A review of domestic waste management policy and law in Singapore

An effective waste management system is, and has always been, essential infrastructure, particularly given the potential for waste to adversely impact the surrounding environment. In recent decades, however, there has been growing awareness of the scale, breadth and immediacy of those adverse impacts, and of the unsustainability of the enormous (and increasing) amount of waste society generates. Governments around the world have mobilised and there has been a widespread shift towards policies promoting circular economies, waste minimisation and maximised resource efficiency. Singapore is a case in point; despite having a traditionally high waste output and a waste management system dependent on waste incineration as the primary means of disposal, Singapore has committed to a zero waste future. This article presents a review of domestic waste management policy and law in Singapore. Several gaps in the legal framework are identified and considered against the broader context, leading to the conclusion that there is a material environmental vulnerability in the legal framework that should be redressed in order to entrench environmental protections and to align the law with Singapore's policy ambitions. Notwithstanding this deficiency, it is hard not to be optimistic about the future of domestic waste management in Singapore, as the government has made an ambitious policy commitment and appears to be pursuing it with vigour.

Since independence, Botswana has promulgated environmental policies and legislation to protect the environment and reduce public health impacts. While the Botswana Waste Management Strategy and Waste Management Act were introduced in 1998, municipal solid waste management (MSWM) still remains a major challenge in Botswana. Thus, to understand the status of implementation of municipal solid waste management policy, the study employed a qualitative approach for data collection using a narrative review of literature, semi-structured interviews and focus group discussions. The study aimed at highlighting the policy gaps with respect to municipal solid waste management, point out the challenges and provide alternative solutions. The results suggest numerous inadequacies in the implementation of policy related to municipal solid waste management including lack of approaches to policy support, weak institutional influences and lack financial support. The application of a sustainable and integrated waste management system is also limited. This study offers important information that could be helpful to decision-makers and policymakers in the sector to improve the efficiency of the municipal solid waste management system.

Abstract Increasing the amount of waste generation is a problem in every city. This research aims to know the waste transportation and management system to analyze its compliance with the applicable national and local regulations in Indonesia. Demak Regency produced 208 kg/day of waste which this number represent 35.18% of waste generated in Demak Regency from domestic and non domestic sector. The waste is transported and not sorted at sources, as the same with many other cities in Indonesia. Therefore, a proper waste management system is needed for Demak Regency that includes five aspects, which include technical, institutional, financial, regulation, and community aspects. The Environmental Agency of Demak Regency is the institution in charge of waste management in Demak Regency. The analysis shows that improvements are needed to achieve appropriate waste management system in Demak Regency. Therefore, efforts should be made to improve waste management in the Regency, for example, by improving technical performance, human resources, and promoting community-based waste management in the studied area.

The Ciliwung River is one of the main rivers flowing in the DKI Jakarta area. Ciliwung has an area of 370.8 km2, with a length of 124.1 km. The Ciliwung River contributes greatly to the communities in three big cities, namely Bogor, Depok and Jakarta as a source of drinking water, a source of raw water and a source of water for irrigation. The condition of household wastewater is currently discharged directly or indirectly into river water bodies. gray water is immediately discharged into the water body without being treated. Blackwater is treated to inadequate septic tanks or discharged directly into water bodies. This condition certainly requires a fast and precise solution and handling. In terms of domestic wastewater management, both gray water and black water, at this time Cililitan village is not included in the area that is accessible to centralized wastewater piping or off-site systems and does not have land that can be used to make a communal system waste treatment so that most of the households still throw away directly into the river or using a septic tank without regular desludging. The purpose of this study is to identify the current waste management conditions in Cililitan Village and provide recommendations for the selection of a sustainable domestic waste management system that is acceptable to the community and safe for the environment.

