The increase in Russia's foreign trade turnover with the countries of the Asia-Pacific region, the growth of freight traffic between Europe and Asia, the need to realize the country's transit potential in the context of the globalization of the transport services market, all this sets the railway industry the task of managing the growing volumes of traffic in the direction of the Far Eastern ports. The key role in solving this problem is assigned, along with the Baikal-Amur Mainline, to the Eastern Polygon, the development of which is among the priority investment projects of the state and of Russian Railways. However, as the studies have shown, the problems of managing the growing volumes of transportation lie not only in the field of technical equipment, but also in the sphere of management: in the organization and implementation of operational work in the conditions of polygon technologies. The authors come to the conclusion that it is necessary to transform the system of planning budget indicators that characterize the activities of the Eastern Polygon and all its functional divisions in the conditions of polygon technologies. The article also highlights the main factors that affect the increase in profitability from freight transportation. The object of the study was the Eastern Polygon. The methods of research were analysis and synthesis of performance indicators of the Eastern Polygon during the period of its existence.

The development strategy of “Russian Railways” OAO provides for increasing competitiveness and strengthening the company’s market position. Due to the increase in Russia’s foreign trade turnover with the countries of the Asia-Pacific region, the growth of transit freight traffic between Europe and Asia, and the need to implement the country’s transit potential in the context of the globalization of the transport service market the railway industry faces the task of handling the growing volumes of traffic in the direction of the Far Eastern ports. One of the essential goals until 2030 is to increase the country’s transit capacity. Its implementation is a priority in the field of international standing of our country. Along with the BaikalAmur Mainline, the Eastern polygon is pivotal in solving this problem. Its development will ensure the connection of transport flows from West to East, will make changes in the routes of world trade, thereby increasing the share of Russia in Eurasian transit. The degree of efficient railway transport operation depends on the creation of favorable conditions for modernization, transition to the innovative development path and sustainable growth of the national economy. This generally contributes to the conditioning of Russia’s leadership in the world economic system, as there is a new geopolitical landscape globally evolving at present, whose contours should be considered in the foreseeable future. In today’s conditions of railway management, it is impossible to head over to an innovative path without proper infrastructure development, affecting the performance of structural units and requiring investments.

The expansion of trade, economic and investment cooperation with the countries of the Asia-Pacific Region may become the basis for the economic development of Siberia and the Far East. Now one of the biggest economies of the Asia-Pacific Region is Japan. Russian-Japanese cooperation has a positive dynamics of development. In 2018 foreign trade turnover between Russia and Japan was $ 21.3 billion. However, despite the achievements there are serious imbalances in Russian-Japanese trade. The main ones are the low share of Russia in Japan's foreign trade (less than 2 %), as well as the predominance of mineral products in exports (77 %) and engineering products in imports (80 %). Growth of trade and economic cooperation with Japan will positively affect socio-economic development of Siberia and Far East by the creation of new competitive export industries aimed at increasing the depth of processing of raw materials, agricultural development and infrastructure modernization.

<p><span>The article is devoted to the issues of economic development of the Far Eastern territories of Russia. The Russian Far East occupies a rather advantageous economic and geographical position in Russia and the Asia-Pacific region since it borders with China, Japan and the United States. The purpose of the research is to determine the main directions for improving the economic development of the Far Eastern coastal territories, to compare the development of the coastal territories of the Far East, namely, the territory of Primorsky Krai with other countries, to provide a comparative analysis and draw certain conclusions. The area of the region makes up 36 % of the whole Russian territory while its population is only 4 % of the country’s population, which is due to severe weather conditions and weak economic development. The gross regional product to the Far East accounts for 5.7 % of the GRP of Russia. The paper features foreign experience in the development of coastal territories in the USA, China, Japan and Canada. It can be concluded that Russia significantly lags behind these countries in terms of GDP, exports, involvement in trade with the Asia-Pacific Region, and the sale of manufacturing </span><span>products. A comparative analysis showed that the industrial structure of Russian coastal areas is </span><span>similar only with those of Canada in raw material orientation of shipped goods, population of the port cities, whereas the indicators of the volume of Far Eastern cargo transportation in Russia lag behind all the countries examined. Apparently the main areas of development of the Far Eastern territories are: structural changes in the economy; attracting foreign investment in the creation of both mining, logging, and processing industries; development of transport infrastructure.</span></p>


