Overheating investment of private capital in the shipbuilding industry. Many shipyards to appear the low level expansion of investment, innovation ability is low, the renewal of equipment is slow, frequent accidents, restrict the development of the company. Ship safety production and prevent the accident is occurred, excluding all is not conducive to safe, should take the following measures: to gradually improve the safety production management level of enterprises; increase the industry leadership efforts; the establishment of safety production capital; set up the mechanism of safety supervision.

At the present time, the Dow Chemical Fire and Explosion Index (F&EI) is a kind of risk index evaluation method that is comprehensively used in evaluating potential hazard, area of exposure, expected losses in case of fire and explosion, etc. As the research object to oil depot storage tank area, this article ultimately confirms establishing appropriate pattern of process unit as well as reasonable safety precautions compensating method, in order to insure the reasonableness of evaluating result, by means of selecting process unit, confirming material factor and compensating safety precautions, using F&EI method. This can provide the basis for theoretical ground in aspect of oil depot development and safety production management.

The purpose of this study is to develop a model that relates directly and indirectly to the performance achievement of Free Trade Zone Development Agency in Indonesia including the construct of strategic planning and the role of innovation as mediation in supporting the relationship of independent variables and dependent variable. The proposed mpdel was tested using SmartPLS ver. 3.0 for data processing. Data was collected from questionnaires completed by 109 samples who were seating as executives/head of department of Free Trade Zone Development Agencies in Indonesia. The four hypotheses tested in this study conclude that the construct of strategic planning has negative effect and not significant to the performance of the agencies, but indirectly has a significant effect on performance if it through innovation as a mediation. Strategic planning directly have significant relation on innovation, and innovation also evidenced to have strong influence in achieving organization performance. This study indicates that the Agency may achieve great performance when they can practically set up a strategic planning and optimize innovation ability within the organization.

Constructing and exploring the evolution mechanism of an industrial innovation ecosystem in resource-based cities (RBCs) is the most effective way to solve the contradiction between economic development, energy shortage, and environmental degradation. Taking 10 typical RBCs in Shanxi Province as examples, this paper used the method of system dynamics (SD) to build a model of the industrial innovation ecosystem of RBCs and set up scenarios to simulate and predict the evolution of the industrial innovation ecosystem of RBCs. The results showed that the industrial innovation ecosystem of RBCs is a complex system composed of four subsystems: innovation players, innovation content, innovation resources, and innovation environment. In innovation players, the increase in the amount of talent has a more obvious effect on technology level and GDP than R&D funding. In innovation content, the improvement of management level has a slow and continuous positive impact on GDP. Technology achievements, once implemented, will improve GDP more than management progress does. In innovation resources, human capital has greater potential for an increase in GDP and per capita consumption expenditure. In innovation resources, technology level plays an important role in slowing down the deterioration of the ecological environment. This study enriched the theoretical paradigm of the research on the industrial innovation ecosystem, and provided effective strategies to solve the development problems of RBCs.

According to the grey theory, in order to predict and prevent accident effectively, the paper built a grey model and forecast the mine accidents in china in 2013 based on the statistics of mine accidents happened in China during period from 2007 to 2012. MATLAB was used to write procedure code of GM (1, 1) and empirical verification follows. The prediction results show that if high accuracy goes with the precision of the calculable model, which could be used to provide the basis for decision making to the safety production management practices in China. This case study indicates that GM (1, 1) plays an important role in mine safety management.

At present, the situation of coal mine safety production is still grim. The key to solve the problem is to analyze the risk of management activities in the process of coal mine safety production. This paper takes the management activities in the process of coal mine safety production as the research object. Firstly, according to the coal mine safety production standardization management system, the safety production management activities are carried out layer by layer. Then, the Failure Mode and Effect Analysis (FMEA) is used to identify the human errors that lead to the failure of management activities at all levels of coal mine. Furthermore, the Fuzzy Set Theory is used to determine the evaluation results of experts on the risk level of coal mine safety production management activities. Combined with Bayesian network (BN), the risk assessment model of coal mine safety production management activities is established. Through the model, the risk probability of coal mine enterprise management activities is accurately calculated. According to the evaluation results, the risk of management activities in coal mine safety production is analyzed.

Abstract Lake Harvest Aquaculture (Pvt) Ltd was first developed into a freshwater tilapia fish farm business in 1996 on premises that originally farmed freshwater prawns owned by one of Zimbabwe's food companies, Cairns Foods Ltd. The farm was set up in 1997 and, ten years later, has grown to a 3000-tonne fish farm where tilapia are produced primarily for processing and export to European and regional markets. The original targeted projections for production and net income of the farm were proving accurate until 2001 when the macro-economy began to shrink. Low production on crop farms due to inadequate resources and drought brought a shortage of raw materials to the feed manufacturing companies. The continuous downward trend in feed production affected the company as it failed to support its growing fish biomass. The feed and economy problems resulted in a decision by the board to stop expansion of the business in 2002. Lake Harvest business was set up at a cost of US $10,000,000. The business was externally funded by the Commonwealth Development Corporation (CDC Group plc) and Comafin, a pan-African private equity fund, before the share holding structure changed in 2002. The major costs were encountered on the installation and mooring of cages, and the construction of a fish processing factory. Six sites were installed, each costing around US $350,000, including boats. The processing factory cost around US $4,000,000. The objectives of this case study are to: * Provide a scenario and overview of Lake Harvest Aquaculture as a company growing tilapia in cages in Lake Kariba, Zimbabwe. * Provide a means of assessment and learning for those considering developing cage-based aquaculture in sub-Saharan Africa. All of the main activities carried out at Lake Harvest will be described in the same sequence as followed on-farm; production, management, and sale of the final product: * Breeding * Feeding * Sampling * Diving * Harvesting * Processing * Marketing.

Traceable system, which is an effective way to control the quality and safety of agricultural products receives increasingly attention globally. Using the food safety of poultry processing as the research object, the paper builds a safety production management and quality trace system in order to achieve the goal of quality trace. Making detail analysis of the RFID data acquisition and compression delivery method, the author using wavelet compression technology to complete efficient delivery issues of tag identification and ensure delivery efficiency. This paper achieves the function of efficient transmission and tag-data acquisition in quality traceability system for poultry processing.

Traceable system, which is as an effective way to control the quality and safety of agricultural products receives increasingly attention globally. Using the poultry as the research object, the paper builds a safety production management and quality trace system in order to achieve the goal of quality trace. This paper designs the process to fulfill the main function, discusses the key techniques and develops the safety production management and quality trace system. The system has several functions-producer management, production alert, bar code print, sending messages and quality trace for consumers. The results indicate that this system can increase the level of production management, enhance the awareness of agricultural production for the consumers, which builds solid base for poultry full process trace.
