In the period 1935–1939, following the death of head of state Marshal Piłsudski, the Polish national government adopted a more authoritarian and nationalist stance. Piłsudski had been considered by some Polish Jews as a protector of national and religious minorities. After his death in May 1935, institutional antisemitism experienced a dramatic increase. In the public sphere, certain newspapers regularly featured antisemitic “news reports,” opinion pieces and cartoons of an extreme nature. The newspaper ABC, for instance, advocated boycotts of Jewish businesses and shops, listing them by name, and encouraged Jewish emigration. In universities, the increasing discrimination against Jews has been well documented. Most Polish universities instituted restrictions on the number of Jewish students they would admit, or else barred them altogether. The education ministry willingly turned a blind eye to the admission policies of the university authorities. At the beginning of the academic year 1938–1939, for example, only three students in the first year of medical studies in Lwów (less than 1% of the new intake) were Jews, and none in Kraków. After discussing antisemitism in newspapers and universities in the late 1930s, this article will examine documents held in the State Archive of Ivano-Frankivsk Oblast (DAIFO) concerning relations between the Jewish communities in the Stanisławów region, and the district, provincial and national authorities, including the national Ministry for Religious Denominations and Public Enlightenment. Much of this documentation concerns the town of Dolina. With the backing of the district authorities, an attempt was made to install as assistant rabbi in the town a certain Ksyel Juda Halberstam. This move was strongly opposed by many members of the Dolina Jewish community, as well as by its senior rabbi. The correspondence sheds light on the protracted struggle between the different parties until the assistant rabbi was finally installed in late 1938. These files on the Dolina episode highlight the desire on the part of the authorities to control the rabbis, and through them the members of their communities. Information was systematically gathered on all the rabbis in the province, with particular emphasis on their moral behaviour, their perceived loyalty to the state, and their fluency in the Polish language. These actions, in turn, reflect an underlying suspicion over the extent of the rabbis’ “Polishness” and a fear, in an era of growing nationalism, of “antinational” behaviour. Such suspicions of loyalty were particularly marked where rabbis were thought to have Zionist links.

Public space is often understood as an important ‘node’ of the public sphere. Typically, theorists of public space argue that it is through the trust, civility and openness to others which citizens cultivate within a democracy’s public spaces, that they learn how to relate to one another as fellow members of a shared polity. However, such theorizing fails to articulate how these democratic comportments learned within public spaces relate to the public sphere’s purported role in holding state power to account. In this paper, we examine the ways in which what we call ‘partisan interventions’ into public space can correct for this gap. Using the example of the Communist Party of India (Marxist) (CPIM), we argue that the ways in which CPIM partisans actively cultivate sites of historical regional importance – such as in the village of Kayyur – should be understood as an aspect of the party’s more general concern to present itself to citizens as an agent both capable and worthy of wielding state power. Drawing on histories of supreme partisan contribution and sacrifice, the party influences the ideational background – in competition with other parties – against which it stakes its claims to democratic legitimacy. In contrast to those theorizations of public space that celebrate its separateness from the institutions of formal democratic politics and the state more broadly, the CPIM’s partisan interventions demonstrate how parties’ locations at the intersections of the state and civil society can connect the public sphere to its task of holding state power to account, thereby bringing the explicitly political questions of democratic legitimacy into the everyday spaces of a political community.

Dominique Iogna-Prat’s latest book, Cité de Dieu, cité des hommes. L’Église et l’architecture de la société, 1200–1500, follows on both intellectually and chronologically from La Maison Dieu. Une histoire monumentale de l’Église au Moyen Âge (v. 800–v. 1200). It presents an essay on the emergence of the town as a symbolic and political figure of society (the “city of man”) between 1200 and 1700, and on the effects of this development on the Church, which had held this function before 1200. This feeds into an ambitious reflection on the origins of modernity, seeking to move beyond the impasse of political philosophy—too quick to ignore the medieval centuries and the Scholastic moment—and to relativize the effacement of the institutional Church from the Renaissance on. In so doing, it rejects the binary opposition between the Church and the state, proposes a new periodization of the “transition to modernity,” and underlines the importance of spatial issues (mainly in terms of representation). This last element inscribes the book in the current of French historiography that for more than a decade has sought to reintroduce the question of space at the heart of social and political history. Iogna-Prat’s stimulating demonstration nevertheless raises some questions, notably relating to the effects of the Protestant Reformation, the increasing power of states, and the process of “secularization.” Above all, it raises the issue of how a logic of the polarization of space was articulated with one of territorialization in the practices of government and the structuring of society—two logics that were promoted by the ecclesial institution even before states themselves.

Abstract This article reconstructs the controversies following the release of the figures from Nigeria's 1963 population census. As the basis for the allocation of seats in the federal parliament and for the distribution of resources, the census is a valuable entry point into postcolonial Nigeria's political culture. After presenting an overview of how the Africanist literature has conceptualized the politics of population counting, the article analyses the role of the press in constructing the meaning and implications of the 1963 count. In contrast with the literature's emphasis on identification, categorization, and enumeration, our focus is on how the census results informed a broader range of visual and textual narratives. It is argued that analysing the multiple ways in which demographic sources shape debates about trust, identity, and the state in the public sphere results in a richer understanding of the politics of counting people and narrows the gap between demographic and cultural history.

Fake news and alternative science are increasingly popular topics of conversation in the public sphere and the classroom due to increasingly far-reaching social media and a shifting political climate. Promoting scientific literacy by providing opportunities for students to evaluate reports of contentious scientific issues and analyze the underlying factors that influence public perception of science is necessary for the development of an informed citizenry. This article describes a three-part learning activity useful for engaging biology students in evaluating the accuracy of science-related news reports, and reflecting upon the ways that social cues, religion, and political ideologies shape perception of science. These activities are appropriate for teaching about climate change, evolution, vaccines, and other important contemporary scientific issues in upper-level high school and undergraduate science courses.