Subject Russian Far East policy. Significance Moscow presented a new policy for the accelerated economic development of Russia's Far East at the East Economic Forum in Vladivostok on September 3-5. The event attracted 32 foreign delegations, the largest of which were from China, South Korea and Japan. More than 80 contracts were signed with domestic and foreign investors. Developing the region is in line with Moscow's geopolitical pivot towards the Asia-Pacific region, especially China, partly spurred by Western sanctions. Impacts Lack of qualified human resources in the region hinders development. Investment projects are likely to concentrate around natural resources, but they are expected to include processing. Failure by Russia and Japan to negotiate a solution to the Kuril Islands (Northern Territories) row will hinder ties and cause tensions.

The article discusses the poetics of the story Dere ‒ Water Wedding by Venedikt Mart in the context of prose published in the period from 1924 to 1930 devoted to the Far East topics. The writer is often remembered as one of the brightest representatives of futurism in the Far East, however, his prose is still poorly understood. V. Mart’s work is closely connected with the literary process of the Asia-Pacific region, this work reflects the problem of the loss of national and cultural identity of the Far Eastern population, in particular the identity of “gol’dy”. The story has an educational orientation and, at the same time, has a peculiar artistic world. The article discusses the methods of creating fabulous coloring at the substantive and narrative levels. The purpose of the study is to identify the features of poetics and plot through which the author shows the loss of self-identification and the loss of the ancient traditions of a small Far Eastern people under the influence of the realities of the “new life”. We consider the story Dere ‒ Water Wedding as the last prose work by V. Mart on the Far Eastern theme in the context of his other works in order to trace the artistic transformations and changes in texts devoted to this subject. The study revealed that by the beginning of the 1930s, the writer had abandoned futuristic techniques using irony to create a comic effect and returning to the origins of literature ‒ a fairy tale story. A comprehensive study of V. Mart’s work on one topic allows us to identify another feature of his work ‒ the use of “nomadic” phrases, which are almost literally repeated in texts published in another years. Keywords: V. Russia attaches great importance to the development of cooperation with the Asia-Pacific region, which is one of the centers of world economic development. These countries include Mongolia. Russian-Mongolian relations are based on a long-term history of good neighborly relations and traditionally have a multidimensional nature. The article discusses the main aspects of Russian-Mongolian foreign trade relations based on the analysis of the dynamics of foreign trade turnover in bilateral trade and commodity structure. Currently, there is a decline in foreign trade cooperation between the countries. The article also touches upon the monostructural nature of trade between the two countries, which is very vulnerable. The national interests of Russia and Mongolia in the Russia - Mongolia - China triangle are acquiring special relevance and importance in modern conditions. The intensification of trade, economic and investment relations between Russia and Mongolia is possible through the implementation of joint projects in the mining and processing industries, modernization of infrastructure and development of tourism.

The authors review the challenges and trends of the Russian coal exports and describe fields that are potentially attractive for exports in the new coal mining centers in the East of Russia. A conclusion is made that the only option available for the Russian coal industry in the eastern parts of the country is the export-oriented sustainable development in conditions when the global coal trade is shifting towards the Asia-Pacific region. Scientific and methodological support for the implementation of investment projects of Russian coal companies has been developed for the new economic conditions. The economic and mathematical model is proposed to assess the options of perspective development of production subsystem of an export-oriented coal company, which helps to define the parameters of a rational option to develop the coal sector including the volumes of annual expenses of investors to obtain the highest revenue from coal export.

This article describes the principles of development of the informational educational environment of the Far Eastern Federal University and its structure. Along with a description of the experience in building of e-learning content based on LMS this article presents historical facts of forming the informational environment in the university. It was shown that a necessary condition for the formation of the international educational space in the Asia-Pacific region is not only determined by the presence of the university experience in the field of information technology and appropriate innovation level, but also by the presence of a well-developed sector of engineering and science education.
