The paper deals with issues of high-rise building development and contemporary problems related to the formation of city development vision in Lithuania. The analysis focuses on the possibilities and problems arising in the process of developing the Special Plan of high-rise building arrangement in Klaipėda in the formation of the visual image of the city. The methodology of this Plan is discussed by the author in two papers. The present paper is the first one and analyses two stages of the plan development. The first stage is the analysis of the current situation in Klaipėda and possibilities to introduce high-rise buildings into the city morphostructure. This stage comprises 7 aspects: evaluation of the territory development from the point of view of investment possibilities; historical development of the city structure; hierarchy of values of preserved territories; analysis of the territory planning documents regulating townscape formation; evaluation of visual peculiarities; definition of visual identity zones, analysis and evaluation of important mass view points as well as evolvents of views seen from them. The second stage of developing the Special Plan constitutes efforts to define the conception of high-rise buildings arrangement on a city scale, central part scale and old-town scale. Santrauka Straipsnis skirtas aukštybinės statybos plėtros klausimui ir su tuo susijusioms šiandieninėms miesto plėtros vizijos formavimo problemoms Lietuvoje. Nagrinėjamos Klaipėdos miesto vizualinio įvaizdžio plėtros galimybės ir problemos rengiant Klaipėdos miesto aukštybinių pastatų išdėstymo specialųjį planą (SP). Šio plano metodikai aptarti autorė numatė parengti du straipsnius. Šiame, pirmajame, liečiamos dvi plano rengimo stadijos. Pirmoji – tai esama Klaipėdos miesto būklė, galimybės miesto morfostruktūroje rastis aukštybiniams pastatams; jos aptarimas apima 7 aspektus – miesto teritorijos pagal investicines plėtros galimybes vertinimą; miesto struktūros istorinę raidą; saugomų teritorijų vertybinę hierarchiją; dokumentų sprendinių, turinčių įtakos miestovaizdžių formavimui, analizę; vizualinių ypatumų vertinimą; miesto vizualinio identiteto zonų nustatymą ir svarbiausių masinės apžvalgos taškų bei iš jų matomo vaizdo išklotinių tyrimą ir nustatymą. Antroji plano rengimo stadija – tai aukštybinių pastatų išdėstymo koncepcijos paieškos miesto mastu, centrinės dalies mastu ir senamiesčio mastu.

With the accelerating pace of city construction, high-rise buildings are gradually in the process of city development plays a more and more important role. In this paper, design of a high-rise building are analyzed, and puts forward the high-rise building design should be based on city space planning, as far as possible to reduce the interference to the city space environment. The design ideas of coordination, integration, humanity are also proposed, so as to enhance the image of high-rise buildings and the city's environmental quality.

This paper deals with the issue of high-rise building development and problems related to the formation of city development vision in today’s Lithuania. The analysis focuses on the possibilities and problems arising in the process of developing the Special Plan of high-rise building arrangement in Klaipėda and in the formation of the visual image of Klaipėda city. The methodology of this Plan is discussed in two papers by the author. The first paper discussed two initial phases of the Plan preparation: the existing status of Klaipėda city and search for a conception of high-rise building arrangement. The present paper touches upon two further preparation phases: specification of solutions and assessment of their impact from various perspectives. City territories are assessed by the following aspects: forecasted development of the morpho- structure buildup in the city’s structural elements, forecasted development of the perspective background high-rise of the city’s structural elements and specification of development of high-rise construction in the urban structure. This paper presents the results of the Special Plan of high-rise building arrangement. It also provides assessment of the impact of the solutions of high-rise building arrangement on the city’s visual image as viewed from specified public viewing points as well as the impact on the general development of the city’s silhouette and panoramas. Nagrinėjamos Klaipėdos miesto vizualinio įvaizdžio plėtros galimybės ir problemos rengiant Klaipėdos miesto aukštybinių pastatų išdėstymo specialųjį planą (SP). Šio plano metodikai aptarti yra skirti du autorės straipsniai. Pirmajame jau aptarti du plano rengimo etapai – esama Klaipėdos miesto būklė ir aukštybinių pastatų išdėstymo koncepcijos paieška. Šiame antrajame aptariami kiti du plano rengimo etapai – tai sprendinių konkretizavimas ir jų pasekmių įvairiais aspektais įvertinimas. Pateiktas miesto teritorijų, atitinkančių kompozicinės plėtros idėją, įvertinimas šiais aspektais: miesto struktūrinių elementų užstatymo morfostruktūros kitimo prognozė, miesto struktūrinių elementų užstatymo perspektyvinio foninio aukštingumo kitimo prognozė ir aukštybinės statybos plėtojimo miesto urbanistinėje struktūroje konkretizavimas. Pateikti aukštybinių pastatų išdėstymo specialiojo plano rezultatai. Aptartas aukštybinių pastatų išdėstymo sprendinių pasekmių vertinimas miesto vizualiniam įvaizdžiui, stebint iš nustatytų masinės apžvalgos taškų, bei poveikis bendram miesto silueto ir panoramų pokyčiui.

