The act of speculators distorting the market is quite unsettling. However, the Sharia texts show that this problem can be resolved using moral or akhlāqī. Then the question is whether the present government can overcome it by using qadā'īe imposing sanctions for distortion. Since the nature of Sharia is the universal and eternal, this issue must be answered comprehensively and holistically. For that reason, the maqāsid approach is operated with istislāhiyyah method. This method is also referred to as al-ijtihād al-maqās}idī which is done in two stages, namely takhrīj al-manāt and tahqīq al-manāt. It is believed that this method is quite relevant to answer two research questions. Firstly, how is maqās}id al-syar'ah in terms of market distortion? Secondly, does the government in syar'i be authorized to impose sanctions on the perpetrators of market distortion? The theory used to highlight this issue is the theory of al-wāzi' put forward by Ibn ‘Āsyūr. This conclu that the Sharia wants the circulation of goods in the market run smoothly. To that end, the government may impose sanctions if the distortion is done to the basic goods that can affect massively harm.

The circulation of narcotics is one of the problems that should get more attention in Indonesia, especially in the city of Medan. This study uses the juridical-normative method in explaining research questions. In reinforcing arguments and explanations, researchers used primary data through direct interviews with the North Sumatra National Narcotics Agency (BNN) and secondary through scientific writings, news and official government publications. This paper explains that the government must be able to enforce the law related to the crime of narcotics trafficking, this is due to the large impact that can arise from the destruction of Indonesia's young generation.

The purpose of this research is to see how much open unemployment rate according to the highest education completed in the country of Indonesia for subsequent years through predictions used on the basis of existing data, which later as input for the government so that the government can make better policies to suppress the unemployment rate. This research uses artificial neural network application using a combination of Levenberg-Marquardt Algorithm with bipolar sigmoid function. Open unemployment data according to the highest education is sourced from the National Labor Force Survey of the Republic of Indonesia, 2013-2017 in each semester. The data processing consists of two stages where the first phase of pattern recognition and the second stage is predicted. Pattern recognition and prediction use different data from the same process that uses data training and data testing. Data Training year 2013-2015 with a target of 2016, while data testing year 2014-2016 with the target year 2017. Architectural model used there are five, among others 6-2-5-2, 6-5-6-2, 6- 5-8-2, 6-5-10-2 and 6-8-12-2. From the 5 models, it can be concluded that the best model is 6-5-10-2 with the epoch of 13 iterations, MSE in February 0.0109696004, MSE in August 0.0233797200. While the accuracy rate in February and August is the same, that is equal to 88%.

The movement of people from one area to another can improve the structure of community settlements and socio-economic structures. This paper aims to determine the background of the settlement of the Bajo people from Masudu Island to the coast of Liano Village, the process of relocating the Bajo Community from Masudu Island to the coast of Liano Village, the settlement pattern of the Bajo Community, the socio-economic life of the Bajo community. Data collection consists of three types of study documents, interviews, and observations. The collected data is verified by two stages, namely: verification of internal data, and verification of external data. The next stage is the stage of interpretation which consists of analysis and synthesis. The results showed that the background of the movement of the Bajo people in Liano Village was a factor in the damage to houses due to strong winds and tides, the government policy of inadequate Bajo community income. The process of moving the Bajo community was carried out in stages, starting with the people who lived in the western part of Masudu Island in 1999, by crossing the sea and some people carrying home tools on Masudu Island. The pattern of settlement of Bajo people in the neighborhood Liano village is linearly following the highway with the distance between houses close together. The socio-economic life of the Bajo community in Liano Village is the creation of interactions with other communities on the land and the availability of infrastructure for the Bajo people so that they facilitate activities. ABSTRAK Perpindahan penduduk dari satu daerah ke daerah lainnya dapat memperbaiki struktur pemukiman masyarakat dan struktur sosial ekonomi. Tulisan ini bertujuan untuk mengetahui latarbelakang perpindahan pemukiman Masyarakat Bajo dari Pulau Masudu ke pesisir pantai Desa Liano, proses perpindahan pemukiman Masyarakat Bajo dari Pulau Masudu ke pesisir pantai Desa Liano, pola pemukiman Masyarakat Bajo, kehidupan sosial ekonomi masyarakat Bajo. Pengumpulan data terdiri dari tiga jenis yaitustudi dokumen, wawancara, dan observasi. Data yang telah dikumpulkan tersebut dilakukan verifikasi yang terdiri dari dua tahap yakni: verifikasi data internal, dan verifikasi data eksternal. Tahapan selanjutnya adalah tahap interpretasi yang terdiri dari analisis dan sintesis. Hasil penelitian menunjukan bahwa latar belakang perpindahan masyarakat Bajo di Desa Liano adalah faktor kerusakan rumah akibat angin kencang dan pasang air laut, kebijakan pemerintah penghasilan masyarakat bajo yang kurang mencukupi. Proses perpindahan masyarakat Bajo dilakukan secara bertahap yang diawali masyarakat yang tinggal di bagian Barat Pulau Masudu pada tahun 1999, dengan menyebrangi laut dan sebagian masyarakat membawa perkakas rumah yang ada di Pulau Masudu. Pola pemukiman masyarakat Bajo di Lingkungan Desa Liano berbentuk linear mengikuti jalan raya dengan jarak antara rumah saling berdekatan. Kehidupan sosial ekonomi masyarakat Bajo di Desa Liano adalah terciptanya interaksi dengan masyarakat lain yang ada di darat serta tersedianya prasarana bagi masyarakat Bajo sehingga mempermudah mereka dalam berbagai aktivitas.

