We are living in an era of development and innovation through research and learning. The nation that has achieved its development goals, has done through education reforms and a keen focus on strengthening its National Innovation System.  In Pakistan, this role has fallen to the Higher Education Commission, commonly known as HEC. The Higher Education Commission (HEC) has attempted various activities for ceaseless improvement of the nature of advanced education as per the worldwide norms and to patch up post-auxiliary instruction to improve the instructive guidelines at the alumni level. Public Academy for Higher Education has been built up with the mean to plan and convey nonexclusive and need-based limit building and preparing programs in instructing and exploration for personnel just as a spotlight on scholastic administration and authority for the workforce and the board. Education Testing Council (ETC) has additionally been modified to normalize passage tests for the universities of Pakistan. The study focuses on the different programs run by HEC to develop the country’s formal learning program and education sector. Since its commencement, we investigate various projects created by HEC to encourage Higher Education Institutions (HEIs) and build up a superior staff for this reason.

Driven to improve the quality of higher education as an engine of growth and socio-economic development within Pakistan for 20 years, the Higher Education Commission (HEC) in Pakistan has focused on linking academics and professional services staff with their counterparts in various countries, including the UK, US, and Australia. In collaboration with the British Council, the PAK-UK initiative has been launched to offer deeper linkages between the academics and universities in the UK and Pakistan. This paper presents statistical analysis of data collected in a British Council project highlighting the gender inequalities of the current HEC strategy. The results suggest the potential for online opportunities to help close and amend this gender gap and improve higher education in Pakistan, and the PAK-UK initiative’s role in contributing more broadly to the United Nations Sustainable Development Goals.

Purpose Universities can do more to deliver against the sustainable development goals (SDGs), working with faculty, staff and students, as well as their wider stakeholder community and alumni body. They play a critical role in helping shape new ways for the world, educating global citizens and delivering knowledge and innovation into society. Universities can be engines of societal transformation. Using a multiple case study approach, this study aims to explore different ways of strategizing sustainability toward delivering the SDGs are explored in a university setting with an example from the UK, Bulgaria (Europe) and USA. Design/methodology/approach The first case is a public UK university that adopted enterprise and sustainability as its academic mission to secure differentiation in a disrupted and increasingly marketized global higher education sector; this became a source of inspiration for change in regional businesses and the local community. The second case is a business sector-led sustainability-driven transformation working with a private university in Bulgaria to catalyze economic regeneration and social innovation. Finally, a case from the office for sustainability in a major US research university is given to show how its engagement program connected faculty and students in sustainability projects within the institution and with external partners. Findings Each case is in effect a “living lab,” positioning sustainability as an intentional and aspirational strategy with sustainable development and the SDG framework a means to that end. Leadership at all levels, and by students, was key to success in acting with a shared purpose. Partnerships within and with universities can help accelerate delivery of the SDGs, enabling higher education to make a fuller contribution to sustaining the economic, environmental, cultural and intellectual well-being of our global communities. Originality/value The role of universities as the engine of transformational sustainability toward delivering the SDGs has been explored by way of three case studies that highlight different means toward that end. The collegiate nature of the higher education sector, with its shared governance models and different constituencies and performance drivers, means that sustainability at a strategic level must be led with leaders at all levels acting with purpose. The “living lab” model can become a part of transformative institutional change that draws on both top-down and bottom-up strategies in pursuit of sustainable development.

Abstract This article based on the reality of development in West Aceh. West Aceh is currently being intensively undertaken development on various sectors, one of them in the education sector. This article aims to examine how development opportunities and challenges are in the education sector, why is development in the education sector important?, also to examine what and how the role of academics in development of education sector ?. Research method used in this article is literature review. The approach is Improvement Approach and Tranformation Approach. The result of the research shows that the role of academics is considered very important to advance education in Barsela region, especially West Aceh. The role of academic can be shown through the implementation of tri darma of higher education; education, research and community service. Academics have an important role to change the mindset of society interested in continuing higher education. In additio, academics and government must synergize in conducting development programs, especially in education. Education is the spearhead of development, higher education as an arena of development transformation has a big chance, but has many challenges, one of the public interest towards universities is still considered less and people still have the mindset that universities need is expensive. This mindset has become a habitus in some people who are in the middle to lower class, whereas society is the subject of development. Keywords: Higher Education, Development Transformation, Opportunities and Challenges

Public organisations provide training to enhance their employee’s capabilities to provide better services. Public organisations use different learning methods to enhance their employee’s skills and service offering. Therefore, public organisations are considering different learning programmes such as classroom training, coaching, mentoring etc. For the organisations to be effective in providing the learning programs to their employees, there is a need to have an approach to support these efforts. This study suggests that Organisational Learning Capability (OLC) is the right approach to do that. This is because OLC facilitates the learning process. The study proposes an OLC model consists of the key elements that represent the definition of OLC; these are the learning processes, enablers, influential factors. This paper explores how organisations can bridge the gap between investments in learning initiatives and improvement in service provision in public organisations. The context of this study is the creation of a set of learning and development programs in the public services organisations. The top OLC model helps to define all other learning programmes where the coaching learning program is presented in this paper.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.

Online education is no longer a peripheral phenomenon in higher education: over one-third of faculty have taught or developed an online course. As institutions of higher education expand their online education offerings, administrators need to recognize that supporting faculty through the use of incentives and through effective faculty development programs for online instruction is important to the improvement of the quality of educational programs. This quantitative study used an online survey to investigate the types and frequency of faculty development programs for online instruction at institutions with an established teaching and learning development unit (TLDU). The average TLDU offered about fifteen different types of faculty development programs, the most common being websites, technical services, printed materials, and consultation with instructional design experts.

Рассмотрены особенности подготовки педагогов высшей школы по направлениям социально-гуманитарного образования. Авторы презентуют результаты анкетирования магистрантов и аспирантов, свидетельствующие о дефиците прикладных знаний респондентов в области современных технологий, таких как Agile. Обоснованы предложения по интенсификации программ повышения квалификации преподавателей, насыщению образовательных программ вопросами применения современных технологий менеджмента. the authors consider the conservatism of university educational programs as one of the obstacles in the preparation of potential university teachers. The article discusses the features of training higher education teachers in the areas of social and humanitarian education. The authors present the results of a survey of undergraduates and graduate students, indicating a lack of applied knowledge of postgraduate and graduate students in the field of modern technologies such as Agile. The article substantiates the proposals on the intensification of teacher development programs, the saturation of educational programs with the application of modern management technologies.
