field of maritime navigation and inland waterway navigation, their management on board ships, handover to port facilities and results in the development of proposals to support participants in the shipping activity in the field of pollution prevention of the Romanian Danube sector. The purpose of the paper is to contribute to the improvement of the current measures that are applied in the field of prevention of pollution of the Romanian Danube sector by ships.

The article “Problems of defining folk dance in Latvia today” examines the aspects that affect the current situation in Latvia, where folk dances are understood as both folk dances that have not been modified by choreographers, dances passed down through generations that can be danced every day, and stage folk dances, which are a type of art performed by folk dance ensembles, created by choreographers and dances adapted to the stage performance. The research aim is to identify and describe the problems that currently exist in the Latvian cultural space, where the definition of folk dances creates tension in the public space and ambiguous opinions among dancers. Nowadays, it is possible to identify such concepts as, for example, folk dance, ethnographic dance, authentic dance, traditional dance, folklore dance, folk dance, folk dance adaptation, field dance, folk ballet, etc. Consistent use of concepts is rarely seen in the documents and research of cultural policymakers and the historical and contemporary works of choreographers and researchers. Often they are only described in general terms. A survey conducted in 2019 shows that dancers consider stage folk dances to be folk dances, and often this separation of dances is not important for them. Another problem is the designation of folk dance ensembles where stage folk dance dancers are dancing. The term misleads; it suggests that folk dances are danced there. However, this designation is linked to its historical time of origin. It is not insignificant that the stage folk dance is more popular, more visible, and massively represented at the Song and Dance Festival. Thus, a part of the society associates it with our folk dances.

During the last decades, scholarly studies on Arctic identities have been on the increase, but less is known about how academic viewpoints diverge from aboriginal perspectives. The aim of this article is to compare both points of view, by looking at the way some academic specialists define Arctic identities, in contrast — or convergence — with how one Arctic people, the Inuit, perceive who they are. Twelve scholars conducting social research in the north and recognised for their competence were interviewed on their definition of identity and their assessment of the current situation of Arctic aboriginal populations. Their responses show that they view identity as a relational and constructed process, a process that continues without much disruption despite rapid social and cultural change. As modern Inuit are concerned, ethnography and personal testimonies tend to show that they perceive identity as an open-ended and individual — as opposed to collective — relationship rather than as a way of classifying people. Inuit perceptions agree on some points — the relational aspects for instance — but diverge on others — for example, the primarily individual nature of identity — from those of the interviewed scholars, and they should be taken into account in any assessment of the current human situation in the Arctic.

Public procurement has been the subject of research for a long time in the work of scientists from both the economically developed countries and those undergoing the transformation of public finances. Their research comes from different points of view, namely from the essence of the definition, the process of their conduct, the problems of the legislative framework to their effective implementation. In addition, the issue of electronic public procurement, which can greatly enhance the transparency of this process and reduce the level of corruption inherent in this area in all countries without any exception, is becoming increasingly relevant in recent times.Based on the conducted analysis, the article proposes the definition of the term of public procurement, defines the principles of public procurement as a controlled subject in the electronic environment of their conduct, and systematizes the basic indicators characterizing the effectiveness of public procurement. Based on the Granger causality method, an analysis of efficiency was performed and the basic indicators determining the level of savings in the public procurement system were determined. It is established that the use of Granger causality in changing the amount of savings in the system of public procurement gives only a quantitative characteristic. For a more complete picture quantitative analysis is supplemented with qualitative parameters.

Resumo Este artigo traz considerações sobre o direito à informação no campo da musicologia no Brasil, especialmente sobre o acesso a fontes musicais manuscritas. O autor compara a situação atual com o contexto de fins da década de 1990, apresentando exemplos concretos de avanço em termos de acessibilidade das fontes e reflexões sobre o impacto das tecnologias digitais na área em foco. Finalmente, aponta aspectos em que não houve tranformações significativas, tais como as restrições legais, as dificuldades metodológicas e a falta de mobilização coletiva para a discussão e definição de políticas públicas voltadas para o tratamento e a conservação do Patrimônio Musical no Brasil. Palavras-chave música brasileira, musicologia histórica, acervos, digitalização, patrimônio cultural Abstract This article presents considerations about the right to information in the field of musicology in Brazil, especially on the accessibility to hand-written musical sources. The author compares the current situation with the context of the late 1990s, giving positive examples in terms of accessibility of the sources and reflections on the impact of digital technologies in the area in focus. Finally, we discuss aspects in which there were no significant transformations, such as legal restrictions, methodological difficulties and the lack of collective mobilization for the discussion and definition of public policies for the care and preservation of musical heritage in Brazil. Purpose: The aim of this work is to describe the Portuguese health system and to provide a SWOT approach of its present situation. In this way, a clear and simplified picture of the health system can be offered and some strategies are proposed to improve the functioning of the health system. Design/Methodology/Approach: The methodology used is descriptive, based on a literature review structured by SWOT tools and the WHO definition of a health system, and it is applied to Portugal. Findings: The strengths and weaknesses in the Portuguese health system are several and varied, and there are some threats and opportunities, too. The improvement of the Portuguese health system and Portuguese health population will have to consider the facts observed here. Originality/Value: This work contributes to the better understanding about the current situation of the Portuguese health system.

