This paper through the analysis on status and barriers of carbon trade in China and factors for price, made a study on the game of carbon trade risks under non-market function. This paper used the reverse signal transduction model, analyzes the path selection of emissions measures under the government mandatory policy. And it established the two stages carbon trading competition model, which reveals the best effort level and the optimal referral reward (incentive problems) under the voluntary emissions of carbon trading. And then it established the characteristic carbon trade mode of China providing reference to the economic development of China’s future carbon emission trade market.

The act of speculators distorting the market is quite unsettling. However, the Sharia texts show that this problem can be resolved using moral or akhlāqī. Then the question is whether the present government can overcome it by using qadā'īe imposing sanctions for distortion. Since the nature of Sharia is the universal and eternal, this issue must be answered comprehensively and holistically. For that reason, the maqāsid approach is operated with istislāhiyyah method. This method is also referred to as al-ijtihād al-maqās}idī which is done in two stages, namely takhrīj al-manāt and tahqīq al-manāt. It is believed that this method is quite relevant to answer two research questions. Firstly, how is maqās}id al-syar'ah in terms of market distortion? Secondly, does the government in syar'i be authorized to impose sanctions on the perpetrators of market distortion? The theory used to highlight this issue is the theory of al-wāzi' put forward by Ibn ‘Āsyūr. This conclu that the Sharia wants the circulation of goods in the market run smoothly. To that end, the government may impose sanctions if the distortion is done to the basic goods that can affect massively harm.

The purpose of this course is to introduce a new framework linking the humanities to public policy analysis as pursued in the government and the academy. Current efforts to link the particular contributions from the humanities to problems of public policy choice are often narrow either in terms of their perspective on the humanities or in terms of their selection of the possible means of influencing policy choice. Sometimes a single text from one of the humanities disciplines is selected to apply to a particular issue. At other times, arguments about the ethical dimensions of a single policy issue often are pursued with a single — or sometimes, no — point of access to the policy process in mind.

Government fiscal positions in all the advanced economies suffered severe deteriorations during the financial crisis. Figure 1 illustrates the cumulative deterioration of the government budget ratio as a per cent of GDP between 2007 and 2009 in a selection of OECD economies. The sharpest declines materialised in Ireland, Spain and Finland, while public finances in Austria, Germany and Italy have held up better. Budget deficits have worsened in part because of the cyclical downturn, in part because of the policy response to the crisis, including both fiscal stimulus packages and certain fiscal costs related to government support of financial institutions, and in part because of a change in the relationship between revenue and production, which may prove longer-term.

The purpose of the article is to review the activities of the civil governor M.M. Oreus in the service in the Vyborg (Finland) province in 1799–1804. The guarantee of an effective mechanism of admin-istration creation as for over than 200-year period of the Russian Empire existence, as for modern conditions, it was and still is the effectiveness of the government policy on the ground. Based on this key task, the most important condition for its implementation at different stages of the development of the country was the effective selection of personnel for the post of a governor. It was the governor responsible for everything happened in his province, and the government expected him to under-stand the tasks assigned to him and take definite steps to solve them. The urgent management problem in these conditions was the strength of administrative resources capable of retaining their effective power in cases of emerging extraordinary situations, including which, will be discussed in this article. Emergency situations in the border areas occurred regularly and required the ob-servance of certain administrative traditions that influenced the success of the governor's initiatives in state tasks implementation. It will be all the more important to consider the history of the life and activities of one of the governors of the Finland (Vyborg) province, Maxim Maksimovich Oreus, who was at the head of this territory from December 14, 1799 to April 9, 1804.

