Research background: In recent years, we can observe a global transformation of transport systems in general, and first of all, railway transport. This transformation is predetermined by large-scale social, technological and economic progress in the transport services market, formed by a new consumption model. Purpose of the article: The purpose of this research is determination of the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of infrastructure development projects of JSC “Russian Railways”. Methods: The research methodology is based on the analysis of international approaches and evaluation criteria for ESG factors using analytical procedures for identifying cause-and-effect relationships of the Russian railway transport development strategy within the framework of ESG. Findings & Value added: The assessment of the strategic priorities of JSC “Russian Railways” in the strategy of sustainable development is given with the justification of trends and development criteria. The format of compliance of the Russian railway transport development strategy with the goals of sustainable growth with a comparison of national projects, state programs and strategic goals for the development of the transport complex of the Russian Federation is established. The analysis confirms the possibility of using the main results of the study when making decisions within the framework of the globalization of sustainable development of infrastructure sectors of the economy and, in particular, transport to attract “green” investments in projects for the development of main infrastructure with priority settings for energy efficiency, environmental friendliness and safety of the railway transport system.

Aim: to determine the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of infrastructure development projects of the JSC Russian Railways. We prove that the functioning of the Holding within the framework of the established principles of sustainable development Environmental, Social, and Corporate Governance (ESG) contributes to the improvement of its operational activities. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures for identifying cause-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The work was carried out with a focus on the current state of the railway industry in the Russian Federation in the context of sustainable development goals and is based on the analysis of reports from international organizations and data from the JSC Russian Railways, indicated in the Concept of financing sustainable development projects. Results: The evaluation of the strategic priorities of JSC Russian Railways in the strategy of sustainable development with the justification and criteria of development trends. The format of compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth was established with a comparison of national projects, government programs and strategic goals for the development of the transport complex of the Russian Federation. Conclusion: The analysis confirms the possibility of using the main results of the study when making decisions on sustainable development of infrastructure sectors of the economy and, in particular, transport to attract green investments in projects for the development of backbone infrastructure with priority settings for energy efficiency, environmental friendliness and safety of the railway transport system.

Background: Nowadays, the transport industry faces unconventional challenges such as the need to modify the transport service and reduce dependence on resource leverage. At the same time, it is necessary to take into account the decline in business activity associated with the pandemic crisis and, as a result, the drop in demand and prices for hydrocarbon fuel in the medium term until the end of the crisis. Also, the implementation of a forward-looking transport policy has a close relationship with the economic category of time, since the value of time, converted into speed, shifts the emphasis of value from the initial price of the purchased transport service to the total cost of owning it. The railway transport system of the Russian Federation, as one of the leaders of the world transport system, has every opportunity to actively participate in global restructuring in response to the global climate and environmental crises. Aim: Determination of the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of projects for the development of backbone infrastructure in Russia. We confirm that the activities of transport companies within the framework of the established sustainable development goals (hereinafter referred to as ESG Environmental, Social, and Corporate Governance) contributes to the improvement of their operational activity. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures to identify cause-and-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The information base of the study is based on an analysis of reports from international organizations and data from JSC Russian Railways in terms of funding, expected prospects and effects. Results: as a result of the study, the conditions for the transformation of the sustainable development of railway transport systems in the world and in the Russian Federation were determined against the background of changes in the geography and structure of commodity markets, favorable prospects were established from the direct participation of business in the implementation and implementation of the goals and objectives of sustainable development. Conclusion: on the basis of the study, an assessment was made of the benchmarks of JSC Russian Railways in the sustainable development strategy. In order to implement environmental infrastructure projects, the parameters of the compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth have been established.

