Evolution and perspectives of Spanish in Russian school system

The article examines from various points of view the  role of the  Spanish language  in   the    Russian    system   of    primary    and  secondary education,  both  public    and   private,  paying   special   attention to the  experience of  schools participating in the  Bilingual  Sections program of the  Spanish Ministry of Education and Training. The article compares Spanish with other foreign languages in the  Russian  school system, and considers its evolution in the  timeline  and the  impact on its status of migration movements in connection with political events, commercial and student exchange,  tourism;  as well as the  impact of certain measures taken both in Russia  and in Spain. Institutions in both countries have established links to promote mutual development in terms of learning Spanish and Russian,  and the  diplomatic corps has become the   catalyst and manager of  this  dynamic.  Despite the   fact  that the   reactions  of  educational  actors  (institutions, civil society, students  and  teachers) are  varied, they  reinforce different mechanisms to gain access  to Spanish culture and business, as well as to other Spanish-speaking countries. The article also demonstrates the  current statistics and describes the  trend that the  teaching of Spanish may  follow in the  coming years due to positioning of Spanish among the  main foreign languages studied in Russian  schools.

One of the available challenges in areas of health economics is identification of the effective factors on health expenditures. Air pollution plays important role in the public and private health expenditure but most studies have ignored the role of this category in explanation of health expenditures. On the other hand, the impact of air pollution on health expenditures is influenced by several factors. This study intends to investigate the effect of air pollution on public and private health expenditures and to identify the urbanization rate factor affecting the relationship between air pollution and public and private health expenditures. Scope of the present study is developing countries over period of 1995-2011. We used a dynamic panel and Generalized Method of Moments method. The empirical results indicate that air pollution has positive and significant effect on public and private health expenditures. Also, the results imply that urbanization rate affecting the relationship between air pollution and health expenditures that urbanization rate plays a reinforcing role.

The economic literature has discussed the role of public banks regarding their performance as drivers of socioeconomic development, highlighting their social role when compared to private banks. This paper contributes to this discussion and analyzes the impact of the physical presence of public and private commercial banks on the Firjan Index of Municipal Development (FMDI) of Brazilian municipalities. The results of a logit panel model show that public banks have greater impact on the FMDI rather than private banks, taking into account where the municipality is located and the externalities caused by the neighboring municipality. There is great probability of a municipality being in a high level of development if it has the physical presence of commercial public banks.

The establishment of a competitive, meritocratic and engaging culture inside the educational system is one of thecrucial elements that will determine not only its survival but also its evolution as a vault of social progress andcultural elevation. Within this frame, mechanisms that can establish new relationships for excellence and innovationinside educational organizations are examined and therefore these can become future gnomons. A correlation of datafrom a three-year institution award records, provided by the Greek Ministry of Education, is being attempted, inorder to mine information about the specific characteristics of the eminent institutions.The gain of similar practices for the school community is doublefold: at first, it measures accurately enough, on ascientific basis, the impact and progressiveness on the community and secondly it safely sketches its future status byprojecting on the most popular and easily implemented features. In the meantime, there is a growing discussion onhow these radical changes could be assimilated by the majority of schools, if one imposes them in a top-down policyor if one awaits until they emerge from a cooperative and social responsible action of the school unit level.A new parameter in the idea of excellence is the newly established pilot-experimental schools, which operate alreadyin a completely novel institutional environment. Among the objectives of the ministry of education is to confide inthem a major role, that of “locomotives of excellence”, throughout the whole country. The idea of “excellence”,though quite old, has been severely criticized by members of the community. It is the duty of a research to assess thecontemporary role of that notion in education, defining its strengths and weaknesses.

This article discusses the study of phraseology and the impact of phraseological material on the motivation for learning foreign languages, improving vocabulary of learners, identifying differences and features of cultures of different nations. The study of the influence of phraseological material on motivation is necessary to identify the role of phraseological turns in the process of teaching foreign languages.  Therefore, the subject of our research will be the process of mastering phraseological units.  Since this is of great importance for the methodological base of the school.  In our time, knowledge of one or several foreign languages ​​is necessary and prestigious.  There are many methods of accelerated, but not always effective learning of foreign languages.  Therefore, it is necessary that the level of teaching foreign languages ​​at school increases, and for this, new teaching methods should be sought.  The study of phraseological units maintains interest in the study of foreign languages.  It follows that motivation will increase and become stronger if we introduce such elements as phraseological phrases, proverbs and sayings. Moreover, the article explains the main classification of phraseological units in order to use them correctly in speech.