This chapter assesses the national economy and transition strategies of Turkmenistan. Among all the former centrally planned economies, Turkmenistan has regularly ranked last by transition indicators measuring speed of reform or degree of economic liberalization. Indeed, apart from the cotton and gas exports, Turkmenistan remained the most closed and least reformed of the Central Asian countries during the 1990s and early 2000s. In the years after independence, Turkmenistan could sell its cotton on world markets, and like Uzbekistan benefited from buoyant world cotton prices until 1996. Exacerbated by falling output, cotton export revenues declined sharply; like Uzbekistan but with a delay, Turkmenistan imposed draconian forex controls in 1998. After the 2014–2016 collapse in energy prices, Turkmenistan was left in a vulnerable position, facing lower global energy prices, to which the government responded by reducing subsidies on basic goods and strengthening exchange controls.

This chapter addresses the under-reportage of the challenges confronting the male population of the IDPs by the mainstream media in Nigeria. It argues that the challenges facing the IDPs as a result of the Boko Haram terrorism, natural and man-made disasters, as well as the Hausa-Fulani mayhem, are peculiar to all the IDPs irrespective of demographic disparities. With the aid of 256 copies of questionnaires distributed among the male population of IDPs, recording 100 percent return rate and interviews conducted at Durumi Area One IDPs Camps in Abuja, FCT, the study answered the research questions posed here. Findings show that the plights of the male population of the IDPs ranging from hunger, starvation, water, electricity, accommodation shortages, and lack of sustainable occupation, portend serious human security threats for the country. It proposes policy-relevant actions for the government and other related agencies working with the IDPs; while concluding the role of media in trumpeting the challenges of the male population of the IDPs will mitigate their plights.

The article concerns primarily the effects of the membership of the European Union on national (Polish) law and, to a limited extent, on the political system of a state. The conclusions presented in the article are of universal value. Although the article deals with Polish affairs, the principles, tendencies and consequences identified are typical of the relationship state – the EU, both before and after accession, regardless of the state concerned. It should be, however, noted that the path to membership and the membership itself are different in each case. The practice of the Polish membership of the European Union, its systemic dimension and the changes in the national legal system (Europeanisation) do not differ significantly than in the case of other Member States. Europeanisation of Polish law, politics, economy, culture and society has been in progress since the 1990s. One can differentiate between two stages of Europeanisation: before and after Poland’s EU accession, each characterised by different conditions. Over time, this process, on the whole, has been undergoing numerous changes but it has never weakened in importance. Poland faces issues such as poor legitimation of integration processes, supremacy of the government over the parliament, passivity of parliamentary committees in controlling the government and EU institutions in the decision making process, as well as dilution of responsibility for decisions taken within the EU. The process of Europeanisation relies mostly on direct application of the standards of EU law in the national legal system, implementation of directives into national law and harmonisation or standardisation of national legal solutions so that they comply with the EU framework. It is also reception of a common, European (Union) axiology.

