Progress in the field of information and communication technologies has created unprecedented opportunities to deliver services in both developing and developed countries. E-services sector is one of the fastest growing areas of the economy. Supply of electronic services contributes to creating value by reducing the number of barriers to entry. Also a growing use of the Internet and related opportunities in the area of public e-services can be observed. This paper focuses on the use of Geographic Information Systems in the implementation of e-government services on the example of Częstochowa. The paper presents technical and functional assumptions and experience with implementation of the project "E-services for residents of Czestochowa".

The rapid global growth of the Internet and information technology has inspired many governments to transform their traditional services into electronic ones. Many governments are now developing, implementing and improving their strategies to transform government services using information and communication technologies (ICTs). E-Government, as it is known, has become a popular focus of government efforts in many developed countries and, more recently, in several developing countries. Further, e-government services have become a significant and active means for interaction among government, citizens and businesses. E-government comprises several dimensions, one of the main ones being e-government readiness. To put technology to effective use, a government must be “ready”. E-government readiness helps a government to measure its stages of readiness, identify its gaps, and then redesign its government strategy. One of the aspects of e- government readiness is that of technological readiness, which plays an important role in implementing an effective and efficient e- government project. This paper explores the gaps in current knowledge relating to the technological aspects of e-government readiness through the conduct of a literature review. In particular, the review focuses on the models and frameworks that have been developed to assess e-government readiness.

O significativo processo de evolução da dinâmica dos padrões de comunicação, trazidos no contexto de surgimento do paradigma das tecnologias da informação e comunicação (TICs), das relações culturais, sociais e ambientais, que têm afetado nas últimas décadas setores fundamentais da economia global, evidencia o deslocamento do foco das atividades industriais para atividades intensivas em conhecimento e criatividade, localizadas no setor de serviços. O objetivo deste estudo teórico é analisar as indústrias criativas à luz de conceitos da área de microeconomia, tendo como contexto o paradigma das TICs e um novo formato de indústrias, que apresentam padrão de concorrência, tendo como base recursos intangíveis. Ao longo das discussões teóricas aqui apresentadas, procurou-se introduzir também conceitos microeconômicos para a reflexão deste setor, que apresenta uma nova classe de trabalhadores, especificamente centrando nas questões de análise da rivalidade e interdependência no campo das indústrias criativas e de barreiras à entrada nos mercados criativos. Em termos metodológicos, adotou-se um ensaio teórico com abordagem qualitativa tendo como base o método bibliográfico. Através deste, foi possível realizar o levantamento de informações em livros, artigos científicos e sites especializados sobre o tema tratado. Enquanto contribuição, este estudo possibilita a aproximação da microeconomia, resgatando discussões microeconômicas clássicas, à temática das indústrias criativas, um tema relativamente novo no cenário brasileiro, sendo necessário o desenvolvimento de estudos microeconômicos voltados para as indústrias criativas no intuito de aprofundar a dinâmica destes mercados que introduzem novo padrão de concorrência.Palavras-chave: Indústrias criativas. Tecnologias da Informação e Comunicação.ABSTRACTThe communication patterns dynamics has been going under a significant process of evolution, brought in the context of the emergence of the paradigm of information and communication technologies (ICTs), and associated to the changes in the cultural, social and environmental relations. Such considerable changes that have affected in the last decades fundamental sectors of the global economy shows the displacement from the focus of industrial activities to the intensive activities in knowledge and creativity, located mainly in the services sector. In this context, the objective of this study is to make a theoretical effort to integrate the analysis of the creative industries to some concepts of the microeconomics area, having as a prior base the paradigm of ICTs and a new format of industries that present a standard of competition, which is based over the intangible resources. Throughout the theoretical discussions presented here, it was also tried to introduce microeconomic concepts for the reflection of this creative economy sector, which presents a new class of workers, specifically focusing on the issues of analysis of rivalry and interdependence in the field of creative industries, and barriers to entry creative markets. In methodological terms a theoretical essay with qualitative approach was adopted, based on the bibliographical method. Through this it was possible to carry out the collection of information in books, scientific articles and specialized websites on the theme discussed here. As contributions, it is possible to point that this study brings microeconomics, rescuing the classic macroeconomic discussions, closer to the theme of the creative industries, which is a relatively new topic, specifically in the Brazilian scenario, and it is necessary to develop microeconomic studies aimed at the creative industries, in order to dynamism of these markets which introduce a new pattern of competition.Keywords: Creative indústries. The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