Abstract: Plantation is one of the backbone of the government of Riau Indragiri Hilir (Inhil) Regency. One of them is coconut, with this huge coconut potential, Indragiri Hilir makes plantations in superior products. With the potential of coconuts that really need knowledge and information on the quality of coconuts to be sold, the purpose of this study is to develop coconut quality selection applications using the Weighted Method Product (WP), which can solve problems for users is prospective coconut sellers to get information. Therefore to find out the price and quality of coconuts using the weighted product method is a method that is supported by using multiplication for attribute value attributes, where the value must be raised first using the required attributes. Using the Weighted Product (WP) method according to the replacement request , then implemented into a system that determines rather than at each price determination and weight The source of system knowledge is obtained by collecting data and information. With this application, it helps the community to determine the quality of coconuts for coconut buyers and farmers. Keywords: selection of coconut quality, Weighted Products (WP) Abstrak: Perkebunan merupakan salah satu tulang punggung perekonomian Kabupaten Indragiri Hilir (Inhil) Riau. Salah satu nya adalah kelapa, dengan potensi kelapa yang begitu besar ini, Indragiri Hilir menjadikan perkebunan kelapa dalam sebagai produk unggulan, Dengan potensi kelapa yang begitu besar terkadang kurangnya pengetahuan dan informasi akan kualitas kelapa yang akan dijual, tujuan penelitian ini untuk membangun sebuah aplikasi pemilihan kualitas kelapa menggunakan Metode Weighted Product (WP), yang dapat menyelesaikan permasalahan bagi pengguna yaitu calon penjual kelapa untuk mendapatkan informasi. Maka dari itu untuk mengetahui harga dan kualitas kelapa dengan menggunakan metode weighted product merupakan  metode penyelesaian dengan menggunakan perkalian untuk menghubungkan nilai atribut, dimana nilai harus dipangkatkan terlebih dahulu dengan bobot atribut yang bersangkutan.Dengan menggunakan metode Weighted Product (WP) pada pendukung keputusan, kemudian diimplementasikan kedalam sebuah sistem yang menentukan tingkat kepentingan pada setiap kriteria yaitu harga dan bobot Sumber pengetahuan sistem di peroleh dengan mengumpulkan data-data dan informasi.Dengan adanya aplikasi ini mampu membantu masyarakat untuk menentukan kualitas kelapa kepada para pembeli kelapa dan petani. Kata kunci : pemilihan kualitas kelapa,Weighted Product (WP)

The Government through the National Railway Master Plan has launched the development of the Airport Railway Network and Services to facilitate passenger mobility, one of which is the construction of the Adi Soemarmo Airport train. In April 2017 a groundbreaking project for the development of the Adi Soemarmo Airport, Boyolali District by the President of the Republic of Indonesia was scheduled to be operational in 2019. This study uses a discrete choice model to express the opportunities of each passenger to use the airport train. The research instruments were prepared using predictor variables developed from service dimensions according to Gaspers. The sample used was 200 respondents with random sampling techniques. The data collected is processed using a binary logical regression model because the response variable is in the form of a dichotomy. The results showed the accuracy of the train schedule and affordability of train fares affect the willingness to use airport trains.

Dendang Melayu Beach is a public beach that is being developed by the Batam City Government. Although various efforts have been made by the government to increase the number of visitors to this beach, it turns out that the number of visitors has not necessarily increased consistently but fluctuated up and down. Therefore, this research was carried out to further explore the behavior of visitors in the hope that it could become a material evaluation of the government in developing this tourist attraction. This study aims to examine the effect of consumer behavior on the selection of Dendang Melayu Beach tourist attractions. The respondents of this study were 100 tourists who visited the Batam Dendang Beach. The data analysis method used is inductive statistics using multiple linear regression. The results of this study are the four variables of consumer behavior namely cultural, social, personal and psychological factors partially positive and significant effect on the choice of tourist attractions.

The purpose of this research is to see how much open unemployment rate according to the highest education completed in the country of Indonesia for subsequent years through predictions used on the basis of existing data, which later as input for the government so that the government can make better policies to suppress the unemployment rate. This research uses artificial neural network application using a combination of Levenberg-Marquardt Algorithm with bipolar sigmoid function. Open unemployment data according to the highest education is sourced from the National Labor Force Survey of the Republic of Indonesia, 2013-2017 in each semester. The data processing consists of two stages where the first phase of pattern recognition and the second stage is predicted. Pattern recognition and prediction use different data from the same process that uses data training and data testing. Data Training year 2013-2015 with a target of 2016, while data testing year 2014-2016 with the target year 2017. Architectural model used there are five, among others 6-2-5-2, 6-5-6-2, 6- 5-8-2, 6-5-10-2 and 6-8-12-2. From the 5 models, it can be concluded that the best model is 6-5-10-2 with the epoch of 13 iterations, MSE in February 0.0109696004, MSE in August 0.0233797200. While the accuracy rate in February and August is the same, that is equal to 88%.
