Elections are a way of changing leadership carried out by democratic countries. In Indonesia there are election management institutions including the KPU, Bawaslu and DKPP. Each of these institutions has their own duties and functions and makes it possible to cooperate with each other. Not long ago, Indonesia held a Simultaneous Election held in 2019 which has more complexity than the previous election. With the complexity of the problem, demanding that the election organizers act more effectively so that the election administration runs well. This paper describes the strategic steps in carrying out the functions of the institution through relations between institutions and stakeholders. The conclusion of this paper shows that the Indonesian Election Supervisory Body as one of the organizing institutions in carrying out its supervisory functions conduct relationships between institutions which are categorized into four subjects, namely: (1) Government Institutions, (2) Non Government Organizations (NGOs), (3) Universities, and (4) Media.

Numerous Cloud Identity Management (IdM) systems have been designed and implemented to meet the diverse functional and security requirements of various organizations. These requirements are subjective in nature; for instance, some government organizations require security more than efficiency while others prioritize performance and immediate response over security. However, most of the existing IdM systems are incapable of handling the user-centricity, security & technology requirements and are also domain specific. In this regard, this chapter elaborates the need to use Cloud Computing technology for enhancing the effectiveness and transparency of IdM functions and presents a comprehensive and well-structured Extensible IdM Framework for Cloud based e-government institutions. We present the design and implementation details of the proposed framework, followed by a case study which shows how government organizations of Pakistan would use the proposed framework to improve their IdM processes and achieve diverse IdM services.

This paper has focused on the impact of commitment to control regulations in the elimination of corruption, trickery and fraud in the course of the implementing of the public budget that is applicable to some of the government institutions. It has indicated the impact of limiting of corruption , trickery ,fraud and counterfeit on the financial statements and the case problem has been represented by the corruption in some of the government institutions and corporations and what it breeds of problems that pose a hindrance to the objectives of the public budget plan, as a general target. The importance of this paper has sprung from the increase of concern toward control regulations as a vital tool to help combating the current of trickery ,fraud and corruption as it aims to shed light on some of the obstacles those minimize the control process within the authority of the auditor general related to corruption, as well, the papers’ inquiries included :the types of corruption, and how it takes place in government organizations and corporations? What are the effects of corruption on the economic rates such as poverty and the slowdown of the common growth? What is the impact of financial corruption on the deepening of the deficit in the public budget and governmental common revenues? In addition, what is the impact of corruption on attraction of private investments?

The majority of e-government implementations and their subsequent use, particularly in developing countries, have resulted in high rates of failure. These failures of e-government implementation have been caused by a plethora of organizational, human, financial and infrastructure challenges that mostly result from organizational factors such as lack of resources, political commitment and poor collaboration. These commonly result when government organizations try to sustain their e-government facilities alone and have insufficient resources, competence, and legitimacy to do so. This study is an attempt to understand how organizational factors shape the sustainability of e-government implementation within a local government context. A case study of local e-government implementation is presented and then analyzed from perspective of organizational view. Our construct is based on organizational factors that are commonly found to influence information systems implementation. Our findings show that organizational factors such as organizational and employees' professionalism, commitment, coordination and cooperation, and responsibility sharing among local government institutions have influenced the sustainability of e-government implementation within the local government. Our findings also show that e-government is a complex project that requires coordination and cooperation among actors as well as the need to share responsibility among the actors to support the sustainability of the project.

As the institution in charge of election administration, Election Commission of Republic of Indonesia or Komisi Pemilihan Umum (KPU) has consistently conducted campaign to increase number of voters who will participate in election. As a matter of fact, result of previous elections showed how the level of participation has been decreased. Lack of political awareness, level of knowledge upon the importance of election as well as skepticism on government and representatives’ performance were believed to be the trigger. Hence, it is important for KPU to enhance effective marketing communication program, ranging from the stages of planning, implementation and evaluation to promote public awareness to participate in the election. Therefore, this study aims to find how the principles of social marketing are actually implemented in designing communication program to increase voter awareness upon the importance of 2014 election. This study used qualitative method. Data were gathered from interview with related parties and literature study. Research found that the principles of social marketing to build awareness of voters basically have already been integrated in the programs of KPU toward the entire group of voters. In addition, KPU is quite aware of the importance of synergy between the programs of their communications both above the line and below the line. On April 9th legislative election, level of participation were increasing, reached 75.11%, up from 71% in the previous 2009 election. However, the level of participation of the July 9th presidential election dropped to 70% compared to the previous election in 2009, 72%. The result of these two elections should be considered as another challenge to KPU in improving their marketing communication strategy in the future.

We analyse the management institutions of a community irrigation system in Mediterranean Spain, the Acequia Real (Royal Canal) of the Júcar river, where social inequality among irrigators was high. We look at the changes in the canal's institutions over time. There were two levels of government institutions. Only the elites could participate in the first one, that is, the government of the main canal. Although the local management bodies that governed the successive derivations of the main canal included more people, not every irrigator had the right to be part of them, but there were informal participation mechanisms that allowed everyone to voice.

There are many understanding of society, that cash waqf it should not be legal. So is the trust factor of people's money management institutions waqf (Nazhir) is still a constraint. Research conducted in Tabung Wakaf Indonesia (TWI) and Wakaf Al Azhar this analysis method, namely the principles of Good Corporate Governance (GCG). Here researchers using purposive sampling, followed by giving a score using the Likert Scale. To determine whether the data obtained in the field is valid or not, the researchers used a method tri angular source. The results of the assessment of GCG in TWI and Wakaf Al-Azhar obtain a total score of at Tabung Wakaf Indonesia amounting to 3.15. Then the bias is said that the implementation of GCG at TWI and Wakaf Al-Azhar declared "GOOD ENOUGH". While the results of the evaluation tri angular mention, that the data obtained from the results of research in the field both TWI and in Wakaf Al-Azhar, when compared with the corporate governance principles can be declared invalid according to the KNKG.

Russian policy makers argue that agriculture suffers from decapitalization due to financial constraints faced by producers. This view is the basis for the national agricultural policy, which emphasizes reimbursement of input costs and substitutes government and quasi-government organizations for missing market institutions. The article evaluates the availability of purchased farm inputs, the efficiency of their use, the main problems in the emergence of market institutions, and the impact of government policies. The analysis focuses on five groups of purchased inputs: farm machinery, fertilizers, fuel, seeds, and animal feed. The information sources include official statistics and data from two original surveys.