In the course of the experiment, the effect of increasing doses of nitrogen fertilizers on the yield of clover of the meadow variety Nadezhny, entered in the State Register of Breeding Achievements in 2012, was analyzed. A comparison is also made of this influence with the timothy of the meadow variety Leningradskaya 204. It was established that the pre-sowing introduction of mineral nitrogen for clover and timothy has influenced the productivity of these crops, but the nature of this effect varies depending on the type of grass. The introduction of N20 against the background of P30K90, which provided an increase in control of 51.2% for green mass and 33.6% for air-dry matter, was optimal for meadow clover of the first year of life. For grassland clover second year of life, the best option was N0P30K90, which gave an increase of 56.6% to the control on green mass and 50.6% on air-dry matter. A further increase in the dose of nitrogen on the options caused a decrease in yield increase. Timothy meadow for two years of life was traced responsiveness to the provision of nitrogen. The most productive in all respects was the option N120P30K90.

Research is devoted to the study of the relationship of emotional intelligence of students with the results of the state exam in the adaptation of the school system for 5 years from the date of introduction. The sample consisted of 156 first-year students. Evaluation of the components of emotional intelligence was measured by self-report (EmIn questionnaire). There was a statistically significant correlation between the severity of different indicators of emotional intelligence of students passing the exam and the results of the three school subjects: Russian language, Mathematics, Social studies. It is shown that since the introduction in 2009 of compulsory exam the level of communication between the indicators of emotional intelligence and the results of the examination has changed. Adaptation processes to the introduction of the state exam lead to changes contingent of successful students: If at the time of the introduction of the exam more successful were students with higher EI, in the process of adaptation more successful became those with lower EI. It was shown that the components of EI, having the most important relationships with the results of the exam, are different for the considered subjects; the dynamics of these relationships has been revealed.

The purpose of this research is a comparative description of the visual features of the national flags of Russia and Albania as symbols of diffusion of macroidentity, which is expressed in the contradictory vectors of their foreign policy and focus on both European and Asian macroidentity. Based on color semantics, the article analyzes the state flags of Russia and Albania, which, as in state symbols, reveal the features of the geopolitical positioning of states. The connection between the axial symbol of identity – the double-headed eagle – and the bifurcation (diffuseness) of political macroidentity is shown. The features common to the two states are shown: a tendency toward geopolitical isolationism, authoritarian state power, the dependence of the institution of the church on the state and statist atheism, the prevalence of corrupt practices, the emphasis on forced modernization and extraordinary technologies for overcoming situations of foreign political challenges. It is stated that in both countries there is a corruption of power, a sign of which is a fierce struggle for power during most of Byzantine history. It was determined that this struggle was not waged by political methods, but by force – a military coup, uprising or assassination of the current head of state. In the geopolitical position of Albania, this was due to Skannerberg’s attempt to combine two in one: Islamic and Orthodox identities, as well as situational adaptation of the country’s political elite to the next occupier: from 1443, i.e. the years of struggle against Turkish rule and until 1944 the coat of arms acquired alternately Turkish, Austrian, Greek, Italian and Soviet-Russian details. The coat of arms of the Russian Federation also contains Byzantine elements, which indicates a spiritual succession with the Byzantine Empire, however, with less borrowing.

In many African countries, since the nineties, there is a subtle contest going on between religious and political leaders. At the heart of this contest is what Rosalind Hackett described as the redefinition of the categories of power and status, which cease to be primarily tied to material wealth or political connection, but rather to spiritual authority and revelation. This is a struggle for the hegemonic control of the society in the Gramscian sense of the term. While political leaders may use the coercive arms of the state – military might as well as their control of the financial resources of the state to impose their authority, religious leaders on the other hand assume the posture of moral icons, personalities endowed with superior knowledge based on divine revelation. As these contestations are played out in the public sphere, the way the leaders are able to portray themselves to their public will determine their followership. This explains the importance of mediation in the process of politico-religious contestations. In the eyes of the public, political leaders have the physical or raw power - the Italian concept of autorita; while the religious leaders have the moral power - autorevolezza. This paper uses these concepts as metaphors to present a general explanation of how the contestation between religious and political leaders plays out in the public sphere of the new media

According to the author of the paper, the head of state is not a position, not a title, not any state body, but the function of the President of the Republic of Belarus, along with the function of the guarantor of the Constitution, human and civil rights and freedoms. The function of the head of state is unchanged and is due to his position in the system of state authorities. This function manifests the nature and essence of the institution of the presidency, which cannot be reduced to specific actions or practices, therefore, it is implemented through the exercise of powers in various organizational forms. In this regard, the concept of “president”, unlike “head of state”, is not static, but dynamic, since the list of rights and duties of the President of the Republic of Belarus is open.Powers are unambiguous, substantive rights and duties of the President, legitimized from the functions and expressed in various organizational forms of his activities. At the same time, the characteristics of the President’s powers can only show the external side of his activities. The powers of the President, in contrast to the functions, are a variable value. The President through representative, legitimation, arbitration, control, rulemaking, personnel, integration, symbolist and ceremonial state powers carries out the function of the head of state.The function of the head of state is the superiority and precedence of the President over all state officials. In accordance with it, the idea of the Republic of Belarus is personified. This function allows the President of the Republic of Belarus to be the main public representative and act on behalf of the Belarusian state both within it and in international relations. This is the result of the state obtaining the status of a legitimate state, the continuity and interaction of state authorities, mediation between them. The constitutional function of the head of state makes it necessary for the President to have instruments of power-state bodies operating within this function.