<p>Technology adoption plays a significant role in changing the way business communicates its financial information. One recently developed, technology-based language that can be used for financial reporting is eXtensible Business Reporting Language (XBRL). Fisher (2008) believes that XBRL is the future of business reporting and various XBRL stakeholders internationally have been promoting the use of XBRL for almost two decades. However, the widespread adoption of XBRL for business reporting has not happened in New Zealand.  Thus, the aim of this thesis is to investigate why business and professional organisations and the New Zealand Government have decided not to adopt XBRL for use in business reporting and the implications of that decision for XBRL stakeholders. The following research questions are addressed:  a) What factors influenced the organisations’ decisions not to adopt XBRL for use in business reporting? b) What are the implications of the government decision regarding XBRL use in business reporting for XBRL stakeholders?  To achieve the research aim and answer the research questions, this study developed a research framework that utilizes the Technological, Organisational, and Environmental (TOE) model of technology adoption developed by DePietro, Wiarda, and Fleischer (1990). A longitudinal multiple-case study approach that analyses interview and documentary data related to four key XBRL projects: LEAP+, Project First Step, e-GIF, and SBR, was employed.  The results suggest the non-adoption decision by New Zealand’s private and public sector organisations was influenced by a combination of factors from the technological, organisational, and environmental contexts. Twelve predicted and fourteen unpredicted factors have a different degree of influence on the non-adoption decision. The factors of no relative advantage, not being perceived as a problem solver, a lack of human capability, no real championship, ineffective promotion, and communication, over-enthusiasm among experts, a lack of stakeholder involvement and a knowledge gap are the critical influencing factors and are common to all four XBRL projects. One-off factors in particular projects also had a significant influence. These were the copyright issue in the LEAP+ project; a change of laws, rules and regulations in Project First Step; a change of programme sponsor in the e-GIF project; and a change of government and the global financial crisis in the SBR programme. For the earlier projects, under the auspices of professional organisations, the technological and organisational contexts were the most important. However, the organisational and environmental contexts were most significant during projects under the auspices of government organisations.  The non-adoption of XBRL had different short-term and long-term implications for the XBRL stakeholders. In the short-term, the government agencies are potentially unable to perform specific reporting-related data analysis and have limited their ability to share data and improve the efficiency of their processes. In long-term the government agencies have lost an opportunity to detect more errors in financial statements, to get data and information for policy-making purposes and to work in a connected manner. Accounting firms face a lack of XBRL skill development in the short and long-term and have missed the opportunity to free-up time for other purposes. Business organisations have lost the opportunity to improve access and connections with government agencies or other businesses, to reduce their compliance costs and potentially increase their long-term effectiveness.</p>

Purpose: The purpose of this study was to assess the utilization of building information modelling (BIM) software for project planning in construction industries in Ondo-State. Approach/Methodology/Design: Three research questions guided the study. A survey research design was adopted for the study. The population for the study comprised of 31 construction industries with 126 Contractors and Building consultants in construction industries in Ondo-State, Nigeria. A structured questionnaire consisting of 41 items developed by the ERASMUS + programme was used for data collection. Two experts from the Department of Industrial Technical Education (Building/Woodwork), University of Nigeria, Nsukka, and one expert from Bablor Construction Company, Akure South, Ondo-State validated the instrument. The reliability co-efficient of the instrument was 0.86. Data collected were analyzed using mean to answer the research questions, while t-test was used to answer the hypotheses. Findings: It was found that the extent to which building information modelling (BIM) software are utilized are still very low. The study therefore, recommend that education and training programmes on BIM software uses should be organized for construction industries, BIM should be made compulsory for all personnel involved in construction process and a standard contract document should be made available by the government/professional bodies for all building constructors to ensure the usability of BIM for construction project to enhance the construction design, process, analyze and resolve potential hazards and ensure that the building project is completed timely. Practical Implications: The study revealed the benefit of BIM software application for project planning Hence, the importance of BIM software cannot be overemphasized in achieving high building quality, innovative virtual design and project management in the modern world. Originality/value: This paper shows that Building information modelling software is an innovative way to practically design and manage project plan. BIM adoption is needed to enhance building performance and operation.

This paper deals with the alteration of sub-national representation of government. Nowadays in Hungary the aforementioned institutions are called county (capital) government offices. The overview gives rise to the following research questions: Who are these representatives and what is the role of territorial government offices? Why interesting the Hungarian administrative improvement? What the future holds? The study concludes that the Hungarian Government has a comprehensive plan on the development of public administration until 2020, and the government offices and their districts play a pivotal role in this plan.

The present study investigates pre-service teachers' experience about playing technology games and their opinions about using contemporary technology to play games as an instructional tool. The participants are 272 pre-service teachers from a university in Middle Anatolia. The present study used mixed methods. The data was collected through an online survey that was created by the authors. The survey contains demographic questions about the participants` gender, major, whether they play technology games or not, and questions about which technology games they play, their opinions about using technology (IWBs and tablets) to play games for instruction, and for which instructional purposes they plan using technology to play games. Following research questions were investigated for the current study: 1. Whether pre-service teachers play technology games or not? If yes, which technology games they play? 2. Whether pre-service teachers plan to use interactive white boards and tablets that were distributed by the government under FATIH project to play technology games for educational purposes? 3. Whether pre-teachers' opinions about using the IWBs and tablets to play instructional games associated with their gender and playing technology games? 4. For which instructional purposes pre-service teachers plan to use IWBs and tablets to play instructional games? For the second and third questions descriptive statistics and crosstabs were conducted. For the first and fourth questions content analysis was applied. Fifty-four percent (n=148) of the pre-service teachers agreed to use the IWBs and tablets to play technology games for educational purposes while 46% (n=124) did not. There is no statistically significant association between gender and plans using the IWBs and tablets to play instructional games. There was a statistically significant association between who Playing Technology Games and Plans Using IWBs and Tablets to Play Instructional Games. Pre-service teachers who play technology games reported higher scores than the ones who do not play technology games. The participants suggested that using IWBs and tablets to play games would make learning fun and easy. The study has implications for teacher education and K-12 education policy. The present study also adds to the knowledge of whether the Y-generation pre-service teachers find the recent technology games useful for education or not.