Large-scale events, which are characterised by a dynamic complexity involving different national public administrations and institutional levels, require special attention in order to select adequate event management systems. Consequently, the analysis of a best practice event may be useful to identify the main variables, in terms of sustainable strategic planning, execution and control –required to achieve the greatest level of efficiency with regard to cost optimisation and quality of service delivery– along with exhorting the public sector to seek a structural renovation that makes better use of its available resources and fosters global sustainable growth. From this perspective, one such relevant experience has been the Italian case of the 2016 Extraordinary Jubilee of Mercy, coordinated by the Prefect of Rome. Indeed, the latter decided to adopt actions consistent with sustainability standards due to an inter-institutional network design and the engagement of institutions at different levels. Within a very short period, the Prefect of Rome achieved three main results: the coordination of the activities of the working groups, the integration of internal and external surveillance and communication systems, and collaboration with higher education institutions to acquire and disseminate knowledge. Accordingly, the aim of this paper is to describe and analyse this best practice event organised and managed by the Italian public administration with reference to the achievement of the UN’s Sustainable Development Goals (SDGs). To systemise and combine the outcomes of these processes, as well as to evaluate whether they were consistent with sustainable development, the systems thinking technique was used. This paper explores the concept of sustainable development and focuses on its traditional social, environmental and economic pillars within the context of planned events such as the 2016 Extraordinary Jubilee of Mercy.

The article deals with current trends in the global agro-food market, which determine the prospects for increasing domestic export expansion and significant competitive advantages in diversifying the product range in the direction of the creation of food products of final consumption, maximizing the resulting value added. The duality of the perspectives of augmentation of domestic export agricultural productivity at the expense of large agro companies and small forms of management is singled out. The emphasis is on the necessity of implementation of the concept of sustainable development in the domestic agricultural policy. In the projection of the requirements of this Concept, the need for a meaningful analysis of the advantages and disadvantages of large-scale land use, which in the theorized by the predicate "landlordization" is outlined. The author substantiates the theoretical and content content of this definition and expands the subject composition of land relations by the term "landlord". The historical genesis of these concepts and the global causal experience of the existence of the phenomenon of landlordization are analyzed. The legal composition of the landlords spectrum is identified with the domestic practice of forming large agroholding companies. The article describes the activities of domestic landlords and their export potential. The comparative structure of the production of key commodity positions of landlords and households is systematized, where it is determined that the latter provide the production of key food products, which provides a weight for ensuring food security. The dynamics of landlordization in Ukraine, and their subject structure and structure, are analyzed. The insufficient implementation of agrarian potential in relation to the leaders of the world agro-food market, represented by the highest agricultural land plots and the lowest level of GDP per capita and negative trade balance, was established.

The development of the considerable transport and logistics potential of the Kaliningrad region is hampered by several factors. This problem, to which we will refer to as a transport deadlock effect, translates into the limited contribution of transport to the regional economy. Particularly, it manifests itself at the level of regional gross value added, where the contribu­tion of transport is much smaller than one might expect given the significant role the industry plays in the economy of the region. In this study, we examine major ways of increasing the economic efficiency of the regional transport system from the value added perspective. We posit that the structure of cargo handled and the redistribution of value added in favour of regional actors have the dominant influence on economic efficiency. Using our own simula­tion model and the earlier developed system of transport tariffs and value added calculation for the Kaliningrad region, we produce scenarios and consider changes in value added in the case of selected cargoes carrying intermediate, investment, and consumer goods (as defined in the International Classification for Broad Economic Categories ICT BEC-4). Our calcula­tions show that higher value added and greater economic efficiency of a regional transport system are associated with re-orientation towards investment and consumer goods. The most visible effect is associated with rail and road transport. As to sea transport, the decisive role is played by an increase in the physical volume of cargo handled. The results of this study and its modelling tools can be applied in the analysis of the current situation and in the assess­ment of the efficiency of transport systems in other regions. Another possible application is the identification of growth conditions for an industry, particularly, when developing projects and proposals for increasing the efficiency of transport services.

This article introduces the current situation of Guangdong energy supply and electricity consumption, analyses the electricity structure and existing problems and points out that in order to meet the social demand for electricity and sustainable development of Guangdong province, it must expand the scale of West-East electricity transmission, build large-scale super-critical generation units, accelerate building nuclear power station, build LNG generation units in the load centers, promote the growth of wind- electricity, develop flue gas desurlphurization and denitrification technology, etc.

