Elections are a way of changing leadership carried out by democratic countries. In Indonesia there are election management institutions including the KPU, Bawaslu and DKPP. Each of these institutions has their own duties and functions and makes it possible to cooperate with each other. Not long ago, Indonesia held a Simultaneous Election held in 2019 which has more complexity than the previous election. With the complexity of the problem, demanding that the election organizers act more effectively so that the election administration runs well. This paper describes the strategic steps in carrying out the functions of the institution through relations between institutions and stakeholders. The conclusion of this paper shows that the Indonesian Election Supervisory Body as one of the organizing institutions in carrying out its supervisory functions conduct relationships between institutions which are categorized into four subjects, namely: (1) Government Institutions, (2) Non Government Organizations (NGOs), (3) Universities, and (4) Media.

Tujuan penelitian ini untuk menjelaskan pertimbagan hukum  putusan Hakim Mahkamah Konstitusi No. 100-PUU-8-2015 Tentang Pemilihan Calon Tunggal Pilkada Serentak di Indonesia dan implikasinya dalam pelaksanaan. Penelitian ini termasuk penelitian hukum normatif, pendekatan dalam  penelitian adalah perundang-undangan dan pendekatan kepustakaan, jenis dan sumber datanya ialah data perimer dan data sekunder, tehnik pengumpulan data dengan menggunakan studi pustaka dan tehnik analisis data adalah dari hal yang bersifat induktif kededuktif yaitu data umum tentang konsepsi hukum baik berupa asas-asas hukum, postulat serta ajaran-ajaran (doktrin). Putusan Mahkamah Konstitusi calon tunggal dalam pilkada adanya kekosongan hukum mana kala syarat paling kurang dua pasangan calon tersebut tidak terpenuhi. Mahkamah Konstitusi menilai adanya kekosongan hukum tersebut telah mengancam tidak terlaksananya hak-hak rakyat untuk dipilih dan memilih karena dua alasan. Pertama, penundaan kepemilihan serentak berikutnya sesungguhnya telah menghilangkan hak Rakya untuk dipilih dan memilih pada pemilihan serentak berikutnya. Kedua apabila penundaan demikian dapat dibenarkan, tetap tidak ada jaminan bahwa pada pemilihan serentak berikutnya itu, hak Rakyat untuk dipilih dan memilih akan dipenuhi. Dengan demikian menurut Mahkamah Konstitusi Pilkada yang ditunda sampai pemilihan berikutnya hanya kerena tidak terpenuhinya syarat paling sedikit dua pasangan calon bertentangan dengan UUD 1945. The purpose of this study is to explain the legal considerations of the decision of Constitutional Court Judge No. 100-PUU-8-2015 Regarding the Election of Single Candidates for Simultaneous Local Elections in Indonesia, the legal implications of the decision of the judges of the Constitutional Court No. 100 / PUU / 8/2015 on the election of a single candidate for simultaneous elections in Indonesia. This research includes normative legal research, the approach in research is legislation and library approach, the types and sources of data are perimer data and secondary data, data collection techniques using library studies and data analysis techniques are from things that are inductive, that is general data about the concept of law in the form of legal principles, postulates and teachings (doctrine). The decision of the Constitutional Court is the sole candidate in the election where there is a legal vacuum where when the requirements of at least two candidate pairs are not fulfilled. The Constitutional Court assesses that the legal vacuum has threatened the failure of the people's rights to be elected and elected for two reasons. First, the next simultaneous election delay has actually eliminated the Rakya's right to be elected and elected in the next simultaneous election. Second, if such delays are justified, there is still no guarantee that in the next simultaneous election, the people's right to be elected and elected will be fulfilled. Accordingly, according to the Constitutional Court Pilkada which was postponed until the next election only because it did not fulfill the requirements of at least two candidate pairs contrary to the 1945 Constitution.

 Abstract Elections are a tangible form of the concept of democracy which is believed to be one form of carrying out government through a "Party" Democracy which should be a party of people who rejoice and have high expectations of the simultaneous election implementation in 2019. Gakumdu as an integrated law enforcement center has an important role in handling election criminal acts. In Article 486 point (1) of Law No. 7 of 2017 explicitly explained the establishment of Gakkumdu intends to equalize the understanding and pattern of handling election criminal acts by the Bawaslu, the Indonesian National Police, and the Attorney General's Office of the Republic of Indonesia. The Gakkumdu members themselves come from the Indonesian National Police and prosecutors from the Indonesian Attorney General's Office.In this paper the central issue is the effectiveness of the integrated Law Enforcement Center (Gakkumdu) in handling every election crime that occurs in each stage of the 2019 General Elections, including seeing what are the problems faced by the Gakkumdu center and what efforts are being made to strengthen the Gakkumdu center.The holding of elections conducted in Indonesia, evidently the procedures and mechanism of elections also influence changes in behavior of both participants, implementers, organizing elections as well as several government and judicial institutions. As for the objects of the formulation of election criminal offenses as formulated in Law Number 7 of 2017 Concerning General Elections, which are classified in line with several qualifications of actions, such as: Criminal acts aimed at everyone, Criminal acts that can be carried out by KPU officers, KPU Province, Regency / City KPU, PPK, PPS and PPLN, made in crimes aimed at implementing the campaign, Criminal acts aimed at election participants proven to receive donations and / or assistance, Criminal acts aimed at state officials / government officials and judicial institutions , Criminal acts aimed at ballot printing companies.