Attention is drawn to the threatening scale of problems in the field of waste management, the direct correlation between the dynamics of socio-economic development and the accumulation of waste, which requires the formation of an adequate waste management system based on a territorially balanced approach. The importance of assessing the impact of quantitative and qualitative parameters of waste generation / utilization that form the territorial balance of waste management systems is emphasized. The organizational and economic factors that determine the volume and structure of waste generation / utilization and to which we primarily refer the macroeconomic situation in the country, economic activity of enterprises, logistics, economic, environmental levers and production restrictions are substantiated. The importance of governmental institutions in providing conditions for responsible treatment of waste management and in the use of administrative and incentive instruments to influence these processes is emphasized By changing the structure of production, a trade-off can be found between market demand for products and the cost of production, taking into account the prospective cost of waste management. The experience of European countries shows that modern recycling technologies must meet the criteria of environmental friendliness, economy, long-term availability of raw materials for recycling and demand for recycling technologies from the point of view of the sale of recycled waste components. We are convinced that the processing enterprise for the successful functioning of the company must be a business project, not a social project. This alters the motivation of management and focuses its strategy on economic outcomes that will produce social and environmental effects. The feasibility of using a public-private partnership scheme can provide a synergistic effect in the waste management system. Emphasis is placed on the effect-forming role of the socio-legal group of factors, which include the level of environmental awareness of waste generators, responsibility for violation of technological standards, ability to organize the sorting of household waste, state priorities for the implementation of waste management policy, legal responsibility for unauthorized waste.

ABSTRACTSpanish Radioactive Waste Management policy is established by the Government and implemented by ENRESA. The General Plan (GRWP) covers the analysis of the actual and foreseen inventories of spent fuel and all categories of radioactive waste, their present situation, the management strategy and actions identified, as well as funding and financial provisions. Very Low (VLLW) and Low and Intermediate Level Waste (LILW) are disposed of at El Cabril facility, which has two separate disposal areas: one intended for VLLW, based on clay and polyethylene and started up in 2006; and one for LILW conditioned in retrievable concrete containers, commissioned in 1992. Spent fuel (SF) is being stored in pools and in two dry storage installations. The priority is the development of the SF and HLW centralized storage facility. In 2009, the Government launched a call for candidate municipalities, in a public, participative process. In September 2010 a report was sent to the Cabinet, proposing eight volunteer communities, four of them deemed preferred. In the 90’s a deep geological repository (DGR) site identification program was carried out. DGR basic designs and associated performance assessments were developed in three rock types. ENRESA has set a research program that includes research projects in order to strengthen the link between management and scientific basis and improve the performance assessment, directed to the behavior of barriers, fuel or waste forms in different storage and final disposal conditions, and characterization techniques. There is also a participation in connected fields or supporting decision-making, such as advanced separation and transmutation.

The aim of this article is to identify the processes involved in the management of municipal waste in communes and to determine their cost-intensity. The research was carried out on 40 randomly selected communes of the Podlaskie voivodeship, which ensure the representativeness for this region. The following research methods were used: studies of the literature on the subject, analysis of national and local legal acts, and analysis of reports on the implementation of the budget for 2019. In addition, the multiple regression method was used to determine the level of influence of the explanatory variables (costs attributed to the processes of the municipal waste management system) on the explained variable (total costs of the municipal waste management system). The research shows that in a process approach, this system includes seven processes: establishing the legal framework for the system’s operation; providing the technical infrastructure; determining the method of financing the service; selecting the service contractor; collecting and transporting municipal waste; managing municipal waste; as well as controlling and monitoring the system. The analysis of the budget execution reports of 40 communes in the Podlaskie voivodeship shows that the municipal waste management systems generating the highest costs are in municipalities and cities with poviat rights and the lowest in rural communes, while the highest level of costs per capita are in urban-rural communes. Moreover, a multiple regression analysis determined that processes 5 and 6 – collection and transport of municipal waste – as well as its management, are the most cost-intensive and also determine the total system costs.