Planning the range of transport services in the selected geographical area is particularly relevant in the context of developing integrated transport systems. The aim is to build a sustainable public passenger transport system as an alternative to individual transport. Realizing quality and efficient transport services is a comprehensive process, though there are currently no applicable principles of its proposal and creation in terms of creating the appropriate range of railway infrastructure. The paper presents the general research results focused on solving the problems of transport services in the regional passenger railway transport. The gravity model allows the study of the dependence between the population in the adjacent area, the availability of stops and the length of the transport line. A part of the research is to adjust the inputs of this model to more accurately determine the range of railway infrastructure. Based on the research of the palette of railway lines, the necessary capacity of infrastructure in terms of ensuring the required number of trains in peak hours is adjusted. The output is a proposal of the session to the calculation of transport potential and subsequently its practical application. Finally, based on its resulting values, it is possible to adjust the transport concept to set up a more efficient and higher quality timetable.

Infrastructure is a fundamental sector for sustainable development and Earth observation has great potentials for sustainable infrastructure development (SID). However, implementations of the timely, large–scale and multi–source Earth observation are still limited in satisfying the huge global requirements of SID. This study presents a systematical literature review to identify trends of Earth observation for sustainable infrastructure (EOSI), investigate the relationship between EOSI and Sustainable Development Goals (SDGs), and explore challenges and future directions of EOSI. Results reveal the close associations of infrastructure, urban development, ecosystems, climate, Earth observation and GIS in EOSI, and indicate their relationships. In addition, from the perspective of EOSI–SDGs relationship, the huge potentials of EOSI are demonstrated from the 70% of the infrastructure influenced targets that can be directly or indirectly derived from Earth observation data, but have not been included in current SDG indicators. Finally, typical EOSI cases are presented to indicate challenges and future research directions. This review emphasizes the contributions and potentials of Earth observation to SID and EOSI is a powerful pathway to deliver on SDGs.

At present, the issue ecological balance restoring and rational resource con-sumption is especially acute, which determines large-scale transformations at the world level, as well as the need to modernize the tools for socio-economic develop-ment systems of countries (macro-level), individual territories and regions (meso-level), a set of interacting economic systems and economic units (microlevels). The article examines the problems of responsible resource consumption in regional socioeconomic systems, which led to change of effective growth paradigm to: 1) the sustainable development paradigm, society’s informatization; 2) selective regional policy of interregional differentiation. Obviously, at the macro-level, there is an intensive search for effective management of regional resource consumption; development of mechanisms and tools for environmental responsibility management. That is why a decrease in the level of negative impacts, as well as the consequences of low socio-economic development, determines the genesis of responsible resource consumption tools in regions’ strategizing as a key development task. However, the study of the ontology “responsible resource consumption tools” goes through the concept of sustainable development and is transformed into an integral, logically linked system of views, united by a common idea and aimed at achieving the goal of work.

In recent years, the Caspian states have been paying increasingly more attention to port infrastructure development. The construction of new facilities and the reconstruction of existing ports received a new impetus. The Caspian states increase their investments in this sphere every year. They have developed national programs that aim to increase the volume of cargo passing through the Caspian states’ seaports. The development of port infrastructure, augmented by new railways, was deliberated by the Caspian states in the context of solving geopolitical problems. The advancement of the negotiation process on the Convention on the Legal Status of the Caspian Sea brought the solution of economic issues to the fore, along with the development of transport and related infrastructure. The signing of this document in August 2018 only raised the interest of the regional states in trade and economic cooperation. Accordingly, one of the key tasks that the Caspian states were facing was port infrastructure development. The construction of new ports was believed to foster achievement of long-term goals. In addition to economic development, first and foremost, of coastal territories, regional countries sought to reinforce their positions in global trade flows. Besides, the facilities constructed by the Caspian countries in recent years have been integrated in large-scale infrastructure projects, which are being actively promoted by non-regional states. China, the EU and Turkey have a stake in their implementation, and the Caspian infrastructure served as a part of regional transportation projects. The adoption of documents related to the development of transport in the Caspian region by the Caspian states reflected the importance of infrastructure. They formulated long-term tasks and outlined the spheres of cooperation with their regional neighbors. The expansion of regional cooperation by the Caspian countries is accompanied by the intensified struggle for the flow of goods. The Caspian states are growing increasingly competitive in the transportation sphere. The struggle for container traffic volumes and hydrocarbon resources is pushing the Caspian states to apply various financial and administrative mechanisms in order to attract cargo.