The paper deals with issues of high-rise building development and contemporary problems related to the formation of city development vision in Lithuania. The analysis focuses on the possibilities and problems arising in the process of developing the Special Plan of high-rise building arrangement in Klaipėda in the formation of the visual image of the city. The methodology of this Plan is discussed by the author in two papers. The present paper is the first one and analyses two stages of the plan development. The first stage is the analysis of the current situation in Klaipėda and possibilities to introduce high-rise buildings into the city morphostructure. This stage comprises 7 aspects: evaluation of the territory development from the point of view of investment possibilities; historical development of the city structure; hierarchy of values of preserved territories; analysis of the territory planning documents regulating townscape formation; evaluation of visual peculiarities; definition of visual identity zones, analysis and evaluation of important mass view points as well as evolvents of views seen from them. The second stage of developing the Special Plan constitutes efforts to define the conception of high-rise buildings arrangement on a city scale, central part scale and old-town scale. Santrauka Straipsnis skirtas aukštybinės statybos plėtros klausimui ir su tuo susijusioms šiandieninėms miesto plėtros vizijos formavimo problemoms Lietuvoje. Nagrinėjamos Klaipėdos miesto vizualinio įvaizdžio plėtros galimybės ir problemos rengiant Klaipėdos miesto aukštybinių pastatų išdėstymo specialųjį planą (SP). Šio plano metodikai aptarti autorė numatė parengti du straipsnius. Šiame, pirmajame, liečiamos dvi plano rengimo stadijos. Pirmoji – tai esama Klaipėdos miesto būklė, galimybės miesto morfostruktūroje rastis aukštybiniams pastatams; jos aptarimas apima 7 aspektus – miesto teritorijos pagal investicines plėtros galimybes vertinimą; miesto struktūros istorinę raidą; saugomų teritorijų vertybinę hierarchiją; dokumentų sprendinių, turinčių įtakos miestovaizdžių formavimui, analizę; vizualinių ypatumų vertinimą; miesto vizualinio identiteto zonų nustatymą ir svarbiausių masinės apžvalgos taškų bei iš jų matomo vaizdo išklotinių tyrimą ir nustatymą. Antroji plano rengimo stadija – tai aukštybinių pastatų išdėstymo koncepcijos paieškos miesto mastu, centrinės dalies mastu ir senamiesčio mastu.

Medical tourism is a rapidly growing industry on a global scale. There is a growing tendency for citizens of more developed countries to seek medical services in developing countries. This is connected not only with the pricing policy, which is more loyal, but also with the insurance system, with the presence of waiting lists, with the legislative framework, and religion. The high level of service delivery and the competitiveness of the state is the result of an effective state policy. The article gives the definition of the concept, the terminology of medical tourism, considers the types and directions of medical tourism development, the legislative framework of Ukraine for the provision of certain types of medical services. Risks and negative sides, problems faced by tourists, global challenges of the industry and prospects for overcoming them are considered.

The main goal of this chapter is to undertake a critical analysis of the current situation concerning the equal treatment of female managers in Spain. In this chapter, the authors analysed the dynamics of business behaviour in order to understand why inequality of women managers for gender reasons persists in spite of the anti-discrimination measures recommended by the legislative framework in place. This analysis has allowed proposals for measures to be drawn up to be taken into account in designing human resources strategies, based on systems of management by competencies and assessment of managerial performance.

In this paper, the definition of seaport fairway capacity, considering port service level, is given by referring to both road and inland waterway capacity combined with the features of coastal fairways. In view of the navigation environment and ships' behaviour, the safety distance of ships entering and leaving a seaport is chosen as an overall index to evaluate the navigational safety level of a fairway. Based on the ship-following theory, an Arena-based seaport operating system simulation model is constructed to analyse the impact of safety level on seaport fairway capacity. For different navigational safety levels (i.e., minimum, general and adequate), seaport fairway capacity corresponding to different service levels and navigation durations is obtained. The results show that fairway capacity varies with safety level for a given port service level, and the lower the safety level is, the higher the fairway capacity is. Finally, a recommended navigational safety level and its associated fairway capacity are given to provide a theoretical foundation for fairway design and management.