An artist who finds themselves in the last days of a war in the enemy’s defeated capital may not just fix its objects dispassionately. Many factors influence the selection and depicturing manner of the objects. One of the factors is satisfaction from the accomplished retribution, awareness of the historical justice triumph. Researchers think such reactions are inevitable. The article offers to consider from this point of view the drawings created by Soviet artists in Berlin in the spring and summer of 1945. Such an analysis of the German capital’s visual image is conducted for the first time. It shows that the above reactions were not the only ones. The graphics of the first post-war days no less clearly and consistently express other feelings and intentions of their authors: the desire to accurately document and fix the image of the city and some of its structures in history, the happiness from the silence of peace, and the simple interest in the monuments of European art.The article examines Berlin scenes as evidences of the transition from front-line graphics focused on the visual recording of the war traces to peacetime graphics; from documentary — to artistry; from the worldview of a person at war — to the one of a person who lived to victory. In this approach, it has been important to consider the graphic images of Berlin in unity with the diary and memoir texts belonging to both artists and ordinary soldiers who participated in the storming of Berlin. The combination of verbal and visual sources helps to present the German capital’s image that existed in the public consciousness, as well as the specificity of its representation by means of visual art.

Regularities of high-rise construction (implemented projects and developments) in Saint Petersburg and the Saint Petersburg agglomeration since the foundation of the city in 1703 till the 1950s are considered. Based on these regularities, a single spatially developed system of vertical dominants is formed. High-rise construction in the city and its suburbs started in the 1710s and continues up to the present time. In the considered decades (1703–1950s), high-rise construction mostly performed urban-planning functions (with vertical and symbolic dominants), relying on patterns of the visual perception of man-made landscapes under development. Since the 1710s, the construction of vertical dominants (mainly temples, spires of towers, lighthouses, etc.) of five ranks (depending on the altitude range and in relation to the background development) was conducted in territories of the entire agglomeration. These dominants were arranged in landscapes of the city and suburbs with almost mathematically precise accuracy and according to special regulations. Such dominants obtained particular descriptive and silhouette characteristics in accordance with the conditions of spatial perception. In some periods of city development, attempts were made to create monuments (symbolic dominants) of specific height and include those in the spatial system of high-rise dominants as significant elements of the city silhouette.

High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

The aim of the article is to highlight the specificity of visual transformations that occur in the modern urban space under the influence of the development of creative industries. The research methodology involves an interdisciplinary approach and engaging a range of cultural, sociological, and philosophical works. The works of modern foreign researchers Z.Bauman, Ch. Landry, D.Hezmondhalsh are attracted.The sphere of urban planning and the problem of creative industries are being studied. Thanks to creative industries is appears new jobs, the solution of social problems (especially in poor areas), as well as the transformation of urban space. The modern city is a reflection of the transformational processes taking place in the world. There is a change in the form of regulation of the city development policy, from the state to the municipal. There are conditions for activating creative industries that can be defined as an individual creative background, skill or talent that can create added value and jobs through the production and exploitation of intellectual property. The development of creative industries has economic feasibility, but this process is accompanied by a change in the image of the city. Urban space is the text of culture, which often combines non-interconnected components. The visual image of the modern city is repulsive and attractive, it is difficult to bring it to a single concept, but it continues to be the center of human life. Scientific novelty lies in the study of the relationship of the development of creative industries in the urban space and their impact on the visual image of the city. Practical significance is connected with the emphasis on the need to invent an individual development strategy for each city as a “creative city”, where the sphere of cultural production is leading. Promising is the direction of creative industries in a single direction and minimizing the factors influencing the negative perception of the vision of the city.

This study followed a chronological review of literature over the past 20 years. This was able to show relationship between inclusivity and physical development. A variety of discussions were looked into including dimension of inclusivity, definition of inclusivity, scales for measurement of inclusivity, methodology for appraising inclusivity, protagonists of inclusivity, and antagonists of inclusivity. The intricacy of the correlations between inclusive physical development and life expectations of residents are improved upon so as to show the similarities of these parameters. The analysis of the relevant literature indicated the process of enhancing the urban space and ensuring that all interest and strata of groups in the human composition are adequately cared for by employing the best parameters from the conceptualization of the city development, all the indicators of inclusiveness are well thought out.

Today, most of the cities in the world encounter the phenomenon of high rise building. The growth of high rise building in Tangail pourashava has been considerably increased since the last few years. Though high-rise buildings helped in solving the problem of shortage of land and housing, it also caused many problems in different environmental, structural, spatial, functional, socio-economical, and demographic aspects of the city. Our study was to identify the location of high-rise buildings, to classify these buildings by their uses and to investigate the Structural and functional characteristics of high-rise buildings in Tangail Pourashava. For the study both primary and secondary data were collected, primary data has been collected from field survey and secondary data has been collected from different journals and published and unpublished publications. The study also focused on the existing high-rise buildings safety and security system available in those buildings and made recommendation that the buildings should follow the Bangladesh National Building Code (BNBC) guidance strictly to ensure all safety aspects.J.
