Principal leadership plays an important role in planning, developing, encouraging, supervising and evaluating schools so that a goal is achieved effectively, efficiently in improving the quality of schools. The purpose of the study was to determine the principal's leadership in the preparation, 1) quality improvement school principal's rules and regulations, 2) quality improvement principal program, 3) the principal's strategy for improving school quality and, 4) barriers to school principals in improving school quality at SD Negeri Alue Bata and SD Negeri Ujong Patihah, Nagan Raya Regency. This study uses a qualitative approach with a descriptive method. Data collection was obtained through interviews, observation and documentation. The subjects of the study were the principal, deputy principal, teacher, superintendent and head of school accreditation. The results of the study found that 1) the rules of discipline of the principal were prepared by the principal with the approval of educators and educational personnel who delivered during the meeting, 2) the principal's program in the form of an annual work program, a semester work program whose preparation is assisted by a teacher, an end-of-semester extracurricular program, 2) The principal's strategy is to hold teacher meetings and student guardian meetings, complete learning books, procurement of new buildings, selection of new students and transfer students. Cooperation with stakeholders in preparation for accreditation, discipline in school regulations, holding technology training for teachers, involving teachers in the KKG, providing equipment and materials in overcoming the corona disease outbreak. Strategic planning in the form of significant and time, 3) barriers to school principals applied, lack of teacher discipline in collecting learning tools, lack of interest in reading students in the library, some teachers did not join in preparing for accreditation due to lack of concern and sense of responsibility for school progress. Abstrak Kepemimpinan kepala sekolah berperan penting dalam menyusun perencanaan, mengembangkan, mendorong, mengawasi dan mengevaluasi sekolah sehingga tercapai suatu tujuan secara efektif, efisien dalam meningkatkan mutu sekolah. Tujuan penelitian adalah untuk mengetahui kepemimpinan kepala sekolah dalam penyusunan, 1) peraturan tata tertib kepala sekolah peningkatan mutu, 2) program kepala sekolah peningkatan mutu, 3) strategi kepala sekolah peningkatan mutu sekolah, dan 4) hambatan kepala sekolah peningkatan mutu sekolah di SD Negeri Alue Bata dan SD Negeri Ujong Patihah Kabupaten Nagan Raya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data di peroleh melalui wawancara, observasi dan dokumentasi. Subjek penelitian adalah kepala sekolah,wakil kepala sekolah,guru, pengawas dan kepala bidang pengakreditasian sekolah. Hasil penelitian di temukan, yaitu 1) peraturan tata tertib kepala sekolah disusun oleh kepala sekolah atas persetujuan pendidik dan tenaga kependidikan yang sampaikan saat rapat, 2) program kepala berupan program kerja tahunan, program kerja semester yang penyusunannya dibantu oleh guru, program ekstrakurikuler akhir semester, 3) Strategi kepala sekolah yang di terapkan mengadakan rapat guru dan rapat wali murid, melengkapi buku pembelajaran, pengadaan gedung baru, penyeleksian murid baru dan murid pindahan. Kerja sama dengan stakeholder dalam persiapan akreditasi, kedisplinan terhadap peraturan sekolah, mengadakan pelatihan tekhnologi untuk guru, mengikut sertakan guru mengikuti KKG, menyediakan peralatan dan bahan dalam mengatasi wabah penyakit corona. Perencanaan strategi berupa signifikan dan time, 4) hambatan kepala sekolah yang di terapkan kurangnya kedisipinan guru dalam mengumpulkan perangkat pebelajaran, kurang minat membaca siswa di perpustakaan, beberapa guru tidak ikut bergabung dalam mempersiapkan akreditasi karena kurangnya kepedulian dan rasa tanggung jawab terhadap kemajuan sekolah. This paper examines the relationship between principals’ training experiences and perceived school quality in seven U.S. states. Current school principals were surveyed regarding their perceptions of the comparative effectiveness of field experiences in the principal preparation program (PPP) each attended. States were selected to represent high, middle, and low scorers in the annual Education Week “Quality Counts” report. Surveys were emailed to school principals in Kentucky, Maine, Maryland, Massachusetts, Mississippi, Nebraska, and South Dakota; the response rate was over 17%. Most respondents completed field experiences as part of their PPPs and considered many of those experiences to have been valuable learning tools. Principals from the highest-ranked states identified data-driven analysis as having helped prepare them the most, while principals from two of the three lowest-ranked states mentioned working with curriculum, data analysis, & involvement in teacher observations and/or evaluations as field experiences that helped prepare them the most. This research found strong support for expanding the use of field experiences in principal training, especially as part of a longer PPP period or internship. It also indicates a need for more budget and finance training; teacher observation and evaluation training; curriculum training; and student discipline training.

