This article aim to analyze the Implementation of local regulation: No.7/2016 on the simultaneous Election of Village chief in the Rantau Pulung District, East Kutai Regency, and any factors that the Implementation inhibited of simultaneous election of Village Head District. This type of research is qualitative descriptive. Based on the study results as for the Implementation of local regulation: No.7/2016 on  thesimultaneous election of village chief has been implemented in accordance with the local regulations but not effective yet. In which there are still obstacles in the implementation of simultaneous elections of village chief in Rantau Pulung district, because of communication rarely and information among the committee for election of village chief and budgeting disbursement retard of village chief election and coordination rarely among the committees in the election of village chief.Keyword : Election of Regional Chief, Regulation, Implementation

Classroom Action Research was conducted in class VIII C SMP Negeri 3 Berbah Academic Year 2013/2014 by using Jigsaw cooperative learning approach. This study aims to implement cooperative learning Jigsaw to improve the activity and learning outcomes of students in the subject of Citizenship Education. The method used in this study is a qualitative descriptive analysis. The results of this study indicate that prior to the implementation of the action no activity learners are categorized very active, the active category 5 (22.73%), fairly active 6 (27.27%) and less active 11 (50.00%). After the first cycle are very active category 5 (27.27%), the active category 11 (50.00%), quite active 4 (18.18%) and less active 1 (4.55). And after the second cycle which is very active category 7 (31.82%), the active category 9 (40.91%), quite active 5 (22.73%) and less active 2 (09,09%)). When viewed in the development of mastery learning it before action 9 learners otherwise completed (40.91%), following which the first cycle were 17 (77.27%) students who otherwise completed and after the second cycle students who achieve mastery learning 19 learners (86.36%). During the implementation of the action has been an increase in both, the level of activity and learning outcomes of students. Student activity levels increased along with the lessons learned in the initial group of experts and grouped. With increasing activity of the learner cognitive structure and his memory be better study results also increased

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.

This study aims to determine the work culture of the sub-district government in providing administrative services to the community in the Covid-19 era. The research method is a direct qualitative descriptive method. Data collection techniques used are observation, documentation, and interviews. The study results show a fundamental service change in 2020, namely the pattern of routine and usual ways of working that are very different felt by the people who will provide services at the Teluk Ambon District Office. Changes in bureaucratic work procedures are caused by the public's complying with the health protocol and maintaining a sitting position, which is one meter while providing services at the Teluk Ambon sub-district office.

This research aims to increase ballroom sales at New Kuta Hotel, to find out marketing strategies that should be used by the sales & marketing departments to increase ballroom sales and to find out which strategies are most effective in marketing strategies by sales & marketing department. The analysis techniques used are qualitative descriptive analysis, quantitative descriptive analysis, Internal Factor Analysis Summary Matrix (IFAS), External Factor Analysis Summary Matrix (EFAS), Internal–External Matrix (IE), SWOT Analysis and Quantitative Strategic Planning Matrix (QSPM). Based on the results of IFAS matrix analysis, the main strength is the ballroom sales can help increase hotel revenue, while the main weakness is the incentives imposed by the sales & marketing departments are less appropriate. Based on the EFAS matrix analysis, it was discovered that the main opportunity was the ability of sales & marketing to bring in customers while the main threat faced was the budget considered by the customer. The IE Matrix study results put the company in the Growth Strategic (Cell II) position. SWOT analysis produced eight alternative strategies of marketing strategies from the eight strategies and obtained three marketing strategies that were prioritized and calculated through QSPM Matrix with a total TAS of 181.29.

The effect of negative conversation occurs intensively in children aged 3-4 years because it is a period of imitation. This period is one of the stages of socialization that a child gets within his family's scope. This study aims to comprehensively examine the negative conversations that affect language acquisition, especially phonological acquisition, mainly acquiring vowels that occur in SM and NS. The research method used is a qualitative descriptive method. The study results revealed that negative conversation significantly affected children's language acquisition and its characteristics. The concrete reality at this stage, especially when the family says anything, then gradually the child brain area will process it. The child will repeat it. This phenomenon occurs repeatedly, and then it is not imagined that he will speak these words spontaneously. A child tends to say it without understanding the meaning. Still, it will affect his character if the negative sentences internalized to his thought. Adopting this negative conversation tends to have unideal characteristics because a child does not imitate his negative words. Still, he tries to understand the meaning uttered by the person closest to him. In this case, the study results reveal that negative conversations significantly affect children's language acquisition and affect their characteristics. The conclusion is that language acquisition through an unfavourable exchange is obtained by internal (family) factors and external factors.

