Introduction: The health and economic crisis in Lebanon during the COVID-19 pandemic has had detrimental effects on many sectors including higher education. This report presents the major changes in teaching/learning undertaken by three departments of the bachelor programme in a school of pharmacy in Lebanon to cope with uncertain times. Description: The educational process was modified from autumn 2019/20 to spring 2020/21, with economical instabilities and the emergence of COVID-19, where regular teaching and summative assessments were completely and forcefully switched to remote and online. Evaluation: Although a grade trend showed some changes in evaluation with the crisis, grades returned nearly to normal upon adopting the completely online system. Technical support and training for the faculty were required to help cross transitioning periods and maintain the quality of the programme. Conclusion: The crisis and the pandemic influenced pharmacy education, but gave students and faculty the chance to learn and utilise modern information and communication technology (ICT) educational tools.

The free platform Moodle was integrated with protected University Administrative Information System Electronic University (UAIS EU) of Bauman Moscow State Technical University, which serves to support the administrative work for control of educational process. The following main problems were solved: creation of unified data representation in the two systems; creation of students' and training courses' databases in Moodle based on data from UAIS EU. As result unique software was developed, new quality of service was obtained, namely different sides of University activity such as teaching, learning, and administrative control of educational process were automated and joined together; the time required for information processing and administrative decision-making was reduced; the number of errors in the systems due to the influence of a human factor was reduced. The results obtained can be used to simplify the work of teachers and enhance the performance and operational efficiency of the administrative system at any university.

The article focuses on the use of teaching information and communication technology for physical experiments simulation on quantum physics, in particular, the study of the "valley of stability". The features of the processes occurring in the atom and affecting the nucleus stability and their location in the nucleus valley of stability are analyzed. The relevance of the study is the need to intensify the process of using models and simulations, abstraction and idealization and analogies in the educational process on physics. Idealized objects creation, in particular, the nucleus valley of stability, helps to reach a first approximation the truth and to improve the quality of mastering knowledge on physics, raise the level of success of the development of knowledge and skills, as it is directed on the formation of the relationship between physical concepts, theories and laws.

There is no doubt about the fact that information and communication technology utilisation (ICT) is a life wire of any school organisation. However, planners and administrators are aware of the contributions that ICT utilisation could make to the enhancement of academic activities of the institutions. The attainment of the goals and objectives of higher institutions of learning required the availability and optimal utilisation of ICT. Based on the foregoing premise, this study examined ICT utilisation as a veritable tool for academic staff effectiveness in Nigerian Polytechnics. The concept and importance of ICT utilisation were critically examined. Challenges associated with ICT utilisation were highlighted, which include unsteady power supply, inadequate funding, poor quality of telecommunication connections, and lack of qualified ICT operators. The study concluded that the contribution of ICT utilisation to the development of entire level of education today make it necessary for the adoption of ICT utilisation by the school authorities, administrators as well as the lecturers in such a way that it easier for the utilisation of application packages (like power point presentation, Microsoft word process, spread sheet and so on), internet application (video conferencing, e-mail, data base, e-learning) and computer hardware facilities (photo copier machine, printing machine, scanners, laptops to mention but a few). This helps to improve the quality of teaching-learning process, academic and administrative effectiveness in institutions. Also, the technological devices of an institution are a major determinant factor in the actualisation of its objectives. The study recommends that proper funding should be provided for the procurement of ICT devices and equipment which are capital intensive.

One of the most important applications of ICT is in the field of education and training, where a large number of individuals can leverage the benefits of ICT to get quality education. The main aim of this paper is to realize the need of hybrid learning methodology in current educational settings. So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

The development of ICTs has strongly influenced many different aspects of social life, including education and training. ICTs application and management of ICTs applications has become an indispensable trend and has a profound effect on improving the quality of education and training. The author has analyzed the current state of ICTs application management in teaching in lower secondary schools in rural, midland and mountainous areas from which 6 management solutions for applying information and communication technology in teaching in lower secondary schools in accordance with the school’s practice.

This study explored the thoughts of emerging adults with Down syndrome on quality of life and subjective well-being. Eight 22-year-olds participated in interviews. Data was analysed with content analysis. Four themes were revealed: Work based on interest and capability, having an active and social leisure life, a safe place to live and the use of information and communication technology. Two context related patterns were identified showing that quality of life and subjective well-being were related to individualised support to enhance independency in work, social leisure and place of living. Knowledge of their perception of independency and their awareness of needing customised help and support is valuable. This study supports the proposed emerging Quality of Life Supports Paradigm in the field of intellectual disabilities, which integrates key concepts of quality of life and supports.

Background: Health Information and Communication Technology (HICT) has the potential to reduce patient wait time and improves patient satisfaction. The Long wait times for patients to receive medical services are a big issue in Canada. The Canadian government has invested in Information and Communication Technology (ICT) to shorten patient referral wait times for medical services. Little was known about the association between ICT investments and the quality of health care delivery, and particularly between the use of ICT and referral wait times in the Manitoba Health System (MHS). Methods: The purpose of this quantitative correlational study was to determine if a relationship existed between the use of HICT and the quality of health care delivery in the MHS. The quality of health care delivery was measured in terms of referral wait time, health information sharing effectiveness, physicians’ satisfaction, and patients’ satisfaction. Conclusion: Findings indicated the absence of a significant association between HICT use and referral wait times. Significant correlations were found to exist between (1) HICT use and health information sharing effectiveness, (2) HICT use and physician’s satisfaction, and (3) HICT use and patient’s satisfaction. Four recommendations emerged from this study: First, patient satisfaction should be used as an indicator of the quality of health care delivery. Second, health knowledge repository and expert systems should be integrated into health ICT systems to minimize unnecessary referrals. Third, a mixed health system should be implemented to shorten wait times. Fourth, the portability of the Canadian Medicare should be enhanced to allow Manitobans in particular and Canadians in general to seek medical services abroad. This study was intended to contribute to the existing body of knowledge associated with ICT investments’ outcomes and health care delivery in the MHS.

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.