Background: (1) The COVID-19 pandemic has generated significant changes in teaching methods around the world, and the ideal of online education has become a reality. (2) Methods: A questionnaire was modified for this study in order to determine the following levels of Information and Communication Technologies (ICT) skills: file creation, file management, the use of emails, the use of the internet, and online communication. In total, 360 students from the Faculty of Sports and Physical Education (FSPE), University of Novi Sad, participated in the study. (3) Results: The results show that there are differences between the estimated level of ICT skills and the ICT skills used in online education, such that students estimate their level of ICT skills as being higher than is necessary for online education (p < 0.05). There is also a correlation between the satisfaction with online education and ICT skills, showing that students with higher ICT knowledge are more satisfied with online education (p < 0.05). There is another correlation between the satisfaction with online education and the frequency of ICT use—the more ICTs are included, the more satisfied the students will be (p < 0.05). (4) Conclusions: The results of this study can serve as a recommendation for the implementation of FSPE students’ training in ICT skills, as well as an important basis for the systematic creation, improvement, and sustainability of online education in universities.

<p class="3">Open Assessment of Learning (OAoL) is an emerging educational concept derived from the incorporation of Information and Communication Technologies (ICT) to education and is related with the Open Education Movement. In order to improve understanding of OAoL a literature review was conducted as a meta-synthesis of 100 studies on ICT-based assessment published from 1995 to 2015, selected from well-established peer-reviewed databases. The purpose of this study focused on identifying the common topics between ICT-based assessment and OAoL which is considered as an Open Educational Practice.</p><p class="3">The review showed that extensive use of the Internet makes it easy to achieve some special features of OAoL as collaboration or sharing, which are considered negative or inconvenient in traditional assessment but at the same time become elements that promote innovation on that topic. It was also found that there is still a great resistance to accept change (as OAoL does) when structural elements of traditional assessment are questioned or challenged.</p>

Information and communication technologies (ICT), particularly e-Commerce, are considered very important to the growth and competitiveness of businesses globally. SMEs too need to embrace innovative e-commerce strategies if they are to stay competitive, profitable and successful in local and global markets. Increased use of the Internet offers potential benefits to SMEs, such as cost reduction, improved operational efficiencies, access to new customers and enhanced business growth. However, SMEs, particularly in Uganda, have generally been slow in adopting e-commerce. Empirical research into the challenges SMEs in Uganda face in adopting electronic commerce is also limited. This study sought to explore the factors affecting e-commerce adoption among SMEs; and to establish the influence of e-commerce adoption on SMEs&rsquo; growth in Uganda. A structured, self-administered questionnaire was used to collect data from 172 owners/managers of SMEs in the Kampala District in Uganda. The empirical results of this study indicate that e-commerce adoption significantly influence the growth of SMEs.

This qualitative study was carried out in two public schools located in the city of São Paulo, SP, Brazil, and involved two primary school science teachers (one from each school). Its objective was to discuss the relevance of continuing education of Science teachers with the emphasis on the use of ICT (Information and Communication Technologies) in their teaching practice, the challenges faced by the insertion of these technological resources in the school environment, and improvements in school facilities. These aspects guide the need for training that prepares the teacher to deal with this type of situation. Data collection was done through the application of two interviews, at different moments of the research. These results were presented at an international event, Enseñanza de las Ciencias 2017, and we were able to observe the difference of realities between the science education in developed countries and noted the relevance of discussing this topic in the context of science teaching in Brazil.   Keywords: Teaching practice; Challenges in Science Education; Information and Communication Technologies.

This author argues for a stronger end-user and citizen-centric approach to the development and evaluation of e-government services provided via the Internet. Over the past decade government agencies at all levels have created web sites that provide primarily information and only offer few two-way transactions. The predicted and hoped for resulting transformation of government at all levels due to the advent of Internet services seems yet to occur. The overall development of e-government services has been slow and uneven. To add value to existing and future government web sites, public administrators need to come to grips with a framework presented here and to understand the nature of and relationships among three variables: End-user, task, and channel characteristics and then consider their respective role and impact on channel selection. This framework along with an end-user perspective enables public administrators to assess not only the value of current information and service channels, but newer information and communication technologies such as those found in Web 2.0 or social media developments. Recommendations are offered.

Development and extensive use of information and communication technologies has led to important implications for public sectors throughout the world. As a result, in governmental services, citizens have been enjoying better quality services, in an efficient and effective manner. e-government, however, is more related to “government” rather than the “e” as the technical and technological one. The challenge is to use technologies to improve the capacities of government institutions, while improving the quality of life of citizens by redefining the relationship between citizens and their government. Accordingly, this chapter focuses on e-government applications highlighted to reach a more citizen centric e-government in Turkey. Especially, two concepts of e-government, content management system and measuring citizens’ satisfaction from e-services are underlined. Therefore, after giving a theoretical background first on e-government, content management and then measuring e-services satisfaction, new developments towards these concepts are accounted.