The article investigates relationships between national/ ethnic identity and languages used in the school context. The impact of imposed, attributed, regained and selected identities on first and second language proficiency is analyzed on numerous examples drawn from the areas of history, literature and culture. Approaches to bi-and monolingualism and bi and monoculturalism are then presented with special emphasis on the role of stereotypes. Linguistic factors which influence success and failure are discussed vis-à-vis immigration and re-emigration. Attention is given to difficulties encountered by students using restricted L1 codes as well as to problems faced by pupils lacking proficiency in the language of schooling. Implications are sought for language education in the school system.

В образовательном сообществе резко возросло использование информационных и коммуникационных технологий (ИКТ) в преподавании и изучении иностранных языков. Учителя получают доступ к инновациям и внедряют их, не всегда осознавая их значение для самих себя и своих учеников. В статье представлены некоторые особенности ИКТ, которые можно использовать учебной среде, а также использование видео в качестве инструмента ИКТ на уроках иностранного языка. В данной статье также обсуждается роль учителя во внедрении технологий, именно учитель, а не технология, определяет качество обучения и преподавания. Роль учителя будет поставлена под угрозу, если мы интегрируем информационно-коммуникационные технологии в образование; однако в «техно-гуманистической» системе, учитель, ученики и технологии образуют прочный и значимый союз. The use of information and communication technologies (ICT) in teaching and learning foreign languages has increased dramatically in the educational community. Teachers gain access to innovations and implement them, not always realizing their importance for themselves and their students. The article presents some of the ICT features that can be used in a learning environment, as well as the use of video as an ICT tool in foreign language lessons. This article also discusses the role of the teacher in the implementation of technology, it is the teacher, not technology, that determines the quality of teaching and learning. The role of the teacher will be compromised if we integrate information and communication technologies into education; however, in a “techno-humanistic” system, teacher, students and technology form a strong and meaningful union.

The purpose of the research is to outline the features of the development of students’ multicultural competence and determine the role of the teacher in this process. Methods of synthesis, analysis, experiment, questionnaire and observation method has been used in the academic paper. The obtained results have confirmed the hypothesis: increasing the level of multicultural competence of students in a student-centered educational environment can be implemented subject to the active involvement of the teacher. Regular studying foreign languages and non-specialized disciplines also contributes to the development of multicultural competence. To assess multicultural competence, it has been proposed to use criteria that allow evaluating the impact of learning foreign languages and non-specialized disciplines, as well as the participation of teachers - curators. The pedagogical expediency has been proved and the application of forms, means and content components of the multicultural educational environment has been substantiated, as well as recommendations have been developed towards improving the effectiveness of the acquisition of multicultural competence of students with the active involvement of teachers.

The book here reviewed is particularly important in the field of comparative studies dedicated to Dostoevsky and Malraux, since it is the first attempt to generalize and systematize the connections that unite the creative heritage of the two writers. The interest of Howlett’s book lies in the fact that the author considers Malraux from three different points of view: as a reader, literary theorist, and writer; thus, he creates an original biography of the French writer through the prism of the impact of Dostoevsky’s ideas on him and at the same time a study that allows us to understand Dostoevsky’s role in the development of French literature in the 19th and 20th centuries. Trying to define the role of Dostoevsky in Malraux’s creative development, Howlett speaks of a demonic influence of the Russian writer: Dostoevsky predetermined Malraux’s place as a novelist and literary critic and predicted his fate, being at the same time a “guardian demon” and a tempter, constantly encouraging him to ask the cursed questions of existence. Extracting from Malraux’s texts statements about the Russian author and combining them with his own reflections and observations, Howlett seems to continue and realize Malraux’s unfinished plan to write a book about Dostoevsky.

Since year 2000, Indonesian ministry of education has allowed open curriculum system especially for adopting foreign curriculum system into national middle school system. As a result, there are demanding trends amongst parents and communities to reshape the role of teacher. The traditional instruction which emphasized the role of teacher as primarily source of knowledge is considered no longer effective to cope with latest trend of globalisation and internet technologies. For this reason, the article addressed the changing roles of modern teacher along with enhancing instructional activities. The article also examines the important trends that commonly ignored by the teachers such as: advance internet applications and characteristics of digital generation, and link them with variety of learning approaches.

The article is devoted the analysis of possibilities of the specific subculture of a teenager in police activity. The identified psychological characteristics of puberty, defined the characteristics of the adolescent subculture, graffiti is considered as an element of the subculture of the teen, identified the need to study adolescent subculture, including graffiti by police officers working directly with minors. During the questionnaire survey identified areas that need more focus for training: 1)about the peculiarities of the psychology of teenagers and the impact of crises on his behavior; 2) about modern teenage subculture, including criminal, sources of its formation and measures; 3) the mechanisms of formation of deviant behavior in adolescents;4) the interaction with public and state organizations (Ministry of education, Ministry of Health and so on). The analysis allows us to understand the role of knowledge about the subculture of teenage for police officers working directly with minors. This knowledge can tell him how to behave, what methods to use when communicating with the child.
