Cloud Computing promises novel and valuable capabilities for computer users and is explored in all possible areas of information technology dependant fields. However, the literature suffers from hype and divergent definitions and viewpoints. Cloud powered higher education can gain significant flexibility and agility. Higher education policy makers must assume activist roles in the shift towards cloud computing. Classroom experiences show it is a better tool for teaching and collaboration. As it is an emerging service technology, there is a need for standardization of services and customized implementation. Its evolution can change the facets of rural education. It is important as a possible means of driving down the capital and total costs of IT. This paper examines and discusses the concept of Cloud Computing from the perspectives of diverse technologists, cloud standards, services available today, the status of cloud particularly in higher education, and future implications.

The director of a university tutoring center collaborates with an Instructional Design and Technology professor and his students to develop an interactive multimedia format that presents at-risk college students with stories of people like them dealing with academic, financial, and personal issues. The scenario-based simulations (SBS) prompt students in a study skills course to openly, but safely, discuss the often sub-optimal decisions made by characters in the scenarios. This case takes readers inside the process of developing the SBS format from scratch. Transcribed interview comments from both the client (the tutoring center director) and the designer (the IDT professor) reveal an iterative and negotiated process rather than a systematic ADDIE process. The case highlights: 1) adapting corporate-style “soft skills” computer-based training (CBT) to higher education, 2) the role of CBT in a blended course, 3) rapid development of multimedia products, and 4) use testing of products with authentic learners.

In order to explore good teaching methods, the traditional teaching model and online teaching mode were compared and their own characteristics were analyzed. The results showed that two modes should be combined in order to better adapt to the current development of education rather than be not a single. Engineering drawing is a skill required of the basic course for engineering students. For many years, however, the blackboard, wall charts, models and other traditional teaching skills are very limited. With the rapid development of the electronics, information and communication technology, the online counseling system should be established without delay. Teachers and students, students and students can communicate well in the traditional teaching mode. Teachers can answer questions in time, however, the efficiency of class is low, and students cannot easily understand. Multimedia Network Teaching can improve teaching efficiency and enhance student interest in learning, which is important to the students’ spatial imagination. At the beginning, there are still something unsatisfactory.
