Hungary’s new national sustainable development strategy is expected to be drawn up by 2012 and social debate for discussion has already been under way. This document provides the basis of all other strategies, programs and plans. I prepared a survey by the method of structured in-depth interviews to explore the opinion of experts engaged in environmental issues and strategy development about sustainable development, the situation of the Hungarian strategy adopted in 2007 and applied indicators. The picture is highly diverse: there is a lack of unified viewpoint even about the concept of sustainability. However, the definition of a common, jointly adopted concept is the first stage in strategy development. Precisely formulated objectives and their related indicators are required for a strategy to fulfill its role – this is the theoretical part of strategic thinking.

The whole world, including Russia, is on the verge of a third, after the agrarian and industrial, the digital technological revolution, no less, and perhaps more fundamental, than the two previous ones. A sustainable development strategy cannot be created on the basis of traditional universal human notions and values, stereotypes of thinking. It requires the development of new scientific and ideological approaches that correspond not only to modern realities, but also to the expected development prospects in the 3rd millennium. The transition to sustainable development involves the gradual restoration of natural ecosystems to a level that ensures the sustainability of the environment, and in which there is a real possibility for future generations of people to live up to their vital needs and interests. The formulation of a new development strategy means a structural changes during gradual integration into a single self-organizing system of economic, environmental and social spheres of activity. In this sense, sustainable development implies, at a minimum, structural efficiency and compatibility of the biosphere and the new digital world, social justice with a general decrease in anthropogenic pressure on the biosphere. However, the transition to sustainable development is the only alternative to the development of mankind, since the economics of technologically advanced countries are already forming the foundations of new structural changes that radically change the place of nature-intensive industries in meeting human needs.

One of the necessary conditions for sustainable development is the public finance stability. The policy of financial consolidation, which has been actively pursued since the 1980s, is designed to balance the budget and the debt burden so as not to expose future generations to the risk of lowering living standards. However, such a policy often becomes an obstacle to economic growth. In accordance with the concept of progressive financial consolidation, a fiscal capacity should be created, which is used to reduce the tax burden and increase budget expenditures that stimulate economic growth. Analysis of the tax burden showed that the policy of financial consolidation conducted in Russia in 2015–2018 did not stimulate the development of the sector oriented to the domestic market. Thus, fiscal policy did not meet the objectives of sustainable development.

Abstract This study extends the literature by investigating the relationship between sustainable development and corruption in a panel of thirty-three provinces in Indonesia during 2004-2012. In measuring sustainable development, this study employs composite indices consist of 20 indicators covering economic, social, environmental, and institutional aspects in Indonesia's regional economies. The findings show a significant negative relationship between sustainable development and corruption. This study suggests that anti-corruption initiatives by the government should focus on improving governance and maximizing the social value of natural resource exploitation. Besides, the government should address the issues of productivity and sustainable population growth to ensure economic development sustainability.JEL codes: C33, C43, D73, Q01

Sustainable development (as defined by The Brundtland Report, 1987) points to development that meets the needs of the present without compromising the ability of future generations to meet their own. However, sustainable development denotes different perspectives to different audience; and for development to be truly sustainable, growth must be inclusive and demands equal attention to the tri-nexus of economy, society and the environment. Unfortunately, this is far from reality. In an effort to continue growing, economies pedestalize economic progress where attention is skewed towards economic performance with an intentional disregard of the environment and to the degradation of the environment. For the purpose of this paper, sustainable development focuses on debates between the twin-nexus of economy and the environment. This paper highlights sustainable development challenges for Singapore (an island nation). While most studies centered on Singapore‟s miraculous growth, few have examined the island‟s use of its environmental capital for economic growth. Island economies face similar development challenges like most global economies; the difference lies in their natural endowments (or the lack of). This underlines the need for policies to advance ecosystem preservation in land-scarce Singapore. With the use of a simple environmental valuation framework, it is demonstrated that the island nation has not fared too badly in protecting its environmental capital. Keywords: Ecosystem, Environmental Capital, Island Nation, Singapore, Sustainable Development

A large number of different strategies at the central, regional and local level have been done in the last decade in Serbia. Studies on their quality show that quite a number of strategic documents meet the standards in their form, but in terms of the content, they do not have a clear strategy and strategic projects, they overlap and are poorly intercoordinated. The paper identifies and discusses the stages and steps in the strategic planning process, that are crucial for formulating long-term sustainable development solutions for a specific territory and the improvement of its citizens' lives. Its main thesis is that the local strategies lack strategic thinking, i. e. that the solutions are not based on its products. Attitudes about the causes of the lack of the strategic in the strategies are illustrated with a specific example: the planning process and the content of the Development strategy of the City of Pančevo.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.