The simultaneous scheme in the 2019 elections in Indonesia caused voter confusion, especially in the legislative elections. Citizens who are confused and disappointed when voting candidates characterize the declining quality of representation in electoral democracy. This study aims to determine the factors of confusion among citizens when they are in the voting booth. The case study research was conducted in Surabaya by interviewing 54 residents after the general election using recalling questions and in-depth interviews. The results show that the voter confusion factor is the effect of the complex design of the 2019 legislative election ballot paper, the lack of socialization about election procedures, and the difficulty of respondents understanding the simultaneous election models. The competency category shows that voter confusion is the respondents' low interest in political discussions and inadequate political knowledge. These two competence issues affect the quality of voters' political participation. Voter confusion in Surabaya generally motivates the phenomena of incorrect and misleading voting.AbstrakSkema serentak dalam pemilu 2019 di Indonesia menimbulkan fenomena kebingungan pemilih, khususnya pada pemilihan legislatif. Warga yang bingung dan kecewa pada saat memilih kandidat mencirikan menurunnya kualitas representasi dalam demokrasi elektoral. Penelitian ini bertujuan untuk mendapatkan faktor-faktor kebingungan warga saat berada di bilik suara. Penelitian studi kasus dilakukan di Surabaya dengan mewawancarai 54 warga pasca pemilihan umum dengan menggunakan teknik recalling question dan deep interview. Hasil penelitian menunjukkan bahwa faktor kebingungan pemilih merupakan efek dari desain kertas suara pemilihan legislatif 2019 yang kompleks, minimnya sosialisasi mengenai tata cara pemilu, dan sulitnya responden memahami pemilihan model serentak. Kategori kompetensi menunujukkan bahwa kebingungan terjadi karena rendahnya ketertarikan responden dalam diskusi politik dan rendahnya pengetahuan politik. Dua masalah komptensi ini berefek pada kualitas partisipasi politik pemilih. Kebingungan pemilih di Surabaya secara umum memotivasi fenomena incorrect voting dan misleading voting.

This study aims to examine the Constitutional Court's Decision which carries out General Elections simultaneously from the Syiyasah Syar'iyah perspective, especially on the principle of justice. This research is a doctrinal research and uses two approaches namely the statutory approach and the concept approach. Based on Syiyasah Syar'iyah's perspective, the decision of the Constitutional Court is fair for political parties participating in elections for people who are willing to become candidates/vice presidents, and for people who want to test their electability. This decision also aims to reduce the number of non-voter groups. The Constitutional Court's decision also contains the principle of unity and alliance, because it aims to stop the practical political interests that lead to the collapse of unity.

The 1995 simultaneous election of three legislative assemblies (Senate, lower Chamber and regional councils) offered the Belgian voters an opportunity to split their ballot between three different parties. An analysis of Flemish individual level survey data shows that 76.1% cast a straight ticket vote, white 20.9 % split their tickets between two and 3 % between three different parties. Ticketsplitting occurs most frequently amongst voters who mention the personality of individual politicians or the issues as a reason to support a party. In addition, the likehood of ticket-splitting increases amongst the higher educated and the non-partisans. No support was found for the hypothesis that ticket-splitters in a multi-party system tend to lean towards one party on some issues and towards the other party on others. Instead, ticket-splitters generally take a position in between two parties. No evidence was found of a differential issue impact across elections, in this sense that regional issues are more critical to regional elections and federal issues to federal elections.

This study explains about the emergence of political identity in Indonesia, especially in Islamic community. As a nation, Indonesia is heterogeneous in religion, ethnicity and regionalism, so the emergence of political identity cannot be avoided. Post independence, the issue of political identity, has emerged and developed. In the reformation era, the issue of political identity not only caused horizontal conflicts, but also entered political contestation in Regent, Governor and Presidential elections. In 2017 Jakarta Governor Election, the issue of political identity arose in an effort to suppress incumbents. Likewise, with the 2018 national regional head elections, political identity emerged in some regions where candidate used ethnicity and religion –based- political issues. Entering 2019 simultaneous Election, the symptoms of the emergence of political identity have also begun to appear. In several surveys, some people were worried that the emergence of political identity would color the campaign and contestation. The emergence of this phenomenon of political identity will disrupt the future of democracy in Indonesia. Moreover, the actors who use political identity are carried out by several elites and civil society, which, in fact, are the main actors for the consolidation of democracy in Indonesia.

This article aim to analyze the Implementation of local regulation: No.7/2016 on the simultaneous Election of Village chief in the Rantau Pulung District, East Kutai Regency, and any factors that the Implementation inhibited of simultaneous election of Village Head District. This type of research is qualitative descriptive. Based on the study results as for the Implementation of local regulation: No.7/2016 on  thesimultaneous election of village chief has been implemented in accordance with the local regulations but not effective yet. In which there are still obstacles in the implementation of simultaneous elections of village chief in Rantau Pulung district, because of communication rarely and information among the committee for election of village chief and budgeting disbursement retard of village chief election and coordination rarely among the committees in the election of village chief.Keyword : Election of Regional Chief, Regulation, Implementation

Participation of citizens in using voting rights as a key element to success of Election. However, voter participation in Medan regional elections since reforms until now, tends experience a low participation rate. Thus, political socialization education is important, in order to maintain quantity and quality in the 2020 Medan City Head Election. The objectives of this activity include: First, disseminating information about the stages, schedule and objectives of the election. Second, increase citizens' knowledge and awareness of rights and obligations in elections. Third, increase voter participation in elections. Method of socialization through lectures and discussions from speakers to activity participants by applying strict health protocols.. The results of socialization activities show the enthusiastic attitude of the Community of the Sovereign People's Movement of North Sumatra in participating in this activity. Socialization participants argue that this activity can increase their knowledge of the rights and obligations of citizens ahead of the Election. Evidently, socialization participants are committed to participate in inviting the people of Medan to participate and follow the entire process of the simultaneous election stage 2020.