This study aims to highlight the causes behind the misuse of punctuation marks in order to help Libyan students reduce committing less mistakes in both skills writing and reading. In addition, this current study investigates the relationship between writing and reading in terms of punctuations, it is restricted only to punctuation marks, not all the cohesive devices. A writing test and a reading passage is formulated to test Libyan university students’ ability in using punctuation marks as well as an interview is conducted to collect more accurate data. In this research paper, the participants are chosen according to Solven's formula using the qualitative descriptive study, results of this study, could provide solutions that may help to overcome punctuation problems, which many EFL students of the English Department, Faculty of Arts Misurata University face. Finally, the findings refer to the fact that Libyan students do suffer from dealing with punctuation mechanics continuously. Moreover, these findings can be used by teachers to improve students’ ability to acknowledge the effective use of punctuations and reduce their problem of misusing punctuation marks in both skills writing and reading. On the light of the findings, it is clear that they committed a large number of remarkable errors progressively, yet in this study, having students become aware of their punctuation mistakes, would possibly enhance and help students to improve their capability to write and read committing less errors. Additionally, their educational motivation and interaction have been turned out extremely higher.

This study aims to improve the narrative writing skills of Class V students through the use of video media. This study is action research conducted at SDN Malaka Jaya 07 Pagi East Jakarta. The subjects of the study were Class V students, amounting to 31 students. The research was divided into two cycles (after the pre-cycle), each cycle having two and three meetings. The data analysis technique was performed by using a qualitative descriptive technique. The success of this study is seen from two criteria, namely from the observation sheet after applying video utilization and from the increasing results of narrative writing skills. The study results obtained from the use of video are to make students active in finding information and making writing and skilled at developing and utilizing their own knowledge. It is hoped that the improvement in the skills to write narration will be clearly seen in the initial cycle and increase in cycle 2 (Two). This can be seen from the initial percentage. Students who are not yet skilled or not enthusiastic/interested in writing narration by 49%, then the percentage of results in the first cycle (second meeting) is 40% and at the end of the second cycle, (third meeting) students who are not interested write only 11%. Overall at the end of the second cycle all aspects and criteria for narrative writing experienced a significant increase.

Abstract A rapid increase in population and unsustainable land use changes that are not following its capability are likely to lead to severe urban problems. An analysis of the carrying capacity and holding capacity of the environment is needed to determine whether lands can sustain the increasing population. The present research aims to identify the environmental conditions of the Kecamatan Barat based on the carrying capacity and holding capacity of land, water, and demography. Further, an overlay analysis is used to understand the overall carrying capacity level of the sub-district. Qualitative descriptive analysis is used to elaborate the study results. Two villages have deficits in the carrying capacity and capacity of land in West District in 2020, including Purwodadi and Tebon. Six villages are experiencing a water deficit in 2020, including Purwodadi, Karangsono, Bogorejo, Tebon, Manjung, and Mangge. All villages in Kecamatan Barat are still able to accommodate the projected population increase until 2042. The overlay of land, water, and demographic carrying capacity and water holding capacity shows 8, 4, and 2 villages with very high, high, and low overall carrying capacity values.

The purpose of this study was to describe the process of Implementation Local Regulation number 6 of 2009 on the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency, describe the role of actors and its inhibiting and supporting factors. This research used qualitative descriptive methods. The result study showed that Policy Implementation of Local Regulation number 6 of 2009 the Spatial Planning related to conversion of paddy fields in the Wonoayu District, Sidoarjo regency wasn’t run yet. Thus, it resulted a chance for certain stakeholders to more concerned of profitable personal and group interests than society interests. Some of the actors that are involved in this policy implementation among other investors, communities, and governments have each role and synergize with each other. However, in reality this policy implementation was not independent of the supporting factors such ideal and good human resources and legal sanctions for violators of the rules. In addition inhibiting factors included the lack of communication that exists between the government and the landowners as well as supervision only as formality.

Implementation of Local Regulation No. 2 of 2012 on parking services on the edge of public roads Semarang often found problems such as parking rates that are not in accordance with applicable regulations and parking attendants who use the parking ban area as a parking space The method used Qualitative Descriptive Analysis with purposive sampling as much 27 people showed the implementation of  local regulation No. 2 of 2012 on public roadside parking service has not run with the maximum and the implementation found problems. The five factors influencing the implementation of the guidance of communication, availability of resources, public support, disposition of implementers, and the socio-economic conditions of politics are still not running maximally and it disrupts the implementation of the policy. The suggestions of this research include imposing heavier sanctions on parking attendants, improving the performance of the parking attendants so that in carrying out their duties can be in line with the prevailing regulations, improving communication through discussion in a forum, then the role of the community in guarding the implementation of the policy to be improved.