This study aimed to describe in depth between the link of school policy and the school quality improvement. The method in this study is a qualitative method using the case study presented descriptively. This research was conducted at SMA Negeri 2 Babat Tomat Kabupaten Musi Banyuasin. Based on this study it was found that the First, free school policy can help the economy / ease the burden of school costs to be incurred by the parents. Second, the policy constraints of the application for free school educa-tion at SMAN 2 Babat Toman is not very effective, so that the students' interest is not increasing, infrastructure is one of the obstacles in the implementation of free school education, how the quality of schools will be increased if it is not supported by facilities and complete infrastructure. Third, the quality of school education free SMAN 2 Babat Toman already realized well with regard to input, input turns unselected maximum, that is the students. Fourth, the implementation of free school education in Banyuasin, the quality of school SMAN 2 Babat Toman Muba Sumsel was not increased. This means that the implementation for free school education quality of school SMAN 2 Babat Toman was not increased.Keywords : free schools, school quality, case studies

PurposeThis study aims to explore the extent to which schools principals serving disadvantaged communities in Germany are able to set appropriate goals and choose suitable measures for improving their schools according to the specific challenges they face. The authors determine whether principals are able to identify their schools' challenges or whether they merely follow “universal recipes” of the school effectiveness research paradigm regardless of their particular school context. This effectiveness-driven accountability approach requires an in-depth evaluation of the school and its stakeholders and might lead to a new attitude toward failure that sees it as an essential part of developing effective school improvement plans.Design/methodology/approachThe authors conducted descriptive and correlative analyses as well as exploratory and confirmatory factor analyses using longitudinal data of 164 school principals. Through cross-sectional analyses, the authors investigated the connection among challenges, goals and measures and how they correlated with (self-reported) improvements.FindingsFrom a leadership perspective, priorities for school improvement should be aligned with the school-specific challenges they identify and the goals they set to address them.Research limitations/implicationsThe extent to which legislation concerning individual school quality development programs can translate into feasible and effective actions is unclear. Caution should be taken when interpreting the findings of this study, as they reflect school principals' self-selected evaluation measures and therefore might be biased.Practical implicationsIn future research, emphasis should be placed on school management processes, in particular, the development of strategic decision-making, structuring of target perspectives and derivation of steps in school improvement and instructional development. The authors recommend the government offer school principals appropriate and adequate training and support services to prevent them from overburdening their staff.Originality/valueThis paper contributes to a deeper understanding of processes concerning strategic leadership, as opposed to operative management, of schools by revealing context-sensitive considerations.

En este artículo se analizan las consecuencias de la migración internacional en los procesos académicos y administrativos escolares, para ello se examinaron las funciones directivas en la inscripción de los menores migrantes de retorno a México. Los resultados se obtuvieron a partir de los datos recopilados en 34 escuelas primarias públicas de Hermosillo, Sonora, durante el ciclo escolar 2014-2015. Se aplicó una entrevista semiestructurada a 34 directores y a 3 funcionarios de la Secretaría de Educación y Cultura del estado, para identificar la dinámica administrativa que realizan al momento de recibir a los niños y las niñas con experiencia educativa en Estados Unidos, y conocer el grado de capacitación y conocimiento que tienen los directores, para facilitar el proceso de incorporación de los nuevos estudiantes al sistema educativo de Sonora.Returning migrant minors: academic problems and administrative process in the Sonoran school systemThis article analyzes the consequences of international migration for the school academic and administrative processes; for this purpose, management functions in the enrollment of migrant minors returning to Mexico were examined. The results were obtained from data collected in 34 public primary schools in Hermosillo, Sonora during the 2014-2015 school year. A semi-structured interview was conducted with 34 school principals and three officials of the state Secretariat of Education and Culture in order to identify the administrative dynamics involved when receiving children with school experience in the United States, as well as to determine the level of training and knowledge of school principals with the aim of facilitating the process of incorporation of new students into Sonora’s education system.

Study on the school quality improvement prescribes that the school quality can be improved through quality socialization in a number of phases. Each school can do a number of activities such as creates good working conditions; formulates vision, mission, and institutional objectives of the school; does SWOT analysis; chooses problem solving alternatives; develops plans and programs to improve the quality; conducts evaluation on the program implementation; and sets objectives of quality improvement. To avoid inefficiency, a set of quality improvement tools needs to apply.

A strategy for a school headmaster is the most decisive factor in succeeding school’s quality improvement. This study aims at describing a main strategy planning, implementation, supervision and barriers in educational quality improvement. The study used a qualitative approach in descriptive methods. The data collection were used are observation, interview and documentation. The subjects of the study are the school committee, school head masters, teachers and Students. The result of the study shows that: 1) the main strategy planning in school quality improvement is by involving all school personnel, in which the head master of the school give an opportunity to the teachers to engage in quality planning, the head master of the school cooperate with the committee in formulating the school budget. 2) Head master strategy in improving the teaching quality is placing the teaching professionally, to learn an appropriate curriculum, to assist and to give suggestion to the teachers, as well as new student test implementation. 3) Strategy of the head master of the school in controlling school quality being conducted is using teaching supervision group controlling and individual techniques on quality improvement activities. 4) Some barriers on the implementation of the head master of the school quality are that the head master of the school could not spend the time and control all the school activities. The teachers are lack of ability to operate the advance school facility. The students’ evaluations which involved students’ parents who often do not welcome their sons’ shortcomings. This case is the difficulty of the teachers to evaluate.