AbstractWaste becomes one of the crucial problems, even including cultural problems, because the impact will disrupt all aspects of life. Most landfills are operated using an open dumping system even though the landfill is designed with a sanitary landfill system. Therefore proper handling is needed to reduce the risks associated with waste problems. One of the waste handlings that can be done is with a sustainable waste management system, which is the concept of zero waste. This is in line with the efforts of the SDGs' target to state that the country as a whole can reduce waste generation through prevention, reduction, recycling, and reuse. This study uses a descriptive qualitative method with a technical approach to the analysis of literature studies in examining zero waste-based waste management systems through several case studies, namely the City of Canberra, South Korea, Sweden, Brazil, Japan, and Germany. The results showed that implementing the waste management system with the concept of zero waste required the collaboration of all parties not only stakeholders, and indirectly the cultural characteristics of the community played an important role to realize the concept of zero waste because of the need for high public awareness. And essentially all parties, both the government and the community want to reduce the amount of waste from both sources and landfills and improve the recycling system to create an ideal city. Sebagian besar tempat pembuangan sampah dioperasikan dengan menggunakan sistem open dumping walaupun TPA tersebut didesain dengan sistem sanitary landfill. Oleh sebab itu diperlukan penanganan yang tepat untuk mengurangi resiko terkait masalah sampah. Salah satu penanganan sampah yang dapat dilakukan adalah dengan sistem pengolahan sampah berkelanjutan yaitu konsep zero waste. Hal ini sejalan dengan upaya target SDGs menyatakan bahwa negara secara menyeluruh mampu mengurangi timbulan sampah melalui pencegahan, pengurangan, daur ulang, dan pemakaian kembali. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan teknis analisis studi literatur dalam mengkaji sistem pengelolaan sampah berbasis zero waste melalui beberapa studi kasus yaitu Kota Canberra, Korea Selatan, Swedia, Brasil, Jepang, dan Jerman. Hasil penelitian menunjukkan bahwa untuk menerapkan sistem pegelolaan sampah dengan konsep zero waste diperlukan kerjasama semua pihak tidak hanya pemangku kepentingan, dan secara tidak langsung komitmen masyarakat berperan penting untuk mewujudkan konsep zero waste karena perlunya kesadaran masyarakat yang tinggi. Dan pada hakekatnya semua pihak baik pemerintah dan masyarakat menginginkan untuk mengurangi jumlah sampah baik dari sumber maupun TPA dan meningkatkan sistem daur ulang untuk mewujudkan kota yang ideal.Kata Kunci : Sampah Kota, Pengelolaan Sampah, Zero Waste

With the increasing level of waste generation in Denpasar city reaching above 1000 tons per day in the midst of rapid population growth and a surge in tourism activities, residents’ adherence to    waste management procedures constitutes a vital component in the government policy strategy towards tackling waste management challenges related  to health ,  hygiene and environmental sustainability. This study aims to ascertain and analyze, implementation of Denpasar City waste management policy, to ascertain and analyze the social behavior of Denpasar city residents in the implementation of waste management policy, and to find out and analyze factors influencing the implementation of Denpasar city waste management policy. Data were obtained through in-depth interviews with research informants selected through purposive sampling technique, observation, and review of documents. Triangulation method was used for data validation while Miles-Huberman's interactive data analysis model was used analysis. Conclusion drawn from this research is that residents' parochial and non-compliance behavior to waste management standard operational procedures hinder effective implementation of waste management policy in Denpasar city..

Garbage is still seen by some people as waste that is not useful, not as a resource that can be utilized. The approach to reduce at source and recycle resources through the implementation of 3R is a more comprehensive waste management policy. Sidoarjo Regency as one of the buffer zones of Surabaya City on a daily basis produces a large volume of waste. Based on data from the Department of Sanitation and Landscaping of Sidoarjo Regency, waste management in the region has not been implemented comprehensively. Although around 100 units of Garbage Banks have been formed on a community scale, the operational activities of each unit have not been optimal. This study used descriptive qualitative method. Data was obtained by direct interviews with the Village / Village residents of the Prohibition and questionnaire, which were then analyzed. The amount of waste volume managed every month on average (Kg) shows a good amount. Waste waste is also used to increase the income of the waste bank customers in particular. Problems that occur both internal problems of institutions, technical problems, and problems outside the institution, internal problems of the institution that occur quite a lot is due to lack of awareness of the community to participate in waste management, while technical issues and problems outside the institution are not so significant. The existence of government support is needed in the sustainability of the waste bank in the Larangan District of Sidoarjo Regency, while the government support that has been implemented includes the provision of composter, supporting equipment, savings books and socialization to the community.
